The SIE - Foreign Intelligence Service - of Romania Report of Activity was
discussed by Parliamentary Commission
The Parliamentary Commission for the control of SIE activity met on
Wednesday to analyze the report of activities of this institution in its
nine years of action. According to RADIO ROMANIA ACTUALITATI, Chairman of
the Commission, Democratic Party - PD - MP George Serban said that SIE -the
Romanian Foreign Intelligence Service- is on its way to becoming a modern
intelligence institution which cooperates with the similar European
organizations in best conditions. On the other hand the Commission has
decided to ask President Emil Constantinescu to meet with the Directors of
all intelligence services of Romania and assess the present stage of
creating proper legislative framework for setting up the intelligence
community of our country as this is a structure necessary for the normal
and constitutional development of intelligence activity in Romania. RADOR

[01] Tenants will stay for three more years in dwellings given back to
former owners
The Commission of local and territorial administration and ecology balance
of the Chamber of Deputies continued on Wednesday debates on articles of
the Ordinance regarding protection of tenants. The Commission decided to
extend by three more years contracts of tenants in the dwellings given back
to former owners before the present Ordinance has come into effect,

[02] Home Minister Constantin Dudu Ionescu released the new organization
framework of the Home Ministry
Wednesday at the press conference that took place at the Home Ministry
Minister Constantin Dudu Ionescu said that for six months starting 1 May a
new organization framework is in effect of central management including
reduction of staff and subsequent transfer of respective positions to
execution structure in order to better meet demands of lawful order, for a
better prevention and more efficient combatting of crime. Appointed among
others were generals Dumitru Luca and Stan Stangaciu as counsellors of the
Home Minister while brigade general Gheorghe Carp is the new deputy

[03] ApR - Alliance for Romania - party says it has not concluded any pre-
electoral alliance
Desides talks with the PDSR - Party for Social Democracy of Romania -for
possible merging the ApR has had no negociations for pre electoral
alliances with any other party. Quoted by RADIO ROMANIA ACTUALITATI
spokesman of that party, Mr. Marian Enache specifically denied any rumours
according to which ApR will sign open or secret alliances with other
political parties. Mr. Enache specified that ApR wishes to face elections
with its own programme and objectives. RADOR
[04] ApR advances drafts for a reform of the electoral system
ApR presented in the Parliament of Romania yesterday three drafts regarding
a reform of the electoral system in this country. One of these drafts
provides for mandatory presence at the polls of the electorate, absenteeism
being sanctioned by fines equal to money spent for holding elections
divided among number of electors. Another draft refers to Presidential
elections and according to MP Daniela Popa there should be two stages, the
preliminary stage to unfold at the same time with local elections and the
finals which take place simultaneously with the Parliamentary elections.The
same party stands for equal financial state support to all runners in the

[05] Romanian Ministry of National Defense asks for more money from the
state budget
Army corps general Constantin Degeratu, Head of the General Chiefs of Staff
told media on Wednesday that the Ministry of National Defense will ask the
Government for 95o thousand million lei supplimentary funds for the next
three-four months: the money is necessary to the army following the passing
by the Parliament of the country of the request forwarded by NATO. In a
statement to the media general Degeratu said NATO airships did not use air
space of Romania and that Romanian military equipment in units at about 6o
kms. from the Yugoslav border was not moved, transmits RADIO ROMANIA

Social life
[06] Negociations between the representatives of the government and those
of the drivers' trade unions
Finance minister Remes, counsellors and experts of the Government and of
the drivers trade union federation met at the seat of the cabinet in an
attempt to find solutions to the demands of the latter. Drivers are
demanding a 5o per cent cut of the taxes on salaries of up to 15ooooo lei
while finance minister said he would try to enforce a cut of taxes on all
salaries within the parameters starting 1 July although he cannot promise a
cut of 5o per cent. The figure will be established together with
representatives of the trade unions. Also decided was the promotion of an
ordinance for an ll per cent cut of passengers' transport tickets VAT

[07] Stand of the Romanian Foreign Ministry after Washington Summit
Romanian foreign minister Andrei Plesu said the Washington Summit is a step
forward compared to the Madrid top level meeting according to spokesperson
of the Foreign Ministry Simona Miculescu at the Wednesday press
conference."Not only is Romania top of the list of the candidates for the
next phase of NATO enlargement but it also has a well defined line of
action and a deadline when a new analysis is going to be conducted " said
Mrs. Simona Miculescu adding that the stand of our country is based on two
main elements; the enlargement of NATO to the southern flank and the
necessity of substantial strategy for South East Europe. As far as the
Kosovo conflict is concerned the Romanian Foreign Ministry spokesperson
said the decisions of the Alliance open up prospects for a long lasting
solution to the crisis and that Romania fully stands by the top level

[08] The Session of the Romanian- European Union Association Council
The session of the Association Council Romania - European Union unfolded in
Brussels recently. Foreign ministry spokesperson Simona Miculescu said that
the before mentioned institution appreciates progress made by Romania in
its preparation to become a European Union member, foreign minister Andrei
Plesu underlining the concern of Romanian authorities linked to maintaining
restrictive regime in visa granting to Romanian citizens says RADIO ROMANIA
ACTUALITATI. In this context Mr. Plesu asked for Romania to be no longer on
this black list of the European Union having in view the efforts made for
strengthening frontier control, in combatting drug traffic and illegal
immigration. Romania's foreign minister also stressed the fact that
economic reform is being speeded while market economy is being

[09] PNL - National Liberal Party - is as full member of the Reforming
Democratic Liberal European Party.
The National Liberal Party was admitted as a full member of the Reforming
Democratic Liberal European Party on Wednesday on the occasion of the
opening session of the Council of the latter party with 4o liberal parties
on the continent attending. Wednesday afternoon delegates to the Congress
debated the draft programme of the European party under the heading "Let us

[10] The Embassy of Romania in Pretoria informs
The Embassy of Romania in Pretoria informs that South African authorities
do not agree in the least with the immigration of labour to the Republic of
South Africa in any field of activity. Spokesperson of the Foreign Ministry
said Romanian companies or agencies that promise job opportunities in that
country have no understanding in this sense with officials of the host
