The protesters marched from the United Nations headquarters to the Russian mission in New York and they handed over a petition for the Russian president Boris Yeltsin to the Russian ambassador.

The petition denounced the denationalization policy followed by the Yugoslav president Slobodan Milosevic against Albanians of Kosova.

An official of the U.S. State Department, who attended the protest, was handed over the same petition.

The protesters urged the Contact Group to exclude Russia as an ally of Serbia and shouted slogans against Russian Foreign Minister Yevgeni Primakov.

Agim Nesho, the Albanian representative at the United Nations, attending the protest, spoke of tragic events in Kosova and said that the Albanian government backed the legitimate demands of the Kosova people for liberty and independence.

[06] Albanian government very close to status for Kosova

TIRANA, March 21 (ATA)-By E. Abilekaj, Albanian government is very likely to realise its objective of achieving the status of the Republic for Kosova.

"The Albanian government has got much close to the achievement of its option on Kosova," said Prime Minister's spokesman Ben Blushi, expressing himself much optimistic of the objective of the Albanian Government and Kosova leaders at a news conference on Saturday.

He said that Albanian government is not only a partner sharing common stands with the West but also a party offering its own options.

Prime Minister Nano on Tuesday will leave for Bonn to take part in the Contact Group meeting which is also expected to negotiate Albania's proposal for a Kosova Republic within the Yugoslav Federation.

"Maximum solution within Yugoslavia's framework has also been required by the Contact Group members," said the spokesman, who added this would be a middle-term solution for Kosova.

The previously planned elections, which will determine the highest authority of Albanians will be held on Sunday.

"It would be a great provocation if the Albanian government sent some representative to monitor the elections, which tomorrow will be monitored by observers from the U.S., OSCE, and EU who will also draw conclusions from the Kosova elections, expected to reconfirm the current leaders".

Blushi said that after Sunday's elections, the Kosova leaders will have the complete mandate for talks. /das/lm/

[08] Serb police confiscate 100 000 ballots -foreign observers and peaceful activists not allowed- -curfew continues in Drenica-

PRISHTINE, March 21/ATA correspondent in Prishtine Behlul Jashari reports:

Parliamentary and presidential elections, the second after the Referendum of Independence in 1991, will be held in Kosova tomorrow.

The only candidate for President of Kosova is Dr. Ibrahim Rugova, whose candidature has been put up by the Democratic League of Kosova (LDK) and supported by other parties. More than 480 candidates willl contest for 100 deputies, to be elected by direct vote.

Thirty other seats in Kosova's parliament will be allocated according to the proportional system to the parties which win over three percent out of the total number of ballots and to the ethnic groups.

The polling stations open at 7.OO and close at 19.00.

The elections in Kosova are held under a very tense situation due to the violence, terror and provocations exercised by the Serb regime, which considers them illegal and counterpoises them through violent actions.

The Serb state-owned radio reported today that on Prishtine-Prizren road the police have confiscated more than 100 000 ballot-papers.

Serbian authorities have not given visas to enter Kosova to many of foreign observers, among whom the 14-member U.S. Congress delegation.

The Serb regime also continues pressures and pursuits against peaceful foreign reporters who have arrived in Kosova. Five activists of "Peace Workers" were taken to the Serbian Court for contravention.

They are still being held in the court, the Council for the Defence of Human Rights in Kosova reported today.

Because of the curfew by heavy Serb forces in Drenica, elections cannot be held in the regions of the communes of Skenderaj, Gllogoc and Kline.

Also today, these regions, particularly Llausha, Marina, Turiceci, Buroja and other villages, have been held under an iron siege and have been target of the other Serb snipers and other weapons, and sporadic shootings continue.

Movements and positioning of Serbian forces continued also today in Drenica, Albanian sources report.

Three carloads of policemen as well as two truckloads of sand, to fortify the positions of the Serb forces' roadblocks, moved from Mitrovice to Skenderaj by midday. /my/das/lm/
