NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) Government strongly condemned recent events in Drvar and Derventa expressing deep concern, bitterness and protest because of manipulation with refugees. "The RS Government entirely supports the Dayton Peace Accord and its implementation but also emphasizes the necessity of giving real and firm guarantees to persons who want to come back in accordance with the Annex 7 of the Dayton Accord" - is said in the RS Prime Minister's Cabinet statement.

DOBOJ - Police station in Doboj (CJB) assessed situation in Doboj suburb Svjetlica as a stabile but "we are on the alert". " All eventual incidents will be responded adequately and the public will be informed on time" - is said in the CJB statement.

DOBOJ - Inhabitants of the Paklenica local community in Ozren complained yesterday because of brutal behavior of the SFOR members during search for arms on April 24. The local community Council said in a protest letter that soldiers of the Danish battalion forcible wandered into Serb locked houses. Having found out that there is no any arms they had left houses broken off.

AMSTERDAM - Bishop of Australia and New Zealand and Administrator for West Europe Mr. Luka Kovacevic with clergy visited yesterday in Seweningen detained Serbs, accused of war crimes by the Hague War Crimes Tribunal. In the announcement of the Eparchy office of the Serbian Orthodox Church in Paris, delivered to SRNA, is said that detained Serbs after joint prayer thanked guests for their visit and had a conversation about living conditions in the Hague prisons.

AMSTERDAM - An usual form of protectorate is in force in B&H and whole activity of the international factors can be described as protectorate - is said in an analysis of the Media plan organisation which cooperate with the Council of Europe, Winston Foundation from Washington and OSCE. They illustrated that with facts that "peace in Bosnia is being keeping by military troops and IPTF meaning that foreign factors have significant influence on transformation of all key elements of life, political institutions and internal structure governmental".

PODGORICA - The Montenegrin President Milo Djukanovic departed for Germany heading the delegation in which are the Government vice-president Slavko Drljevic, Foreign Affairs Minister Branko Petovic, Minister of Industry Miodrag Milanovic and Counsellor of the President Milan Rocen. Djukanovic has been invited by German Foreign Affairs Minister Klaus Kinkel. They will also have talks with numerous high representatives of the German administration, financial and business institutions.

NIS - The FRY Third Army Command announced yesterday that a terroristic attack on the FRY Army unit on a border crossing between border barracks Kosare and general Pavle Ilic , was conducted from vicinity villages "synchronously with an attempt of another illegal border crossing of a new group of terrorists and arms from Albania". "12 automatic rifles and certain amount of ammunition, explosives and other military equipment have been confiscated. During research of the area more buildings adapted for terrorists and for storage of arms and military equipment had been discovered" - is said in the statement of the Informative Service of the Third Army Command.

PRIJEDOR - Representatives of the Prijedor Municipal Assembly adopted principles of return of refugees and displaced persons, done by work group of the Municipal Parliament.It has been agreed for people who want to come back to have all provided for but at the same time to be solved problem of refugees who want to stay in Prijedor. Second principle is for property of Returnees to Prijedor to be equally returned and compensation of property and rights of refugees or a displaced person who live in this municipality.

BANJALUKA - The Republika Srpska (RS) President Biljana Plavsic had talks with the Special Envoy of the Russian Foreign Affairs Ministry Alexander Aksenjonak in Banjaluka. They were discussing mainly about current situation in RS and FB&H regarding implementation of the Dayton Peace Accord. After the meeting Aksenjonak said that talks were useful. President Plavsic had talks with the International Community High Representative in B&H Carlos Westendorp but they did give any statements for the press.

BANJALUKA - Return of refugees is priority for the RS Government - said the RS prime Minister Milorad Dodik at the Regional International Return Conference in Banjaluka. "Realisation of rights to return must be launched simultaneously from the regional level. Only in that way risks of individual attempts can be avoided. He expressed concern regarding events in Drvar, Svjetlici and Derventa emphasising that these events can jeopardise the Return Conference. Conference , however , is not to be burdened with requests which could jeopardise a way of solving problems of refugees, said Milorad Dodik.

BANJALUKA - The International Community High Representative for B&H Carlos Westendorp said in Banjaluka that return of refugees and displaced persons reflected the most important part of the Dayton Peace Accord and lacmus- text of confidence and permanent peace in B&H. At the press-conference Westendorp said that the International community would not tolerate obstruction of return nor at the regional nor at the local level. At the regional level Croatia, FRY are bearing special responsibility, and they must respect "spirit of the Dayton Accord".

BANJALUKA - Addressing to participants of the Regional International Return Conference in Banjaluka, FB&H President Ejup Ganic said that "two-way return must become reality because one-way can not last for long". "Conclusions of this Conference must include clear information of numbers and dates in order to show that this year is a year of return" - said Ganic. The FB&H vice-president Vladimir Soljic asked for the international aid to be suspended to those municipalities, even entities which are obstructing return of refugees. The FB&H Prime Minister Edhem Bicakcic said that the biggest obstacle for mass return is destroyed infrastructure, housing problems i.e. lack of financial means for its renewal, launching of production etc.

BANJALUKA - The first counselor in the European Commission Herman de Lang warned in Banjaluka that recent tragic events in Drvar and Derventa "must not jeopardise process of return of refugees". The U.S. Ambassador to B&H Richard Kauzlarich said that the "international community must react decisively and must consolidate its role through participation of the IPTF, SFOR and UNHCR". Commissioner for Return of Refugees in the German Government addressed Croats saying that they must not obstruct return of Serbs in Krajina.

SARAJEVO - Delegates of the House of Commons of the B&H Parliamentary Assembly at the 8th session , held in the National Museum in Sarajevo, passed the Law on Budget execution of institutions and international obligations and the B&H Budget for 1998 amounting 183 millions of convertible currency with amendments.

SARAJEVO - President in the B&h Presidency from RS Momcilo Krajisnik received in Pale previous chief of mission of the Russian Federation to B&H Jakov Gerasimov in farewell visit. "Analysing previous joint work in the last two years we concluded that cooperation was very good and I express my deep gratitude to Mr. Gerasimov and his help and everything he had done for establishing of peace in B&H and implementation of the Dayton Peace Accord" - said Krajisnik after the meeting, expressing hope that the cooperation will continue to be good with his successor Alexander Tkancenko.

BRCKO - Vice-president of the RS Government Ostoja Kremenovic scheduled for tomorrow at 5:00 p.m. in Brcko second meeting of the RS Government Commission for Implementation of the Arbitration Decision on dispute part of the IEBL in Brcko. The Commission includes, aside from members of the RS Government and representatives of the local authorities in Brcko, FB&H Minister of Refugees and Displaced Persons Rasim Kadic.

BANJALUKA - President of the Republic Commission for exchange of war prisoners and civilians Jovo Rosic said in Banjaluka for SRNA that 35 bodies of Serb civilians have been exhumed in Bradina from three mass graves. Most of the deaths were prisoners of the Muslim concentration camp in Celebic. Bodies were transferred to Trebinje for pathological analysis after which an identification will take place.

BIJELJINA - Party of the RS Independent Social Democrats (SNSD) thinks that recent events in Drvar jeopardised the Dayton Peace Accord, which has no alternative." Vice-president of the party Branko Dokic assessed at the press-conference in Banjaluka that "these events in Drvar are supported by the international community".

PRIJEDOR - Recent events in Drvar, Derventa and Doboj have well known scenario, directed against all positive moves in RS regarding realisation of the Annex 7 of the Dayton Accord, - said at a press-conference spokesman of the Municipal board of the Serbian People Union (OO SNS) Branko Maksimovic. That stance is confirmed with statement of cardinal Vinko Puljic on the Croatian TV while events in Drvar were planned by those who does not want for Serbs to come back to their homes.

PRISTINA - Delegation of the Republika Srbija Government in which are Ratko Markovic, Ratomir Vico, Ivan Sedlak, Andreja Milosavljevic, Tomislav Nikolic and special envoy of the FRY President Vladan Kutlesic arrived in Pristina to negotiate with representatives of national minority about problems in Kosovo. Until 11:00 a.m. representatives of Muslim, Gypsies, Turks and Egyptians arrived while Albanians did not come.

PRISTINA - Several thousands of Albanians demonstrated in the main street in Pristina but with changed scenario, announced by the Albanian paper "Bujku". Demonstrants were shouting "I gave my word fro Kosovo", "I gave my word, I give my life for Kosovo", "Freedom-independence"...

BELGRADE - The Serbian Renewal Movement (SPO) expects from the Contact Group to condemn at the session in Rome regime in Albania, which supports separatism and terrorism in Kosovo - said the SPO president spokesman Andjelko Trpkovic. At the pressconference in Belgrade he emphasised that "the Liberation army of Kosovo" should be urgently included in a list of the international terroristic organisations.

BRCKO - For children of Muslim returnees to Brcko seats in schools are provided within local four primary schools in Brod and Begovaca - said for SRNA secretary of the Secretariat for Social Affairs Nikola Ristic. the Supervisor spokesman in Brcko David Benet confirmed that the schools "are on the RS territory" so they will work according to curriculum valid for whole RS.

BANJALUKA - Co-chairman of the B&H Council of Ministers Boro Bosic said in Banjaluka that the Regional Return Conference was a sign of decisiveness of the international community and great number of people from both entities for the implementation of the Peace Accord to be continued. In the special statement for SRNA Bosic said that holding of a Conference meant that RS was ready to solve the most difficult and delicate question of the Dayton Peace Accord, as a return of refugees problem .

BANJALUKA - The RS Minister of Refugees and Displaced Persons Miladin Dragicevic said at the regional international Return Conference that "a principle of voluntary choice must be respected" regarding return of refugees. Dragicevic thinks that all men who want to return must be put on a list as well as their property. But all three i.e. four principles of the Annex 7 of the Dayton Peace Accord - return, trade, compensation or exchange of property must be equally treated.

BANJALUKA - President of the Independent Serbian Democratic Party Vojislav Stanimirovic warned at the Regional Return Conference in Banjaluka that a year of 1998 for Serbs in the region of Srem-Baranja could be "a year of departure and not return". He informed participants at the Conference that only in the last two months 2,500 Serbs left the region because of security, political, economic and numerous other reasons. One of the main reasons is impossibility of Serbs in Croatia to get their property back.

BANJALUKA - The UNHCR Special Envoy Nikolas Moris said at the Regional Return Conference in Banjaluka that without return of refugees peace would not come to the region. "Right to return , freedom of movement and return of refugees are integral parts of the UN Declaration, which signatories have an obligation to accept return of those who left their territory".

BANJALUKA - Croatian Foreign Affairs Minister Mate Granic said at the Regional Return Conference in Banjaluka that Croatia "has an obligation to solve the return of refugees problem, to enable return to all who want to return and to do something for Croats from B&H who want to stay in Croatia. He announced that Croatia intended to open consulates in Subotica and Kotor so the Agreement on cancelling of visas would be expanded from FB&H territory to RS, when problem of passports is to be solved.

BANJALUKA - Voluntary return of refugees and displaced persons must be priority in work of authorities in this region, because it is a basic right. The international community is decisive to implement that right,stated at a press-conference in Banjaluka the International Community High Representative Carlos Westendorp. "Special and secret arrangements against principles imposed by the Annex 7 of the Dayton Peace Accord must be stopped", said Westendorp. Every attempt of sabotage with criminal acts, like those in Drvar and Derventa will not be tolerated.

SARAJEVO - Chairman of the House of Commons of the B&H Parliamentary Assembly Momir Tosic said for SRNA that after a session of the Council of Europe Parliamentary Assembly in Strasbourg " new unjustified sanctions against FRY will not be imposed although many would like that to happen to Serb people". "On behalf of the B&H delegation in Strasbourg I stressed that if there is a will for stabilisation of the Balkans situation, FRY should become a member of the Council of Europe" - said Tosic.

SRPSKO SARAJEVO - President of the Sarajevo City Assembly Mirko Sarovic received a delegation of the Great Britain Government headed by counsellor in the government Richard Gosvly, and informed them about problems and situation in this part of RS. Representatives of the Intellectual Forum of Srpsko Sarajevo participated in talks and British delegation "got some new information, useful for both sides," said Sarovic.

BRCKO - Office of the international supervisor for the region of Brcko denied information according to which in houses , allowed for return, persons from other parts of FB&H are moving in, in case its original owner does not want to come back. The OHR policy was to encourage peaceful, gradual programme of return in accordance with the Annex 7 of the Dayton Peace Accord and the Arbitration Decision for Brcko. Referring to that supervisor pointed out that according to the Procedure for return, issued on April 24 in 1997, the Commission for return is only relevant to approve return of owners.

SARAJEVO - German Minister of Cooperation and Development Carl Dieter Springer said at a press-conference in Sarajevo that "administrative regulations in B&H and Croatia must not interfere with return of refugees from Germany". War in Bosnia ended two years ago and he already had talks with the B&H Presidency Chairman Alija Izetbegovic. He announced that German Government "will put a pressure on the RS Prime Minister Milorad Dodik regarding faster acceptance of refugees from Germany".

SARAJEVO - The OHR spokesman for B&H Simon Haselock said at the press- conference in Sarajevo that the international community was decisive to, no matter obstacles, implement the Dayton Peace Accord regulations on unconditional return of refugees into their previous homes. Regarding Drvar, Derventa and Doboj, Haselock said that "these events are the most tragic" but fulfilling of the Annex 7 of the Dayton Peace Accord is a key part and must be fulfilled by all three parts in B&H".

BANJALUKA - The IPTF representative in Banjaluka Ljiljana Radetic said that the UN Secretary General Special Envoy for B&H Elizabeth Rehn would sign an agreement in Livno on a police reconstruction in Canton 10 in FB&H. She condemned tragic events in Drvar. In her opinion it was planed action of provoking troubles during which police did not react on the violence.

SREBRENICA - The Srebrenica Municipal Assembly Executive board is not formed yet although according to a decision of the OSCE Election Subappeal Commission by April 25, 1998 a power should be taken over by provisional multiethnic Executive Board with American Larry Camper at the head. Along with him two Serbs and two Muslim, as chiefs of departments, and two of their deputies will be in the multinational Executive Board.

APRIL 28, 1998 EVENING

BANJALUKA - President of the Republika Srpska Government (RS) Milorad Dodik said that he was pleased with work and results of the Government in 100 days since it was elected. In an interview with "Oslobodjenje" he reminded that his Cabinet was elected "in time when in RS was general political division, reflected on a relation Pale-Banjaluka,i.e. eastern-western part, division within police, creating for RS bad position in the international- political mean". "It seemes to me, and that is opinion of many neutral people that, if the Government was not elected ,destiny of RS would have been uncertain", said Dodik.

SARAJEVO - Current authority in RS would do favour to Serb people if it would step down from political scene, - is said from the announcement of the Cabinet of the President in the B&H Presidency from RS Momcilo Krajisnik. Public announcement, signed by a Mr. Krajisnik's counsellor for public relations Vojislav Topalovic, SRNA conveys in total.

BANJALUKA - Authorities in RS, FB&H, FRY and Croatia must work on voluntary return of refugees as a priority, what will be measure for establishing of a degree of further support to the B&H reconstruction - is said in a conclusion of the Regional Return Conference in Banjaluka. In the closing statements participants of the Conference urged on all entity, cantonal and municipal authorities in B&H to support organised returns and to increase mutual cooperation as a form of strengthening between returnees. When it comes to RS a need for instant return on its territory was emphasised, and for Banjaluka that it bears responsibility in taking over of leadership in that process.

BANJALUKA - Federal Minister of Labour, Health and Social Affairs Dusko Lakicevic stated for SRNA in Banjaluka that at the Regional Return Conference was good suggestions and discussions. According to him FRY, with modest international help, is not able to solve problem of refugees and displaced persons permanently.

DRVAR - Municipal Board of the Croatian Democratic Community in Drvar condemned strongly violent behaviour of Croats on the protest on April 24 - Croation Radio reported. "We are disappointed with people from Drvar for their improper reaction and violence" - is said in the announcement.

LIVNO - An Agreement on police reconstruction has been signed in Livno in Hercegbosanaka district office according to which by May 9 policemen from manority ,i.e. 26 of Serbs and 15 of Muslims will be employed.
