  • [01] Leaders of Alliance for state discuss government's reshuffle

    TIRANA, Sept 26 (ATA) - Leaders of the Alliance for the State gathered on Saturday and agreed politically for a fundamental reshuffle in the government and present governing, particularly in the order, finance, justice and others.

    These changes will take place after parties of the coalition, which comprises the Socialist party (SP), Social Democratic party (SDP), Democratic Alliance party (DAP), Human Rights Union party (HRUP) plus Agrarian party (AP) and National Unity party (NUP) which together with the above parties are part of the Alliance for the State), discuss in the days to come and define the composition of the new coalition which will be led by the present prime minister and SP leader Fatos Nano.

    Following the mandate reconfirmation by the SP high ranking body, prime minister Nano will start on Sunday special meetings with leaders of the five-party center right coalition to get acquainted with their proposals concerning the new cabinet.

    Following the meeting, the coalition parties issued a press communique defining as right the attitude of the key Albanian state institutions such as parliament and government against the event of September 14 considering it a coup d'etat. They also denounced it urging tight measures to eliminate the criminal elements involved in the event.

    The leaders also praised the message of the Albanian president Rexhep Meidani to parliament and hailed his stand for a political solution to the issue within legitimate state institutions as well as the role of the international community.

    The coalition urged reinforcement of the ruling government and governing considering priorities the order and security, fight against corruption and contraband, improvement of judicial system.

    Their goal is to cooperate with all the parties in the process of constitution and meet the deadline for its approval. /y.pa/ak/

    [02] Cigarette factory resumes operation

    LIBRAZHD, Sept 27 (ATA) - By H. Balliu: The "Albania Tabak" factory has resumed manufacturing after over 20 days of interruption.

    The production was suspended in September 4 when police blocked in a checkpoint in Miraka a vehicle carrying a cargo of sparkling water and a cargo of L&M cigarettes without revenue stamps produced by this factory.

    During a routine control, police found 370 L&M and VEVE packages without documentation. The local prosecutor's office ordered the suspension of production and arrested the director and three other employees.

    The prosecutor Platon Bylykbashi said to ATA that the Appeal court in Durres changed the custody from detention to house arrest for the director Kristaq Kote while three other employees were going to report to police.

    A week later the factory was allowed to resume manufacturing on condition that it produced only "Partner" and "VEVE" cigarettes until this case was established with Philip Morrison, the patent holder of L&M cigarettes. /pas/ak/

    [03] Albania welcomes multinational peace force in southeastern Europe

    TIRANA, Sept 26 (ATA) - Albanian Defence Minister Luan Hajdaraga assessed on Saturday in Skopje the importance of a multinational peace force for the Southeastern Europe.

    In a meeting of the NATO and Partnership for Peace defence ministers of the Southeastern Europe, Hajdaraga focused on the Kosova issue as the key problem for peace and stability in the region and broader.

    Minister Hajdaraga strongly denounced the policy of violence exerted by Serb police and military aggressors against the Albanian people in Kosova, a policy aimed at implementing an ethnic cleansing.

    He praised the engagement of the international community to halt the hand of the Serb aggressors and mentioned the latest resolutions and decisions of the Security Council and NATO which kindled hope for an immediate and determined intervention to end the operations of the Serb military machine.

    He hailed the steps undertaken by NATO to restructure and assist Albania's armed forces.

    A special paragraph of the common statement issued by these ministers expresses the deep concern on the latest development in Kosova which are characterised by the intensification of violence and humanitarian tragedy. The statement backed the resolution 1199 of the U.N. Security Council on Kosova as well as the decision of the NATO council to put into operation the process of generating forces.

    The statement also included a special paragraph on the latest events in Albania calling on the political forces to establish a real political dialogue within the institutional framework. It also hailed the efforts of the Albanian government and international community to that.

    Albania's Defence Minister Hajdaraga held talks with U.S. Defence Secretary Willian Cohen, U.S. ambassador in Skopje Christopher Hill, Italian Minister of Defence Beniamino Andreata, Greek Minister of Defence Akis Tsohatsopoulos and others. /pas/ak/

    [04] Prosecutor's office to urge removal of immunity for DP deputies

    TIRANA, Sept 26 (ATA) - By Th. Thanasi: Prosecutor's office will ask again for the removal of the immunity of five deputies of the Democratic party (DP) what was refused by the Albanian parliament last week.

    Sources from the investigation department at the Prosecutor's office said to ATA that the request on immunity would be separate for each deputy but the charge was the same for the five.

    The request for the removal of immunity for deputies Vili Minarolli, Pjeter Arbnori, Shaban Memia, Jemin Gjana and Leonard Demi, will be based on facts and proofs for anti-constitutional actions undertaken by them as the organisers of the armed rebellion on September 14 together with the Democratic leader Sali Berisha.

    Parliament deprived Berisha of his immunity on September 17 this year.

    The request to deprive him and other deputies of their immunity was presented to parliament a day after the event of September 14. /pas/ak/

    [05] Serb forces pound villages of Drenica

    PRISHTINE, Sept 27 (ATA) - Serb forces are pounding villages of Lubovec and Prekaz of the Skenderaj commune, northwest of Prishtina and shelling is audible in Mitrovica, Center for the Information in Kosova quoted sources of the Democratic League of Kosova (LDK) in Mitrovica as saying.

    The same sources quoting witnesses on the ground said that five Albanians were killed in Prekaz, two in Kline e Eperme and Dashefc village.

    Sources from Mitrovice said that there are many people killed in villages along the Sitnice river.

    In the latest offensive against villages around the Qyqavice mountain the Serb forces have also attacked some villages of Mitrovica.

    Some 40.000 Albanians are being settled in Mitrovice so far. /pas/ak/

    [06] People responsible for tragedies be brought before justice

    VLORE, Sept 27 (ATA) - By H. Koçi: People who are responsible for the tragedy of 1997 and the coup d'etat of September 14 this year should be brought before justice, said a statement of the Vlora-based National Defence Committee which defends people's interests.

    The statement presented issues discussed by the committee which includes representatives from Vlora, Tirana, Berat, Elbasan, Diber, Bulqize, Mallakaster, Lushnje, Tepelene, Librazhd districts, and presided over by the parliamentary Speaker Skender Gjinushi and Secretary General of Albania's presidency Daut Gumeni, at the presence of the local deputy Sabit Brokaj.

    The committee considered the causes which led to the coup, failing of institutional reform in all state administration, of judicial system and above all the aggressive actions of present opposition.

    The committee's chairmanship strongly urged the ongoing legal proceedings, bringing the Democratic leader Sali Berisha before justice and expressed full support for the coalition government and legitimate state institutions.

    They asked the institution of Presidency to apply death penalty "as the only way to neutralise criminal elements acting in organised gangs."

    "Justice should act against all those corrupted, against every political force," the statement said urging state to adopt urgent measures to establish order and law. /pas/ak/

    [07] 56 Albanians killed, 15 burnt villages, 37 emptied villages

    PRISHTINE, Sept 27 (ATA) - Ten Albanians have been killed in Galice and four others in Oshlan during the Serb attacks on September 24, Center for Information in Kosova (QIK) quoted sources of the Democratic League in Kosova (LDK) as saying.

    The number of casualties is estimated at 56, QIK said, adding that most of them have been shot while leaving their houses and villages. Their bodies have remained in mountains and villages while police do not allow people to enter villages.

    Some 60.000 refugees have been settled in Vushtri.

    Following the latest offensive by the Serb forces in Vushtri 15 villages have been totally burnt down, while other 37 are shelled and emptied, sources of the LDK from Vushtri said. /pas/ak/

    [08] Nearly 5 000 Albanians sealed off in Dobroshec of Gllogoc

    PRISHTINE, Sept.27 (ata) - Bombing of Serb forces covered almost all the village Dobroshec of Gllogoc, while about 5 000 Albanians are sealed off there, the Kosove Information Centre (KIC) reports referring to testimony by an eyewitness.

    Albanian civilians are being held in the place called Lugu i Madh, on quarter Kastrat of village Dobrisec and there is a possibility for a massacre by Serb forces, the same sources said. /dast/xh/

    [09] Albania's Union for Democracy opposes coming reshuffles in Albanian Government

    TIRANE, Sept.27 (ata) - By A Haxhiu: Albanian democrats opposed Sunday the reshuffles expected to be made in the Albanian government.

    "The partial reshuffles within the government coalition cannot solve the pending problems of the country. Resignation of the present government and creation of a new technocrat government will be the only road possible for the country to come out of the crisis," stated today DP leader Sali Berisha in a news conference of the political grouping, Union for Democracy.

    DP leaders described the political situation as rather serious and not serving the beginning of a constructive dialogue among all the parties to find a political solution.

    The government coalition government, in a meeting held last Saturday, agreed that essential changes must be made in the present government especially in the sectors of public order, finances and judiciary and the reshuffles will be made after discussions among the coalition parties to take place in the coming days.

    The coalition also demanded in the meeting the consolidation of the position of the government considering as a priority the question of public order and security, the fight against corruption and contraband, improvement of the judiciary and cooperation with all the parties for the process of the Constitution. /dast/xh/

    [10] Albanian Parliament speaker condemns attempt on life of deputy to Assembly of Kosove, Sabri Hamiti

    TIRANE, Sept.27 (ata) - Through a telegram to the chairman of the Assembly of Kosove, academician Idriz Ajeti, the Albanian Parliament Speaker Skender Gjinushi condemns the attempt on the life of the deputy, writer and publicist, Sabri Hamiti.

    Gjinushi considered the injuring of Hamiti, this prominent representative of the people of Kosove, a terrorist act of the darkest antialbanian forces.

    Wishing deputy Sabri Hamiti a quick recovery, Gjinushi expresses to the chairman of the Assembly of Kosove once more the support of the Albanian parliament for the correct solution of the question of Kosove, that is self-determination of the Albanian population in their ethnic territories.

    Sabri Hamiti was seriously injured last Friday by an unidentified gunman outside his Prishtine house. Hamiti is a member of the General Council of the Democratic League of Kosove and deputy to the Assembly of Kosove. /dast/xh/

    [11] Car of MAPE chief in Tirane violently looted

    TIRANE, Sept.27 (ata) - Armed and masked people have looted violently late last Saturday the car of MAPE (Multinational Advisory Police Elements) chief in Albania, Colonel Allen Labrot.

    According to the spokesman of the Public Order Ministry of Albania, the event took place on Saturday at 11.50 p.m.

    Colonel Labrot was going home with a Land Rover, when three armed and masked people stopped and forced him to get off of the vehicle. Then they fled the place quickly.

    This is the second case within this month that vehicles of MAPE envoys in Albania have been violently looted. /dast/xh/

    [12] First stage of registration of displaced people from Kosove ends

    SHKODER, Sept.27 (ata) - By M Malja: The first stage of the registration of the displaced people from Kosove who have reached Shkoder in the past two weeks through the border crossing of Vermosh, nearly 80 km northeast of the city ended this Sunday.

    Vullnet Ademi, representative of the Local Government Ministry told ATA that so far over 2030 people have been registered and given identity and supply cards.

    Sources in the registration office in the town hall of Shkoder say that so far 4 600 Kosovars have been registered but a part of them have left for other cities of Albania or abroad.

    The Albanian Red Cross and the humanitarian Islamic association El Relief have assisted the people from Kosova with food, detergents and other necessary means.

    The Islamic association alone has spent about 1.5 million lek on food articles for the refugees. /dast/xh/
