  • [01] General Wesley Clark's Visit to Romania

    On Thursday, President Emil Constantinescu presented to the commander of the allied forces in Europe Romania's vision on the NATO and EU enlargement, according to which the two structures are complementary and, therefore, Romania's integration requires a unique strategy. The Romanian head of state also stressed the need for a quick and efficient implementation of the Stability Pact for the Balkans, and for its extention towards the East. Emil Constantinescu undelined the part Romania could play in the East-West energy routes, due both to the advantages offered by Constanta harbour and to the possible transit on the Danube, reminding the severe consequences of the blocked traffic on the river. In the context, he considered the position adopted by the Serbian political leadership could be more efficiently fought by a strong intervention of the Danube Commission, directly supported by the European Union. In his turn, Wesley Clark appreciated Romania's vision on the NATO and EU enlargment, as well as the progress made regarding the reform of the Romanian Army. RADIO ROMANIA ACTUALITATI informs that general Clark also met Prime Minister Mugur Isarescu, and general Mircea Chelaru, head of the general Staff. He thanked both officials for Romania's contribution in solving the crisis in Kosovo and in Bosnia and Herzegovina.

    During a press conference, the commander of the allied forces in Europe said "the Alliance was closely monitoring the reform and restructuring of the Romanian Army, on which stability in the area depended". RADOR

    [02] Statements Made by the OSCE High Commissioner for National Minorities

    The high commissioner for national minorities Max van der Stoel, who is oaying a tree days visit to Romania, said the problem of national minorities could only be solved in good faith, RADIO ROMANIA ACTUALITATI reports. He stressed that governments should watch for the respect of human rights, while the national minorities should understand the common interests were more important than the differences with the majority population, and underlined the importance of the concrete projects for the integration of gipsies.     [03] Teodor Melescanu Presented the Results of His Visit to the United States

    Back from his visit to the United States, ApR president said on Thursday the American Administration's message was that Washington did not consider Romania's integration into NATO and the EU are competing with each other. In the American officials' view, Romania's integration into the European Union would speed up the integration into NATO. At the same time, ambassador Christopher Hill, special advisor of the US President for Central and Eastern Europe, told Teodor Melescanu the future NATO enlargement should comprise the South-Eastern European countries. Teodor Melescanu also said, quoted by RADIO ROMANIA ACTUALITATI, that officials in the World Bank assured him the programmes concerning Romania would continue. RADOR

    [04] The Romanian-Moldovan Relations, Analysed in Chisinau

    The Romanian-Moldovan relations were analysed by the Foreign Policy Committee of the Parliament in Chisinau. According to RADIO ROMANIA ACTUALITATI, Moldovan foreign affairs minister Nicolae Tabacaru told the Committee the treaty with Romania was almost ready, it might be called "Privileged partnership and cooperation treaty", and could be signed for a ten years period. Vasile Nedelciuc, chairman of the Foreign Policy Committee, considered the cooperation with Romania should be regarded in the framework of regional cooperation, and should be stimulated and supported by the European Union. "It would be absurd to think the European Union would accept us if we do not have an experience of integration, first of all with Romania", he said. RADOR

    [05] Alexandru Athanasiu Is Paying a Visit to Israel

    Alexandru Athanasiu, president of the Social-Democratic Party, who is paying a three days visit to Israel, met on Thursday Israeli president Ezer Weizman and the leader of the Palestinian Authority Yasser Arafat. In an interview with RADIO ROMANIA ACTUALITATI, Athanasiu said the talks focused on political issues, regarding the wish expressed by PDSR to create a single social-democratic party in Romania. Economic issues were also approached. RADOR

    [06] Decisions and Ordinances Adopted by the Government

    During their Thursday meeting the Government ministers adopted a decision regarding the implementation of the social protection measures for the personnel and production in the defense industry, stipulating the number of people benefiting from these measures would be reduced. The rules concerning the supply of thermic energy and electricity were set in an ordinance, according to which the relationship between supplier and consummer would be established by contract. Another decision adopted amends and completes the Law regarding the right of property of land and forest. The Cabinet ministers also adopted a decision forbidding the production, selling or import of counterfeit food products that might jeopardize the health and security of the consummers, RADIO ROMANIA ACTUALITATI informs.     [07] Steps Taken in Order to Speed Up the Reform of the Interior Ministry

    A group of action was created in Bucharest, in order to speed up the reform in the Interior Ministry, RADIO ROMANIA ACTUALITATI reports. The group is coordinated by generals Nicolae Neagu and Mircea Bot, and by the British Andrew Felton, adviser of the interior minister. The experiment will be generalized to the whole country if it gives positive results in the next 15 days. RADOR

    [08] US Agency for Commerce and Development Supports the Privatization Project

    Transport minister Traian Basescu and US ambassador in Romania James Rosapepe signed the 240,000 dollars non-reimbursable agreement of financial assistance offered by the US Agency for Commerce and Development. RADIO ROMANIA ACTUALITATI mentions the funds are to go to an American consultant who will assist the management of the project drawn up by the Transports Ministry, the negociations with the investment banks and with those interested in the privatization of 64 Romanian companies.     [09] BRD Will Pay the Compensations to the Depositors to BANKCOOP

    The Romanian Development Bank - Groupe Societe Generale, will pay the compensations to the depositors to BANKCOOP, RADIO ROMANIA ACTUALITATI informs. These compensations will be payed up to a limit of 54,764,000 lei, including the deposit and the interests due by February 8, 2000, when the bankrupcy procedures were determined by legal decision. The deposits in currency will be payed in lei, at the exchange rate on February 8. RADOR
