  • [01] Black Sea Bank and EBRD interested in financing in Albania

    TIRANE, Sept 16 (ATA)-By E. Metaj.

    Albanian Minister for Public Affairs and Transport Ingrid Shuli met on Wednesday evening with representatives of the Black Sea Bank and of the European Bank for Reconstruction and Development (EBRD), ministry sources report.

    The manager of the Black Sea Bank familiarised Shuli with the structure of this bank and expressed its interest in projects of transport development in Albania. She underlined that the projects of the Bank set no conditions.

    Of special interest for the Bank are projects for the development of ports and those for the development of transport inside cities.

    Shuli presented the projects of Durres port as an access to the 8th Corridor and Rinas airport.

    At a meeting with EBRD leaders Shuli discussed the financing of the Elbasan-Librazhd road section, part of the 8th corridor.

    The representatives of EBRD showed special interest in the development of Durres Port, Rinas Airport and maintenance of the national road system. /led/lm/

    [03] ADF invests US$ 80 000 in 6 km road

    DELVINE, Sept 16 (ATA)- By Sh.Hajno, Albanian Development Fund has earmarked US$ 80 000 to reconstruct a road, 6 km, which connects Fanar and Caush villages in Aliko commune, Delvine, sources from this district told ATA on Thursday.

    After 10% of all the sum which is being invested is cashed, procedures of operations begging will be underway.

    ADF, over the last six years, has invested at least in six infrastructure deeds, in Vurg area, inhabited mainly by the Greek minority people. /led/so/

    [04] COMMZ(W) to continue to rehabilitate infrastructure in Albania

    TIRANE, Sept 16 (ATA)-By R. Xhuvani, Continuation of works for the rehabilitation of infrastructure in Albania and support of the KFOR forces with logistic means, is the main aim of the Communication Zone West (COMMZ(W), the spokesman of the mission's press center reports.

    COMMZ(W), over its stay in Albania, will carry out various operations under the command of KFOR. It will also maintain the communication lines between Durres and the Kosova border, the Durres seaport as well as the Rinas airport.

    At the same time COMMZ(W) will be the point of contact and coordination between NATO and Albania and of the major international organisations.

    COMMZ(W) has drafted and will implement several engineering projects for Rinas airport and the road leading to Elbasan.

    The NATO mission, AFOR, which acted for nearly five months in Albania, was replaced early in September by COMMZ(W), whose commander is Italian General Pietro Frisone. It is composed of 2 000 troops, of whom 1.500 are Italians and the rest Greek, Turkish and others. /led/so/lm/

    [05] OSCE to open office in Durres

    DURRES, Sept 16 (ATA)-By S. Gjordeni, The head of the OSCE office in Durres, Owen O' Sullivan, has reported that "this office begins operation in this city next Tuesday".

    O'Sullivan made this public on Thursday at a meeting with Durres reporters and representatives of electronic media and added that OSCE offices will open in all prefectures".

    "We will also render our contribution to three important problems facing Albania today such as strengthening of order, further democratisation of the country's life and fight against corruption," he said.

    O'Sullivan has worked for more than one and a half year in the OSCE office in Kukes. /led/lm/

    [06] Kosove TV to begin transmissions on Sunday

    TIRANE, Sept 16 (ATA)- By Ardi Pulaj, The United Nations Organization (UNO) and the mission of the Organization for Security and Cooperation in Europe (OSCE), decided that Kosove television begins transmissions on Sunday.

    UNO's spokeswoman in Prishtine declared to journalists that programmes will be transmitted daily through satellite from 19 to 21 a.m.

    "The problem of Kosove television staff has been already solved. Albanian and Serbian employees will work there, while television transmission will be directly supervised by UNO administration and OSCE mission", UNO's spokeswoman reported.

    After the resumption of broadcasting in Albanian, of Radio Prishtina and other local radios in Kosovar territory and the return of written press, only Kosove television remained a problem due to disagreements between Albanian and Serbian employees of Prishtine Television.

    The updating information up to now is received through satellite programme of the Albanian Radio-Television. /led/so/

    [07] Peza region proclaimed "martyr zone"

    TIRANE, Sept 16 (ATA)-By E. Nepravishta, The region of Peza on Thursday was named "martyr zone". This title was awarded by the Secretary General of the inter-national Council of Martyr Zones, Dante Kruit, on the 57th anniversary of the Peza Conference and the 55th anniversary of the Assault Brigade.

    Present at the annual ceremony held in Peza, were President of the Republic Rexhep Meidani, Prime Minister Pandeli Majko, deputy Prime Minister Ilir Meta and other government members.

    Meidani said in his address that "Peza has merited this title, as it is part of national pride'.

    The Peza fighting unit, created in 1940 by Myslym Peza, was the first partisan unit in Europe. /led/lm/

    [08] NetAid a new service to help Kosovar refugees

    TIRANE, Sept16 (ATA)- By G.Dilaveri, NetAid, a new service made possible by Internet, will help Kosovar refugees join together to help each other in the various regions where they are accommodated, PNUD office in Tirane told ATA on Thursday.

    The foundation, bearing the same name, in cooperation with the United Nations Programme for Development PNUD, aims at exploiting Internet power to help millions of men, women and children who live in utter poverty.

    NetAid is a long-term effort to establish a community conscience concentrating on basic needs procurement such as food, accommodation, legal protection of Human rights and health care. /led/so/

    [09] New projects of cooperation with German army

    TIRANE, Sept 16 (ATA)-By R. Xhuvani, The Albanian and German armies will strengthen cooperation between them through new projects to be drafted, sources from the Ministry of Defence reported on Thursday.

    The project of cooperation between the Albanian and German armies for the year 2000 are at the centre of the talks underway between a team of Bundeswehr experts with their Albanian counterparts at the Ministry of Defence.

    The programme of the year 2000, based on the ongoing experience, also aims at increasing cooperation between the two armies in efforts to reform and reconstruct the Albanian army.

    The team of German experts is headed by Colonel Arnold, head of Department for cooperation with Southeastern European countries.

    The Albanian team is headed by Colonel Qatip Alia, director of the General Headquarters' operative department as well as heads and specialists of various fields. /led/lm/

    [10] Premier Majko hands over his candidacy for SP chairman

    TIRANE, Sep. 16 (ATA) - By E.Nepravishta: Pandeli Majko, Premier and Secretary General of Socialist party (SP), proclaimed on Thursday his candidacy for the post of SP chairman. This candidature will be voted in the Third Congress on October 10.

    Majko said that "his candidacy will be discussed in the Congress, while the alternatives introduced by SP are the victory of local government elections and the insurance of a long term leadership".

    Majko's candidature is the third presented for the post of SP chairman following the candidacies of Fatos Nano, ex-SP chairman and former Albanian Premier, as well as Shkelqim Meta, SP chairman in Skrapar distict. /led/A.A/

    [11] Albanian friendship feelings for America are very strong

    TIRANE, Sep 16 (ATA) - By E.Nepravishta: The mission of American ambassador Limprecht starts at a time when the friendship feelings of Albanians are very strong towards America, and when the Stability Pact is estimated as a new epoch in the history of our region", Albanian Minister of Information, Musa Ulqini, revealed during a special meeting held on Thursday with newly-appointed USA ambassador in Tirane, Joseph Limprecht.

    The American ambassador said that "my mission now is to work for strengthening of friendship with Albania. Our scopes are those of the Pact of Stability and one of the joint cooperation fields is that of information. Information is a very important field for Washington given the role it has in Albania during this period".

    Later on Ulqini informed the American ambassador about the aims of Information Ministry which consisted on construction of an open system in government communication with mediae and public. He made a summary of mediae development in Albanian and presented the attempts made by the government for securing a free and democratic press.

    [12] INSIG to be privatized next year

    Tirana, September 16 (ata) - By D.Koca - "The liberalization of the insurance market is a chance for INSIG to improve the administration system and to transform it in conformity with the new situation created due to the competition", told ATA, INSIG General Director of Albania Bardhyl Minxhozi.

    Nevertheless the fact that two other private associations, such as "Sigma" and "Sigal", are performing their activities in Albania since several months ago, INSIG continues to keep its position as the leader of this market. At the moment state insurance association extends its branches all over the country and covers all the kind of insurances.

    INSIG operates in market as share joint association and its privatization is foreseen to be completed within 2000.

    "We are aiming at INSIG reconstruction, to make it face the competition with other associations", said Minxhozi. According to him "these processes have to do with the service quality and the speed toward the client. Also, we are studying the possibilities of dropping the administrative cost".

    At the moment INSIG has some 625 employees, while the other private associations have nearly 35 ones. As far as the competition with the private enterprises, Mr. Minxhozi said that it has already started mainly in motors field and the property. INSIG specialists are working to implement the new scheme of damage administration.

    "We are working on paying back the clients. Referring to the law we will pay the clients within the period of 90 days. To fulfill it before the deadline we have planned to give more competencies to our branches in districts and to increase the estimation intensity".

    INSIG has strong partners in international insurance market, such as Munich Re, General, Swiss Re, Winterthur, Zurich Group, Kininmonth Lambert, Marsh and Mc Lennan, etc. /a.gj/linda/

    [13] Norwegian Secretary of State, Mallary, to pay an official visit to Albania on September 17-18

    TIRANE, SEP 16(ATA) - Secretary of State in the Norwegian Internal Affairs, Janne Haaland Mallary, will pay an official visit in Albania on September 17-18.

    Mallary is expected to meet Albanian Deputy Prime Minister Ilir Meta, minister of Foreign Affairs, Paskal Milo, Secretary of State for the Euroatlantic Integration, Maqo Lakrori and others, sources of Foreign Ministry revealed on Thursday. She will also have meetings with OSCE, UNHCR, ECMM representatives, with Norwegian staff of non-governmental and international organizations. /A.KE/gs/A.A/

    [14] Eight foreign companies present privatization offer

    Tirana, September 16 (ata) - By M.Pupa - Eight foreign companies well known in the field of Telecommunication presented their offers to participate in the privatization process of the Albanian Mobile Communications (AMC) company, which is the only company to operate in the mobile market in Albania.

    As it is made known on Thursday by the sources of the Ministry of Public Economy and Privatization, these are strong companies that operate in the field of telecommunication in America, Germany, Austria, Italy, Greece, Norway, Turkey and France.

    September 15 was the deadline of presenting the interest of foreign telecommunication companies on AMC privatization. The potential buyer will be selected from the interested companies, after the estimation to be performed by the Albanian specialized bodies. /lh/linda/

    [15] Crime should definitely be divorced from law and politics - Majko

    TIRANE, Sep 16 (ATA) By E. Nepravishta: - Albanian Premier and Socialist Party General Secretary, Pandeli Majko, told a news conference on Thursday that he thought crime should definitely be divorced from law and politics.

    "I am here as Premier and SP General Secretary to tell you and guarantee in the name of Albanian government and SP the complete division we aim to achieve between politics and crime passport, to testimony the total engagement and to re-proclaim the uncompromised combat against crime", said Majko.

    Majko said that the gangs and crime trying to criminalize the Albanian society, begun to be considered as blue and red crime, symbolizing in this way the political parties in Albania winning against the political immunity.

    "Ideas existing in Albania are that the right-wing crime and left- wing crime operate in Albania. The crime has got only a color and you can respond it only by law", said the Albanian Premier. /y.pa/A.A/

    [16] SIEMENS to invest in electro-power

    Tirana, September 16 (ata) - By M.Pupa- German company SIEMENS after the rehabilitation of Rinas airport, showed its interest to take part in implementation of several other projects in Albanian economy.

    Referring to the sources of the Ministry of Public Economy and Privatization, SIEMENS Director for Balkan and Cyprus Dietrih Boden, met vice minister Pajtim Bello, and discussed about the cooperation fields.

    SIEMENS company gets acquainted with the projects to be invested, which have to do with the construction of new energetic works and termo power stations, which are foreseen to be constructed in the southern are of the country.

    The German representatives expressed the interest on constructing the international gas network, which includes not just Albania and aims at strengthening the electric power system with Kosova.

    Mr. Bello invited the German company SIEMENS to participate in the construction of Skavica hydro power station and the ones on Vjosa rivers, which are foreseen to be given with concessions by the part of Albanian Government. /lh/linda/

    [17] Majko asks Nano attest accuses against him

    TIRANE, Sep. 16 (ATA) - By E.Nepravishta: Albanian Premier and Secretary General of SP, Pandeli Majko, gave responses on Thursday during a press conference to the accuses addressed against him by SP ex-chairman and outgoing Premier, Fatos Nano.

    "Once a friend of mine, Nano now wants my head under the accuse of national betrayal, violation of Constitution and leadership moral. If these accuses were true, political guillotine would be an acceptable and forceful solution, but in the contrary, the same guillotine should shorten the defamatory tongues", said Majko during a press conference held in SP headquarter.

    Majko's response follows Nano accuses made on Tuesday in Fier during a meeting with SP members and fans on implication for the coup d'etat and for recycling of DP chairman, Sali Berisha from set SP segments.

    Majko was expressed for a correct and normal relations with the opposition, despite the fact that "we have our reserves against Albanian opposition. The two meetings made with the democratic leader, Berisha, are considered as necessary for the situations the country was passing: during student's hunger strike - December 1998, and Kosove crisis -January 1999. /lh/A.A/

    [18] Contemporary treatment to the infants to perform penal acts

    Tirana, September 16 (ata) - By N.Beshaj - The Albanian Minister of Justice Ilir Panda said on Thursday in a meeting with representatives of Council of Europe that the infants to perform penal acts will be treated based upon contemporary standards, reported the spokesmen of Ministry of Justice.

    We are working to establish re-education camp in Kruja district, based upon the contemporary legal requests, said Panda to the representatives of Council of Europe. The aim of establishing such camp is the integration of the infants in society far way from the crime, stated the minister.

    They talked about the assistance to be offered by the Council of Europe to Albanian justice about the treatment of the infants that perform penal acts.

    According to the spokesman, the assistance of the Council of Europe will consist in treating of the judges dealing with these issues and of the staff to serve in such camps.

    Minister Panda asked the representatives of the Council of Europe even for assistance to be used in different projects in support of Albanian justice. /lh/linda/

    [19] Falling of service tariffs of GMS mobiles by 40 %

    Tirana, September 16 (ata) - By M.Pupa - The Supervising Council of Albanian Mobile Communication AMC, started to drop the tariffs of mobile service by 40%, reported on Thursday sources from this company.

    One of AMC immediate objectives is the reactivization of service in Lushnja are within the territory and the starting of the operation in Kuksi within this month.

    The mid term projects of AMC include also the covering of main cities, which at the moment are not covered, and the ones of great commercial transactions, and the custom points and the important roads, as well.

    The dropping of these tariffs is directly connected with the offers of AMC buying by the part of eight international companies. /lh/linda/

    [20] Cooperation between Albania and China should be strengthened - Godo

    TIRANE, Sep 16 (ATA) - By A.Gjakova: The chairman of Foreign policy commision in Albanian Parliament, Sabri Godo who is leading a parliamentary commission in China, said during the talks he held with the chairman of National People's Assembly of China, Li Peng, that the cooperation between China and Albania should be increased.

    According to Parliament's press office, Li Peng pointed out that the intensification of parliamentary cooperation between China and Albania affects even the relations between these two countries.

    Li Peng spoke about the development of reforms in China and hailed the stance of Albanian government and parliament in the support for a unique China.

    Participating in the meeting was even the Albanian ambassador in the People's Republic of China, Hajdar Muneka. /lh/A.A/

    [21] Some 25 officers of Albanian police to be graduated

    TIRANE, Sep. 16 (ATA) - A ceremony on delivering of diplomas to 25 officers of Albanian police will be organized on Friday in the central house of officers. The diplomas will be distributed to the 25 officers who took part in the two-week long training "Transition in Democratic Police", is said in a press release issued by the American embassy in Tirane.

    Participating in the ceremony will be even the American ambassador accredited to Albania, Joseph Limpricht as well as senior officials of Public Order Ministry.

    The training was organized by ICITAP (International Criminal Investigation Technical Association Program), and is the fifth of this kind but not the last. The first three courses are held in Poland while the rest are organized in Tirane. /A.A/

    [22] Parliament examines several draftlaws

    TIRANE, Sep 16 (ATA) By A. Gjakova: - The Albanian Parliament examined several draftlaws in the plenary session held on Thursday morning, but did not vote for them because of poor participation of deputies.

    The most important draftlaw among those discussed was that "On some changes in law 7874 about the war veteran status in the war against nazi fascist invaders", and the one "On the privatization of the local hydro- power station".

    The veterans, through the draftlaw for war veteran status, profit retirement pension about 8000 persons who were deprived of it in 1995, by means of the law 7874.

    The draftlaw for the privatization of local hydro-power station instead, aims at the effectiveness of the ladder, through privatization.

    These draftlaws will be voted in the first coming session. /lh/gs/A.A/

    [23] KLA to march through Prishtine on Saturday

    PRISHTINE, Sept 16/ Kosovo Liberation Army, will march through Prishtine to mark its last military mission in defence and for liberation of Kosovo, its General Headquarters reported on Thursday.

    Kosovo Liberation Army parade, will occur at afternoon, a day prior to the end of the KLA demilitarization process on September 19, marking the KLA transformation process into a protecting force named "Kosovo Troops". /gs/

    [24] The German government finances three police commissariats

    SHKODER, Sept 16 (ATA) By M. Malja: - The German government has earmarked 800 thousand DM, which will further strengthen the three police commissariats material resources in the municipality of Shkoder, the police principal's spokeswoman said on Thursday.

    This fund, according to her, will be made use of to complete the commissariats of Shkoder, Puke and the Big Highland with 17 motocycles for the traffic wardens, 10 computers and 8 faxes, 40 police wireless, 100 bulletproof vests etc.

    All the above mentioned materials, according to the agreement will be available within October. A part of the fund will be used to train police employees to harshen the fight against drugs traffic, vehicle theft etc., said the spokeswoman. /lh/gs/
