[01] Study to precede constructions in three tourist zones in KorceKORCE, Jan.24 (ata) - By B Fejzullai: A study which will precede the constructions in three tourist zones in the district of Korce is completed by the respective institute in Tirane. The study was approved by the district council for Territory Adjustment, said to ATA, Roland Raco, chief of the town-planning section in the district of Korce. The objective of the study is to open the way to investments for qualitative studies in three tourist zones of the district.The tourist zones in Korce district are: Prespa with 6 thousand hectares, Dardha with 2 200 hectares and the national park of Drenove with 4 5000 hectares. The study of these zones envisages the type of the constructions, the infrastructure, the zones to be protected for their rare fauna and flora. The zone of Prespa, with the beauty of its lakes, offers a quick development of private tourism. Several foreign donors, including the World Bank, have expressed their readiness to finance in that zone. The traditions of Dardha in the family tourism since in 1930-s, the special architecture of the construction which is maintained today too, and its good climate both in winter and summer are positive factors for the rapid development of tourism in that area. Likewise, the national park of Drenove, with its wonderful landscapes, attracts thousands of visitors. /dast/xh/ Albanian Telegraphic Agency[02] Jurists propose an investigation on Vlora caseVLORA, Jan 24 (ATA) - By Harilla Koci: Jurists have proposed on Sunday to start an investigation on the event in Vlora city on Saturday when owners reacted towards the seizing of their speed-boats by police.During a visit in Vlora the jurists Agim Tirana and Bujar Himçi, director of investigation and chief of anti-Mafia at the General Prosecutor's office, respectively, held talks with the local police chief Sokol Koçiu. After the talks, Koçiu said that the officials of the general prosecutor's office asked that not only the persons who violated the police measures but also the police forces be under investigation. He also said that he had suggested a preliminary report and at the same time they should wait and see the reaction of speedboat owners in the coming days. Police chief of Vlora said that he would propose administrative measures for some police staff who were reluctant to carry out the tasks. Hajno: The town hall in Saranda will revive all twinned relations with its counterparts abroad, local sources said to ATA on Monday.It will review existing protocol of cooperation with some cities as Corfu and Igumenica in Greece and Ricchione in Italy to boost exchanges of experience and culture, Capajev Zera, city mayor said to ATA. Zera praised the support of the Albanian Foreign Ministry to that end. Chief of the Foreign Relations office at the Saranda town hall Zana Nika said that a working group headed by the mayor will contact their counterparts of the Nafplio city in Greece to establish new twinned relations. /pas/ak/ Albanian Telegraphic Agency[04] FSHZH accords fund to improve infrastructureELBASAN, Jan 24 (ATA) - By P. Zekthi: Albanian Fund of Development (FSHZH) has planned to accord a fund worth US$220 million to improve the infrastructure of the city of Elbasan.Regional fund inspector Mahmut Xhani said that this investment included the construction of some rural road segments and aqueducts in villages, whose projects were being finalised by the communes themselves. Xhani said that due to the lack of considerable funds by the state budget for this year, the FSHZH had planned extra fund for works of emergency type which boosted development even in profiting areas. FSHZH, one of the most stable donors on infrastructure in Elbasan during last year, had accorded funds which helped built up six projects. The most important was the fund worth 20 million leks for the construction of a market in the city. /pas/ak/ Albanian Telegraphic Agency[05] Town hall finances improvement in infrastructureSARANDE, Jan 25 (ATA) - By Sh. Hajno: The town hall in Saranda will invest part of its revenues to improve infrastructure in the city, local officials said to ATA.During '99 the town hall will invest over 5.3 million leks to improve the infrastructure, the mayor Capajev Zera said. He said that this investment aimed at reconstructing illumination network, rehabilitation of the seaside boulevard and other studies. Sources of the public service section, charged with the project, said that work for the rehabilitation of sidewalks at the center and reconstruction of illumination network in the port will start soon. Shuteriqi: Albanian licence office aims at reaching standards of similar institutions of Western developed countries through a project of the PHARE Program, the director Spartak Bozo said to ATA on Monday.This project was outlined in a meeting in Vilnius, Lithuania from January 17 to 19 with the participation of countries from Central and Eastern Europe at the framework of PHARE Program on defence of industrial properties, Bozo said. The project financed by the European Union aims at strengthening the licence offices in Central and Eastern Europe through training and qualification courses for the staff and other activities in the framework of publication and exchange of information. Bozo said that "the project will finish at 2 000 and the amount accorded for this year is estimated 1.2 million EURO." /pas/ak/ Albanian Telegraphic Agency[07] Council says thousands of Albanians killed last year in KosovaPRISHTINA, Jan 25 - ATA correspondent Behlul Jashari said that according to a report of the Human Rights Council in Kosova the number of Albanian civilians killed, massacred and executed by the Serbian forces was 1 934, 213 of whom children, 229 women and young women and 350 elderly people.Some 100 Albanians have died as a result of war, cold, hunger, lack of medicaments. The Council said that the data in the report were incomplete because hundreds of Albanians were missing, killed, massacred, buried in massive graves which had been found this year. /pta/ak/ Albanian Telegraphic Agency[08] Albanians organise protest rally in GenevaPRISHTINE, Jan 25 (ATA) - Kosova Albanians will organise a protest rally on Tuesday in front of the Geneva-based United Nations headquarters when the U.N. Secretary General Kofi Annan is expected to go there and call on international community to take measures in order to stop bloodshed in Kosova, according to the Center for Information in Kosova.The protest is organised by the Albanian Popular University in Geneva, division of the Democratic League of Kosova in Switzerland, Federation of the Albanian associations in Switzerland, Albanian Democratic League and international organisation "Solidest", the same source said. A similar protest was held on Saturday at the center of Lausanne with the participation of 500 Albanians. Participants in the protest asked that Yugoslav president be brought before justice for war crimes and Serb forces be withdrawn from Kosova. /pas/ak/ Albanian Telegraphic Agency[09] Number of foreign banks issuing credits increasedTIRANA, Jan 25 (ATA) - By A. Gjata: Foreign banks operating in Albania have begun to issue credits instead of second-hand Albanian banks which have sharply decreased issuing credit for bussiness.Italian-Albanian bank, Tirana Bank and International Commercial Bank and Alpha Credit Bank are giving credits for the Albanian business. The Albanian banks have secured high deposits from their clients estimated at 158 billion leks with the Savings Bank some 106 billion leks in deposits in 1998 but the level of credit has been lowered. Banking experts say that the reasons for not giving credits are two: failure to pay debts for the credits taken years ago and inclusion of banks in restructuring process which will pave way to privatisation. Given the increasing interests of businessmen in credits, private foreign banks have promised to bolster up credits for 1999. Credits will be given for those activities which would be allowed to take credits by the Bank of Albania. Tirana Bank is giving credits because it has evaluated the maximum creditworthiness and activity of the client. Its credits are given for trade business, raw materials, construction of factories, apartments, businesses which pay the debts promptly. Sources from the bank said that so far there had been no problems for the payment of debts as contrary to what had happened with second hand state banks. The Alpha Credit bank, an affiliation of the wellknown bank with the same name in Greece, started issuing credits from its funds and the same procedure will be applied with the Greek credit worth 5 billion Drachmas accorded by the Greek government for the development of small private business in Albania. /pas/ak/ Albanian Telegraphic Agency[10] Portuguese foreign minister to visit AlbaniaTIRANA, Jan 25 (ATA) - Foreign Minister of Portugal Jalme Gama will start one-day visit to Albania on Tuesday on the invitation of the Albanian Foreign Minister Paskal Milo.Bilateral relations, situation in the region and especially that in Kosova will be the topics of discussion between the Portuguese minister and Albanian senior officials, press office at the Foreign Ministry said on Monday. Thanasi: Foundation for enterprise financing and developing (FEFAD) has reduced the interest rates for credits in national currency, Leks. The interest rate on credits has been reduced by 25 percent from 28 to 30 percent.FEFAD is a result of technical and financial cooperation between Germany and Albania and has started the credit activity in 1996 operating at full capacity. This institution has given some 1.000 credits. In August 1998, FEFAD has gained preliminary licence from the Bank of Albania to operate as a bank and in October 1998 the new bank was registered as company in the district court. Cani: A representative of the Organization for Security and Cooperation in Europe (OSCE) in Gjirokaster denounced the incident, which occurred Sunday in Gjirokaster, where armed persons blocked the national road leading to the city.Mrs. Evelyn Fits herbert told the local radio that it is very dangerous when armed persons take the law in their hands. Expressing the dangerous dimensions for such acts, carried out by persons who lose control of themselves, the OSCE regional representative said that all the parties should join to denounce crime and reach a pact to fight it. Meanwhile, the situation in the axe of the road Gjirokaster-Kakavije has been normal on Monday and no incident occurred. The police removed since Sunday the heavy vehicles from the road and normalized the movement after a conflict which started on Saturday evening between a group from Lazarat village and another group from "Punetori" neighbourhood in the road leading to the city. /dast/mt/ Albanian Telegraphic Agency[18] Project to encourage employment in Albania of young specialistsTIRANE, Jan.25 (ata) - By E Nepravishta: The SOROS Foundation is the initiator of a project to encourage the employment of young qualified specialists in the public administration and in the NGO's sector.This enterprise is related with the fact that a part of Albanian youths, who have graduated or have had postgraduate studies abroad have the tendency not to return home, sometimes accepting to do unqualified jobs in the countries where they have studied. But the project will come to the assistance of that part of Albanian youths who have returned home after qualification, but who have not been motivated to work in the public administration or in the third sector, mostly because of the low salary. The project is conceived as a payment that the foundation will offer to compensate the salaries of the young qualified specialists of Albanian nationality and who want to be employed in the public administration, at a central or local level for at least a three-year period of time. The eligible applicants have the right of taking from the foundation a supplementary to the monthly pay up to 3-4 times more than the payment for the job where they are employed. For the Albanians who live abroad and come home for at least a three -year period, the foundation will cover the expenses for the travel, accommodation, if necessary, and medical insurance. Some 9 singers were selected out of 20 participators taking part in the last night of the competition. This decision, taken last year for a final separation of DP from the Parliament, should have been taken on the basis of maturity," said Pollo in a pronouncement for reporters. According to Pollo, the dialogue initiated between the ruling parties and the opposition parties may lead to a review of the decision of this political force. Last July, the Democratic Party decided to leave Albanian Parliament, justifying this "with the violence exerted on DP members and militants, the return to posts of former state Sigurimi members and the creation by the parliament of a commission for investigation into the events of 1997 in Albania." Luto: The Parliament of Albania has intensively followed the developments in Kosova and has constantly supported the will of the Albanian population for self-determination, the Albanian Parliament Speaker, Skender Gjinushi, declared Monday during the meeting held with the delegation of Kosova Parliament, headed by its Speaker, the Academician Idriz Ajeti."We, said Gjinushi, through several resolutions, have constantly favoured the peaceful solution through dialogue and have called on the international community to exert pressure on Belgrade. The massacre of Recak showed that nothing has changed in the policy of Milosevic, continued Gjinushi. Considering the previous meetings with the other political factors of Kosova as very positive, Gjinushi underlined that this process has a special importance to unify our stands in facing further developments. At the time when all the Albanian political factors back the will of the Albanian population of Kosova, no one is allowed to speculate with narrow party motives, continued Gjinushi. The head of the Kosova Assembly, Idriz Ajeti, considered as very important the activity of the Albanian Parliament through its resolutions, which are a powerful support for the Albanian population in Kosova, as well as for sensitizing the international community. Ajeti, thanking Speaker Gjinushi for the messages of this first inter- parliamentary meeting, stressed the necessity of holding other meetings in the future, so that "we can closely inform one another about fundamental problems and cope with them together again." /dast/mt/ Albanian Telegraphic Agency[24] Albanian and Serb parties to start urgent talks with aid of international communityTIRANE, Jan.25 (ata) - By A Haxhiu: Worried about the aggravation of the conflict in Kosove and round it, we call on all parties in the conflict to fully respect the calls for armistice and to help the starting of urgent and direct talks for the future of Kosove between the Albanian and Serb parties with the assistance of the international community.This was stated in a joint declaration of Sauli Ninsto, chairman of the European Democrat Union and Karl Bildt, chairman of the International Democrat Union, reported by the press office of the Democratic Party. After denouncing the recent barbarisms in Kosove, especially the massacres against Albanian civilians in Recak, the declaration calls on Milosevic, as responsible for these acts, to observe the international agreements. Ninsto and Bildt demanded penal prosecution of those who have committed crimes to humanity by the International Hague Tribunal and the full permission of its staff to make investigation. We hail the active role of NATO and encourage the growing efforts of the Alliance, the EU and the Contact Group to find a negotiable solution, ends the declaration by Sauli Ninsto and Karl Biltd, on the situation in Kosove. /dast/xh/ Albanian Telegraphic Agency[25] Nickel-Cobalt factory paves way for privatizationTIRANE, Jan. 25 (ATA) - By M.Pupa: The Nickel-Cobalt factory in ex- metallurgic factory in Elbasan, has entered the privatization process of the state enterprises. According to the data based on the laws of countability, its total value is 998.895 leks, without the soil value.The total surface of the factory is 41.133 square meters. For the factory privatization is taken the approval of the 2 worker's syndicates. The state gives supplies with wages 50 employees. Despite the main networks, the factory has got also other aiding sectors, such as the laboratory, the steam and color warehouses and others. The work for constructing this factory has started in 1985. The factory worked till 1992 with reduced capacity, and afterwards it stopped its producing activity. Since this year up to 1997, the factory has worked for the processing of the materials containing nickel. The factory has tried to secure incomes to supply the personnel with wages through this activity. /pas/A.A/ Albanian Telegraphic Agency[26] Vlore incident, visible side of a wider scheme, KoçiuVLORE, Jan. 25 (ATA) - By Harilla Koçi: The event, which happened Saturday in Vlore, is a visible part of a wider scheme, the Police Director of the Vlore Prefecture, Sokol Koçiu, told a news conference on Monday.Analysing the event, where scores of speed-boat owners rejected the order of police to block their vessels, the head of Vlore police did not hesitate to mention other motives, which he considered them "party and political," and for which he said that an investigation procedure is ongoing, adding that the protagonists of this event have been already identified. Kociu compared the southern sea town with a cannon shot, which is thrown when it interests to defined segments, but he gave no other details. He said that there were persons in the crowd who spoke on mobile phones during the time of the debate with the owners of the speed-boats. In this conference, the police director of Vlore accused his subordinates of inability and refusing the orders issued by him on Saturday morning by relating this to the involvement and corruption in their ranks. Kociu also expressed reserves about several parts of the law approved by Parliament recently, which, according to him, did not define clearly several details regarding the technic parameters of speed-boats. The limit of the motor power often runs counter with other parameters of these vessels which have to do with their ability to sail in the open sea. Kociu reiterated the engagement to fight the illegal traffic of emigrants with all the legal means by defining 20 February as the date when the operations at a larger scale will start as envisaged by law. /dast/mt/ Albanian Telegraphic Agency[27] We are resolute to fight any kind of traffic, mainly that of emigrants, MinisterTIRANA, Jan. 25 (ATA) - By Urim Bajrami: The Albanian government and the Ministry of Public Order are resolute to continue the fight against any illegal traffic, mainly that of emigrants, which is a threatening danger for the life of the people, the Minister of Public Order, Petro Koci, declared during a meeting held Monday with the directors of departments and chiefs of sectors in this ministry.The spokesman of the Ministry of Public Order, told ATA that this meeting discussed the recent event in the town of Vlore and the situation in Northern Albania. With regard to the situation in Vlore, the meeting defined as necessity the sudden specialised analysis in the police department of this prefecture, as well as the tough measures to be taken in changing its operating and leading structures. In this framework, a special team, headed by the deputy Minister of Public Order, Bajram Yzeiri, will go to Vlore. While, in regard to the situation in the northeastern Albania and the measures taken to maintain order, increase the readiness of border forces in case of provocations, Minister Koci stressed that although an improving situation is noticed in the northeastern zones, it has still too many problems. The Ministers, who took the floor, focused on specific issues of the ministries they head regarding the engagement of the Government in the fight against smuggling and corruption.
