    During its meeting on Thursday the Romanian Government passed an emergency bill on ratification of the financing agreement between the Romanian Government and the European Commission with regard to the part two of the national program PHARE 1999 signed on December 30 last year. They also passed an emergency bill on modification and supplementation of the Government bill no. 11/1999 on granting fiscal facilities to trade agents. They also adopted two emergency bills on modification of the law no. 103/1992 on the exclusive right granted to religious denominations to produce ceremonial objects and another law on retrocession of immobile assets once property of the religious denominations in Romania. According to a Government communique they also passed several governmental decisions. One of these decisions sets the quantum of the fees due to be paid for delay in paying the obligations to the budget. The Government also decided on appointing Dan Grigore as new member of the National Audio-Visual Council. Several decisions tackle the matter of several prefects leaving their office following their own request or following their election for new positions following the recent local elections.

    The Central Electoral Bureau gave Traian Basescu the certificate attesting his election to the office of general mayor of the capital city of Romania, informs RADIO ROMANIA ACTUALITATI. Then the Bucharest Court makes a decision in this sense and Traian Basescu become de jure and de facto the mayor of the city; the Court could make this decision by the end of the week. Traian Basescu said that the legal framework is his framework of action as mayor of Bucharest; he added that local elections in Romania were well organized.

    was wrongly interpreted and received all the more so as the offer is focused on collaboration within the Town Hall of Bucharest and the other offices of the districts of the city of Bucharest. PDSR - Social Democracy Party of Romania - officials said there were no divergencies within the team of candidates of the party to the town halls of the city. Mr. Oprescu himself confirmed the fact that he was not afraid of his marginalization at the Bucharest town hall and added that he would not resign from PDSR, informs RADIO ROMANIA ACTUALITATI.

    [04] PNL - PNTCD MEETING

    National Liberal Party and the Christian Democratic National Peasants Party are meeting this weekend to decide whether PNL will still be a member of the Romanian Democratic Convention for the elections this fall, informs RADIO ROMANIA ACTUALITATI. Vicepresident of PNTCD Ioan Muresan said the offer of his party was final and read an equal participation of 50 per cent for each of the parties mentioned. " If the liberals ( PNL ) accept this formula we could make up the Convention again and if not, then, each of the two parties continues on its own course ", said Mr. Muresan.

    [05] Visit to Bucharest of the President of the European Court for Human Rights, Luzius Wildhaber

    The President of Romania, Emil Constantinescu, received the President of the European Court of Human Rights Luzius Wildhaber to whom he granted as part of an official ceremony the Order the Star of Romania with the rank of Grand Croix. The order was given the guest for his activity of close to twenty years in the service of defending and promoting human rights, mentions the Press Bureau of the Presidency. During his meeting with the President of Romania the guest appreciated the significant progress scored by Romania for harmonizing domestic legislation with the legal norms of the Council of Europe, for achieving institutional reform, for local public administration, for a better legal system. The President said that our country was engaged in a sustained process of legal and constitutional reform for guaranteeing human rights and private property.

    [06] Top level meeting of the Home Ministries of the countries members of the Council of Europe

    President Emil Constantinescu was the key-note speaker of the first day of the top level meeting of the Home Ministries of the countries which are members of the European Council, informs RADIO ROMANIA ACTUALITATI. The President stressed the fundamental changes which took place in the former communist countries in the last ten years and , as a consequence, the mutations which occured in the Home Ministries of the respective states. The President of Romania also noted that against the background of the development of technology and informatics as part of globalization, the countries of Europe are faced with ever increasing risks. Mentioned in the context were corruption, drug smuggling, organized crime, prostitution and proxenetism to which the President of Romania added the fact that the states in the region are determined to make all efforts to combat these nefarious phenomena.

    [07] Programme of the European Commission to support the activity of the small and middle sized companies of Europe

    ECO AUTO ENTERPRISE is unfolding at ROMEXPO; it is a manifestation organized by the European Commission as part of the mutiannual programme for the small and middle sized companies. This project for Romania is being organized by the Chamber of Commerce and Industry of Romania and the Municipality of Bucharest as well as by partners of France, Germany and Italy and rallies partners of numerous corporations which deal with auto transportation.

    [08] The big problems of the small companies - a seminar of the Romanian Radio Broadcasting Corporation

    RADIO ROMANIA alongside the National Council of Small and Middle Sized Companies has organized at the Press Center of the Broadcasting Building a seminar under the mentioned title during which the small and medium sized entrepreneurs of this country talked directly to Cabinet officials and to members of parliament about their problems. Among the themes under discussion were the frequent changes of legislation in this domain and varying fiscality and disruptions in communicating with the Ministry of Finance.

    Press conference occasioned by the INTERNATIONAL DAY OF STRUGGLE AGAINST DRUGS initiated by the United Nations General Assembly with the President of Romania, Emil Constantinescu participating alongside chairmen of Parliamentary committees and cabinet members.

    Prime Minister Mugur Isarescu attends the debates of the seminar IMPROVEMENT OF THE BUSINESS ENVIRONMENT IN ROMANIA based on the study worked out in the interval September 1999 - January 2000 by Romanian and foreign experts working with the PSAL programme of the World Bank.

    Visit to Romania of a delegation of the European Court of Human Rights led by its President Luzius Wildhaber. Among others the distinguished guest receives the title of DOCTOR HONORIS CAUSA of the University of Bucharest and he is received by the Minister of Justice Valeriu Stoica.

    Press conference occasioned by the conclusion of the Conference of home ministers of the countries members of the European Council which has been unfolding at the Parliament Palace.

    Press Conference organized by the Delegation of the European Commission to Romania for the launching of the Forum of debates on-line of the European Commission to Romania with the participation of Fokion Fotiadis, Head of the delegation of the European Commission to Romania at the Information Center of the European Commission, 88 Calea Victoriei.
