  • [01] ASSEMBLY OF SERBIA ADOPTS IMPORTANT ACTS

    Deputies of the Assembly of Serbia, during the continued second meeting of the autumn session, have adopted yesterday the republican budget for the year 1997 in the amount of 14 billion 65 million dinars , which is 17 percent higher than this year. Deputies have also adopted a "package" of amendments to the fiscal laws, draft laws on the participation of municipalities and towns in the tax returns.

    At the proposal of the Government of Serbia, in an urgent procedure yesterday, another 11 legal enactments have been placed on the agenda of the second session of the Republican Parliament, among them as the most important is the new wording of the Draft Law on Labor Relations, which was also adopted.

    [02] MINING OF THE MUSLIM HOUSES IN MOSTAR

    In the suburban areas of western Mostar which are under the Croat control, over the past ten days seven Muslim houses have been mined, reports the Muslim Radio Sarajevo. Intimidation of the Muslims was helped these days also by an intensive raffal fire from all types of infantry armament aimed at the Muslim residential quarters in eastern Mostar, which the Croats from the western part of the city have opened on the Christmas Eve. The Association of Muslim Refugees from two local communities in this part of the city published a communique on the continuous persecution and relocation of Muslims from the western Croat part of Mostar, and demolition of the remaining Muslim houses. "We are surprised at the passivity and silence of the international police forces regarding the violation of the fundamental human rights of Muslims and terrorist actions against our property", reads the communique.

    [03] NEW GAMES AROUND MILITARY APARTMENTS IN CROATIA

    How is the rule of law functioning in the state of Croatia or actually its practical non-existence, is especially well illustrated in connection with everything that has been happening with the "military apartments". How are the apartments being snatched away from the legal tenants is being illustrated by the latest examples from Split, where until now, from such apartments 843 families have been forcibly evicted, often without taking even the bare necessities. After long and tedious court procedures, 350 of such families succeeded in obtaining court orders for dislodging of the oppressors in the uniforms of the Croat Army. However, the legal rulings are not been brought into life because "the witty" usurpers are placing on their apartment doors names of some other persons, so the plaintiffs are being instructed to bring charges against the new usurper. Such avoidance of the force of law is not possible in any normal or civilized state. Representative of one of the many organizations for human rights which are engaged in such cases, Semina Loncar, states as follows: "People have to understand finally that systematically and in agreement, together with the police, judiciary and the Defense Ministry, everything is being done for as few people as possible to return to their apartments. We will alarm the European Court for Human Rights and we will bring charges against all the state actors involved."

    [04] UNTAES SOLDIERS BEAT UP SERBIAN WOMEN

    Soldiers of the UNTAES, from the Polish unit, have beaten up women in Ilok. They were hitting them with the cannon fire of gas and were throwing tear gas on them, firing from automatic guns in the air and finally have beaten them up with gun butts. The incident was caused by the members of the UNTAES in Ilok so that they have organized the arrival of some fifty Croats, the former inhabitants of this town, to attend the Christmas Eve mass in the Catholic church. Among them was the complete former leadership of this town and the municipality, many of them well known as instigators of war and criminals who have conducted pogroms against Serbs before and at the time of armed conflicts in these areas. This had caused fear and panic among the population of Serbian nationality, the old-settlers of Ilok and citizens exiled from Krajina. In the letter to the UN Administrator Jacques Klein they warned that criminals are arriving in town and proposed for the change the composition of the guests from Croatia. In spite of all this, they did arrive, and against some fifty unarmed Serbian women who were peacefully protesting near the church, the soldiers of the UNTAES committed violence. Jacques Klein has sent his apologies because of this incident with the words: "We are here to protect you, not to attack you". The official of the regional government Goran Hadzic stated that the incident was to serve Croatia as an excuse for some desired moves, the same as it was happening when the aggression started on some other parts of Krajina.

    [05] ALL THE FACTS BEFORE THE EUROPEAN PARLIAMENT

    Association of families of the captured soldiers of the Republic of Srpska Army has sent a letter to the President of the European Parliament Lenna Fisher in which it is warning that "Federation of Bosnia-Herzegovina is violating Dayton Accords because it is not releasing prisoners of war". In the letter it is stated that there were "appalling consequences of the Croat offensive on the Republic of Srpska in September 1995", among others also "53 mass graves of Serbian fighters and civilians, buried in the area of the Federation of Bosnia-herzegovina, as well as 114 mass graves in the territory of Serbian Krajina". Qualifying these offensives, further to the mass killing and capture, as the worst ethnic cleansing in the region of Europe, the Association states the following in its letter: "We are especially concerned over the fate of 18 Serbs imprisoned in the Split prison, who are for almost two years now and without any indictment and without any interest shown for them by The Hague Tribunal, awaiting their release." It is also added that several hundreds of captured Serbs are still being held in prisons of Croatia and that they are not registered by the International Red Cross. The Association is demanding that all these facts be placed before the European Parliament.

    [06] PUBLICATION FOR THE FOREIGN BUSINESS PARTNERS

    Chamber of Economy of Yugoslavia has just issued the publication "Economy of Yugoslavia - A Business Partner" in Serbian, English and German language, which in a summery and easy way presents to the foreign businessmen and investors the information about the important commercial legal framework in our country, explaining the procedure for establishing business relations with the local partners, and pointing out at the services which may be obtained in the Chamber itself - business information, marketing, arbitration, public authorizations etc. The publication may be procured in the Marketing Agency of the Chamber of Economy of Yugoslavia in Belgrade.

    [07] DIALOGUE IN FRONT OF THE TV CAMERAS ON THE PAST ELECTIONS

    Every Tuesday and Thursday from 20:00 to 24:00 hours with the live TV broadcasting on Channel Two of the official television, and with a changeable composition of representatives from the deputy clubs of the Assembly of Serbia and rotating chairman, panel discussions are to be held on the actual issues of the past elections, electoral legislation and the role of media in the electoral process.

    As was agreed at the last night's first session of the panel held on the basis of the last week's decision of the Assembly of Serbia on organizing of the panel discussion, these are at the same time the principles on the basis of which the participants in the panel will pass the rules on its work.
