[01] FIRST AGREEMENT ON LINES OF DEMARCATION IN BOSNIA

An agreement on re-demarcation of
the lines of separating Bosnia into two entities was signed in the
presence of the IFORComdr. Leighton Smith, in Sarajevo yesterday .
The agreement settling 42 disputed items was signed by the
representatives of the B-H Federation and the Serb Republic. Re-
demarcation of the lines took place in the area to the north and east
of Tuzla, in the northern part of the state, south of Sarajevo, in
Bihac area and in the north-west of B-H. There are 650 items left for
the twosides to reach agreement on. The deadline is not set for settling
the issues, except the for territorial separation in northern part of
B-H, around Brcko, which will be decided by international arbitration by
the end of the year.
[02] KEKIC FAMILY EXPELLED FROM HOME IN MOSTAR

The police administration in
Mostar announced that another Bosniak family was expelled from Miljkovci
in the HVO-controlled area of Mostar county. According to the police
report, on July 7 at 10 am. an armed man , Zdravko Misic , broke into the
house of Alija Kekic and waving a pistol, forced the Kekic family to
abandon their own house till 10 am, July 7, 1996. .All the members of
the Kekic family - Salko Kekic, his wife, three daughters and an invalid
sister, fled to the Bosnian government controlled part of the town and
informed the police on the case. Our correspondent reports,the man who
threatened the Kekic family, Zdravko Misic is the son of Mladen Misic,
an HVO commander who was one of the main perpetrators of ethnic cleansing
against Bosniak families in the western part of the town during the
conflict between HVO and B-H
army. Mladen Misic is known for his statement on the local TV program
"Face to Face" that the way best to divide Mostar was for the HVO to be
"the first to seize and the first to get!" property in the town .
The EU Administration police was also informed of the expulsion.
[03] MURATOVIC CALLS FOR BOYCOTT OF SLOVENIAN GOODS

Bosnian Prime Minister, Hasan
Muratovic, spoke last night on BH TV about the visas introduced for
Bosnian citizens in Slovenia. He called for a boycott of Slovenian goods. In
each country, in such a situation, firms and citizens solidarize with a
government. Why should ourcitizens buy Slovenian goods when
they are in the position to buy goods coming from other countries? I do
believe BH citizens and firms will act in accordance with the boycott as
long as Slovenia do not annul the requirement for visas for BH
citizens, Muratovic stated.
[04] KARADZIC AND MLADIC's POWER OVERESTIMATED -BILDT

The European High civil
representativefor Bosnia , Carl Bildt made a statement at yesterday's
conference of the Balkans countries in Sofia to the effect that the power
of the Bosnian Serb leaders chargedwith war-crimes, should not be
overestimated. He also added thatany attempt to cancel or postpone the
BH elections ,scheduled for September 14, ,could have catastrophic
consequences for the peace-process.
[05] PROSECUTORS CALL FOR ARREST OF KARADZIC AND MLADIC

The ICTY prosecutors have
called today the world powers to arrest Bosnian Serb leaders
Radovan Karadzic and Ratko Mladic and extradite them to The Hague
Tribunal as the indicted for genocide. After a week of public
hearing, the ICTY prosecutor said: "We believe that the evidence
we heard are more than enough to justify the suspicions that
Karadzic and gen. Mladic have committed genocide." He also
criticized the international community for having failed to arrest
the two indicted against whom the charges were brought last year,
but they still remained protected in Serb stronghold in Pale near
Sarajevo. The judge Claude Jorde is expected to confirm the
charges on Thursday and issue an international arrest warrant for
Karadzic and Mladic and make them fugitives who cannot leave Serb
entity without running a risk to be arrested and extradited to the

[06] LIKELY BAN ON PARTICIPATION OF SDS AT THE ELECTIONS

"OSCE will do its best to
ban participation of Serb Democratic Party (SDS) at the elections
if the war criminal Radovan Karadzic remains its chairman", said
the US ambassador Robert Frowick at the session of the OSCE
parliament in Stockholm. Replying to the question how the ban can
be imposed, Frowick said that he held that the electoral board
could be asked to define the rules stating that all parties
including the war criminal suspects could not take part at the

[07] APPEAL OF THE B-H SOCIAL DEMOCRATS

" If proved that minimum
conditions are not met for free political activity in some
counties, it will be demanded that the local elections should not
be held there," said the international mediator for the B-H
Federation K.S. Schilling for the "Oslobodjenje" daily. Vice-
chairman of the united B-H Social Democrats Sejfudin Tokic sent
him an appeal stating eleven counties in which the opposition
candidates cannot act, being exposed to threats of the local
authorities. According to Tokic, those counties are Stolac,
Capljina, Jajce, Vitez, Bijeljina, Doboj, Prijedor, Bugojno,
Sanski Most, Cazin and Buzim. Schilling accepted the complaint
saying that freedom of speech and acting, freedom of expressing
political views and full security for all candidates, must be

[08] SPANISH DELEGATION VISITED MOSTAR

Top delegation of the Spanish
Kingdom headed by the state's prime minister Hose Maria Asnar and
defence minister Eduardo Serre who visited the most heavily
destroyed parts of Mostar today in the presence of EU
administrator for Mostar R. P. Casado. The guests from Spain
talked with the representatives of the local authorities from both
banks of the river Neretva. EUAM spokesman Dragan Gasic said that
Spanish prime minister expressed his pleasure over successfully
organized elections. Gasic quoted the words of the mayor Safet
Orucevic who said that the elections were a step forward to

[09] DEFENCE LAW - JOINT COMMAND AND LOGISTICS

B-H Federation adopted last night
a Bill of defence and proceeded it to the Assembly in order to be
urgently passed. President of the Constitutional Assembly of the B-
H Federation Mariofil Ljubic announced the session of the
Federation Assembly for today with the Bill of defence on the
agenda. According to the adjusted text of the Defence Law, B-H
army and HVO will become the Armed Forces of the Federation. In
next three years the joint defence ministry and one commanding
line should be formed and by then, the Corps and subordinated
units will have kept current structure and insignia. The citizens
are given the right to chose where and in which army they will
serve. Passing this Law is a condition for the US program of
training the Federation armed forces to begin. Gen. Pardew said
that USD 140 million had been provided for the "Train and Equip"
program but added: "The first weapons will arrive at Bosnia only
when the joint command and logistics are established." (end) M.S.
[10] THE WORLD KNEW FOR SREBRENICA

CIA was provided with photos
taken from satellite and U-2 plain as soon as July 13, 1995,
proving the crimes of Karadzic's Serbs in Srebrenica, released
yesterday's daily La Croix. Anonymous US representative said for
the papers that the "first photos showed civilians standing
encircled by soldiers. The following photos showed those people
lying dead on the ground" adding that Washington "immediately
warned of that all partners of the USA." (end) M.S.
[11] INVESTIGATION OF MASS GRAVE STARTED

Investigators of the massacre
committed by Serbs against Bosniaks measured yesterday and marked
the site which is the first mass grave to be dug out by the
investigators of the ICTY. This grave is found in Cerska a little
place near Srebrenica and investigators suspect that Bosniaks were
lined up along the road and shot dead and their corpses thrown
into the pit and covered with earth. Digging out is planned to
last four months and the fear is that the investigators will find
7,000 dead bodies of the killed Bosniaks only in the graves near
Srebrenica. Collected evidence will be used to complete the
indictment against there Bosnian Serb leaders Radovan Karadzic and
Ratko Mladic.
Speaking about the attitude of his organization to the crimesin Srebrenica, UN spokesman in Sarajevo Aleksandar Ivanko said:
"The fact is that we first did not believe that Serbs were
violating the international law in such a manner and that they
would dare seize the UN safe area. It is true we all were

[12] DISPUTES OVER CONSTITUTION

Session of the Assembly of the
Herzegovina- Neretva canton was interrupted yesterday due to
another disputes over adopting the Constitution of this canton.
The dispute over adopting this document has been going on for four
months and even after the estimation of the arbiter for the B-H
Federation R. Owen , Croat representatives did not agree to vote
for adopting the Constitution. According to the vice-president of
the Assembly Ramiz Leto, the problem is in Croats who want this
canton to have Croat majority, though it has, by the Constitution,
a special status in which no nation has majority. (end) M.S.
