    PRISHTINE, Feb 12 - ATA correspondent Behlul Jashari reported that twenty Albanians kidnapped in the last two months in Peja were found executed while two others were thought to be missed in the commune, sources of the Council for Human Rights said.

    They said that such macabre deeds were committed by the "the black hand of the Serb police."

    The sources added that another Albanian was found dead in village of Abri, Drenice and one in the Peja-Rozhanje road.

    Reinforcement of Serb forces and armoured carriers were seen passing by the villages provoking and maltreating many Albanians in the streets. /dast/ak/

    [02] BOBSH spreads to south, urges institutionalization of business

    GJIROKASTER, Feb 12 (ATA) - By H. Çani: Organised Union of Albanian Business (BOBSH) which has spread its activity in the South of Albania organized on Friday a regional conference for the five districts in the region with Southern businessmen asking the necessity to institutionalize their activity.

    The conference aimed at protecting their interests and creation of "an appropriate legal terrain" for businessmen.

    "Joining this organisation implies becoming a party with the state in creating a favouring legislation for all issues concerning businessmen," Koço Kokedhima, BOBSH president, said.

    The conference elected the presidency with Gjirokastra businessman Arjan Muço as its leader. Attending the conference were representatives of the Organisation for Security and Cooperation in Europe (OSCE) in Gjirokaster, prefect Sotir Mantho and local government officials. /dast/ak/

    [03] Vlora women appeal for weapon collection

    VLORE, Feb 12 (ATA) - By H. Koçi: Women member of the "Foyer Vlora women" association called Friday on all their co-citizens to hand in weapons in order to keep them out of the reach of the children.

    "A weapon in the house forebodes death ... therefore you who have weapons hand them in and let life continue," mothers from Vlora said in their appeal obtained by all local media on Friday.

    The appeal proposed a swift undertaking on voluntarily handing of weapons for which the organisation has been working for more than two months.

    The head of the association Vera Lesko said to ATA that this action was one of the objectives of the association and that is why they had also asked for the support not only from the local organisations but also from the social opinion, which is the most important factor for the weapon collection available in the hands of the civil population.

    Two innocent children victims of the lack of care from the adults were buried in Vlora on Friday. This is another reason to appeal for weapons collection. /dast/ak/

    [04] Confidence in institutions urges cooperation, dialogue

    TIRANA, Feb 12 (ATA) - By E. Nepravishta: Rebuilding confidence in institutions and their consolidation was the theme of afternoon session in the Tirana Forum on consolidation of democratic dialogue in Albania.

    "The approval of constitution which meets the fundamental demands for the observance of democratic rules, human rights and liberties of the individual as well as respect of minorities, calls on all ruling parties and the opposition to be engaged in observing it," Tefta Zaka, member of the Supreme Court and rapporteur of the working group, told the forum.

    She said that the approval of the constitution urged a review to the existing legal framework which should be in conformity with the constitution as well as a draft on a new legal framework.

    Rebuilding confidence in institutions urges first the guarantee of individual security, which is threatened by uncontrolled possession of weapons. Making the opinion aware that handing in weapons needs cooperation between political forces to secure the necessary means to that.

    It is also important to increase the efficiency of the order forces and implement the legislation. Therefore it is necessary to give a special status to the order forces and improve their wages.

    Fight against corruption is another problem related to the confidence in institutions which should be undertaken in all existing structures to secure a correct implementation of the law.

    One of the roads leading to the fight against corruption is the draft of a legislation which stipulates sanctions and effective measures in penal and other fields.

    Transparency, which is related to the declaration of properties and incomes of government members, persons equal to them and lawyers, is also necessary.

    Meanwhile the forum pointed out the importance of transparency in administrative procedures and real guarantee of job in public administration despite the ruling party.

    Another issue related to the confidence of people in institutions is also to guarantee independence of the judiciary.

    It also urges the establishment of the institution of People's lawyer which is another very important element to rebuild confidence of the people in government and public administration.

    After the proposals of the working group, the session discussed the suggestions on the above mentioned issues. /dast/ak/

    [05] Common thing of being Albanian - target of reflexion in forum

    TIRANA, Feb 12 (ATA) - By E. Nepravishta: Common thing of being Albanian and reasons for expectations were the topics of the third session of the Tirana Forum on the consolidation of the democratic dialogue in Albania.

    Jusuf Vrioni, Albania's UNESCO representative, was in the role of the moderator in Friday session and presented the aim of the theme.

    The deputy Dritero Agolli was the first to take the floor and defined the work everyone should do to make Albania emerge from crisis and poverty as the most present common thing of Albanians.

    Agolli said that factors which hindered dialogue were fear, wrong aim of political fight, interweaving of criminality with interests of benefit, lack of intermediate force which should be an instigator to this dialogue, as well as the shortcomings of the past.

    Head of the Albanian Women forum Diana Çuli said that hatred was one of the common things of Albanians which were inherited and collective. She said that Albanians shared fatalism as well as lack of participation in community. Çuli urged a moral revival which could be achieved parallel with the development of the culture and civil society.

    Meanwhile, the writer Besnik Mustafaj said that a common feature of Albanians was the ability to be based more on emotions than in logics.

    [07] Cigarette Factory in Durres restarts work

    TIRANE, Feb. 13 (ATA) - By E.Xhajanka: The buying for a short term period of revenue stamps with the money provided by the state budget, affected directly the rebeginning of work in the Factory of Cigarettes in Durres.

    This factory is directly dependent from the Ministry of Agriculture and Food. The growth of the axises' prices from 4,7 leks each in 11 leks each, when the benefit for each package is 11 leks, as well as the competition due to the smuggling cigarettes entering Albania, leaded the factory to suspend its activity in 28 January of this year.

    The production of this factory is rather preferred in the Albanian markets. Out of 150 tons of cigarettes produced over two months, only 36 tons have remained unsold. /pas/A.A/

    [08] Defence minister meets families of pilots killed on duty

    TIRANA, Feb 12 (ATA) - By A. Haxhiu: Defence minister Luan Hajdaraga met on Friday family members of the pilots who laid down their lives on duty, on the request of the former.

    Hajdaraga said that he was pleased that the parliament decided to give special pensions to the families of pilots who had laid down their lives since the creation of the Aviation army.

    "We feel that this is nothing towards the obligation we have for their heroic deeds but, however, this shows the good will to give them, in a way, the respect they deserve," he said.

    Members of the family thanked the government, parliament and Defence Ministry and said that the decision on pensions is not only a financial assistance but also a moral support to these families. /pas/ak/

    [09] Serb forces execute an Albanian near Gllogovc

    PRISHTINE, Feb 13 - ATA correspondent Behlul Jashari reported that Serb forces executed late on Friday an Albanian after they forced him to get off a tractor they encountered near Gllogovc, sources of the Human Rights Council said.

    Serb sources reported on an armed confrontation on the road between Komaran and Gllogovc which claimed the lives of a fighter of the Kosova Liberation Army (KLA) and a Serbian policeman, while two other policemen were wounded. /pta/ak/

    [10] Damages in Kosova calculated to be more than US$ 10 billion.

    PRISHTINE, Feb. 13 (ATA) - The Serb operations which took over in 28th February, 1998, in Kosova have damaged some 461 dwelling places in 18 communes, and have caused a damage of more than US$ 10 billion, is said in an analyses of the independent trade unions of the communal works and dwelling places in Kosova, with its headquarter in Prishtine.

    In this analyses, made public by the Kosova Information Center, is said that due to the shells, bombardments, and burnings made, some 43 037 dwelling places, 2 123 commercial objects, 115 school buildings, as well as 50 Albanian religious objects are damaged.

    The syndicate stressed that the assessments made in 461 dwelling places in Kosova may be not definitive. /pas/A.A/

    [11] Museum of Gjirokastra looted

    GJIROKASTER, Feb 12 (ATA) - By H. Çani: Private police of the castle of Gjirokastra had found out on Friday that a secret hand" had looted the museum and raided it.

    The three private policemen informed the police commissariat but did not say anything else on the raid.

    Police source said that the person who raided the museum was a professional.

    They said that the lock of the inner door, which was forced, was replaced by another one.

    "It is still unknown what has been stolen inside," Teuta Kallajxhi, museum staff said.

    She added that this would be known after an inventory which was underway.

    Chief of the War Museum Vladimir Qiriaqi said that "the responsibility falls only on private policemen."

    He was surprised that "the same persons who were responsible for the grabbing of a reproduced tabloid of Eduart Lear in the castle continued to be guards of the institution."

    Besides old documentation, which testify the history of a century-old city, the museum had unique models of clothing and different furniture of the city. /pas/ak/

    [12] Being unprepared, she alarms police forces for bomb in school

    TIRANE, Feb. 13 (ATA) - By Th.Thanasi: A pupil, unprepared for the school subjects, made a call to the police forces on Friday that a bomb was to be settled in "Sami Frasheri" school.

    The spokesman of the Tirane Prefecture Police Directory, told ATA on Saturday, that like the other cases, the alarm for a bomb in the "Sami Frasheri" gymnasium resulted to be false.

    The person calling in "Sami Frasheri" school, insisted that "a bomb was to be installed at 10 o'clock," the spokesman explained.

    According to him, after investigation carried out by the police forces, the person who phoned resulted to be the pupil Rudina Mneri. "I had difficult subjects that day, and I did not manage to prepare them. I phoned to suspend the lessons", said the 15-year old pupil in the policy. /pas/A.A/

    [13] Tirana forum discusses state, perspective of Albanian economy

    TIRANA, Feb 13 (ATA) - By E. Nepravishta: State and perspective of the development of Albanian economy was at the focus of the second session of the Tirana Forum on the consolidation of the democratic dialogue in Albania.

    The working group has prepared a material presenting the measures to be taken to that. The material showed that the Albanian economy after recording an increased fall in the framework of a complex crisis of the Albanian society had seen a post-crisis recovery.

    Genc Ruli, being in the role of a rapporteur, focused on some disputable issues related to the macro economic policies.

    Albina Karamitro, the other rapporteur, focused on an increase of unemployment, reduction of businesses and exports which showed a fall in production.

    Policies which strengthen private initiative and its contribution in economy and those that reform the role of the state in compliance with the market economy should be priority.

    It was generally accepted that the right of property was still pending in Albania what had negatively affected the investments in particular.

    As regards the financial means to develop economy, it is necessary to increase both domestic and foreign financial means and use them effectively because they are the main condition for a long-term growth.

    They presented the need to improve the financial system (bank, financial markets and others) as well as supporting politics in credit system, quick privatisation of banks and others. /pas/ak/

    [14] Police forces arrest two drugs distributors

    TIRANE, Feb. 13 (ATA) - By Th.Thanasi: Two citizens were arrested Friday under the charge of drugs distribution, while four others were accompanied in the policy.

    The spokesman of the Police Directory of Tirane Prefecture, told ATA on Saturday that the anti-drugs forces arrested the citizen Nikolin Xhelil Hasani, aged 30, under the charge of narcotic plant traffic and distribution.

    In the dwelling place of Hysen Doda, arrested previously of theft, the police forces sequestrated an amount of narcotic plants, an automatic riffle with a clip of cartridges, while during the control exercised in the dwelling place of Nikolin Hasani, arrested several times for crimes committed against the persons, were found materials and equipments which serve for the providing and delivery of the narcotic plants, the spokesman explained.

    According to him, the police forces caught the citizens Vasillaq Thanasi, Genc Rrapi, Bujar Kreshpa, and Arjan Qosja after the controls the police forces exercised in the places doubted for distribution of narcotic plants. The police forces preformed the necessary procedural actions, and released them according to the law. /lh/A.A/

    [15] Albania urges reactivation of defence cooperation with Rumania

    TIRANA, Feb 13 (ATA) - President of Albania Rexhep Meidani held talks early on Saturday with the Rumanian Defence Minister Victor Babuic urging full reactivation of bilateral and multilateral cooperation in all fields.

    Encouraging promotion of cooperation in the military, which aims at boosting security and integration of Albania and Rumania in NATO, president Meidani said that mutual aid at the interest of regional stability was a necessity for the development, security and regional integration.

    Meidani mentioned Rumania's participation in the ALBA multinational forces as a proof of very good relations existing between the two countries and expressed his high consideration for Rumania readiness in backing the present deployment of NATO forces in Kosova.

    Reiterating his stance for a wide international civil and military presence all over Kosova territory, president Meidani praised the efforts of the international community in reaching an accord in Rambouillet talks, in Paris.

    Meidani added that the package which would guarantee the implementation of what could be signed in talks underway in Rambouillet represented a key element for the success of that accord.

    He highly regarded the attitude of the Albanian delegation in Rambouillet.

    Rumanian minister Babuic expressed the readiness of his government in boosting relations in all fields and backed any real solutions to the Kosova issue which would express the will of the Albanian people there.

    Present at the talks was also the Albanian Defence minister Luan Hajdaraga. /pas/ak/

    [16] Bilateral, multilateral cooperation - shield of Balkan conflicts; Majko

    TIRANE, Feb. 13 (ATA) - Albania Premier, Pandeli Majko, held a work- meeting on Saturday with the Rumanian Defence Minister, Victor Babuic.

    The Ministry of Information reports that the main issues discussed in the meeting were the bilateral relations of the two countries, especially the cooperation in military field and its future perspectives, the situation in Kosova and the options for the solution of Kosova issue.

    The Rumania Defence Minister, Viktor Babuiç, stressed that the government of Rumania offers its aid towards the Albanian government in all fields, and especially in the military field. Regarding the crises in Kosova, Babuic, said that the solution of the Kosova crises should not be asked immediately, but it should pass set stages, resulting in the right of the Kosova people for self-determination.

    In continuation of this idea, Albanian Prime Minister, Majko, added that Balkan can prevent the crises, by turning from a geographical to a political expression, where the bilateral and multilateral collaboration, through the bodies created for this purpose, are to be the shield of conflicts in the Balkan peninsula, place where democracy was born.

    Premier Majko, said in the meeting that a close and old friendship exists between the Albanian and the Rumanian people. This friendship should strengthen further more the relations between the governments of these countries. /lh/A.A/

    [17] Let barges pass and then is arrested

    Blisht, Feb.13 (ATA) - By Behar Fejzullai - A police in the cross border point of Kapshtica is arrested on Saturday, because he let the three barges loaded with iron to pass without paying the custom duties.

    The spokesman of the Police Commissariat of Devolli district told ATA, that the Albanian citizen Adrian Spaho, 27, resident of Verlen provice of Devolli district, a service police in the cross border point of Kapshtica is arrested on Saturday by an arrested order of the military police of Korca prefecture.

    In January 11, 1999 during his service Spaho let the three barges loaded with 140 tons iron for Korca's "Flevi" company pass without paying the custom duties, added the spokesman.

    The contraband pass of this quantity was brought a loss of 4 million lek, said the spokesmen by adding that the enquiries on this matter go on./linda/

    [18] Greek credit on buiding new flat for "homeless of pyramidal scheme"

    - Ministry of Transport and Public Affairs asks for constructions' authorization -

    Tirana, Feb.13 (ATA) - By G.Dilaveri - The Ministry of Transport and Public Affairs asks recently the municipality of Tirana to put in disposal free public site to be used for the flat construction for the homeless of the pyramidal schemes.

    In the begining of October 1998, the Ministers' Council through a decision approved the platform of the greeek credit of the value 5 billion Drachmas to be used on the shelter program, from which will benefit all of them who lost their homes during the time of pyramidal schemes.

    The agreement on this credit is assigned during a visit of the Albanian Prime minister Pandeli Majko in November 1998.

    To fullfill this decision of the Ministers' Council, the Vice/minister of Transport and Public Affairs asked Tirana Municipality for the identification and put in disposal of the sites for these constructions to help the homeless.

    According to the figures given from the Ministry of Transport and Public Affaira for the last months of 1998 there are nearly 47 000 homeless families. Only in Tirana there are 11 000 unsheltered families./linda/
