[01] GOVERNMENT TO APPROVE BUDGET '98 TODAYTIRANE, DEC.29 (ATA)-By E. Barci, Albanian government today will examine draft budget of 1998. Prime Minister's spokesman Ben Blushi told ATA the budget '98 will be submitted to parliament after 15th of January.The draft budget Nano will present to his cabinet today, envisages a reduction of budget deficit up to 6.8 percent of GDP. Only few weeks ago, the government had envisaged the level of deficit for '98 at 10 per cent of the GDP. A press release issued by the government on Saturday says that "there will not be any substantial reduction of expenses". The reduction of the 1998 deficit by another 3.2 percent, according to the government, will be made possible through an increase of the budget incomes, a correct administration of funds and other structural reforms. Today Nano will ask from his cabinet a budget structure for '98 which will bring about an increase of the GDP by 10 per cent and of inflation by only 10 per cent. pas/lm Albanian Telegraphic Agency[02] KOSOVA STUDENTS TO STAGE PROTEST ON DECEMBER 30 - communiquePRISHTINE, DEC.29 (ATA)-The council charged with organising protests, at Prishtine university level, has decided to issue a programme of the Protest Hour, due on December 30, 1997.A communique released on this purpose says that the protest will begin at 11.00 at the city's main boulevard for about one hour. The communique asks all participants to abide by the fundamental principles for peaceful protests. On December 24, in response to an appeal of the Students Independent Union of Prishtine University, the students staged a two hour protest in Prishtine and several other cities of Kosova. p.ta/kled/lm Albanian Telegraphic Agency[03] INDEPENDENCE OF HIGH STATE CONTROL DECREEDTIRANE, DEC 29 (ATA) - By S Spahiu: Beginning from today the State Control Service will be called the High State Control and important changes are now taking place in the function of this institution.The President of Albania, Rexhep Meidani decreed these days a proposal by a group of deputies to change Article 41/A of the Main Constitutional package which has to do with the role and activity of the State Control. On the basis of this amendment "The High State Control is a public judicial person, independent in carrying out its duties, with a state budget adopted by the People's Assembly," differently from before when its budget was approved by the government, thus making difficult its control in the ministries. Conflicts regarding competence between the High State Control and other state public institutions will be judged by the Appeal Court. The change defines the mandate of the leaders of the institution. Its chairmen and deputy chairmen are elected upon the proposal of the President of the Republic by the People's Assembly by majority of votes and for a 7- year mandate, but not more than two mandates in succession. The mandate of the leaders of the High State Control ends earlier than the deadline in cases when the leader resigns, is punished for a penal act and has received a final decision by the court; when his health makes impossible for him to carry out the duty; in cases of his death, etc, hence this mandate does not depend on the changing of the parliamentary majority in the Parliament. kei/xh/ Albanian Telegraphic Agency[04] A PERSON KILLED IN TIRANETIRANE, DEC 29 (ATA) - By Th Thanasi: Unidentified peoplekilled last Sunday in the evening near a bar in Tirane Fatos Keta, 28, sentenced three times before for various penal acts, sources of Tirane Police Department told ATA. ssh/kei/xh/ Albanian Telegraphic Agency[05] DRAMATIC SITUATION AND INCALCULABLE DAMAGE TO CULTURE IN 1997 - MinisterTIRANE, DEC 29 (ATA) - By Flora Nikolla: Albanian Minister of Culture, Youth and Sports Arta Dade told a news conference on Monday that "1997 created a dramatic situation and caused incalculable damage to the Albanian culture."Dade, who came to this post after the June elections this year, by making a detailed analysis of the work of the ministry she directs, said that the damage is estimated at 2 million USD. "70 objects of a special importance have been lost only in the archaeological museum in Durres," said Dade, adding that "we have no clear evidence of the losses in other museums of the same category." Dade said that "during the rule of the Democratic Party in the field of culture have been made a number of violations regarding legislation and the financial and administrative fields. She also mentioned the breaching of a number of contracts and the hiring, without criteria, of set objects by former leaders of her ministry. kei/xh/k Albanian Telegraphic Agency[06] STRICT NORMS ON ENVIRONMENTAL POLLUTION DEMANDEDTIRANE, DEC 29 (ATA) - By K Shehu: The Committee of Environmental Protection held on Monday a meeting on the topic "Environmental monitoring" on inter-ministerial cooperation for the monitoring of the environmental pollution and the setting of the pollution norms.The meeting focused on the possibilities and needs for the realisation of the environmental monitoring by respective institutions. "The meeting completes the legislation for the air, land and water, prepared the norms for the discharge of the residue in the air, water and land," said the ecologist Gani Deliu, adding that the norms of pollution allowed in the air water and land will be determined." At the beginning of the meeting, the chairman of the Environment Committee Maksim Deljana made a panorama of the situation of the Albanian environment focusing on the air pollution in the past years. The monitoring of the environment will be made by 6 ministries and 10 institutions which have direct relation or concrete tasks in this field. The discussion on the legislation focused on more strict legal norms with regard to the dangerous residue, the law on protection of the air and water, and the pollution norms allowed in the urban areas. It will also visit on occasion of Christmas and the new Year the Greek battalion deployed in Yzberish if Tirane. On Tuesday, the Greek minister will have talks with the President of Albania, Rexhep Meidani, Prime Minister Fatos Nano and Defence Minister Sabit Brokaj. Some days ago, the Albanian Parliament adopted the law on the presence and status of the Greek military forces in Albania, which has been criticized by the opposition. During the coming year, UNDP will focus its activity on three traditional fields of its support for a stable humanitarian development: to ease the poverty, to create jobs and stable living conditions and in the direction of the public administration and governing. The question of the environment and women will also be part of the programs of this organization. In the context of the 50th anniversary of the signing of the Universal Declaration on Human Rights, the coming year which is declared by the United Nations as "The Human Rights Year," the UNDP will consolidate its activity in the field of human rights. ake/kei/xh/k Albanian Telegraphic Agency[10] ALBANIA TO BOOST CHROME EXTRATIONTIRANA, DEC 29 (ATA) Chrome reserves in Albania are estimated at 37 million tones, out of which 20 million can be extracted.During 1987-90 period some 1 million mineral ore is extracted, while after '90 the extraction of the mineral dropped. Some 157 thousand tons of mineral are extracted during 1997 and around 23 thousand tons of ferro chrome are produced. In the meantime, mines' technical conditions are bad due to lack of investments, so in 1997 only 9 thousand metre of excavation are carried out. Albkrom company has suffered losses estimated at $12 million during the last five years. Improvement are planned out during the coming year aiming at promoting sector's production. Some 215 thousand ton of mineral ore and 42 thousand of ferro chrome are planned to be produced during 1998. Also Ylli Osmani, 41, former policeman, one of those who were accompanying the Kurds, was also arrested because in the moment of detention was carrying a TT pistol and a police radio. ake/kei/xh/k Albanian Telegraphic Agency[13] MID-TERM CREDITS THE CHOISE OF PEOPLETIRANA, DEC 29 (ATA) Starting 1992 the Savings Bank has increased the number of issuing credits, especially for the mid-term ones. According to the Bank's sources in September the requests for mid-term credits occupied 14 percent of the total granted credits, while in October they held 34 percent of the credits.Also, requests for long term credits are augmented from 1 percent to 35 percent of the total given credits. While requests for short term credits have fallen from 52 percent to 31 percent of the total issued credits. Albanian Telegraphic Agency[14] ALBANIAN PRESIDENT MEETS WITH BUSINESSMENTIRANA, DEC 29 (ATA) Albanian President Rexhep Meidani met recently with representatives of the Albanian investors' union and Albanian organisation of free entrepreneurs.During the talk they tackled issues dealing with the development of free entrepreneurship in Albania and partnership between the entrepreneurship and the government. Meidani evaluated the contribution of the entrepreneurs' organisation in developing advanced economic thinking, encouraging more effective solution on international plane. He said that the country's development will first of all depend on the strengthening of the Albanian entrepreneurship. The businessmen's representatives asked the institutionalisation of contacts and partnership with the government. Also attending the meeting were the president's foreign economic advisors, according to the president's press and information office. Albanian Telegraphic Agency[15] GROUP AGE 21 TO 34 MORE "DISCRIMINATED" IN EMPLOYMENT SECTORTIRANA, DEC 29 (ATA) The group 21 to 34-year-old has the highest rate of unemployment, with 86,283 people, according to figures from the Ministry of Labour.Second comes people over 34-year-old with 81,958 unemployed, and third teenagers with 22,100 unemployed. Compared to a month ago the first and third group ages had fewer unemployed people. Referring to the figures, they were 87,670 and 22,634 unemployed people respectively. While the people over 34-years-old, the unemployment is increased from 80,122 to 81,958 people. Albanian Telegraphic Agency[16] THE LATEST TERRORIST ACTS, AGONY OF CRIME - Chief of police commissariatGJIROKASTER, DEC 29 (ATA) - By H Cani: The latest terrorist acts in Gjirokaster, chief of the police commissariat of this district, lieutenant colonel Ilirjan Dida told a news conference on Monday, are a counteract of the criminals towards the police blow against them.Dida accepted the existence of corrupted elements in the ranks of that police but he aimed to create an anti-crime, anti-corruption and anti- trafficking staff. On the same day, 18 policemen of the police commissariat of Gjirokaster were released for failure to carry out the military task and disciplinary measures were adopted for 5 policemen of public order and border police. In reply to a question of a reporter about the so-called gang of Lazarat, Dida said that the word was for some criminals since the period of the unrest in that district.
