NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The premier of Republika Srpska /RS/ Milorad Dodik came out with the stance of the Government that the problem of Kosovo must be solved in the framework of Serbia and FR Yugoslavia /FRY/ and by political means, without the escalation of clashes. In an interview for the Serbian radio-TV /SRT/ Dodik stressed that on Kosovo are acting the Albanian terroristic groups, against which the state must be protected. While talking about the announcements of new sanctions against FRY, Dodik stated that by them wouldn't be performed the pressure on the authorities or Albanian terrorists, but the problems of the people in FRY would be deepened, what would be reflected, as he said, also on RS.

AMSTERDAM - The international organisations and western media after the beginning euphoria of return of refugees into RS and Federation B&H /FB&H/ acknowledged that the speed, by which was started this project, was the result of the bad estimation and that the plan of return for 1998, after events in Drvar, Derventa and Doboj is in the serious crisis. From the media and reports of the foreign organisations could be learned that the refugees were sent in the critical regions without previous preparation of the terrain and that they made a risk just like that, although everyone who has been working on it was quite well aware about that.

SARAJEVO - The higher international mediator Sir Arthur Watts thinks that five states which are negotiating about division of the property of the former Yugoslavia could accord their stances soon, about his problem in solving the less difficult problems, as the archives, pensions, citizenship, acquainted rights and contracts. "We shall in the next few weeks dedicate to that the special attention and, if we reach the agreement about these less difficult questions, it will be a significant step forward" - said Watts at the press conference in federal part of Sarajevo, where he would meet the members of the Steering Board for implementation of peace. in B&H.

PRISTINA - The so called, self-styled, Head Quarters of the terroristic organisation "Liberation Army of Kosovo" called upon all Kosovo Albanians to join, as sited in the announcement, "the joint front of struggle for liberation, because they are in the war". Terrorists are inviting the Serbian Albanians to respond to the call for mobilisation, because, otherwise, as stressed, to them will be delivered the "towel and half of kilograms of tea", i.e. they will be liquidated /killed/.

PODGORICA - The premier of Montenegro Filip Vujanovic and ambassador of the Czech Republic Ivan Busnijak agreed on April 28 in Podgorica that the democratic reforms are the best way for strengthening and deepening the mutual economic cooperation. As stated in the announcement from the Cabinet of Mr. Vujanovic to SRNA, two diplomats supported the activities of the Government of Montenegro directed on the process of democratisation and reforms of overall social relations, and especially in the fields of strategic importance for the economic development of Montenegro.

BIJELJINA - At the consultative meeting of the president of National Assembly of Republika Srpska /RS/ Dragan Kalinic with the representatives of the delegate clubs, which started at 11,00 h in Bijeljina, should be precisely determined the agenda, place and time of holding next session of the Serbian parliament. The meeting is attended by the chiefs of Clubs of delegates of Serbian Democratic Party /SDS/ Aleksa Buha, Serbian People's Union Svetozar Mihajlovic, Socilistic Party /SP/ of RS Zeljko Mirjanic, Coalition for whole and democratic B&H Safet Bico, president of Serbian Radical Party of RS Nikola Poplasen. and secretary general of the Party of Independent Social-Democrats of RS Nenad Bastinac.

ROME - While commenting yesterday's Regional International Conference in Banja Luka, Italian media specifically underline the critics and warnings which German Government sent to Croatia because making difficult the return of Serbian refugees into Krajina, as well in the parts of the Federation B&H /FB&H/. The Italian press is mentioning that in question is the return of abut 50,000 Serbs to Croatia, several thousands Serbs to FB&H, and that only to Sarajevo should return 60,000 Serbian refugees.

VISEGRAD - The representatives of the Regional board of SDS of Chicago delivered in Visegrad the scholarships for 23 children of killed Serbian soldiers from Serbian Gorazde and Visegrad. The parents and custodians of youngsters this time have got 50 $US each, and the representative of the Chicago SDS Biljana Djelovic announced that the arriving of aid will follow furthermore.

BANJA LUKA - SPRS vigorously opposes to imposing announced economic sanctions to Serbia and FR Yugoslavia /FRY/, because such an act would have catastrophic consequences for whole Serbian people. That stated at the press conference in Banja Luka the spokesman of SPRS Igor Radojcic, stressing that imposing sanctions would especially be detrimental for RS, which would suffer the economical shock.

BANJA LUKA - The representatives of Zastava-trucks from Kragujevac, with the partners from RS in Banja Luka signed five contracts about the business- technical cooperation, by which is anticipated the organised sale, servicing of the field vehicles and turnover of the spare parts. The director of the advertising department of Zastava-trucks Nenad Pejcic confirmed at the press conference that in this way was established unique network for selling and servicing the transportation vehicles in RS, FB&H and part of Croatia.

SARAJEVO - The payment of the February remunerations of the beneficiaries of Public Fund for Pensions and disabled person's insurance of RS will start on April 30 in the whole region of Republic and FRY, was announced to SRNA from the Cabinet of the director of the Public Fund Svetozar Mihajlovic. In the announcement is stated that the height of remunerations will be the same as for January 1998.

BIJELJINA - The president of the National assembly of Republika Srpska /RS/ Dragan Kalinic stated for SRNA in Bijeljina that next, fifth, session of the Serbian parliament will be held on May 12 and 13 in Banja Luka. After the end of the regular consultative meeting with the chiefs of the delegate clubs Kalinic said that at the agenda of the assembly session will be 20 items, as the Report about the work of RS Government in past 100 days and the Report about impending September's elections in B&H, especially about the role of OSCE and electoral rules, on which, as Kalinic said, majority of the parliamentary parties have many objections.

BIJELJINA - The president of the National assembly of Republika Srpska Dragan Kalinic warned in Bijeljina that the issue of refugees and displaced population is one of the most complex political and humanitarian problems in B&H, especially in RS, where still exist he collective accommodation centres. "About the issue of accommodation of this category of population must be talked as about the complex and sophisticated process, in which must be taken into account the shown willingness of each person to live where and work what he wants" - said Kalinic for SRNA. Reviewing the yesterday's Regional Conference about return into Banja Luka, Kalinic mentioned that he is surprised "with the speed of its convening after the Sarajevo conference, on which were treated similar issues".

ZVORNIK - The RS Internal Minister Milovan Stankovic stated in Zvornik, after the session of widened staff representatives of MUP, that the last events in Drvar and Doboj are connected with holding of the Conference in Banja Luka and that their goal was destabilisation in that region and show that MUP of RS do not function. "Those are coordinated activities of the factors to which is not interest to make the Dayton Agreement effective, especially its Annex 7" - assessed the minister Stankovic in the statement for SRNA. Asked to say his opinion about the stories about his replacement from the post of minister, he said that he is not worried about that at all, and that he had told to president Plavsic and premier Dodik, who had entrusted him that function, that he will perform it until he can help.

BANJA LUKA - The Serbian National Union /SNS/ thinks that the events in Drvar, Derventa and Doboj are "the product of the team work of most reactionary forces in the composition of three nations in B&H, who wish to stop the democratic processes in RS". "The national parties, which are responsible for the beginning of the war, furthermore want to extend the conflicts and stop the democratic processes which commenced the Government of RS" stressed at the press conference in Banja Luka the vicepresident of SNS Branislav Lolic and warned that "there exist indications that something similar is being prepared in Prijedor".

ZAGREB - The Serbian People's Party /SNS/ have no confidence in attempts of Croatian Government for return of Serbs, is dissatisfied with the assembly discussion about that topic, and on the press conference in Zagreb had criticised the work of the National Board for establishing international confidence. The president of the party Milan Djukic claims that the Croatian Government tackled with the topic of return not because of being sincere , but to decrease the international pressure on Zagreb" - report the Croatian media.

BANJA LUKA - The spokesman of the Office of the High Representative /OHR/ in Banja Luka Duncan Boulivant assessed as the very successful the yesterday's International Conference about the return of refugees and stressed that the local authorities bear the responsibility for implementation of the conclusions of the Conference. Stressing that there exist a great gap between political responsibility and practice, Boulivant warned, at the today's press conference of international organisations that this gap must be bridged and that return must be provided in the efficacious way. He reminded on the conclusion of the Conference that "the local authorities which would prevent the return will not get the aid of the international community".

BELGRADE - UNHCR is decisive in the stance that the recent event in Drvar dare not stop the process of return of refugees and displaced persons into their homes - stated the spokesman of the Belgrade's office of this humanitarian organisation Mons Niberg. "This confirmed, on Monday, also Sadako Ogata, the UN High Commissioner for refugees, stressing that UNHCR will not be frightened with the attack on returnees" - said Niberg at the press conference in Belgrade. While talking about the Regional conference about return, held yesterday in Banja Luka, the spokesman of UNHCR stressed that on this gathering to the parties in B&H were given certain deadlines which must be respected.

BANJA LUKA - Before the Great Council of the Regional Court in Banja Luka, at which presides the judge Dragisa Glusac, was continued the trial to Alija Izetbegovic charged for war crimes against civilian population, wounded persons and ill persons, and POWs. During the 32. continuations of the process, at the proposal of the deputy Public Prosecutor Zeljko Blazic was read the statement of the witness of prosecution Dusko Janjic, who is temporarily on the work abroad. That statement Janjic gave on October 21, 1994 in Backa Topola, after three moths imprisonment in the camp in Mostar.

BELGRADE - The vice-president of the Government of Republic of Serbia and president of the Serbian Radical Party Vojislav Seselj stated in Belgrade that FRY is decisive to withstand the eventual sanctions of the Contact Group. "Our policy is able to cope with sanctions. We are afraid of it, but we have no other solution so we must withstand it" - said Seselj at the press conference. According to him, the Serbian police will make a showdown with the terrorists in Kosovo.

ROME - At the meeting of the Contract Group in Rome are more loud and concrete requirements that Albanians from Kosovo must gave up from the demand for secession, because the borders of FR Yugoslavia will not be changed - learns the SRNA reporter. The Italian agency ANSA stated that Contract Group works on according the stances for the dialogue between president of Serbia Milan Milutinovic and Serbian Albanians in Kosovo, without any conditioning.

DRENICA - Well armed and entrenched Albanian extremists in drenica expect that the arms will have priority over the diplomacy in solving the destiny of Kosovo - is stated in the report of the journalist of Reuters Kurt Shork, who was in Drenica. He said that while in Rome in the same time diplomats are polishing the conference table attempting to find the peaceful solution for Kosovo, the Albanian terrorists are polishing guns and claim that they do not care about sanctions because, as they said, Kosovo for them is no more the political, but the military problem.

BANJA LUKA - The president of the Alternative Government of RS Dubravko Prstojevic assessed in Banja Luka that imposing sanctions to FRY would represent the direct impact on the Dayton Agreement and its breakdown. Reminding that FRY is one of the signatories and guarantors of the implantation of the Dayton Agreement, Prstojevic said at the press conference that returning of the economic blockade would instigate more the secession in the region. "The eventual imposing of sanctions to FRY automatically would impose the sanctions to RS" - thinks Prstojevic.
