[04] Financing of Berat hospital reconstruction interrupted

BERAT, Sep 28 (ATA) By Ilir Manka: - The further reconstruction of the regional hospital in Berat is interrupted because the Italian side, financing the project, seeks more safety for its people's life, sources from this town told ATA on Tuesday.

The Italian side representatives, members of La Cooperazione Allo Svillupo, to which is entrusted the managing of the Italian government fund, withdrew from the tender. It appears they have been threatened by the representatives of participating firms in tender.

The Italian government, in the framework of the assistence the World Bank earmarked to Albania, in 1997 provided $1 million to reconstruct totally the Berat hospital. This fund was suspended due to that year's tumult, whereas now it is the Italian side that seeks safety for its people. The institution, in contrary, will remain as it was, damaged. /led/gs/

[29] Banking system would prevent foreign currency from flowing out of Kosova

TIRANE, Sept 28 (ATA)-By I. Luto, Albanian President Rexhep Meidani on Tuesday expressed his concern about Kosova, about what he called "the need to set up a banking system that would prevent foreign currency from flowing out of Kosova".

Meidani expressed this concern at a meeting he had with OSCE ambassador in Tirane, Gert Ahrens, also stressing the indispensability of "providing the Kosova inhabitants with new identification documents, valid for travel, for voting and for resolving issues of ownership in economy, which would encourage the flow of foreign investment there".

Referring to regional developments, Meidani said that he saw the future of the region in its European integration, in the creation of the new entities in the former Yugoslav territory.

Meidani expressed the readiness of the Albanian state to have normal relations with the Republic of Montenegro.

"Albania needs a window in the north, not only for exchanges with this republic but also to be more farsighted," Meidani is cited as saying in the press office statement.

The two concentrated themselves on the internal developments.

"Stressing the need of promoting administrative and institutional reforms at home, the President expressed the desire of the Albanian state to enhance cooperation with the OSCE and increase its presence in Albania. Identifying the two main concerns of the justice system: the lack of professionalism and the degree of incrimination in it, he suggested support for this international organisation, through a new structure after the MAPE model," the statement says.

"Strengthening the inspectorate close to the High Council of Justice and improving the level of the Magistracy school are two of the directions we have to work in to minimise these problems," said the president. /lm/
