[01] President Emil Constantinescu's message to the Army
As the RADIO ROMANIA ACTUALITATI (RRA) reports, in the message he sent to
the Army through Romania's Defence Minister Victor Babiuc, President Emil
Constantinescu has thanked the Army for its readiness in recent actions
aimed at defending the democratic state institutions, saving human lives
and civil properties, and restoring peace, order and normality. The
Romanian head of state believes that the Army, as crucial institution of
the Romanian State exercising discipline, honesty and attachment to the
basic democratic values, has succesfully fulfilled its mission. The army
had remarkable results in the comprehensive and difficult reform process,
and these results proved that, in this respect, the army was one of the
most advanced insitutions of the Romanian State. The president is confident
that that the army will further prove its commitment to fight the
difficulties a high austerity budget and persistent economic deterioration
may cause. RADOR
[02] Romanian Prime Minister Radu Vasile on a Visit to Hungary
Romanian Prime Minister Radu Vasile has arrived in Budapest on Monday for
an official visit following an invitation by his Hungarian counterpart,
Viktor Orban. The talks between the two prime ministers are expected to
start on Tuesday morning. Before leaving the Otopeni International Airport
in Bucharest, the Romanian Prime Minister said that Hungary should
definitely prove that it was supporting Romania's efforts to join the
European and Eur-Atlantic structures. "As the country was accepted to join
NATO and the EU, our relations with Hungary are now most important and
Hungary should clearly prove its support of Romania's efforts", Prime
Minister Radu Vasile said. The Romanian delegation includes Transport
Minister Traian Basescu, the head of the State Ownership Fund (FPS), the
head of the Government's Department for minority affairs, and MPs
representing the Democratic Union of Ethnic Hungarians in Romania (UDMR).
According to the RRA, the meeting in Budapest is the first such meeting
since the new Hungarian government came to power. RADOR
[03] Facilities for investors: cancelled
At its meeting on Monday, the Romanian Parliament has approved the Art. 6
in the Budget Law as proposed by the special commissions. The RRA says that,
according to paragraph 2 in the article, the facilities for investors, as
stipulated in the Government Emergency Ordinance 92/1997 designed to
encourage the direct investments, are now cancelled. RADOR
[04] Romanian-Slovak Talks
Talks on the Romanian-Slovak relations have been taking place on Monday
between Mihai Razvan Ungureanu, State Secretary with Romania's Foreign
Ministry (MAE), and his Slovak counterpart Jaroslav Chlebo. The talks
focused on the agenda of bilateral contacts this year including mutual
visits at presidential and ministerial level (the prime ministers and the
foreign ministers of the two countries). The two sides have considered
their disappointing economic relations and they admitted they should
intensify the contacts between the presidents of the Chambres of Industry
and Trade in the two countries and the state bodies co-ordinating the
privatisation process. State Secretary Mihai Razvan Ungureanu said the
guest asked him to express his position in case the Vishegrad Group was to
exercise some restraint in issuing entry visas. Quoted by the RRA, Mr
Ungureanu said there were positive signs that both the Czech Republic and
Hungary did not intend to change their entry visa policy towards Romania.
Another round of talks was reported between the Slovak guest and MAE State
Secretary Elena Zamfirescu. The talks included issues concerning the
European and Euro- Atlantic integration, the OSCE and the regional co-
