[01] President Emil Constantinescu Is Attending a Meeting in Aachen
Romanian President Emil Constantinescu is attending a meeting in the German
city of Aachen expected to set up the Council of the Aachen Cathedral
Foundation. German President Roman Herzog is presiding the meeting and
participants also include high ranking officials in the European Union and
its associate states such as Hungary, Slovenia, Bulgaria, and FYROM. The
Aachen Cathedral Foundation is aimed at enforcing the European political
and cultural space as an essential condition of the European integration.

While in Aachen on Sunday, Romanian President Emil Constantinescu met his
Hungarian counterpart Arpad Goncz. The two presidents have admitted that
the European Union should accelerate its internal reform as its enlargement
depended on it. President Constantinescu has mentioned that the problems
his country was facing could be solved in case of an accelerated
privatisation. He praised the positive attitude the Romanian Hungarian
minority had been proving during the social-political unrest last week. In
his turn, President Arpad Goncz seemed surprised that the Western countries
always insisted on the costs the EU enlargement involved while never
mentioning the benefits the new member states could bring if admitted.

[03] US funds for Romania's MApN
The US Government is financing a programme designed to improve the Romanian
National Defence Ministry's (MApN) technical facilities and military
training in NATO's interactive technical missions and tactics. The Land
Troops Academy in the Transylvaian city of Sibiu is to get two US
computerised multimedia labs allowing the military to improve their English
language abilities. Early in February, the academy is to get 20 computers
worth 150,000 US dollars, and the American side is also expected to ensure
the teaching facilities and the training of five English language teachers.

[04] Romanian-German military co-operation
The German world leader in weapon manufacturing, Kraus-Mafei, has announced
it is ready to sent a delegation to Bucharest and start the co-operation
with Romania's MApN. The two sides may co-operate in producing armoured
vehicules. While on a visit to Germany last week, the Romanian official
delegation led by Prime Minister Radu Vasile met Kraus-Mafei executives to
discuss the matter. RADOR
[05] The Republic of Moldova signed a cotract with Romania's CONEL
An energy supply contract was signed between the Republic of Moldova and
Romania's CONEL. Under the contract, the CONEL is to ensure the energy
supplies for Moldova. Romania is to deliver 85 MW daily representing the
highest power capacities of the existing three energy lines. The price: 3.2
US cents per 1 kwh. Since November 25, 1998, the Republic of Moldova got
Romanian energy exports of 3.3 million US dollars representing some 106
million kwh and 2.2 per cent of the republic's energy needs last year.
Moldovan Deputy Prime Minister Valentin Dolganiuc said his country may pay
its energy debts by selling shares of Moldovan enterprises under
privatisation. For instance, the Romanian telecommunications company,
ROMTELECOM, may be offered a share-package of its Moldovan counterpart,
MOLDTELECOM, the Moldovan official explained. RADOR
[06] The miners: still facing unemployment
Negatiations have been taking place in Petrosani last week between the
managing board of the Mineral Coal National Company (CNH) and the trade
unions in mining industry. The two sides were expected to find a solution
and prevent more losses while, at the same time, raising the miners' wages.
The CNH lost some 30 billion lei during the miners' unrest some ten days
ago, but the company failed to recover as it had no more coal to deliver.
Conseuqently, the miners are still facing unemplyment. At the coal pit in
Dalja, the director has announced that some 350 miners of the existing 1,
000 were to lose their jobs. There are no other job opportunities for the
miners in the Jiu Valley as no other activity was reported in the region.

[07] Many Romanian counties are badly affected by heavy snow falls and
storms
As the snow falls and storms were slowing down recently, the Romanian
rescue teams were allowed to intervene and pull back on their track the
hundreds of cars cought under the snow. The traffic resumed between such
north-western Moldovan cities as Onesti and Bacau, Adjud and Bacau, Roman
and Targu Frumos or Pascani and Targu Frumos. More than 350 people were
waiting for two days to move out of the route linking Razboieni,Sarca and
Baltati where, according to some sources, the snow was over 2 meters high.
The energy supply in the Pascani region was restored but there were still
34 towns and villages in the Iassy County still in the dark. The traffic is
still difficult in the northern County of Suceava. RADOR
