[01] AGREEMENT SIGNED ON MEDIA PRESENTATION OF POLITICAL PARTIES FOR THE FEDERAL ELECTIONS
In accordance with the Law on Elections, representatives of 33
political parties, of radio and television organizations founded
by the Federal Republic of Yugoslavia and the member-republics, and
founders of these media, concluded yesterday the agreement on the
number and duration of programs for an equitable presentation at
the elections for federal deputies of the Chamber of Citizens of
the Federal Assembly, scheduled to take place on November 3, 1996.
The agreement signed is identical to the one applied at the federal
elections in the year 1992. The principles determined at that time
have shown their quality, most of all in the full equality of all
the political parties in their access to the media and in securing
equitable opportunities for them to present their programs and
candidates. The equality is also reflected in an equal number and
an equal duration of radio and television programs, whose coverage
and range is secured for the entire territory of the Federal
Republic of Yugoslavia. Political parties and movement have at
their disposal also the entire range of commercial radio and
television stations broadcasting programs in accordance with the
principle of the freedom of press.

[02] POSITIVE ASSESSMENT OF THE IMPLEMENTATION OF THE DAYTON AGREEMENT
Supreme Defense Council, chaired by the President of the Federal
Republic of Yugoslavia Zoran Lilic, discussed yesterday the actual
military and political situation in the region, basic models of
organization of the Army of Yugoslavia until the year 2005, current
financing of the Federal Ministry of Defense and of the Army and
passed the decision on some staff solutions in the Army of
Yugoslavia. While discussing the actual military and political
situation, the Supreme Defense Council gave a positive assessment
of the results achieved so far in the implementation of the Dayton
Agreement and underlined the consistency of the Federal Republic
of Yugoslavia in the realization of the obligations undertaken in
the peace process in former Yugoslavia.

[03] MEETING OF THE EXPERT GROUPS OF THE FR OF YUGOSLAVIA AND CROATIA
In Zagreb today and tomorrow meeting will be held of the expert
groups of the Commissions of the Government of the Federal Republic
of Yugoslavia and Croatia for the humanitarian questions and
missing persons. Experts will start from the agreement reached
between the President of the Republic of Serbia Slobodan Milosevic
and the President of Croatia Franjo Tudjman in Athens on August 7,
1996, for a prompt acceleration of the process of solution of the
question of missing persons, and in accordance with the obligations
undertaken through the Protocol on cooperation between the
commissions of the two Governments. It is expected that the expert
groups will hand over all the lists with available data on the
missing persons from the lists of both sides.

[04] MORINA HAS TALKS WITH REPRESENTATIVES OF THE O.S.C.E.
Commissioner of the Commissariat for Refugees of the Republic
of Serbia, Bratislava Morina, had talks with the representatives
of the Organization for Security and Cooperation in Europe
(O.S.C.E.) Adam Amberg and Gerome Lere. They will be the leaders
of the team of 30 O.S.C.E. supervisors who are to arrive today to
the FR of Yugoslavia in order to monitor regularity of voting of
refugees at the elections in Bosnia-Herzegovina. The largest number
of voters has decided to vote by mail, but there is also a large
number of those who will go there to vote personally, said Morina.
She especially underlined that the problem has not yet been
resolved of 25,000 sick, aged over the age of 60 and invalids who
are not able to travel to Bosnia-Herzegovina and has called upon
the O.S.C.E. once again to show understanding for this category and
make it possible for them to vote. For the elections in Bosnia-Herzegovina
220,000 voters have registered residing in the
territory of the Federal Republic of Yugoslavia, stated Bratislava
Morina.

[05] "ZASTAVA" IN EGYPT
Tomorrow from the Port of Bar on board the ship of the Egyptian
maritime company, 480 vehicles are to be transported, in a
disassembled state, to Egypt. The value of this export is one
million 634 thousand USD. This was stated yesterday at the press
conference by Miodrag Bogdanovic, director general of "Zastava
Automobiles dd" from Kragujevac. In "Zastava" car manufacturing
company they are planning this year to export 18,000 cars, from
this number 6,500 thousand to be exported to the traditional
markets, most of all to the Egyptian one. The total foreign
exchange earnings until April 1997 for "Zastava" will amount to 40
million USD. Kragujevac car manufacturer will soon start exports
of cars also to Jordan, Brazil, Algeria, Ecuador and Macedonia. "In
this deal some 130 Yugoslav companies are engaged, therefore, there
is a minimum need for imports, and the very important fact is that
we are creating conditions for firm linkage with the foreign
partners", said Bogdanovic.

[06] THREE MONTHS ARE NOT SUFFICIENT FOR THE UNTA
The transitional administrator of the UN for Eastern Slavonia,
General Jacques Klein, stated in his interview for the Split weekly
"Feral Tribune" that three months, the period for which the Croat
President Tudjman agreed to have the extension of the UNTA mission
mandate, will not be sufficient for successful completion of the
process of peaceful reintegration of this region into Croatia.
Klein recalled that the mandate of the mission is expiring on
January 15, 1997 and that each side according to the Erdut
Agreement, has the right to request the extension of the mandate
for another year. "Regional Assembly in Vukovar has already
requested the extension of the UNTA mission for another year, and
as far as I know Belgrade is also supporting this request", said
Klein, and added that this was already conveyed to the Security
Council. The Council will in November or December decide whether
mandate will be extended for three, for six, for nine months or
maybe a year.

[07] REACTIONS TO ASSASSINATION OF GENERAL MISCEVIC IN LIKA
While visiting his home in his place of birth, the village of
Vrebac near Gospic, retired General Milorad Miscevic and a well
renown partisan veteran of this region, died from the mine placed
behind the doors on August 14, 1996. This was yet another in a
series of similar criminal acts "of perpetrators unknown', which
the Croat authorities seem to be unable to either stop or prevent.
Placing of mines in the houses of Serbs who do not have the
intention of leaving their native land, is obviously used for
intimidation of these Serbs. The assassination of Miscevic has
angered the Croat anti-Fascists who are sending numerous public
protests and are demanding of authorities to offer equal protection
to all the citizens of Croatia. The recently established board of
citizens called "Return to Homes" in Zagreb, whose member was also
General Miscevic, is qualifying this killing as "yet another in the
series of crimes which are used to create systematically the fear
in all the citizens of Croatia who are wishing to return to their
homes". Social Democratic Union is pointing out that this
assassination on the threshold of his home, as many similar cases
in the past and mining of monuments to the anti-Fascist struggle,
"are pointing out at the complete absence of the rule of law". On
the occasion of "the assassination of the anti-Fascist fighter",
Serbian Democratic Forum in Zagreb is stating: "It is quite obvious
that this is a political assassination of the outstanding anti-Fascist
of Serbian nationality, professionally and cunningly
planned and executed".

[08] HONORS FOR THE CRIMINAL
The Ustashi leader of Dubrovnik at the time of the Ustashi
Independent State of Croatia, Ivo Rojnica, arrived in Dubrovnik
where he was received by the Lord Mayor of the city Josip Obulj.
Ivo Rojnica was decorated by the Croat President with the high
state medal. He was nominated also the Croat ambassador to
Argentina, but because of "the embarrassing" past was forced to
abandon this position. It is a question here of the leading hero
of the film "Occupation in 26 Pictures" by Lordan Zafranovic, this
man who was a Ustashi slaughterer and who was literally eradicating
from Dubrovnik all Serbs and Jews. And while Lordan Zafranovic is
still today a persona non grata in Croatia, the criminal Rojnica
is being shown all the honors.
