    TIRANE, January 1 (ATA)-By R. Xhuvani, Albanian Premier Ilir Meta yesterday met with the children and the leading personnel of orphanage "Zyber Halluni" in Tirane and said that this year the government will be closer to them.

    "This is not the first meeting you are having with Government representatives, but this time we will try to create you better conditions to live, study and above all to have a better future," said Meta.

    He pledged that the Albanian government and certain institutions will show special care in treating this category of children. /dast/lm/

    [02] Some 100 000 citizens welcome New Year on Prishtine Squares

    PRISHTINE, January 1 (ATA)-By B. Jashari, Nearly 100 000 citizens of Prishtine received the New Year on snow covered squares and streets in the company of various festive concerts and programmes.

    The capital of Kosova, which celebrated the New Year for the first time in freedom, was one of the five cities of the world from which the biggest TV centers carried live broadcasts.

    A message of solidarity, appealing for the rapid release of 7 000 Kosovar sons and daughters, who continue to be held hostage in Serbia's prisons, was read at the main square "Mother Teresa" of Prishtine. /dast/lm/

    [03] Budget 2000 aims macro-economic consolidation

    TIRANE, January 1 (ATA)-By D. Koca, The budget of year 2000 which was enforced on January the 1st, according to the Finance Ministry, will intend the macro-economic and financial consolidation of Albania.

    The Albanian financial law for 2000 has several priorities. It envisages a 23% of the duty and customs incomes, as against the expected realisation for 1999, and an increase of 34% of the capital expenditures financed by domestic and foreign sources, as against the realisation for 1999.

    Also in the year 2000 the wages of the budgetary employees and pensions will keep increasing. Beginning from July 1, 2000, the wages and pensions will increase by eight per cent while the level of inflation will be three per cent. Meanwhile the Gross Domestic Production (GDP) is expected to increase eight per cent.

    The deficit financed by domestic sources is envisaged to reduce to four per cent of the GDP, and the domestic debt cost will be reduced, so that in the year 2000 it is expected to be 28,6 billion leks or 18% lower than the domestic debt cost in 1999.

    Also, the budget provides that the Albanian government continues the policy of the further decentralisation of the local government. /dast/lm/

    [04] President Meidani wishes Albanians peace and harmony

    TIRANE, Jan 1 (ATA)-By K. Shehu,

    Albanian President Rexhep Meidani on Saturday addressed a message of greetings to the Albanians, at the ceremony organised on the occasion of placing the Bell of Peace at the square in front of the International Cultural Centre in Tirane, at the presence of hundreds of children from all over Albania and senior state authorities.

    "Albanians should be led by peace and harmony", said Meidani.

    The Bell of Peace, the bronze symbol weighting 500 kg, after being blessed by Saint Father Pope John Paul II, since today will stay on the square to symbolically spread the sounds of peace.

    One side of the bell carries the words "Peace bears the name of children, let us serve it like we serve the children," signed by President of the Republic Rexhep Meidani.

    The initiators of building the Bell of Peace along with hundreds of other children manifested the desire for a peaceful life, at the ceremony on the inauguration of the "monument".

    The bell was built upon the initiative of the children of Zadrima, Lezhe district, moulded out of around 20 000 shell casings gathered during '97, a bad year for Albanians. /dast/lm/

    [05] New customs tariffs enforced on January 1, 2000

    TIRANE, January 1 (ATA)-By E. Metaj, The maximum customs tariff in Albania, beginning form today, January 1, 2000, will be 18%.

    The reduction of customs tariffs from 20% to 18%, during last December, is part of the process of Albania's membership of the World Trade Organisation (OBT).

    The customs tariff has changed in accordance with the economic tendencies of Albania for the state budget not to be powerfully backed by the incomes from customs tariffs. Specialists of the Finance Ministry have foreseen that gradually the weight of the budget incomes comes from the taxes.

    This also makes one of the most significant technical conditions of the ESAF 2 agreement with the IMF.

    During 1999, the maximum customs tariffs have reduced twice. In May, the customs tariff reduced from 30% to 20% and in December from 20% to 18%.

    Changes in customs tariffs will be enforced today, January the 1st, and the effects of their application have been taken into account in drafting the state budget for 2000. /dast/lm/

    [06] Albania - Kosova railway connection possibilities studied

    DURRES, Jan 1 (ATA)- By G. Kabashi, A group of specialists of the firm "Infra Trans Project" has recently completed a preliminary study on the possibility and advantages of a railway connection between Albania and Kosova, sources from the general railway department told ATA.

    The railway segment from the last sation in Albania, Rreshen, up to the last railway station in Kosova, Prizren, will be nearly 100 km long, of which 83 km from Rreshen up to Morine, and another 17 km up to Prizren.

    According to the same source, in the conditions that the Rreshen- Durres railway line is only 80 km long, the advantage of the future railway is related to its exploitation as a very important corridor from Durres port to Kosova. /dast/lm/
