[01] The Draft State Budget for 2000 Was Forwarded to the Parliament
The draft state budget for this year was forwarded to the Parliament, RADIO
ROMANIA ACTUALITATI informs. The draft provides total revenues of 111,901
billion lei and total expenses of 143,468 billion lei, the deficit being of
31,567 billion lei. The Stanting Bureaus of the two Chambers will forward
the draft to the specialized Parliamentary commissions, that will analyze
it and suggest amendments. The final report on the draft will be drawn up
by the Budget and Finance Commissions. RADOR
[02] Talks of the Commission Designated to Draw Up the MNid-Term Economic
Development Strategy
Prime minister Isarescu and academician Tudorel Postolache met at Snagov
the specialists of the political parties, trade unions and employers. The
participants in the meeting on Monday evaluated the actual state of
Romanian economy. According to RADIO ROMANIA ACTUALITATI, the participants
agreed that economy was affected by severe macroeconomic unbalances, and
social reform was much delayed, but that the onstarted reform and
restructuring were able to lead to economic growth. The experts participant
in the talks also agreed that economic decline was accompanied by
hyperinflation, macroeconomic instability was aggravated by a budget policy
that allowed financial indiscipline and hindered the restructuring of
companies and administrations, and unemployment increased up to 11.5%. All
governments after December 1989 were considered guilty of these drawbacks.

[03] President Emil Constantinescu Asked the PNTCD and PNL Leaders to Solve
the Crisis Appeared Following the Resignation of the Defense Minister from
PD
President Emil constantinescu asked on Monday PNTCD president Ion
Diaconescu and PNL president Mircea Ionescu Quintus to solve the soonest
possible the crisis appeared following the resignation of the defense
minister Victor Babiuc from PD. According to a communique released by the
Presidency and quoted by RADIO ROMANIA ACTUALITATI, the head of state also
asked the two leaders, who are also chairmen of the Parliamentary Chambers,
to make all efforts in view of quickly adopting the state budget, the laws
regarding property, and the designation of the members of the College of
the National Council for the Study of the Security Archives. RADOR
[04] Discussions Regarding the Nomination of the Defense Minister
The leaders of PNTCD and PNL agreed on Monday to support the nomination of
another defense minister, on condition the Democratic Party pledged to vote
in favour of the laws regarding property, the laws regard the reform of the
legal system and the state budget, authorized sources told RADIO ROMANIA
ACTUALITATI. PNTCD leader Ion Diaconescu said the person designated to be
defense minister should be accepted by the President. RADOR
[05] UFD Accuses PNL of Abandoning the Political Struggle Against the Left
Wing Parties
UFD leader Varujan Vosganian accused on Monday PNL of abandoning the
political struggle against the left wing parties. Referring to the recent
statement made by PNL vice-president Crin Antonescu, according to which his
party might form a governing coalition with PDSR, Vosganian said: "PNL
announced once again it might double deal and guarantee a socialist
government in Romania". Vosganian added, quoted by RADIO ROMANIA
ACTUALITATI, that he hoped the democratic forces would refuse any political
cooperation with PDSR, this being the only way of building a democratic
society in 2000. RADOR
[06] Foreign Affairs Minister Started a Visit in London
Foreign affairs minister Petre Roman arrived on Monday evening in London
for a two days visit, he is paying at the invitation of his British
counterpart Robin Cook. On Tuesday, the Romanian minister meets Prince
Philip, duke of Edinborough and attends an official dinner offered by the
Foreign Office secretary. According to RADIO ROMANIA ACTUALITATI, in the
afternoon Petre Roman meets baronness Nicholson of Winterborough, vice-
chairman of the Foreign Policy Committee of the European Parliament, the
chairmen of the two Parliamentary Houses, and businessmen and bankers in

[07] Meeting of the PfP Political and Military Steering Committee
On Monday, in Brussels, Ioan Mircea Plangu, secretary of state for defense
policies in the Defense Ministry, took part in the meeting of the Political
and Military Steering Committe of the Partnership for Peace with Romania.
The 19+1 participants discussed the partneship objectives Romania would
assume for the third cycle of PfP planning and evaluation. Ioan Mircea
Plangu told RADIO ROMANIA ACTUALITATI all objectives set forth by Romania
were analysed in detail, and that every NATO member country offered support
as bilateral military programs, in view of Romania's future possible
integration in the military Euro-Atlantic structures. RADOR
[08] Data Presented by the National Statistics Commission
The gross national product was in 1999 of 521,735.5 billion lei, by 3.2%
smaller than that in 1998, while the GNP per citizen was by 3% smaller than
that in the previous year, the National Statistics Commission informed. The
private companies contributed with 61.5% to the GNP. The total final
consumption decreased by 4.5% in 1999 as compared to 1998. According to
RADIO ROMANIA ACTUALITATI, the exports of goods and services increased by
8.8%, while the imports decreased by 5.1% compared to the previous year.
