    In Berlin at the anniversary of a year since the launching of the Pact of Stability in the Balkans the secretary of state with the Romanian Foreign Ministry Mihai Razvan Ungureanu said that two Romanian drafts, namely the building of the Bucharest - Constanta highway and the Bucharest - Giurgiu highway are part of the group of projects which must be urgently started as financing comes from European bodies. To these two projects other nine are added the total value of which goes up to one thousand million EURO. The coordinator of the Pact of Stability Bodo Hombach said that only 35 of the 200 projects are a necessity in the region and among them there also is the bridge between the towns of Vidin and Calafat ( Bulgaria and Romania ) across the river Danube.

    [02] Fourth of July celebrated in Bucharest

    INDEPENDENCE DAY was celebrated at the residence of the United States Ambassador to Romania, here in Bucharest last night. The reception gathered more than two thousand people in the large garden of the residence. Present were officials, parliamentarians, diplomats, grown ups and many children of a variety of nationalities. In his short speech the Ambassador of the United States, James Rosapepe said that this is the 224-th anniversary of July Fourth which marks as many years of democracy and freedom for the United States of America. The President of Romania, Emil Constantinescu said in his address that the relations between Romania and the United States are very good as the United States grants particular interest to our country. The MOST FAVORED NATION STATUS was granted to Romania on a permanent basis in 1996, President Bill Clinton was in Romania in 1997 launching the strategic partnership between the two countries and it was also in 1997 that the Commission of Action Romania - the United States started its work. The Romanian foreign minister Petre Roman referred to the significance of celebrating the Fourth of July in a democratic Romania. Elected were the four deputy mayors of Romania's capital city, Bucharest After a six hour session the four deputy mayors of the city of Bucharest were elected by the General Council of the Town Hall. The four deputy mayors of the city of Bucharest are Sorin Oprescu and Ioan Enciu representing PDSR - Social Democracy Party of Romania - then Calin Catalin Chirita representing the Romanian Democratic Convention and Ioan Radu from the Greater Romania Party - PRM. General Mayor of the city Traian Basescu said he dismissed almost all the directors of the Town Hall and he will designate other directors by next Wednesday exclusively following professional criteria. The reason given was incompetence as in the first day of audiences there were more than 300 persons waiting to be heard and to talk to the General Mayor. Mr. Basescu also declared that the very often contradictory talks between counsellors that belong to PDSR and those belonging to PD demonstrate the fact that PDSR should not be allowed to come to the leadership of the state of Romania as the attitude of PDSR representatives is not democratic as does nothing else but show what would happen if PDSR come to power.

    [03] Effects of the heat wave in Bucharest and in Romania

    In the last 36 hours the Emergency Hospital and Ambulance Department of the City of Bucharest received 150 requests above the average due to the heat wave in our capital city. Strokes and the like were and are not unusual. Doctors reccomend that two up to four litres of liquid be drunk every day and that senior persons as well as children under a year of age should NOT leave home.

    [04] Instant fires broke out in the southern part of the country.

    The Minister of the Public Function of Romania issued an order according to which persons that have lung or heart conditions can stay at home and the hours of work due would be made for after the heat wave. Mineral water and special conditions are the order of the day in Bucharest in all companies, firms and enterprises. People that have heart conditions enjoy special protection.

    [05] CALENDAR

    Working sessions of the following committees of the Romanian Senate: the foreign policy, the legal matters and the health committees are in session. Visit to Romania continues of the delegation of the Commission for foreign relations and national defense of the Federal Senate of Brazil. Bucharest is hosting the meeting of the OSCE Ministerial Troika made up of Norway, Austria and Romania.

    Romanian foreign minister Petre Roman meets with Mrs. Benita Ferrero Waldner, foreign minister of Austria, acdting president of OSCE and with Esten Eide, state secretary with the Foreign Ministry of Norway; then there will be a press conference at Crowne Plaza Hotel in the Hall Transilvania. Press Conference of Eneko Landaburu, director general in charge with the enlargement of the European Union now on a visit to Romania, at the seat of the Information Center of the European Commission to Romania at noon. Press Conference of Valeriu Stoica, Romanian minister of justice, after his visit to Russia.

    The Forum of the Young people that studied outside Romania and are graduates of famous higher education establishments concludes today with a job fair at the Cotroceni Palace.

    As part of the third edition of the International Festival of Classical Quitar of Bucharest, the Cotroceni Palace Concert Hall hosts recitals offered by Gabriel Guillen of Venezuela and Adam Khan of Great Britain. Director of the World Bank is in Bucharest

    Mr. Andrew Vorkink is in Bucharest for talks with Romanian officials on the programmes which have been financed by the World Bank. Of all the loans granted by the World Bank the most important is that which was given for the structural adjustment PSAL ONE. Mr. Vorkink will begin a new round of negociations with the Romanian cabinet for assistance with a view to the development of Romania. On Thursday the guest will have a conference on the theme INTERNET COMMERCE IN SUPPORT OF THE PROCESS OF DEVELOPMENT OF ROMANIA while on Friday he will sign two accords for new loans, one for commerce and transportation and the other one for the rehabilitation of the health system.

    Prime Minister Mugur Isarescu met on Tuesday with the executive director of the World Bank Andrew Vorkink and with the representative of the World Bank Mission to Romania, Ziadh Al-Ahdad. The World Bank representatives have congratulated the entire team of the Romanian Cabinet for the successful finalization of the programme of industrial restructure PSAL ONE and also underlined that PSAL TWO must be started at once. According to the spokesperson of the Romanian Cabinet, Gabriela Vranceanu Firea, the Prime Minister will soon nominate a coordinator of this programme which is developing on four main directions and namely furthering of privatization, restructure of enterprises for the Romanian market, the creation of a friendly business environment and the solving of social problems. At the same time Andrew Vorkink said the World Bank decided that in the next 12 months Romania should receive 700 million USD of which 400 are alloted to PSAL TWO and the rest for other programmes in the domain of social development and infrastructure.
