Senate debates on the draft law regarding public local administration
In its 27 April session of the Senate debates continued on the draft law
regarding the organization of public local administration and local
autonomy. Chapter 3 was passed and debates started on the fourth Chapter,

[01] Senators postpone debates on annuling immunity of Corneliu Vadim Tudor
Yesterday senators postponed, at the request of the Minister of Justice,
debates on annuling immunity of Senator Corneliu Vadim Tudor. Debates on

which adds that the Senator mentioned is charged with slander,assault and
abuse in another seven penal briefs. RADOR
[02] Chamber of Deputies debates in the Committee for Public Administration
The Committee for Public Administration of the Chamber of Deputies started
debates on Tuesday on the emergency ordinance of the Government regarding
protection of tenants and ceiling of dwelling rents. The present debates,
said Ion Carstoiu, President of the Committee, aim at expand provisions of
the first variant to tenants of privately owned dwelling houses and
harmonize rent value with present levels transmits RADIO ROMANIA

[03] Head of General Chiefs of Staff of the Romanian Army stands for
increase of defense budget
Head of General Chiefs of Staff of the Romanian army, General Constantin
Degeratu, said he would meet the Finance Minister today for talks aimed at
increasing defense budget in the conditions of the crisis in Yugoslavia.
The General added that operational measures triggered by crisis in that
country call for 75 to 8o million USD more in the next six months while a
crisis or war situation could raise defense budget by one thousand billion
lei although this money will not be necessarily spent, says RADIO ROMANIA

[04] Ruling Parties leaders will decide whether they assume governing
responsibility before Parliament
The President of PNTCD - Christian Democratic National Peasants Party - Mr.
Ion Diaconescu has had talks with Prime Minister Radu Vasile after which he
told media a new meeting of the coalition members will unfold for a
decision to be made on governing responsibility before Parliament for the
Bill regarding rapid privatization, RADIO ROMANIA INFORMS. RADOR
[05] PNTCD - Christian Democratic National Peasants Party - leadership
analyses a new draft protocol of the CDR, Romanian Democratic Convention.
Leadership of PNTCD met to analyse the new draft protocol of the Romanian
Democratic Convention as form of association among political parties and
civil structures. PNTCD is of the opinion that the future lists for local
and parliamentary elections in this country should include personalities of
public life promoted by the civil structures of the Romanian Democratic
Coalition, CDR. PNTCD Spokesman Remus Opris said his party was against the
PNL - National Liberal Party - intention to have its own lists at the
future local elections saying that if they wish to do so at the local
elections the Liberals should have their own lists at the general elections
as well. PNTCD, added Spokesman Remus Opris, considers it is right and
proper to have both leadership and coordination of the CDR as a result of
its political importance and activity within the coalition, RADIO ROMANIA

[06] Romania has no reason to be happy after the NATO Washington Summit
said PDSR, Party for Social Democracy of Romania
Leadership of PDSR - Party for Social Democracy of Romania - said Romania
has no reason of satisfaction after the recently concluded NATO Washington
Summit said at a press conference yesterday vice president of the PDSR Mrs.
Hildegard Puwak adding that our country obtained in Washington even less
than it had obtained in Madrid as we are now having the responsibilities of
a NATO member country in exchange of vague promises. On the other hand the
leaders of PDSR are happy with the stands of France and Germany especially
after the propossal of Chancellor Schroder to start plan of economic
support of Eastern European countries. In connexion with the negociations
of Bucharest authorities with representatives of the World Bank Mrs. Puwak
said PDSR will ask for Parliamentary debates on the content of the accords
concluded by Romania with the IMF and the World Bank, says RADIO ROMANIA

[07] <P> Appeal of PS - Socialist Party - to the Romanian authorities
The Socialist Party asked Romanian authorities to make necessary diplomatic
steps with NATO and the US for reparations in the wake of the war in
Yugoslavia, for real economic support and for a guarantee of Romania's
sovereignty and territorial integrity. According to RADIO ROMANIA
ACTUALITATI, PS is of the opinion that the ruling parties present results
obtained by Romania in Washington as a political and diplomatic victory for

[08] Meeting of mayors of Caras-Severin county
A meeting of mayors of county Caras Severin took place yesterday at Resita
on the theme "The Administration of the Reform, a Reform of the
Administration " with the initiator of the project which is the Pro
Democratia Association Club Resita. According to Radio Resita the project
which is financed by the Foundation for an open society aims at speeding up
alteration of mentality of civil servants before the civil society and a
better perception of laws in this field of activity. RADOR

[09] Protest of Trade Unions of the Pitesti Nuclear Research Institute
The Trade Unions of the Pitesti Nuclear Research Institute have announced
that the employees working in security shifts at the reactor of the
Institute and a number of researchers have not left the building since 21
April as they are deeply dissatisfied by lack of prospects regarding
financing of their branch of activity which is added to the fact that they
did not receive full salaries since last December. Trade Union members
announced that if their demands are not met by today they will cease
activity which will eventually lead to the conservation of the reactor at a
very high cost for Romanian nuclear power. RADOR
[10] Trade Union leaders working for "Rulmentul" Alexandria started hunger
strike
RADIO CRAIOVA says 21 leaders of independent trade unions started hunger
strike at the "Rulmentul " Alexandria plant protesting employers' violation
of the collective labour contract. RADOR
[11] Romanians get work permits in Hungary
RADIO ROMANIA ACTUALITATI announces that starting the month of May
Romanians get work permits for Hungary as an agreement was signed in
Bucharest in this sense yesterday. The agreement opens up prospects for
probationers and eases access of workers to legal framework solving as wel
as protection protection of labour and family. RADOR
[12] Flood damage in county Mures continues being assessed
Damage in the wake of the recent floods in county Mures has not yet been
assessed said officials of that county.Work is still going on after which
prefect Dorin Florea will appoint a commission to process data gathered in.
After this data will be made public and requests will be made for
compensation from the government. This action could take a month. The only
organisastion that helped victims of floods until now is the Red Cross of
Romania that gave people of two villages food worth ten million lei said

[13] British Prime Minister visits Romania on 4 May
Mr. Tony Blair will be in Romania on 4 May said spokesperson of the
Romanian government Mrs. Adriana Saftoiu. She is quoted by RADIO ROMANIA
ACTUALITATI saying that the British Prime Minister will be received by the
President of Romania and he will have talks with the Romanian Prime
Minister. RADOR
[14] The Parliamentary delegation of the Republic of Moldova was received
by the President of Romania.
The President of Romania, Mr. Emil Constantinescu received a Parliamentary
delegation of the Republic of Moldova led by President of Parliament Mr.
Dumitru Diacov. Spokesman of the Presidency, Mr. Rasvan Popescu told media
that in the opinion of the President of Romania the two Parliaments must
ensure common legislation which is identical to the European one. Stress
was laid on the economic issues of the two countries the sides saying that
we are on the right track as Bucharest reached an understanding with the
World Bank and with the IMF so that access to international markets is now
ensured. The President of Moldova Parliament Mr. Diacov told media that
bilateral treaty has very good chances to be concluded very soon. He added
that main issues discussed during his Romanian visit were development of
bilateral ties in the economic and political fields, the social situation
in the Republic of Moldova and the issues of Transnistrja. RADOR
[15] Foreign minister Plesu attended the debates of the EU-Romania
Association Council
Foreign Minister Andrei Plesu attended the debates of the European Union -
Romania Association Council.According to RADIO ROMANIA ACTUALITATI tackled
was the strategy of Romania's pre-association, the way the accord of
association of our country to the European Union is applied as well as
bilateral ties. According to the communique which was released after
yesterday's session Romania is now meeting demands of association while the

[16] Romanian - Croatian talks
Deputy foreign ministers of Romania and Croatia had talks in Bucharesst on
bilateral relations and the situation in the area.The Croatian guest
underlined the fact that the sides discussed the way the two countries
could overcome together the crisis in the Federative Republic of
Yugoslavia. Romanian foreign affairs secretary of state Mr. Ungureanu told

[17] Press Conference at the Cotroceni Palace on economic aspects of the
recent US trip of President Emil Constantinescu
A press conference was organized at the Cotroceni Palace devoted to
economic aspects of the recent visit to Washington of the President of
Romania. Spokesman Popescu and economic counsellor Doltu answered media
questions which according to RADIO ROMANIA ACTUALITATI mainly dealt with
the idea promoted by the President linked to rebuilding South Eastern
Europe involving all countries in the area. The President of Romania spoke
at length during talks both in Washington and New York of the advantages
offered by Romania's participation in a large reconstruction process. The
World Bank has a project involving a small group of countries among which
Romania is a possible. These initiatives are meant to balance economic and
social interests for a longer period of time. RADOR
[18] Conference in Washington devoted to the situation in the Balkans
The Balkans region is again analyzed in Washington D.C. at the conference
"South Eastern Europe and NATO. Security measures for the XXI-st Century."
Representing Romania at the debates of the conference are defense minister
Victor Babiuc and foreign ministry secretary of state Elena Zamfirescu.
Among the themes on the agenda there is NATO enlargement, the Partnership
for Peace, Mediterranean dialogue within the Alliance as well as

Hungary
Start in Budapest of the debates of the Forum of the radio and television
stations of ethnic minorities of Hungary.Attending are also foreign guests
from Germany, Poland, Slovenia, Slovakia and Romania. Our country is
represented by Professor Tudor Catineanu, President of the Romanian Radio
Broadcasting Corporation and Zorin Diaconescu, deputy-director of the Cluj
Regional Radio Station. The first day of the meeting was devoted to the Day
of Ethnic Minorities in the programmes of Magyar Radio.The three channels
of the Hungarian radio namely KOSSUTH, BARTOK and PETOFI had special

[20] Romanian Government - World Bank Negociations
The Head of the Control Department of the Government, secretary of state
Ovidiu Grecea met with a delegation of the World Bank on Tuesday to discuss
the forthcoming start of operations of the Agency for capitalization of
bank assets. The representatives of the World Bank said the Agency should
be a strcture made of professionals and added they would not favour
Administration made up of representatives of the Romanian National Bank, of
the Finance Ministry, of the State Ownership Fund or other institutions as
they want the Agency free from any interference. According to RADIO ROMANIA
ACTUALITATI secretary of state Grecea also said that by 6 May legislative
support is finalized for the start of activity of the Agency for
capitalization of bank assets. RADOR
[21] Romanian - German energy Forum
Sinaia saw the opening of the debaates of the third Romanian - German
energy forum under the patronage of the President of the Senate, Petre
Roman. Debates were opened by the minister of industry and commerce, Radu
Berceanu. Attending are managers of energy and banking areas as well as
representatives of the trade unions alongside partners of Germany and
Austria. According to RADIO ROMANIA ACTUALITATI the president of the FPS
which is the State Ownership Fund, Mr. Sirbu said that ROMAGAZ and CONEL
are privatization resistent structures which if rapidly undergoing
privatization could bring into Romannia five thousand million dollars that
in turn results in easing pressure on the State budget added Radu Sirbu.
Refering to the Law of privatization the speaker also said that the big
corporations which will be the outcome of restructuring present big state
companies will be privatized by the ministries under which they unfold
their activity and will have foreign consultancy for the process. DEUTSCHE
WELLE reports that Petre Roman spoke about the traditional Romanian-German
economic cooperation and voiced his hope in the better development of the
home energy sectors. The President of the Romanian Senate also underlined
the necessity of the signing of the IMF letter of intention despite the
fact that the healing of the economic and financial sectors of the country
brings about great difficulties to the population of the same country,

[22] The stand of the PD - Democratic Party - leadeer Petre Roman regarding
the signing of the IMF letter of intention
Signing of the letter of intention with the IMF for the conclusion of a new
accord for Romania and the timely pay back of foreign debt are steps
necessary to the healing of the economic and financial sectors of activity
in this country -said Petre Roman at Sinaia on the occasion of the Romanian
- German Energy Forum although this brings about great difficulties to the
population of our country. The PD leader also said that sound economic and
financial conditions generate trust in Romania of foreign investors. Mr.
Roman also stressed the traditional Romanian - German economic
collaboration estimating that it could lead to a more efficient development

[23] CONEL priority - building of the domestic energy market
As part of the same forum mentioned earlier the Romanian minister of
industry and commerce, Radu Berceanu underlined the importance of the
energy sector which, in his opinion can generate positive influence of the
entire Romanian economy. It is in the same context that the deputy director
general of CONEL Alexandru Binig said a priority of his company is the
setting up this year of the domestic energy market which in its turn
precedes start of activity of several distribution companies.To this aim
the European Union using its PHARE programme allots 1.9 million Euro for
consultancy project for reorganzing distribution sector prior to

estimated restructure and private capital take over in the energy sector to

[24] Viorel Catarama intends to buy majority of shares of Tractorul Brasov
state owned company
The leader of Romanian National Party - PNR - Mr. Viorel Catarama said on
Tuesday during a press conference he handed in to officials of Tractorul
company his letter of intention reading he intends to buy majority stock of
the factory. This action, Mr. Catarama added, is closely connected to the
agriculture policy of the Romanian National Party and he is willing to
assume all risks involved, reports RADIO ROMANIA ACTUALITATI. RADOR
[25] Treasury vouchers sold by 30 April
ANTENA BUCURESTILOR local radio reports that 496 thousand million lei worth
of treasury vouchers have been gathered in in four days. In the city of
Bucharest alone sum total reaches more 65 thousand million. Coming next are
counties Constanta, Cluj, Prahova, Suceava, Brasov, Neamt and Dolj. Last
