    The first matches of the quarterfinal for the 47th Albania Soccer Cup were held on Saturday.

    These are the following results:

    Lushnja - Tirana 1 -1
    Apolonia - Partizani 2 -0
    Shqiponja - Vllaznia 0 -2
    Flamurtari - Teuta 1 -0

    The first quarterfinals for the Albanian Soccer Cup were held on 24 January 1998 and these are the results:

    Elbasani - Apolonia 4-1
    Lushnja - Flamurtari 5-2
    Laçi - Tirana 2-1
    Partizani - Vllaznia 1-1

    [02] Italian fishing boat violate Albanian waters

    TIRANA, Jan 23 (ATA) - By Urim Bajrami: An Italian fishing boat violated the territorial waters of Albanian on Friday, sources of Order Ministry said.

    The Italian fishing boat "Albatros" which entered Albanian waters at 15.10 p.m. was intercepted by the Albanian patrol boats 2.5 miles in the Albanian territorial waters, press office at the Ministry of Public Order said to ATA.

    The Albanian patrol boats ordered it to stop but the fishing boat left at the direction of the Yugoslav territorial waters at full speed, the same source said.

    This is the second case that an Italian fishing boat violates the territorial waters of Albania. /s.sh/ak/

    [03] Albanian premier meets Socialists of Berat

    TIRANA, Jan 23 (ATA) - Albanian prime minister Pandeli Majko attended on Saturday a meeting of the Steering Committee of the Socialist party in Berat.

    "The Socialist Party (SP) obligation is to give all the necessary guarantees to govern the country based on the popular mandate won in June 29 elections," this was the motto of the meeting, according to the SP spokesman Ardian Myslimi.

    The meeting reiterated the decisions of the SP General Steering Committee this week in Tirana which rejected to consider the mandate of Majko cabinet and asked the prime minister to carry out the government program.

    The SP Steering committee in Berat praised the activity of the Majko government in more than 100 days of its mandate and fully approved the future priorities of its work.

    Prime minister Majko addressing the Socialists focused on the situation in Albania, crisis in Kosova and the measures adopted by the government. Order and its maintenance was one of the topics discussed. He praised the maintenance of order in Albania as one of the necessary conditions to achieve all economic goals of the government.

    "On these conditions we can attract foreign investments in Albania creating them all facilities envisaged by the law," Majko said.

    Majko said that during the time he was in power his cabinet had approved the new constitution and started a process of dialogue with the Albanian opposition which had eased tension in Albania.

    He added that such a dialogue was necessary in face of the situation in Kosova where the Serb military machine was massacring the civilian population.

    "We are bound to constitution to defend the national rights of the Albanian people living out of Albania's border," Majko said.

    Prime minister Majko spoke about the relations between the executive and the Socialist party as well as its allies of the Alliance for the State, which shared the governing responsibility.

    In his address he also focused on the relations between the executive and the local government stressing the climate of dialogue. /ak/

    [04] Armed people control south access to Gjirokastra

    GJIROKASTER, Jan 24 (ATA) - By H. Cani: A group of armed people have been controlling since Saturday evening the south access of the national road bringing the traffic into a standstill.

    Armed people said to ATA that the reasons for this action are the grabbing of a Benz car and the maltreatment of the driver and a passenger, both inhabitants of Punetore quarter in Gjirokastra by some robbers near Lazarat village.

    The leader of protesters said to ATA that they have said to police that if they failed to act and catch the criminals of Lazarat they (protesters) would act by themselves.

    Last night the grabbers returned the Benz after the group of armed citizens seized two cars of Lazarat in sign of pressure. During the night, 60 persons of the Punetore quarter built up a road block using a body of a car, stones and other things bringing the traffic into a standstill until early on Sunday.

    The road traffic was free during that time but the protesters checked every vehicle from Lazarati village.

    Prefect of Gjirokaster Sotir Mantho and the mayor Ylli Asllani said that the incident was going to be resolved.

    Volleys of gunfire have been heard in the city during the night. Fire shots are also audible now creating unsafely climate among people though daily life in city continue as normal. /pas/ak/

    [05] Police chief says I avoided a preconceived incident

    VLORE, Jan 23 (ATA) - By Harilla Koci: Police chief of the Vlora city said to ATA on Saturday that he avoided preconceived violence and this was the only way when he saw that the police forces did not react.

    "When I was informed that dozens of speed boat owners were gathered near Skela I went there and saw that the crowd was marching towards the square. Near a place called "Kulaçi" I though that the best way to avoid preconceived violence was to make a concession but a temporary one. This was also made possible by a lack of reaction from the police. After 40 minutes debate, I went to Sazan willingly and talked for some minutes with a group of speed boat owners and returned them the boats seized some hours earlier. But I did this bearing in mind that it would be temporary. I spent some other minutes explaining my action to the Italian patrol forces and later I returned to Vlora with "Kater i Rades" ship."

    This was what Kociu said to ATA stressing that he had never thought of being afraid of his life. He said he was sticking to his view that February 20 would be the maximum deadline for the implementation of the law approved by the parliament.

    "This is the first step undertaken by police against speed boats and dinghies which will be speeded up with other actions," Kociu said.

    He related this with his determination to carry out things to the end and when it was a question of law nothing could be disputed. /pas/ak/

    [06] Ferro chromium plant resumes operation

    BURREL, Jan 24 (ATA) - By H. Ruspi: The ferro chromium plant in Mati district resumed operation after a few days interruption.

    A furnace with a capacity of 30 tons ferro chromium per day is on operation actually, specialists of the plant said to ATA.

    Financial difficulties and lack of raw materials were the main causes for the interruption of work in the plant. Despite these, efforts are underway to put the plant in full efficiency.

    Specialists say that they want to put the second furnace into operation and increase the daily production by 65-60 tons of ferro chromium as in '98. /pas/ak/

    [07] World Bank accords 4.4 million Ecus for an aqueduct

    SARANDE, Jan 24 (ATA) - By Sh. Hajno: The World Bank has accorded a fund worth 4.4 million Ecus for the construction of an aqueduct in the city of Saranda as well as water pipeline and sewage.

    The mayor of Saranda Capajev Zera said to ATA that IVAKO Dutch company handed over a study on its construction which represented the first phase of the project.

    "The tender on the aqueduct will be held soon in Austria with the participation of some well-known Austrian firms," Kristaq Kali, director of the water distribution enterprise said to ATA.

    Sources from the enterprise said that the Austrian representative Peter Blanschke who carried out the latest verifications on the study related to the aqueduct on the ground left Saranda on Friday. /pas/ak/

    [08] Removal of kiosks delayed for one month

    DURRES, Jan 24 (ATA) - By Gezim Kabashi: Removal of kiosks from the center of Durres which was foreseen for Monday was delayed for one month.

    This was decided in a meeting between the head of the construction police Proletar Roshi and head of the town hall Arqile Gorrea with a representative of kiosk owners.

    This decision aims at giving time and possibility to owners to find a solution to this issue because the number of those employed was over 300 people.

    Head of the construction police at the prefecture Meritan Stari said that the town hall offered the alternative of giving them a place at the new market building.

    He added that after a study on town planning funded by the Austrian government, the future look of the city would offer real possibilities for solution.

    Until February 25 when the removal of kiosks will start, the construction police will be engaged in demolishing some 71 houses built without permission at the square in Shkozet area where an industrial

    [09] Number of penal offences reduced

    ELBASAN, Jan 24 (ATA) - By P. Zekthi: Number of penal offences dealt with by the prosecutor's office of the

    Elbasan district has been reduced.

    This was made evident in the annual analysis of the local judicial body which revealed that the penal offences had been reduced by 153 in comparison to '97.

    During '98, the local prosecutor's office tackled 390 penal cases, most of them related to felony such as murders, grabbing and others.

    Local chief prosecutor Luan Kaloci said that a series of penal files on gangs which had operated in Elbasan during unrest of March '97, were being considered.

    Local police and prosecutor's office have also fight against contraband successfully. /pas/ak/

    [10] Two nationals detained for having stolen 19 cars

    TIRANE, Jan.24 (ata) - Two nationals who had stolen a number of cars were detained by police forces of Tirane on Saturday.

    The spokesman of the Ministry of Public Order told ATA today that the detainees are Agron Alia, 27, and Blendi Gega, 22, both residents of Tirane, who in cooperation with Gezim Vajushi and Armando Cani (wanted by police) have stolen 19 Benz type cars in Tirane.

    They had realised the theft by using fake keys. /pas/xh/

    [11] Normal traffic on Gjirokaster-Kakavija road segment

    GJIROKASTER, Jan.24 (ata) - By H Cani: Traffic has become normal on the Gjirokaster-Kakavija national road on Saturday afternoon, said to ATA the chief of the police commissariat of Gjirokaster police, lieutenant colonel, Gani Zeneli.

    After an incident provoked by a group of robbers in the turn of village Lazarat and a group of youngsters from quarter "Punetore" of the city of Gjirokaster a tense situation was created. About 60 people, most of whom armed and mainly residents of quarter Punetore, blocked until the first morning hours today the traffic of vehicles in the southern road leading to Gjirokaster.

    After 9 a.m. the traffic continued normally while vehicles of Lazarat were not allowed to or out the village of Lazarat. Police intervention was avoided in this case in order not to provoke armed confrontation which in the circumstances created, could be easily sparkled, said the police commissariat chief, Zeneli. Normal movement of vehicles on Kakavija road continued late in the afternoon as well. /dast/xh/
