    -President Rexhep Meidani attends ceremony - TIRANE, Dec.4 (ata) - By Enkelejda Koraqi: The Albanian Army celebrated Friday the 86th anniversary of its creation. On occasion of this anniversary a ceremony was held in the Hall of the Cultural Army Centre.

    On Dec.4, 1912, the great Albanian patriot, Ismail Qemali, along with the significant act of the proclamation of the independence of Albania, on Nov.28, 1912, he decreed the establishment of the Albanian National Army to defend the sovereignty of the newly-formed stated.

    In his address in the meeting, Defence Minister Luan Hajdaraga said that "the day of the creation of the Albanian army is commemorated a few days after the approval of the new Constitution, which is the foundation of the Albanian state."

    Focusing on the history of the creation of the Albanian army, Hajdaraga, said that the "epopee of the Antifascist National Liberation Army is a continuation of the efforts of the Albanian people for freedom and independence and for the liberation from the foreign occupier."

    "After thea process of restructuring the Albanian Army is now in full normality. It is now working to be integrated into the democratic society and is establishing relations and cooperating closely with the armies of the NATO member countries and those of the Partnership for Peace," said the Minister.

    The chief of the Army General Staff, Brigade General Aleks Andoni stressed that the creation of the Ministry of War by the Vlore Government led by the patriot, Mehmet Pashe Derralla, who was also commander of the armed forces, sanctioned the establishement of the Albanian Army.

    "The directives of the War Ministry of that time may be compared with the acts of the staffs of others armies of that time," said Andoni. In mid 1913, military grades were introduced for the first time in the Albanian military history.

    The Albanian Army shaped its complete physiognomy along with the consolidation of the independent Albanian state. Andoni highlighted the creation of the national-lberation army as a deed of the Albanian people for the liberation from the Nazi-fascist invadors.

    "Misuse of the Albanian army by the politics led to the tragedy of its destruction in March 1997." Andoni said that now everything in the army is in its place."

    Attending the ceremony for the day of the Army were also the President of Albania, Rexhep Meidani, the Parliament Speaker Skender Gjinushi, the deputy Parliament Speaker, Namik Dokle, deputy PM Ilir Meta, deputy Defence Minister, Ilir Bocka, Public Order Minister Petro Koci, military attaches accredited in Tirane, militaries from the NATO coordinating groups, military veterans. /y.pa/xh/

    [02] Jaundice epidemic in Kukes

    KUKES, Dec.4 (ata) - By Riza Hoxha: Jaundice is raving havoc in the district of Kukes (northeastern Albania,) affecting people almost in all district zones, said to ATA the doctor, Xhemali Peposhi.

    According to him, the epidemic cases emerged first in the Has district (north of Kukes.) Observation and analysis show that the jaundice has been a result of the drinking water in the town of Krume, near a military unit.

    The epidemic has affected not only children from 0-6 years but also school children. In the first moment when the epidemic was in a few cases, medical people did not attach to it the necessary attention, conseqeuntly the preschool institutions served as sources for further spread of the disease. /pas/xh/

    [03] Investigation for fire in Coca-Cola storehouses continues

    TIRANE, Dec.4 (ata) - The cause of the fire in Coca-Cola storehouses in Tirane started from a short circuit which put on fire the plastic items in the storehouses of Coca Cola company, the spokesman of the Police Department of the Prefecture of Tirane told ATA on Friday.

    He added that this version is not final because the investigation is not yet over.

    The spokesman pointed out that the investigation group and some specialists have completed investigation on the spot and the conclusions of the expertise are expected to determine the main cause for the fire and the circumstances of the event.

    The fire broke in Coca Cola in the early hours of Wednesday and fire engines from Tirane, Durres, Kavaje and Kruje were engaged to extinguish it. /lh/xh/

    [04] Bad weather causes floods in Vlore city streets

    VLORE, Dec.4 (ata) - By Harilla Koci: The bad weather covered with water the streets in Vlore. The heavy rains over Friday morning have been accompanied by a strong wind, with a speed of 53 m/sec, something rare for Vlore.

    Also the main Vlore-Skele boulevard was covered by water and some of its sections were flooded for a long time as never before, thus causing difficulties for the traffic.

    Old people in Vlore say that their city has never had such a rain fall for many years now. /pas/xh/

    [05] Sampaio: Albania has taken road of normality, progress and peace - Albanian Ambassador meets Portuguese President -

    TIRANE, Dec.4 (ATA) - By E Nepravishta: Albanian Ambassador in Portugal Luan Rama was received by the President of Portugal Sampaio, on occasion of the handing over of the credentials, the press department of the Albanian Foreign Ministry reports.

    "Portugal has followed with special attention the political developments in Albania and we have the conviction that after a long unstable situation, Albania is now taking the road of normality, prosperity, progress and peace," said Portuguese President during the meeting.

    The adoption of the new constitution of Albania, said President Samaio, will guarantee respect for the democratic institutions and will consolidate democratic processes of the Albanian society.

    He conveyed his cordial greetings to President Meidani and wished for a solution to the crisis of Kosove, as soon as possible. /y.pa/xh/

    [06] Ill-doers continue to prevent school process in Shkoder University - Deputy Minister

    TIRANE, Dec.4 (ata) - By P Shuteriqi: The didactic process in the Luigj Gurakuqi University in Shkoder was hindered Friday by known ill-doers, the deputy minister of Education and Science, Mimoza Hafizi told ATA.

    With regard to the realisation of the 11-point petition sent to the Ministry of Education and Science and to the senior authorities of the State and Government by the Independent Student Union of Luigj Gurakuqi University in Shkoder, Ms. Hafizi stressed that now 7 points of economic character, and which are a competence of her Ministry, have been fulfilled. During the two contacts she had had recently with representatives of Shkoder students, she has admitted that national symbols have been placed in university premises, along with the other request for the this University to be treated as an institution of first category as its analogous institutions in Tirane. "The division in two categories established for the effect of payment of the leading university staffs was made according to a decision of the Education Minister in 1992, but recently this difference was removed," stressed Hafizi.

    She added that soon a national centre will be set up which will determine the system of valuation of the diplomas of the universities of Albania. She added that a fund of 18 million lek will be furnished to help improve the living conditions in hostels throughout the country, of which 4 million are for the University of Shkoder. Hafizi said that E-mail is already functioning in the university of Shkoder and it is being financed by the "Education in distance" project and soon its connection with the Internet is expected.

    Referring to the election of university senates, Ms Hafizi explained that they will be held according to the new law "On Higher Education" possibly over the coming two months.

    A request which cannot be met is the increase by 50 per cent of the scholarships for the students, because this amount would be higher than the salary for teachers and many other budgetary staff, and "the state cannot afford it," said Hafizi.

    The two requests of political character of the Independent Student Union are linked with the investigation for the killers of democrat deputy Azem Hajdari and the release of the political prisoners, demands for which Hafizi said that "must not be in the form of an ultimatum and must not prevent the attendance of school by the students." /pas/xh/

    [07] Tirana overpopulation risks environment

    -Tirane city to be populated by 700 000 inhabitants in 2010-

    TIRANE, Nov. 5 (ATA) - By E.Neprevishta: Tirane city is qualified by specialists as "a hot environmental spot", due to the growing population.

    According to the data of INSTAT, the Tirane population in 1990 was 243 000 inhabitants, in 1995, 401 493 inhabitants, and in 1996, 480 000 inhabitants. This growth of population in Tirane city, is accompanied by a several numbers of environmental problems.

    The actual demographic situation has come as a result of the life democratization without having a systemized program of the incomes. The enclosing of many enterprises in other cities resulting from the economic inefficiency, the competition and possibilities that Tirane offers in the work market as well as the tense political events and the economical and social situation are the main reasons of coming in Tirane.

    According to the National Environmental Agency, the Tirane town perimeter is growing by expanding the surface of the city even in the areas where the urbanistic service misses. /pas/A.A/

    [08] Italian company wins the tender of 450 000 ECU on fishing

    TIRANE, Dec. 5 (ATA) - E.Xhajanka: The Italian company "IREPA" won the tender organized by PHARE program, for giving technical assistance through experts for the fishing sector in Albania. Out of many companies present in this tender, "IREPA" was introduced as a company that works according to the temporary technology and having a work experience in many countries.

    "IREPA" will improve the fishing legislation, will coordinate the different aids and projects, and will equip the Durres Fishing Institute laboratories with modern apparatus within a year period through a fund worth 450.000 ECU.

    The Italian company is to begin its activity soon by compiling and entering in Internet the Albanian statistics on fishing. /A.A/

    [09] Collaboration protocol in archives field between Albanian and Austria

    TIRANE, Dec. 5 (ATA) - By E.Nepravishta: A collaboration protocol in the archives field between the respective institutions of the Republic of Albanian and Austria was signed recently in Vienna, the General Archives Directory told ATA on Saturday.

    The protocol foresees exchanges in the specialists' field, documentary publishings, copies of documents, organization of mutual fairs, mutual documentary publishings and others based on the legislation of each country. It (the protocol) creates possibilities for all the scientific scholars of both countries to investigate in the Albanian and Austrian archives.

    The protocol was signed by the General Archives Director, Zamir Shtylla, for the Albanian part and by his counterpart for the Austrian part.

    The Albanian General Directory signed a similar agreement with Turkey on May of the current year.

    In the meantime, the collaboration with the Italian and French archives is improved by implementing different specializations and experience exchanges. A special place has occupied the collaboration with the Swiss archives that have accorded aids without interest for the State Central Archives. /pas/A.A/

    [10] Jaundice epidemic results from uncontrolled food; Librazhd

    LIBRAZHD, Dec. 5 (ATA) By H.Balliu: At least 40 children, aged 1-6 years, are affected by the jaundice epidemic in Librazhdi district.

    This fact is made public primarily by the parents of the children attending the preschool institutions of Librazhdi city, the personnel of which has confirmed the above mentioned number.

    Some 15 children are hospitalized because of being affected by jaundice, while the others are being cured in home conditions, but they take serums every day in the hospital, Liman Menalla, infective doctor in the Librazhd hospital told ATA.

    According to him, the decease may have resulted from the use of uncontrolled food. He stressed that an infected child has been enough to transmit the decease from one child to the other. /pas/A.A/

    [11] Contemporary veterinary laboratory in Bilisht.

    BILISHT, Dec. 5 (ATA) - By B.Fejzullai: The construction of a contemporary veterinary lab in Devolli district is over.

    The Devolli district Agricultural Director, Jetnor Hysolli, told ATA that the veterinary lab was constructed close to the grounds of this directory with a fund of 15 million leks accorded by the state budget.

    According to him, it is equipped with up-to-date apparatus and equipments to investigate different deceases of livestock and to make the full analyses of several deceases.

    This is the first laboratory of this kind in Devolli district, where the problems of the livestock infective deceases during the last 5-6 years has not been a few.

    The strengthening of the veterinary service as well as the help given by the new lab will affect the reduction of the infective deceases in livestock. /lh/A.A/

    [12] EIB: finances for infrastructure, agriculture, customs and institutional reforms

    TIRANE, Dec. 5, (ATA) By D.Koca

    European Investments Bank (EIB) promised a credit of 68 MECU for the rehabilitation project of Albanian infrastructure.

    In a meeting of Albanian delegation in Brussels, headed by Prime Minister Pandeli Majko, with senior representatives of this bank, was stressed that EIB is interested in increasing the level of realising the projects, taking as an example the beginning of investments in the roads Rrogozhine-Elbasan and Vore-Durres and finance of private projects through credits. REgarding investments EIB considers stability and security for the foreign investors as very important.

    According to the joint press release of EU Foreign Commissioner, Hans Van der Broek and Albania's Prime minister Pandeli Majko, another donors' Conference, to be held in Tirane, has been considering.

    The press release stressed that EU will provide 100 MECU for the institutional reform, agriculture, customs and other fields.

    Majko stressed that he had reached a thorough goodunderstanding with Mr.Van der Broek regarding the main directions of community assistance for the future. /pas/lola/

    [13] September: 78.9% budget investments, 21.1% foreign investments

    TIRANE, Dec. 5, (ATA) By L.Thanasi According to fiscal statistics of the government, investments in Septermber were: 78.9% state budget investments and 21.1% foreign investments. Considering investments ongoing over this year, it is noticed that during first months of the year almost all the investments were foreign ones, furthermore in January the budget investments covered only 7.3% , while the rest were foreign ones. With the passing months, percentage of budget investments have been increasing and foreign investments have been decreasing.

    By the end of September, state budget investments reached 1.26 billion leks, round 974 million leks out of which were central budget investments and round 290 million local budget investments. Foreign investments were round 337 million leks.

    [14] Adapting laws to constitution is indispensable - Mediu

    TIRANE, Dec 5 (ATA)-By A. Haxhiu, The Republicans on Saturday stressed the indispensability of adapting laws to the Constitution.

    "The Republican Party will have as a permanent obligation mainly the adaption of the law which have to do with respect for the fundamental human rights stipulated in the constitution," chairman of the Republican Party Fatmir Mediu told a news conference.

    Mediu concentrated on the completion of the article on property with laws and bylaws and abrogation of all those laws which run counter to this article of the Constitution.

    "For this aim our party has set up the working groups to analyse the whole legislation in force and will transmit to parliament legislative initiatives to complete the article on private property," said Mediu.

    The Republicans also pronounced themselves on the students' strike and their demands.

    "The government should take into consideration the students' demands, as this is not only the most important part of the Albanian society, but also for the fact that today's boycott of classes might tomorrow be associated with a massive boycott of universities," said Mediu. /dast/lm/

    [15] Prime Minister Majko arrives home on Sunday

    TIRANE, Dec 5 (ATA)-By Y. Pata,

    Albanian Prime Minister Pandeli Majko, who paid a two-day visit to Brussels, did not return home on Saturday as the Brussels airport was blocked due to bad weather conditions, according to the Albanian ambassador to the Kingdom of Belgium, Idriz Basha.

    Basha said that Majko will arrive home tomorrow morning.

    During his two-day visit to Brussels Majko conducted meetings with the NATO Secretary General, the chief of WEU, the President of the European Parliament, the EU Commissioner on Foreign Affairs, the Prime Minister of Belgium and others. /dast/lm/

    [16] Young specialised doctors in TUHC, "Mother Teresa"

    TIRANE, Dec. 5, (ATA) By R.Xhuvani In the framework of improving health service in the Tirane University Hospital Center, "Mother Teresa", its leading staff employed ten young doctors of different specialities, spokesman of the Ministry of Health said.

    In cooperation with the Faculty of Medicine and based on choosing students according to set criteria, the wards of anaesthesia, pediatrics, surgery and cardiology are completed with specialised doctors.

    Some of these wards, in the framework of partial reconstruction of TUHC, have been reconstructed and supplied with state-of-the-art equipment, which will be operated by a qualified staff of specialists. Employment of young doctors, who have acquired update knowledge regarding operation of the equipment, marks a step ahead toward increasing health service quality. /lh/lola/

    TIRANE, Dec 5 (ATA)-By R. Xhuvani, President of the Republic Rexhep Meidani on Saturday sent a message of greetings to the secondary school "Asim Zeneli" in Gjirokaster on the occasion of the 75th anniversary of its founding.

    "The 75th anniversary of the founding of the secondary school "Asim Zeneli", this significant hearth of knowledge and patriotism for thousands of students from Gjirokaster, south of Albania, avails me of the occasion to greet and wish you further successful anniversaries," says Meidani in his message.

    The founding of your school 75 years ago and its activity constitute an important contribution to the development of the pan-Albanian civilisation.

    A bilingual lyceum, Albanian and French, opened 75 years ago as a crowning of the efforts of the people eager for knowledge.

    Outstanding figures in all walks of life such as Ismail Kadare, Dritero Agolli, Eqerem Cabej, Ilia Dilo Sheperi, Thoma Papapano, Shaban Demiraj and others have graduated from this school. /dast/lm/

    [18] 380 000 dollars - Value of women association projects for 1999

    TIRANE, Dec. 5 (ATA) By G.Dilaveri Some 380 000 dollars at the disposal of different women organisations and associations for the realisation of their projects for the next year.

    "This amount is financed by Italian Ministry of Foreign Affairs, in implementation of a projects it has for this purpose," chairman of the Committee, Lavdie Ruci told ATA.

    "The materials, which will present the criteria to apply for this project, will be published on December 15, while the projects from NGOs will be received in tow phases in January and in June," Ruci said.

    At a time when Tirane alone counts 64 women organisations and associations, Committee is duty bound to be the broker between them and foreign donors.

    "Women and Family" Committee has established its people in the ministries and institutions to treat the problems of gender equality in these institutions. The committee has also drafted a strategy for the woman, which is expected to be approved by Council of Ministers. /dast/lola/

    [19] CDP aks legal action against persons seeking to spoil its image

    TIRANE, Dec 5 (ATA)-By A. Haxhiu, The Christian-Democratic Party (CDP) asks from high state institutions to legally intervene against several persons who deliberately seek to spoil the image of this party.

    This is said in a statement of the CDP addressed to the high state institutions on Saturday.

    The leadership of this party, after explaining that the CDP is led by the elected bodies and is represented by its chairman, Zef Bushati, protests against the prosecutor's office structures which have not acted against two or three persons, who have committed offenses contained in the criminal code, by using the name of the party, forging its seal and signing on behalf of the party leaders, acts which have been denounced by the CDP leadership.

    Polemics have recently flared up about the leadership of this party. On December 1, the Christian-democrat factionist group asked that its chairman quitted immediately, considering him "traitor to the Christian- democratic ideals."

    These accusations were considered by Bushati groundless and hurled by elements that have nothing to do with the CDP. Bushati linked the attacks against him with his vote to the new constitution in Parliament. /dast/lm/

    [20] Demographers want implementation of development policy for protection of population

    TIRANE, Dec. 5, (ATA) By R.Xhuvani Albanian demographers, gathered in the First National Conference, appealed to sensitize governmental institutions to improve the living standard.

    Different specialists, taking part in the conference, analysed all the vital aspects of the population, stressing position of the individual, surrounded by many demographic phenomenon and family structure.

    "We have to do with a population with social-economic problems. The association should keep insisting to implement a development policy, in order to avoid party policies and get closer to global social-economic policies in the whole country, considering composition specifics of population," said chairman of Demogrophers Association Shyqyri Shehri. /dast/lola/
