    TIRANA, OCT. 21 (ATA) - By A Simoni: One of the leaders of the Albanian Socialist Party, declared on Monday that he considers more suitable "for the rules of the game in democracy" former Albanian Speaker Pjeter Arbnori as DP chairman, than former President Sali Berisha.

    "But none of them can make DP really democratic, because they are both responsible for the destruction of Albania, because the first was number 1 of the state, while the other number 2," said the deputy Speaker, Namik Dokle further on, referring to the general crisis Albania experienced early this year.

    Berisha and Arbnori have put up candidatures for the post of chairman in the congress of the Democratic Party which is actually held in Tirana.

    Dokle stressed that Berisha has remained with the mentality of an incorrigible communist and of a political chieftain, while Arbnori, due to the years he suffered in jail, is wiser than Berisha and more flexible in politics. /a.ke/kei/mt/

    [02] KORCA SHOULD SHARE ITS EDUCATION, CULTURAL, CIVILISED TRADITION WITH OTHER CITIES - president

    KORCE, OCT 21 (ATA) - By Behar Fejzullaj: Albania's President Rexhep Meidani praising the education, cultural and civilised tradition of the southeastern city of Korca said on Monday that it should share this tradition with all the other Albanian cities.

    President Meidani, on a one-day visit to Korca, had a meeting with the pedagogues, students of the Fan Noli University and city intellectuals.

    "The first Albanian school made Korca a symbol of the Albanian education and culture. Korca has managed to cultivate what one can call a civil society, which avoid political impact," Meidani said.

    President recalled the former French lyceum, the talks with the French President Jacques Chirac in Paris and his promise to open a French lyceum in Albania. ake/kei/ak/

    [03] ALBANIAN PM PRESENTS BRUSSELS' REPORT TO CABINET MEMBER

    TIRANA, OCT 21 (ATA) - Albanian Prime minister Fatos Nano acquainted on Monday midday the members of his cabinet with the report he is going to address in Brussels on October 22, a spokesman for the prime minister said on Tuesday.

    Prime minister Nano said that the international community showed its unreserved partnership for Albania in the Rome conference.

    "The Albanian government will present the strategy of reform and Albania's recovery in the political, institutional plan and its financial and economic stabilisation. All the aims of the government are in full accordance with the demands of the international community to establish a democratic system in Albania," Nano said.

    He elaborated the institutional reform, which, according to him, will include a wide process starting with constitution.

    Nano said that it should be drafted in conformity with a program, which includes process of approval by the parliamentary commission, views of public opinion on its draft, and involvement of home and foreign specialists. This will be finalised when the draft is going to be passed by the parliament and referendum.

    Another important element of the institutional reform, Nano said, is a guarantee for real independence of the judiciary, independence of local government in the level of the European standards as well as reform in the public administration acceptable for the population, professionally experienced and not corrupted.

    The report includes goals in the economic fields such as curbing of budget deficit, inflation, putting production and export into operation.

    Reforming of banking system is also of importance. kei/ak/

    [04] ARBERESHI CULTURAL DAY OPENS IN ITALY

    TIRANA, OCT 21 (ATA) - By P.Shuteriqi: An Albanian delegation headed by the Minister of Culture, Youth and Sports Arta Dade, attended the Arbereshi cultural day in Italy between October 18 and 19.

    Tirana Mayor Albert Brojka was also present.

    A mass in Albanian language was held in an Orthodox church in an Arbereshi village in Italy.

    Albania is a member of the "Cultura di mare" program run by the European Union which includes Italy, Greece, Croatia, Tunisia.

    It is expected that similar activities are organised in Tirana at the beginning of December and maybe a festival on Arbereshi culture in 1998. pas/ak/k

    TIRANA, OCT. 21 (ATA) - Zeri i Popullit reports on the first page "Vlore, big sea of pain," with regard to the raise from the sea bed of the Albanian ship, sunk in Otranto Strait on March 28, 1997. "Government commission for the victims of Otranto," reports the paper on the same page. On the second page the paper carries an article regarding the information of the government with the report which will be presented by Albania in the meeting of Brussels. The paper covers the analysis carried out in the Defence Ministry, under the title "How was the Albanian army destroyed." On the third page, the paper publishes an article on the visit of Albania's President Rexhep Meidani in the town of Korce under the title "The good example of coexistence and normality." Under the title "A party in blind- alley," the paper carries an article dedicated to the DP National Assembly. In the article entitled "Hooliganism, the political line of DP," the paper reports that the organization secretary of the Social Democratic Party, invited in the Assembly of democrats, was maltreated and was not allowed to enter the hall of the meeting. Under the title "Albanian Hamas in the Balkans," the paper writes that the democratic leader Berisha has said that "the Albanians should have a Kallashnikov for house."

    Rilindja Demokratike dedicates today's edition to the National Assembly of DP. "June 29 was not solution," reports the paper on the first page. Among others, the subtitle says that new elections are the only real solution for the fates of democracy in Albania and that "DP is the main political force which will realise the toppling of Nano-creatura." The paper cites the democratic leader Berisha as saying "Only the powerful protests can and should lead the country to elections which will return the dignity to Albania." The paper covers the complete speech of Berisha in the Assembly under the title "New elections, solution for Albania." The paper covers the speech of DP deputy, former Speaker, Pjeter Arbnori, under the title "June 29 was turned into an instrument for the establishment of dictatorship."

    Republika entitles its editorial "That's why Berisha will be elected chairman of DP," with the subtitle "Even for the fact that the socialists would like this." Under the headline "The chapter of internment closed for ever," the paper reports that the last communist President of Albania, Ramiz Alia, is innocent now. The paper covers on the third page the Assembly of democrats, in an article entitled "DP: This government does not want to govern to fill up its pockets." The paper publishes the speech of former Premier Meksi in the fourth Assembly of DP, as well as a brief article "Should Berisha be the head of the Democratic Party?" "Otranto, the truth 5 meters from the light," reports the paper regarding the tragedy of the Otranto Strait.

    In today's editorial entitled "'New deal' of Nano", the newspaper Koha Jone reports that the Albanian prime minister Fatos Nano has become a reliable person in Rome not only because he has promised to curb inflation from 50 to 20 percent and close pyramid schemes, but also for the fact that he has presented a list of sectors in which the funds will be used. "Former body-guard of Berisha under custody," the paper reports in the second page. Referring to the DP assembly, the paper carries the articles "Berisha concedes responsibility," "Atmosphere in the 'big assembly'" with the subtitle "Socialists receive warm welcoming, Social democrats remains offended," and "New elections, suicide for Berisha." It carries statements of Berisha and Arbnori regarding the post of the DP leader. Under the headline "Socialist on the DP National Assembly", the paper carries the pronunciation of the deputy chairman of the Albanian parliament Namik Dokle under the title "Arbnori, skilled man in politics, not like Berisha." As regards the donor's conference in Brussels, the paper says "Albanian cheque is going to be signed tomorrow." In relation to the transparency of the pyramid schemes, the paper reports "Bid on foreign transparency ended. Contract is expected to be signed." Referring to the return of bodies of Otranto victims to Albania, the paper says "Parliament in Vlore, Fino in Brindisi," under the subtitle "Italian government sent a special plane for victims' relatives." The paper reports that their identification will last 90 days.

    Albania carries the editorial entitled "Last chance or last misfortune" saying that the identification of a government even when this results from a free-vote institution is ridiculous and inherits Stalinist and totalitarian psychology, which results from Marxist philosophy. "Last criminal is declared innocent," the paper says referring the rehabilitation of last communist president Ramiz Alia. Under the headline "Sarande: clearing contraband," the paper reports that army weapons are exchanged with cigarettes. In the third page, the paper quotes the DP leader Berisha in the fourth National Assembly as saying "Elections led to no solution, new elections soon." Referring to the DP assembly, the paper carries the article "It is time to overthrow government," "DP to lead the victory of the right-wing," "Berisha uses milder tones with the U.S." In the fourth page, it carries the address of Berisha to the Assembly. In the fifth page, the paper under the headline "Prime minister insults companies and creditors: Money blocked for transparency'", carries an article quoting Nano as saying that "Those money are mine," and the news that "Nano's transparency, governmental smog."

    Rilindja referring to the DP Assembly reports "Assembly of special importance." In the first page the paper reports on a rally in Montenegro in which a monument of Mother Teresa is unveiled. "She is and remains a mother for all the humanity," the paper says. It reports that the U.S. and E.U mediation for a solution to Kosova issue is necessary.

    Dita says that the VEFA company is in financial difficulty. It quotes Berisha in the DP Assembly as saying "The way will lead us to new elections." The same paper carries a statement of the Secretary General of Socialist party Pandeli Majko "Berisha's reelection deepens the crisis." "Nano drafts strategy of Brussels," the paper says in the third page. In the fourth page the paper carries the article "$200 thousand to examine the judiciary."

    "Socialist leader urged those responsible for the March tragedy be punished," the newspaper Shekulli reports in the first page. It quotes Nano as saying "We will not be like Christ." The paper quotes the Democrat leader Berisha as saying "Elections after six months." The paper says that three million leks in aid given by the Albanian citizens for the reconstruction of the Agricultural University in Kamza have disappeared.

    Gazeta Shqiptare says that a former employee of VEFA had deposited $seven million. It quotes the DP leader Berisha in his party assembly: "New elections to be held." The paper says that Arbnori feels that he will lose in a race with Berisha for the post of the DP leader.     [06] THE BURIAL DAY OF THE OTRANTO VICTIMS - A NATIONAL MOURNING DAY FOR ALBANIA

    TIRANE, OCT.21 (ATA) - The burial day of the victims of the tragedy of Otranto on March 28 this year will be declared a day of national mourning.

    The Government commission created upon decision of the Council of Ministers on Tuesday, under the direction of deputy prime minister Bashkim Fino, decided to make this proposal to the Government. In addition, the Commission proposed to the Government the erection of a Memorial to the Victims of Otranto and the organization soon of a National Competition for the realisation of the Memorial.

    In cooperation with Italian authorities, it will be made pssoible that family members of the victims leave for Italy these days to identify their people.

    The commission approved in the meeting the program of the ceremonies, the organization of which will engage various state institutions and the prefectures of the councils of the districts of Vlore, Fier and Gjirokaster.

    As a result of a collision of an Albanian vessel with the Italian corvette Sibilla on March 28 this year, 83 Albanians, mostly women and children, lost their lives. ss/kei/xh/k

    TIRANE, OCT 21 (ATA) - By K Kostreci: The Albanian vessel which sank seven months ago in the channel of Otranto, anchored Tuesday at about 5 p.m. in the port of Brindisi and now its compartments, in which the bodies of 83 Albanian victims are expected to be, are being opened, sources from Brindisi told ATA.

    [08] PRESIDENT MEIDANI MEETS MEMBERS OF PERMANENT ELECTORAL COMMISSION

    TIRANE, OCT. 21 (ATA)- President of the Republic of Albania Rexhep Meidani met Tuesday with members of the Permanent Electoral Commission, headed by its chairman, Kristaq Kule, who familiarised him with the efforts to gain western experience also as regards the realisation of electoral processes.

    "You have carried out a very difficult task and under very crucial conditions and for this you have earned the gratitude of the people and all international organisations engaged in our country's elections."

    "More over, bearing in mind the June 29 elections and the pressure of politics on them, you knew to keep off politics and serve the people and the homeland," Meidani told the commission members.

    Meidani expressed his commitment to work for this institution and all the other state institutions to implement the law.

    Meidani supported the idea that the commission and the most fundamental elements of the electoral legislation are sanctioned in the new constitution, so that they be impartial to the subjectivism and interests of the political majority in governing the country. a.ke/kei/lm/k

    [09] ALBANIAN SHIPWRECK DOCKS IN BRINDISI, COMPARTMENTS ARE BEING OPENED

    TIRANE, OCT 21 (ATA) - By K Kostreci: The Albanian vessel which sank seven months ago in the channel of Otranto, docked Tuesday at about 5 p.m. in the port of Brindisi and now its compartments, in which the bodies of 83 Albanian victims are expected to be, are being opened, sources from Brindisi told ATA.

    As soon as the shipwrech anchored, a funeral ceremony was held which was attended by Admiral Marini, Defence under secretary, Massimo Brutti and Albania's Ambassador to Italy, Pandeli Pasko.

    Those present observed a minute of silence.

    Mr Pasko said that there was a sense of solidarity among all those present for the tragedy and the grief of the the bereaved people.

    "The ship is completely intact," said Ambassador Pasko. He added that the Italian embassy told ATA on Tuesday that after two or three days, 40 family members of the victims are expected to go to Italy on a special flight with Alitalia, organized by the Italian Government.

    Many foreign reporters are in Brindisi to cover the event.

    As a result of a collision of an Albanian vessel with many Albanian illegals on board, with the Italian corvette Sibilla on March 28 this year, 83 Albanians, mostly women and children, lost their lives. xh/k

    TIRANE, OCT 21 (ATA) - By Keida Kostreci: On Tuesday afternoon, the first ten bodies were recovered from the Albanian vessel that sank in Otranto Channel seven months ago, sources from the port of Brindisi told ATA Tuesday evening.

    "The bodies were in the bridge of the ship, in a good state taking into account the fact that people expected to see only their skeletons," Giuseppe Baffa, attorney for the victim's relatives, said to ATA. xh/

    [11] SALI BERISHA ELECTED DEMOCRATIC PARTY CHAIRMAN

    TIRANE, OCT.21 (ATA)-By A. Simoni, Sali Berisha was elected chairman of the Democratic Party (DP), at the national assembly, which wound up proceedings on Tuesday with the election of the DP leading forums and approval of its new statute.

    Berisha received 791 of 906 valid votes, while the rest of the votes were for the other candidate, Pjeter Arbnori, the chairman of the voting commission, Luan Skuqi, said.

    After the news of the victory, former President Berisha expressed gratitude for the delegates who voted for him and thanked Mr. Arbnori.

    He said that no minute should be lost "to return Albania to democracy".

    In the new DP statute the chairman of the party has less powers than in the previous statute.

    "The current chairman is weaker than T.Shehu (the previous DP chairman)", said Genc Pollo, DP secretary general.

    The leadership of the Youth Forum pretended in the assembly to be an independent organisation in the DP.

    But Pollo and Berisha refused this claim and the Assembly did not approve it. a.ke/kei/lm/k

    TIRANE, OCT 21 (ATA) - By Keida Kostreci: On Tuesday afternoon, the first ten bodies were recovered from the Albanian vessel that sank in Otranto Channel seven months ago, sources from the port of Brindisi told ATA Tuesday evening.

    "The bodies were in the bridge of the ship, in a good state taking into account the fact that people expected to see only their skeletons," Giuseppe Baffa, attorney for the victim's relatives, said to ATA.

    He added that there are good chances to recognize the bodies and that many pieces from their clothes have been preserved.

    "Work for the recovery of other bodies who are belowdecks will continue tomorrow," said Baffa.

    "By tomorrow all other bodies will be recovered," added the attorney.

    Parts of the victims' faces are mostly damaged.

    The doctors are writing down respective signs for all the victims recovered.

    So far, the bodies have been filmed, photographed and their clothes described.

    The Kater I Rades boat was towed back to shore on Tuesday at about 5 p.m. in the port of Brindisi.

    TIRANE, Oct 21 (ATA) - By N Mano: On Tuesday Albakri signed a memorandum of understanding with the Canadian company NEBEX.

    The Memorandum determines the guidelines of the long-term co- operation of the Canadian company with Albanian Albaker for copper ore searches.

    Two copper bearing sources, one in Munelle and another in Lak-Rrosh, will be the spots where the company will start searches for the mineral.

    The first stage will need an investment of about 3 million dollars and the second stage an investment of nearly 10 million dollars.

    NEBEX is licensed by the Albanian government for searches of minerals such as chrome, gold and copper in the Albanian northeastern zones.

    The Memorandum of Understanding was signed by the director of Albaker, Frederik Perdoci and the NERBEX president Greg Mosher in the presence of Albania's Minister of Public Economy and Privatization, Ylli Bufi. kei/xh/k

    [15] GJINUSHI AND DOKLE THANK ITALY FOR ENGAGEMENT IN OTRANTO EVENT

    TIRANE, OCT.21 (ATA)-Speaker of Albanian Parliament Skender Gjinushi and deputy speaker Namik Dokle on Tuesday conveyed to the Italian government, through its ambassador in Tirana, Marcello Spatafora, thanks from the deputies of Albanian parliament and all Albanians for its dignified handling of the tragic event of the Otranto Channel.

    "The maximum engagement of the Italian state in such a human operation shows the spiritual closeness of our two countries also in the most difficult days of our history".

    "The day of receiving the dead bodies of the innocent victims will be the most painful one ever experienced in our country," Gjinushi said.

    Ambassador Spatafora expressed expressed the hope that this week will be turned into the Italian-Albanian week and that the people and the victims' families will consider this engagement as an expression of the highest level cooperation between the governments of the two countries.

    Further on, the Italian ambassador reaffirmed the personal commitment of Prime Minister Romano Prodi and Foreign Minister Lamberto Dini to resolve the issue of the Otranto tragedy.

    "The unique operation of recovering the refugee boat from 800 metres of sea depth and which is expected to cost eight billion lire expresses the maximum will of the Italian state to investigate the incident," the Italian ambassador said.

    In the tragic event of the Otranto Channel on March 28 of this year, 83 Albanian citizens, mostly women and children, lost their lives, following a collision of the Albanian boat Kater I Rades with the Italian corvette, Sibilla. s.s/kei/lm/k

    [16] ANOTHER CHARGE AGAINST FORMER PRESIDENT BERISHA'S BODYGUARD

    TIRANE, Oct 21 (ATA) - By Th Thanasi: In addition to the charge for having beaten the chairman of the National Unity Party, the first bodyguard of former President Sali Berisha will face the charge for illegal possession of arms.

    The pistol TT with two cartridge clips and the activated defensive grenade he had in the moment he was arrested sufficed for the new charge for Izet Haxhia.

    His claim that he held the arms with permission since he was officer in the Guard of the Republic, were found groundless.

    "Haxhia is not a member of the Guard," deputy director of the Tirane Police Department, Hasan Ahmetaj told ATA on the basis of verifications made for the issue.

    It was hard for police to arrest Haxhia because he was being sheltered in the house of a DP deputy and moved with his car.

    "The laws for the immunity of a deputy made difficult the procedure for Haxhia's arrest on the part of police," said Ahmetaj. ake/kei/xh/k

    [17] ALBANIA'S PRESIDENT TO GO TO ITALY ON AN OFFICIAL VISIT

    TIRANE, OCT 21 (ATA) - Albanian President Rexhep Meidani will go on an official visit to Italy on October 22 at the invitation of the President of the Italian Republic, Oscar Luiggi Scalfaro.

    President Meidani will be accompanied by the State Secretary for Euro- Atlantic Integration, Maqo Lakrori, his political adviser, Prec Zogaj, the Mayor of Tirane, Albert Brojka, ATA General Director, Frrok Cupi.

    President Meidani is expected to meet with Italian President Scalfaro, with the Senate president, Violante, and other senior officials.

    The Albanian delegation will also attend the inauguration ceremony of an exhibition of the great Albanian painter, Ibrahim Kodra.

    On Thursday the Albanian delegation is expected to meet with His Holiness, Pope John Paul 2.

    The two-day-visit to Italy is the first that President Meidani makes to a foreign country invited by one of his counterparts. ake/kei/xh/k
