    TIRANA, Feb 13 (ATA) - The official visit of the President of the Republic Rexhep Meidani in Turkey is highlighted by almost all today's dailies.

    "Meidani-Demirel: Another page now," is the title of the daily Gazeta Shqiptare, which says that the official visit of the Albanian president started on Thursday with a meeting in Ankara.

    "Turkey's participation through direct finances or concessions to construct certain segments of the eighth corridor would be welcomed even by Albanians," Meidani said after a meeting with his Turkish counterpart Demirel.

    Meidani said that the talks were fruitful and of mutual interest in many aspects of cooperation such as economic, investment, military, defence, public order, transport, agriculture, education and science.

    The same daily reports that the two presidents have attended the signing of two agreements on cooperation between the two foreign ministries and another on customs cooperation.

    After a tete-a-tete meeting, both presidents Demirel and Meidani discussed cooperation between the Balkan countries, the daily Koha Jone reports.

    "We share the same view on peace in the Balkan," Demirel has said adding that this will be done in the framework of a cooperation between all the regional states.

    "Turkey and Albania are an expression of a constant friendship," reports the daily Zeri i Popullit, quoting extracts of the address of president Meidani in the Turkish parliament.

    It also highlights the visit of Albania's president to Turkey in the article entitled "Friendly countries with a European vision."

    "The present visit of the Albanian president takes place in the right time and will produce very fruitful results," the daily Shekulli quotes the Turkish president Demirel as saying in an article highlighting the visit.

    [02] 500 requests for seasonal employment in Italy registered

    VLORE, Feb. 12 (ATA) - Some 500 requests for seasonal employment in Italy are registered from the district of Vlore.

    The director of labour department in this district, Sejmen Gjokoli, told ATA on Thursday that based on the instructions given by the National Service of Labour, the preparatory program of candidatures to be employed in Italy has already started.

    According to Gjokoli, these procedures began with the contingent of the people deported from Italy at the end of last year, who have priority and are included in category A of seasonal employees.

    Only the preparatory process has been carried out so far, which will continue with the selection of candidatures, through the verification to be made based on list of the Italian party for the deported.

    Some 1000 persons from Vlore were repatriated at the end of last year, who belong category A of the unemployed. /s.s/mt/

    Today's dailies cover Thursday's meeting of the secretaries of the General Leading Council with the local heads of the Socialist party in the Albanian Socialist party headquarters in Tirana.

    The daily Koha Jone reports in the article entitled "SP, unsatisfied by the government" that the local Socialist leaders coming from allover Albania, strongly criticised Nano's government for failing to implement the administrative reform.

    Sources from the closed door meeting said that the deep corruption in local state administration and even the situation of public order were the main topics, which concerned the SP, the same paper reports.

    Gramoz Ruçi, SP coordinating Secretary, who presided the meeting has said: "... we will not develop political reforms as the DP, but will keep only the skilled and honest persons, be they are Democrats.

    This idea is also covered by the daily Gazeta Shqiptare in its article "SP: We should not commit the mistakes of democrats."

    The daily quotes Ruçi as saying "We have not come to power to abuse with it and distribute posts." It also reports that the Socialist chiefs have remarks on the government.

    The daily Zeri i Popullit dwells on this meeting and gives the debate between the audience and leaders Ruçi, Koçi and Ulqini in the form of dialogue.

    Shekulli quotes Ruçi as saying "One should not abuse with power" while the daily Albania says in its article "SP threatens local leaders." s.sh/ak/

    TIRANA, Feb. 13 (ATA) - The detention of 27 illegal emigrants in the coasts of Vlore late on Thursday has been widely covered in today's press.

    "Police detain 27 aliens," under this title Gazeta Shqiptare writes that due to a police operation these persons were arrested while getting ready to leave for Italy. It continues that "There have been 23 persons from Lezhe, 3 from Shkoder and 1 from Puke who were detained yesterday by the police directorate of Vlore."

    Referring to ATA, according to the Interior Ministry spokesman, with regard to this event, Koha Jone writes that "... none of them had identity documents," adding that "such operations, which aim at preventing the illegal traffic, will continue even in the future."

    Other newspapers, like Dita Information, Shekulli, etc., report on the detention of 27 persons in Vlore. /s.sh/mt/

    [05] Local SP divisions remark on central leadership

    TIRANA, Feb 12 (ATA) - By A. Simoni: Local heads of the Socialist party presented their remarks on the central party administration in a meeting with the Socialist party (SP) secretaries on Thurday, saying that it has failed to implement their proposals.

    "Local heads expressed their remarks on the central administration, which has not applied their proposals, particularly those of the top central governor's office in regions," Petro Koçi, the SP organisation secretary told journalists after the meeting.

    He presided over the meeting with coordinating secretary Gramoz Ruçi and Public Relation Secretary Musa Ulqini.

    Koçi said that the local divisions were said "to be more determined in fight against corruption either old or new, which is becoming evident."

    Referring to the coalition, the meeting said that everything is going well.

    "The meeting finds out that the first difficulties are overcome and everything has been possible through cooperation, which is seen for the first time in Albania," the organisation Secretary said. cela/ak/

    [06] State institutions fail to carry out tasks

    TIRANA, Feb 12 (ATA) - By K. Shehu: Some of state institutions do not carry out the tasks included in the decision of the Council of Ministers concerning the treatment of families through economic assistance thus causing concern for the town hall and citizens, Osman Hoxha, director for Public Relations at the Tirana town hall said to ATA on Thursday.

    "These decisions clearly define kinds of documents on economic assistance, obligations of cadastre and mortgage offices, labour office, directorate of the social assistance, section for automobile registration, tax and tariffs office to issue certificates to citizens who claims for this assistance and deliver lists of their activities in the sector for social protection," the director Hoxha said, adding "the local cadastre and mortgage offices do not issue any kind of certification, while other offices are reluctant to this direction."

    The director said that "accuracy of certifications issued, delays, lists containing necessary figures to help us carry out control, are a concern." s.s/cela/ak/

    [07] Difficulties for legalization of Albanian emigrants in Greece

    TIRANA, Feb. 12 (ATA) - By R. Goro: It is difficult to cope in a short time with the difficulties caused by lack of infrastructure, which have to do with the legalization of Albanian emigrants in Greece. The emigrants face big difficulties when they go to carry out analyses in hospitals, because they are told to come after two or three months.

    The Greek government is trying to overcome this situation, but for the moment there are many difficulties and it is hard to cope with this situation. Anyhow, it is optimistic for the progress, also taking into consideration the objective delays.

    Referring to the fact that most of the emigrants in Greece are from Albania, the Albanian embassy in Greece is engaged to give its contribution by presenting the problems close to the Greek competent authorities. "Coordinator" of this engagement is the Albanian ambassador in Athens, Kastriot Robo, who said in an interview to ATA that different Greek ministers have presented respective problems according to fields they cover.

    Robo has discussed in Salonika with ministers, mayors, governors and representatives of the working force.

    "From what I saw there, the rhythms of registration are low, and I don't believe the registration process will end within the defined deadlines," said Robo. /fh/mt/

    [08] Six persons arrested in Tirana

    TIRANA, Feb. 13 (ATA) - By Th. Thanasi: The police forces of commissariat no. 4 in Tirana arrested on Thursday evening six citizens, accused of committing several crimes.

    The detainees, in collaboration with one another, have robbed some 10 vehicles, selling later in different towns of Albania, sources from the Interior Ministry reported to ATA.

    According to the same sources, they are also the perpetrators of killing a citizen and kidnaping another one for prostitution in Italy.

    At the moment of detention, the culprits had two machine guns, a TT pistol and a quantity of cartridges.

    The names of the persons are not reported due to the investigation secret. /s.s/cela/mt/

    [09] Police find no bomb in Court of Appeals

    TIRANA, Feb 13 (ATA) - By Th. Thanasi: A hoax call for a bomb planted in the premises of the Court of Appeals in Tirana interrupted the legal procedures early on Friday, police said.

    "A few days have passed and we received again an anonymous call for a bomb," Muharrem Kushe, head of the Court of Appeal said to ATA underlining that "the ongoing calls are dangerous games, which stir up panic among employees and citizens," which come to resolve their problems.

    Kushe did not exclude the possibility that someone was unsatisfied by the judgement or ruling "and satisfies himself by training the Court of Appeal."

    He added that these calls forced us to tight up security and put extra guards, who "will control the judges and persons entering the court's premises."

    "This is necessary for the Court of Appeal to develop a normal activity," he said.

    The call was received at 09.30 a.m. at one of the court's office on Friday. Police using specialized dogs and detector apparatus checked the premises of the court and said that the warning was a hoax call.

    All today's legal procedures were interrupted and will resume on Wednesday next week. /ak/
