  • [01] Attack on military unit in Gjirokaster fails

    TIRANE, Sept 27 (ATA)- A group of armed men, whose identity is not made known, opened fire on a military unit of Lekonja, Gjirokaster district late on Saturday, at around 22.45, but they were immediately driven away by the guards, according to the spokesman of Interior Ministry

    The police forces from Gjirokaster police station who were rushed to the area carried out the initial investigations. /dast/lola/lm/

    [02] Police arrest Selita gang accused of crimes, looting

    TIRANA, Sept 28 (ATA) - Prosecutor's office late on Sunday ruled arrest order for Eduard Ymeri, known as Kartela and chief of the gang of Selita, the suburb of Tirana, and three other members of his gang who were caught in the act.

    Ymeri, 20, once convicted of illegal possession of arms, Elidon Hima, 22, from Selita, once convicted of injuring, Arjan Prenci, 27, from Allias, once convicted of theft and Edmond Muça, 30, from Selita, were arrested last Saturday after police hunted them down for several hours.

    A spokesman of the Ministry of Public Order said to ATA that Ymeri and Prenci and two other gang members as accomplice driving a Nissan car grabbed in Arbana village Tirana, waited in an ambush late on Saturday for a car they thought it was their rivals'. When they saw the police car they threatened them and fired at while running away.

    The police followed the gang by helicopter and caught two of them Ymeri and Hima while two others managed to escape. Two other members of the gang Elidon Hima and Edmond Muça were caught in their houses after Ymeri and Prenci had provided testimonies.

    A special investigation team dealing with the case told that they had committed two crimes and grabbed a car during this year. /pas/ak/

    [03] Police forces keep thousands of Albanians under siege

    PRISHTINA, Sept 28 (ATA) - Serb police forces are keeping under siege some 20 thousand Albanians, inhabitants of villages of Domanek, Baice, Terstenik, Terdec, Strubullove, Krojkove and other villages of Gllogoc commune at the place called "Gryka e Ramadaneve", in Baice, Gllogoc, for the six day running, the Center for Information in Kosova said (QIK) on Monday A source from Domanek village said to QIK that Albanian inhabitants are under siege by police forces and the latter are likely to undertake a massacre against the Albanian defenceless population. /pta/ak/

    [04] Number of secondary school students increases by 20 %

    BERAT, Sept 28 (ATA)-By I. Manka.

    The number of students attending secondary schools on Berat district has increased by 20% over the last two years.

    This tendency runs in contrast with the past five years when the number of secondary school students was substantially decreased, Ymer Kordha, head of education department in Berat told ATA.

    A secondary school opened in the Syze village this year for the first time. The increasing number of students is not without problems for the education department, which has asked the respective ministry additional funds for the teachers' wages and completion of schools with material base. /pas/lm/

    [07] Customs chief assesses customs' work

    TIRANE, Sept 27, (ATA) By D.Koca - Director General of Customs Gezim Bleta, discharged two days earlier, told a news conference on Sunday that the customs' incomes were recorded at 24 billion leks out of 27 billion leks planned.

    He said that the incomes during the last eight-month period were estimated at $156 million as compared to $100 million in 1995, the year which recorded the highest income.

    Bleta told journalists that 47 000 tons oil were cleared against 36 000 tons in 1996 and 4 000 tons benzine and benzol to 2 000 tons in 1996. Some 280 tons of cigarette were cleared and 260 tons cigarettes were confiscated in the same period in 1998.

    Coffee recorded the lowest clearing figures with 200 tons and 70 other tons confiscated, according to Bleta. He added that 660 tons were cleared in 1996.

    Ex-director General of the Customs mentioned the work of Euro-customs Mission (CAM) in support of the Albanian customs and the drawing up of new customs' code, which is being discussed by parliamentary commissions and due to be approved.

    "My resignation has not had the proper support by all political forces which often accused me unjustly and put me under pressure concerning nominations in customs' structures," he said.

    Customs, according to a poll in July, ranked top in the list of corruption in Albania.

    At the end of the conference the outgoing director told that Arben Malaj, Minister of Finance will temporarily appoint the vice Director General Fotaq Cali to replace Bleta until new director is appointed by Prime Minister Fatos Nano. /lola/

    [08] UN refugee chief arrives in Tirana

    TIRANA, Sept 28 (ATA) - By Ilir Paço: United Nations refugee chief Sadako Ogata arrived in Tirana on Monday midday to hold talks with the Tirana- based OSCE ambassador Daan Everts after a Shkodra visit early in the day.

    Ogata, who entered Albania border at 10.00. a.m. after visiting Prishtina and hot spots in Kosova, said to journalists at the Rogner hotel in the capital that the situation of refugees was very difficult both in Kosova and in Albania territory.

    She believed that the Serb offensive would end soon.

    Ilir Gjoni, Albanian coordinator of the U.N. refugee office, said that the aim of her visit is to see the situation and report to the UNHCR executive committee scheduled for October 5 in Vienna.

    Gjoni said that Ogata visited early on Monday some groups of refugees in the city of Shkodra.

    Ogata was expected to meet the staff of the UNHCR office in Tirana at 13.30. p.m. and the Albanian prime minister Fatos Nano at 17.30. p.m. /s.s/ak/

    [09] More victims of Serbian terror identified in Gllogoc

    PRISHTINE, Sept 28(ATA)-Sources of the Council for the Defence of Human Rights and Freedoms in Gllogoc report that another 24 killed Albanians, four of whom massacred by the Serb forces during the latest offensive, have been found in several villages of this commune.

    All the killed are reported to have been found in the Eastern villages of Gllogoc, to the mountain of Cicavice, while in the other parts of the commune, like in the villages of Dobroshec, Poklek i Vjeter, Polluzhe, Abri, Baince, Terdefc, Vicak, Negroc no one has been able to infiltrate, but the number of the victims in these villages is thought to be larger.

    Meanwhile, Malisheve and 14 villages of this commune continue to be empty, while some 20 000 of their inhabitants have been sheltered in other villages and a part of them are in the open and under very difficult conditions, the Kosova Information Centre (KIC) reports. /lm/

    [10] Greece returns four Kosova Albanians, one Albanian

    TIRANA, Sept 28 (ATA) - Greek police returned on Sunday to Saranda, south Albania, five persons four of them from Kosova for possessing forged documents.

    A spokesman of the Public Order Ministry said to ATA that the Greek police returned to the border check point in Saranda four Yugoslav citizens of Albanian nationality Alban Beqiri, 23, Hatman Kastrati, 23, Fluturim Syla, 23, all from Decan as well as Gezim Kastrati, 21, from Peja and the Albanian national Arjan Tobaj, 22, from Tirana for possessing forged documents in Greece.

    The five were taken to the local police station and were released after being verified. /pas/ak/

    [11] Woman seriously injured in front of Parliament's presidency

    TIRANA, Sept 28 (ATA)-A citizen was seriously injured on Monday by midday in front of the parliament's presidency in Tirana, as a commando soldier on duty fired automatic shots.

    According to witnesses on the spot the soldier, who guarded the main entrance of the Parliament's presidency at "Deshmoret e Kombit" boulevard, fired automatic shots as a group of youths were teasing him, but a stray bullet hit a citizen who was passing by in that moment.

    The injured woman, whose identity is not made known, was immediately rushed to hospital.

    The police have not yet made known the environments and motives of this event. /s.s/lm/ (more)

    [12] Coalition government parties discuss changes in government

    TIRANA, Sept 28 (ATA) - By Ylli Pata: Parties of the coalition government were called by the Albanian prime minister Fatos Nano early on Monday to give a final shape to the new cabinet.

    So far, there is no official report on new names of the cabinet but they are expected to be made public later in the day.

    Leaders of the coalition parties refused to speak to media prior to their meeting with the prime minister. /pas/ak/

    [14] European Union finances first poll on living conditions

    TIRANE, Sept 28 (ATA) By Gezim Kabashi In October some 800 families in Durres district will be the subject of the poll organised by Statistic Institution on living conditions.

    "This poll, financed by European Union, is the first of this type in Albania," Elida Prifti, director of statistic office in Durres said to ATA.

    Some 300 village families, to be surveyed in Durres district, will be chosen by chance according to the enrollment in the district register. While the rest, to be surveyed in Durres and Shijak cities, will be chosen according to their locations in the plans of these cities.

    Poll questioneer includes the section on family composition, the position of the women in the family, the number of the children, their location and their relations with the families.

    In certain sections the questionaire clarifies the financial situation of the families, income sources and the employments of the citizens over 15 years old./pas/lola/

    [15] Ogata visits Kosova refugees in Shkoder

    SHKODER, Sept 28 (ATA)-By M. Malja, The U.N chief for refugees, Sadako Ogata, visited the Kosova refugee reception centers in the Shkoder city, Northwestern Albania, on Monday morning.

    Accompanied by governor Lacaj and priest of the cathedral church of Shkoder, Dom Luciano Agustini, Ogata visited the refugee reception centres of Caritas and that of the Arre e Madhe Church.

    During the meeting Lacaj familiarised Ogata with the projects prepared by the local government for the accommodation of the Kosova refugees and their concentration in several points.

    He said there are some 2.100 refugees in Shkoder. Most of them have been accommodated in Shkodra families.

    Lacaj added that four refugee reception centres have been prepared for which the World Bank has allocated some one million leks.

    Ogata thanked the Albanian people for their hospitality, stressing that poor peoples always are more hospitable.

    She said that the aid of the U.N. High Commissariat for refugees will not be lacking for the northern zones of Albania, which opened their gates to the Kosova refugees. /s.s/lm/

    [16] Germany will keep assisting Albania

    TIRANE, Sept.28 (ata) - By P Shuteriqi: The presence of German specialists and the assistance for Albania will continue with joint long term projects, was stated in a cultural activity held in Tirana to mark the 9th anniversary of the fall of the Berlin Wall and the unification of Germany.

    German Ambassador Hannspeter Disorn, present in the activity, addressed the friends of Germany stressing that despite the election of the new chancellor of the Federal Republic of Germany, the assistance from German experts in the joint projects with Albania will also continue in the future as an expression of the traditional friendship linking our two countries and peoples. Referring to the question of the Kosovars, the German Ambassador said that "he was deeply shocked during his recent visit to the city of Shkoder, from the sufferings and persecution of Kosova refugees, driven from their territories, but I am optimistic that a stable and satisfactory solution will befound for all the concerned."

    On that occasion, a message of greeting was sent to the newly-elected German chancellor, Gerhard Schroeder. /dast/xh/

    [17] Union for Democracy to complain about constitution draft in a week

    TIRANA, Sept 28 (ATA) - By P.Shuteriqi: "We welcome the participation of the Union for Democracy representatives in the discussion of the constitution draft, and at the same time we are willing to observe all suggestions and remarks that this political grouping may make public only during this week," said on Monday Sabri Godo, co-chairman of the parliamentary constitution drafting commission.

    Several political parties, participant in "Union for Democracy," did not take part in today's meeting, despite the invitation made by Albania's President Rexhep Meidani and the recommendations of international institutions and bodies "for allembracing in the constitution drafting process."

    This meeting discussed the remarks and proposals presented during the meetings held with representatives of Non Governmental Organizations (NGO- s), state institutions and the letters received from several people.

    "I reiterate the invitation for the representative of the Democratic Party, and if not possible, we are ready to monitor any suggestion or remark that will be issued regarding the constitution draft, because later on everything will pass to the parliament," said Sabri Godo according, to whom "the date in which the constitution will be signed is unchangeable."

    The forthcoming meeting of the constitutional commission will be held early on Tuesday. /dast/A.A/

    [18] German foreign policy towards Albania will not change - German Ambassador

    TIRANE, Sept 28 (ATA) - The German policy towards Albania will not change.

    "The election of the new German chancellor, Gerhard Schroeder will not bring any changes in the German foreign policy, the less so towards that with Albania," said the German ambassador Hannspeter Disdorn in an activity held on Monday by the Albanian-German friendship association in the hall of national historical museum in Tirane.

    Every German government or political party that stands behind it, follows a constant foreign policy, continued the German ambassador adding that in today's Europe no other variant will be applied.

    Like the Europeans, the Germans think for the future, said Disdorn.

    He was optimistic in finding a solution to Kosova question that will be "peaceful and satisfactory for all the concerned, not only for the present but also for the future./s.s/A.A/xh/

    [19] Nearly 425 youths professionally trained in Don Bosco centre

    TIRANE, Sept.28 (ata) - By Lolita Thanasi: About 425 Albanian youths have been professionally trained so far in the Don Bosco Professional Training Centre in Tirane. The youths have been trained in various trades such as tailoring, electricity, masonry, secretary and computers, foreign languages, etc.

    Don Bosco was inaugurated about 5 years ago as a contribution of the Italian Government and as a personal contribution of the Italian Minister Livia Turco, who has assisted the centre and cooperated with the Ministry of Labour and Social Affairs of Albania.

    The centre has established now another one-year course for social workers. It specializes youths who will deal with social questions especially with those of minors. /xh/

    [20] Active treatment goods fall during August

    TIRANA, Sept 28 (ATA) - By D. Koca: In August 1998, the volume of the Albanian exports is 22% lower compared with July. The exports in August were estimated to be 2.611 billion leks against 3.349 billion leks in July.

    According to the Custom Department evidences, the main place in the Albanian exports is still hold by the goods of active elaboration.

    Thus, according to the above evidence, the goods of active treatment reach the amount of 833 million lek. /mt/

    [21] Minister of Finances demands parliamentary control on finances

    TIRANE, Sept.28 (ata) - By D Koca: Proceeding from pronunciations of some coliation government parties regarding the structures of the Ministry of Finances, the spokesman of this ministry cites the Finance Minister Arben Malaj that the structures of that ministry have been authors of a number of successes of the Government."

    "Albanian finances have worked under a continuous political tension and have lacked the support by the public order, SHIK, Prosecutor's Office and court structures," said Malaj.

    Malaj said that "besides the achievements of 1997 in restoring normality to the economy, during the past 8 months of 1998, the budgetary deficit financed by internal sources resulted to be 13.9 billion lek, as against 30.4 billion envisaged for the whole year; inflation at the end of August was 4.5 per cent as against 10 per cent envisaged until the end of the year; the revenue from the customs house was 23.8 billion lek; the revenues from the taxes was overfulfilled in the amount of 103.2 per cent or 410 million lek more, etc." /xh/

    [22] HRUP aims at holding current position in government, chairman

    TIRANA, Sept 28 (ATA) - By E. Riza: The Human Rights Union Party (HRUP), member of the ruling government coalition, supports the initiative of PM Fatos Nano for government reshuffles.

    "We aim at holding the current posts in the coalition government," the HRUP chairman, Vasil Melo, told ATA on Monday. "For the party I represent, it is important that the government changes are made in those sectors also suggested by several international organizations," he added.

    Melo stressed that all the political forces, from the ruling party and the opposition, should be active in the problems our country is going through. /dast/mt/

    [23] Albanian woman injured in front of Parliament's presidency, dies

    TIRANE, Sept.28 (ata) - By Th Thanasi: An Albanian woman who was accidentally injured on Monday in front of the Parliament's Presidency building died in the military hospital of Tirane. The bullet that took her life was fired from the machine gun of a commando who was on duty there and who opened fire with his machine gun in self-defence when he was threatened by the unidentified men.

    The injured named Roza Ali Mehmeti, 35, despite the medical aid given to her in the hospital, died.

    Hajdar Zeneli, Guard officer of military police, told ATA that according to preliminary investigation by a group of prosecutors, the soldier, Alban Kapello, 21, from Tirane, has fired into the air while he was on duty, to protect himself, by injuring accidentally Mehmeti, who was passing by.

    Two armed yet unidentified people had threatened at about 1.30 p.m. the soldier while he was guarding the Parliament's presidency building. According to first investigation sources, when the two strangers caught the soldier from the chest and brought out their pistols, Kapello fired his weapon into the air with the aim of frightening them, explained Zeneli.

    According to preliminary inquiries, the bullet richochetted and shot for death the 35-year woman. /dast/xh/

    [24] National Reconciliation Party insists on round table of parties

    TIRANA. Sept 28 (ATA) - By P. Shuteriqi: We remain consequent in calling the round table of all political parties to realize a suitable solution to the use of national interests, Spartak Dobi, the chairman of the National Reconciliation Party (NRP), told ATA on Monday.

    This party appreciates the message of President Meidani addressed to the MP on September 25 and it is following with great concern the very grave political situation in Albania, as well as the latest developments in Kosova.

    With regard to the current situation in Kosova, the NRP declared through its spokesman on Monday that "it hails the stand of the Council of Europe, NATO and USA for a sudden military intervention to halt the war there." /dast/mt/

    [25] Pavilion of iconography to be established in Museum of National History - Minister

    TIRANE, Sept.28 (ata) - By K Shehu: The Museum of National History in Tirane will have soon its pavilion of iconography, which will display special aspects of culture and creative tradition of this genre of art.

    The Minister of Culture of Albania, Edi Rama, adopted recently the project for the pavilion drafted by the department of Cultural Inheritance in the context of the improvement and reformation of the pavilions in the Museum of National History and the improvement and increase of museum network in Albania.

    The cabinet chief in the Ministry of Culture, Blendi Gonxhe told ATA that "we are creating the working group which will follow and realise the project."

    Albanian iconographic art has been displayed only in the Mediaeval Art Museum in Korce and in Museum Onufri in the city of Berat, museums which consist the fund of cultural heritage in this genre in Albania.

    According to Gonxhe, "this fund is several times higher than that exhibited in these museums," and "these two cities, being far from the zones with great artistic intensity, cannot display, popularize and make evident properly the values of the tradition in iconography." /dast/xh/

    [26] Albanian President Rexhep Meidani meets UNICEF representative in Albania

    TIRANE, Sept. 28 (ata) - Albania's President Rexhep Meidani met Monday, at his request, the Residential Representative of UNICEF in Albania, Roberto Laurentis, President's Press and Information office reports.

    The UNICEF Residential Representative briefed the President of the efforts of the organization he is leading to help the Albanian society in different aspects of the life in the country. In this context, he informed the President of various projects in the field of health and especially of the assistance of UNICEF to furnish with didactic instruments the children displaced from Kosova.

    Laurentis praised the stance of President Meidani for the solution of the crisis and the grave political situation in Albania following the latest events in this country. /dast/xh/

    [27] UN refugee chief meets Albania State Secretary

    TIRANA, Sept 28 (ATA) - By I. Luto: Albania's State Secretary for the European Integration, Ilir Meta, met Monday with the United Nations High Commissioner for Refugees, Sadako Ogata, who arrived in Albania on the same day. Meta expressed his appreciation for the very important visit of Mrs. Ogata in our region and in Albania.

    Meta voiced the thanks for the precious contribution of the United Nation High Commissioner for Refugees in treating the Kosova refugees.

    Meta also estimated the stands of Mrs. Ogata in the meetings held in the region, and mainly the stands against President Milosevic who continues to ignore the appeal of the international community to stop the war in Kosova. He pointed out that only the resolute operation of the international community and other powerful organizations like NATO, can force Milosevic to accept a solution and not to cause greater tragedies and conflicts in Kosova and the region.

    Mrs. Ogata voiced her deep concern for the situation in Kosova and for the fact that the Serbian violence continues with great intensity. She said she has discussed with the Montenegrin President, Gjukanovic, the concern of the Albanian government regarding the fact that the Montenegrin government does not allow the refugees to enter Montenegro, and she was promised a more tolerant treatment of the issue. /dast/mt/
