    TIRANE, August 20 (ATA) - By E.Nepravishta: Albanian Council of Ministers, gathered on Thursday under the chairmanship of Premier, Pandeli Majko, adopted the decision "On commemoration of 55th anniversary of Albania's liberation", sources from the Information of Ministry, told ATA on late Thursday.

    The same source explains that according to this decision, during this year which coincides with the 55th anniversary of the liberation of Albania, will be organized cultural and scientific activities, while the Science Academy will organize a scientific session on this occasion. The ward of National Liberation War will be opened in the Historic museum on this accasion as well.

    The council of Minsters adopted as well the draft-law "On ratification of European Convention for the interborder television", which is considered as the main document of the Council of Europe for the television.

    The convention deals with the program services included in broadcasts which aim at facilitating conditions between the international broadcasting parts and with the re-broadcasting of program services. /dast/A.A/

    -"Tirane, new victims, old commissar". Two people are injured on late Thursday in vicinity of "Petro Nini" school, Tirane. -"Majko continues meetings with SP chairmen in the districts". Although the opponents of Majko in SP quoted the meeting of Majko with the district SP chairmen as an action made by Majko profiting from his post, the number of arrival of district chairmen has not become rearer. -"Legisi: No one is obstacling Nano". Interview with the Organization Secretary of SP, Ndre Legisi. -"A ship with smuggling oil blocked". Vlore police forces sequestrated a ship with smuggling oil on Thursday.

    DURRES, August 20 (ATA) - By S.Gjordeni: The new academic year is drawing closer and Durres district education employees are accelerating their preparations for its normal start, the director of Durres education Directorate, Lavdosh Beqiraj, told ATA on Friday.

    He added that 12 out of 77 schools that Durres city has, are now new or reconstructed. Their reconstructions are made by several foreign foundations and organizations such as UNHCR, CRS, Soros, SDR, IOM and others. The reconstruction of 38 other schools is being made with a fund of $ 12 million.

    Beqiraj said as well that the necessary funds for the teaching and didactic process are secured. Some 150 000 Leks are to be used for renovation of libraries while 6 million Leks will be used for equipping all classes.

    The new academic year will be attended by about 2000 pupils more than the previous year, while 40 other teachers will be added, said Beqiraj. /lh/A.A/

    [05] Some 21 foreign nationals accompanied to the police

    TIRANE, August 20 (ATA) - By Th.Thanasi: Some 21 foreign citizens were accompanied to the Rinas police commissariat because they had no identification documents with them, spokesman of Tirane prefecture police told ATA on Friday.

    According to him two people out of 21 accompanied to the police forces, declared that they were Iraqi nationals who entered the Albanian territory on road.

    In the meantime, the police is carrying out investigations to find out the identity of the others and their nationality and the way how they entered the Albanian territory. There are possibilities that nine of them could have come to Albanian three days ago by Turkish airlines.

    During this week the police accompanied to the Fier commissariat 36 foreign citizens who were caught without documents in the train of Tirane- Vlore line, aiming at heading for Italy. /lh/A.A/

    [06] Project draft on service and control of fertilizers is passed

    Tirana, August 20 (ata) - By E.Metaj - Albanian Government passed the project draft on the service and control of the fertilizers, which will be discussed and later on approved by the Albanian Parliament.

    According to the sources of the Ministry of Agriculture, the approval of this draft will make possible the control of the imported and home production fertilizers, which circulate in Albanian market.

    The control of these fertilizers will be concentrated in their standards and to guarantee the health of the people, protection of the Albanian fauna and flora. /a.gj./linda/

    [07] New agreement on Rinas Airport rehabilitation

    Tirana, August 20 (ata) - By E.Metaj - The Government of Republic of Albania and Northern Atlantic Treaty Organization (NATO) agreed on a supplemental agreement on rehabilitation of International Airport of Rinas.

    To make possible the implementation of this project, the Council of Ministers passed in principle the decision on this agreement between Albania-NATO.

    At the moment, according to an agreement between the Government of Republic of Albania and NATO on rehabilitation of the road Rinas-Tirana, NATO forces managed to rehabilitate a part of this road through NATO financial means.

    Albanian Government and the American one have an agreement on put in disposal a piece of land and other facilities related with Rinas airport in Tirana.

    The rehabilitation project of passengers terminal at Rinas Airport is one of the projects presented by Albania in Sarajevo Summit on Stability Pact. /a.gj/linda/

    [08] Government accorded some 27 million leks more for Ministry of Food and Agriculture

    Tirana, August 20 (ata) - By E.Metaj - Albanian Government, in its meeting held on Thursday, approved a supplemental fund of some 27 million leks in the state budget for year 1999 for the Ministry of Food and Agriculture, to be used on some operations aiming at improving the drainage system of Maliqi field in Korca district.

    It is deciding the implementation of the operations in extending and deepening of Devolli river's bed by some 70 thousand m3, and other operations as well. /lh/linda/

    [09] Some 120 Elbasani families to profit from Greek credit

    Elbasan, August 20 (ata) - By M.Lulja - The total value accorded from the Greek credit on sheltering to the homeless of Elbasani town that lost their homes in get-quick rich pyramids is some 32 million leks, report on Friday the administrative director close to municipality Bujar Hoxha.

    According to Hoxha, this credit will be used mainly on buying dwelling houses and not on their constructions, by bearing in mind the selling value of the flats, where a flat 1 + 1 reaches the value of some 1.5 million leks and a flat of 2 + 1 marks some 2.5 million leks.

    Only 120 families, from 251 that presented the requests, profit by this credit, which beside the guarantee, fulfill even the bank criteria on its pay back. /lh/linda/

    [10] Coach of Partizani team resigns

    TIRANE, August 29 (ATA)-By B.Meta, "I will no more be coach of Partizani team," Edmond Gezdari told news conference on Thursday.

    The cause of his resignation are disagreements between the club's leadership and its Italian administrator.

    Gezdari says that he who is bringing a destructive climate to this team is its former coach Neptun Bajko.

    Until a new coach is found, Partizani is thought to be coached by the deputy of Gezdari, Genc Tomorri, former distinguished player of this team in the '80s. /lh/lm/

    [11] Vehicles with contraband flour intercepted

    TIRANE, August 20 (ATA)-By U. Bajrami, Several vehicles carrying contraband flour were blocked on Thursday by midnight in the town of Kukes, sources from the Public Order Ministry told ATA.

    The sources do not specify the number of the seized vehicles but say they had no assocation document of the commodity they were transporting.

    The owners of the contraband commodity confessed that several workers of the Morine customs had taken them a sum of money in exchange for this smuggling.

    Although the sources provide no further details, it seems the amount of flour has been transported from Prizren to Kukes.

    Meanwhile, several workers of Morine customs, suspected to have allowed this smuggling, are reported to have been taken to the police commissariat.

    Since the end of the war in Kosova, this has been the first case of blocking contraband commodity from Kosova cities to Albania or vice-versa. /lh/lm/

    [12] New spaces on stimulating foreign investments

    Tirana, August 20 (ata) - By D.Koca - Albanian Ministry of Public Economy and Privatization completed the draft of several new procedures related with the creating of the facilities on stimulating the foreign investments in production sectors. These drafts of this ministry will be presented for approval to the Government, in order to make possible the attraction of more and more investments in hydrocarbons, electro-power, mine and industry sectors.

    This ministry proposed as well the reviewing of the law on the VAT in the field of hydrocarbons, having as main target VAT payment by the supervisor subject APC of Albpetrol, Servcom and Armo companies.This way the increased taxes and duties are avoid and the society is easily managed.

    According to the Ministry, native and foreign companies have to be stimulated to invest their capitals, aiming at application of fiscal facilities on the investments. /lh/linda/

    [13] National programs of research and development marks 50 million leks

    Tirana, August 20 (ata) - By E.Metaj - A fund of 50 million leks defined by the state budget for year 1999 started to be distributed on national programs on research and development, told ATA on Friday sources from the Ministry of Information.

    According to this source, Albanian Government passed a decision on financing the national program on research and scientific development.

    Based upon this decision the fund of some 50 million leks will be distributed as follows; 7 million leks on "Albanian Studies" program, 10 million leks on information systems and technologies, 8 million leks on "Agriculture and Food" program and 7,5 million leks on "Geology, mine and minerals processing" program.

    Funds are foreseen even for other national programs on research and scientific development. /a.gj./linda/

    [14] 30 million liras donated to food lab in Elbasani town

    Elbasan, August 20 (ata) - By M.Lulja - Italian Governmental association "Integrated zootechnics" donated these days some 30 million liras to the food and animal products lab, told ATA the head of veterinary service Shkelqim Elezi.

    According to him, this fund will be used on total reconstruction of the existent building and its equipment with modern apparatuses.

    This association sent as well a refrigerator, an autoclave, two microscopes and other modern equipment, which made possibly the control of the food and animal products in the market. /lh/linda/

    [15] Author of threatening letter to Minister Shuli identified

    TIRANE, August 20 (ATA)-Th. Thanasi, Police on Thursday identified the author of a threatening letter addressed to Public Works and Transport last month, the spokesman of the Tirane police prefecture told ATA on Friday.

    According to data available from the regional office "SKATET" at the Tirane prefecture police department (the sector against terrorist acts and trafficking), the author of the letter is citizen Dylejman Sulejman Karaj, aged 41, journalist and advertisement manager in newspaper Rilindja Demokratike.

    According to the prosecutor of the case, the accused person will be on probation.

    The anonymous life-threatening letter was addressed to minister Ingrid Shuli on July 27 this year and for this reason a special working group was set up at the Tirane police department. /lh/lm/

    [16] SIGMA the first private company to compete INSIG

    Tirana, August 20 (ata) - By D.Koca - It is obvious the increase of competition in Insurance market in Albania. Beside the state company INSIG, two other private companies have started to perform their activity in insurance field, SIGMA and SIGAL.

    "The first Albanian private company of insurance "SIGMA" covers some 80% of the Albanian territory", told ATA the General Director of this company Qemal Disha.

    According to him SIGMA has eight offices in Albanian and 50 agencies, where the agents for the work done are paid through commissions.

    With a capital and guarantee fund of some 60 million leks, SIGMA consists of 10 shareholders and extends its activity in insuring the estate, vehicles, persons, civil responsibilities, health, personal accidents, etc.

    At the moment Sigma marks the lower prices due to the fact that the expenditures of the company are smaller. It has 30 employees and 100 agents, where the greater part of them are specialized in insurance field.

    SIGMA company has some 300 insurance contracts and has relations with world strong partners, among them Lloyd's one. It has good relations with the insurance companies of neighbor countries.

    "The company paid some 20 cases marking a value of some 4 million leks. We are no afraid of competition, but it had to be always fair", stated Mr. Disha.

    As far as the future is concerned Director Disha said that "we will aim at volunteer insurance and for this purpose we planned to hold a sensibility campaign, to understand the insurance importance".

    On the other hand he stressed that "Sigma is studying Kosova market and has established contacts with representatives of insurance private companies in Kosova". /linda/

    [17] More than 18 million leks fees on different subjects

    Tirana, August 20 (ata) - By Elton Metaj - Albanian Custom authorities punished different subject with fees of various values by collecting some 18,145 million leks during the first week of August, told ATA official sources from the General Custom Directorate.

    According to the above mentioned sources, operative group of anti- contraband performed rigorous control in all custom areas of Albania, main road axes and in particular the shipping process and international transits, as well.

    After the control of the anti-contraband group, the "FORMO" ship in Durres,loaded with furniture, had undeclared goods and some 70% of the quantity was declared as being of poor quality, bu avoiding the payment of custom duties by 10%. It was punished by 98, million leks by the part of anti-contraband group.

    The same thing occurred in Vlora custom, where "EDI" ship was carrying undeclared goods and it was punished by some 8,2 million leks.

    While in Elbasani two subjects "Luani" and "Poka" were found guilty and are punished respectively by 32 thousand and 113 thousand leks. /linda/

    [18] Majko urges draft of urban strategy

    TIRANE, August 20 (ATA)-By E. Nepravishta, Prime Minister Pandeli Majko on Friday asked that an urban strategy be drafted for the major urban centres in Albania.

    At a meeting with leading officials and specialists of the Town- planning Study and Design Institute, Majko asked that an "honest contract" be signed, through which the government offers its support for serious projects and studies.

    Majko asked to be familiarised with the capital's existing town- planing projects and after visiting several of the design offices in this institute had a meeting with engineers and designers and showed interest in their need and concrete proposals.

    Alim Shehu, Director of the institute, after meeting the Prime Minister, said that he had been promised the Government's full support as regards the logistic aspect of realising various urban projects. /a.ke/lm/

    [19] Majko asks information on illegal activities at customs points

    TIRANE, August 20 (ATA)-By E. Nepravishta, Prime Minister Pandeli Majko on Friday issued an order on securing information about illegal activities by public and private subjects, local and foreign, at all the customs points of the Republic of Albania.

    The order provides that the study and installation of a secret network of digital cameras start at all the customs points of the country. The study will be carried out by the Information Service and is envisaged to end within September 15,1999.

    According to the above source, this aims at ensuring complete, objective and permanent information, in order to make evident and prevent criminal and terrorist activities, which violate national security. /a.ke/lm/

    [20] AFOR 2 will complete projects started in Korce

    KORCE, August 20 (ATA)-By B.Fejzullai, NATO military forces, AFOR 2, which will be deployed in the Korce region soon, will complete the projects started earlier, the military attache of the U.S. embassy in Tirane, Thomas Meek, and of the British embassy, Simon Bamford, said at a meeting with leading officers of the Korce division.

    According to the spokesman of this division, captain Kasem Saliasi, AFOR 2 will complete two major projects in the region of Korce, the construction of the civil airport of Lumalas and the rehabilitation of the Maliq-Gramsh road.

    The construction of the civil airport of Lumulas, 5 km far from Korce, has been started by the French troops of AFOR 1, deployed in this region in April-July, as part of "Allied harbour" mission.

    AFOR 2 will also rehabilitate the Maliq-Gramsh road, 91 km long. /lm/
