  • [01] RENOWNED ALBANIAN PUBLICIST AND DIPLOMAT JAVER MALO DIES

    TIRANE, AUGUST 30 (ATA) - Javer Malo, renowned publicist, career diplomat, well-known writer and essayist died in Tirane yesterday.

    Javer Malo was born in Delvine. He has studied journalism in Moscow and Paris. Javer Malo has been one of the first journalists of the after World War Two period.

    During the years 1960-1956 he was Albania's attache of culture in Paris.

    In 1956 he came back to Tirana and worked as a journalist.

    He has mainly written features and travelling notes for Albania, former Soviet Union, Poland, France, Italy, Germany.

    In 1967-1975 he was Albania's ambassador in France.

    The Albanian diplomat, Javer Malo, has been highly estimated by the circles of the French diplomacy.

    From 1975 until the end of his working career he was the Chairman of the Albanian Committee for the International Relations.

    Javer Malo, experts of several foreign languages, is also author of some books with notes for journalism, diplomacy, art and culture.

    He published recently the book with notes "Paris '67- '75". /l.gj/kled/xh/mt/sh/

    [02] POLICE OF VLORE DETAIN FIVE CITIZENS

    VLORE, 31 (ATA) - By H Koci: The police of Vlore arrested on Saturday five persons, suspected to be members of the gang of Gaxhai (Gazmend Braka), known recently as perpetrator of many crimes in this district.

    Detained are Robert Doraka, Armando Sulejmani, Sokol Sinomati, Viron Goga and Edmond Lekaj. /s.sh/kled/mt/sh/

    [03] THREE-YEAR MEMORANDUM OF ALBANIA WITH IMF TO BE SIGNED IN FIRST THREE MONTHS OF 1998

    TIRANA, AUG 31 (ATA) - By A Gjata: The three-year memorandum ESAF-2 between the International Monetary Fund (IMF) and Albanian government will be signed during the first three months of the next year, Albania's PM, Fatos Nano, confirmed on Saturday.

    The experts of IMF have had meetings since several days with senior officials of the Albanian finances and have closely observed the functioning of the tax system. The IMF experts have suggested drafting of a detailed program regarding the economic and financial policies of the Albanian government.

    According to the Albanian specialists and the IMF experts, this program will provide putting under control of the situation of the budget deficit, of inflation and macro-economic indexes, which became worse due to the recent crisis.

    The main elements of this program are the improvement of the taxes' collection system, as well as other taxes and custom duties, and the reduction of the expenses, financed by the inner sources to lower the budget deficit./kled/mt/sh/

    [04] APPEAL OF RELIGIOUS COMMUNITIES FOR PEACE AND UNDERSTANDING

    SHKODER, AUG 31 (ATA) - By Myfit Malja: Three religious communities in the district of Shkoder, Northwestern Albania, organized on Friday and Saturday activities, calling for peace and understanding.

    The problems faced by the inhabitants of the town after the turmoil over past months were treated in the scientific conference, launched on the second day of these activities in the theatre hall "Migjeni."

    Attending these activities were also the prefect of Shkoder, Gezim Podgorica, leaders of local government, and others. /a.ke/kled/mt/sh/

    KORCE, AUG 31 (ATA) - By B Fejzullaj: According to the spokesman of the police department in Korce, only during Friday and Saturday were handed in 15 light machine guns, 2 heavy machine guns, 1 flamethrower, 115 grenades of various kinds, 78 machine guns and more than 36 000 cartridges. /s.sh/kled/mt/sh/

    [07] 3510 WEAPONS HANDED IN VOLUNTARILY WITHIN TEN DAYS - Tirana

    TIRANA, AUG 31 (ATA) - By S Sharrexhi: Some 3 510 of various kinds have been handed in voluntarily by the inhabitants of Tirana since August 21, when the order of the Interior Minister was issued.

    "In the weapons surrendered willingly are included 169 light and heavy machine guns, 1 182 machine guns, 2 110 rifles and 49 pistols," said the director of the Tirana Police Department, Pashk Tusha, without mentioning 1 070 hand grenades of various kinds, some 365 000 cartridges, explosive matter and others.

    The largest quantity of armament has been handed over in the police commissariat no. 4 which covers the territory of villages. According to Tusha, this quantity is some 90 per cent of weapons and ammunition gathered and handed in so far. /s.sh/kled/mt/sh/

    [08] SURRENDERING OF WEAPONS CONTINUES IN TEPELENE

    TEPELENE, AUG 31 (ATA) - By H Cani: Sources from the police commissariat of Tepelene report that on Friday and Saturday the peasants of Veliqot, Peshtan and Mezhgoran handed over in this commissariat 126 automatic rifles, 8 heavy and light machine guns, 2 flamethrowers, some cases with defensive grenades, 100 000 cartridges of various kinds and 64 kg of TNT. /a.ke/kled/mt/sh/

    [09] ALBANIAN GOVERNMENT TO START OPERATING PLAN FOR CONSOLIDATION OF FISCAL SYSTEM ON OCTOBER 1 - Nano

    TIRANA, AUG 31 (ATA) - By A Gjata: Albania's Prime Minister Fatos Nano said on Saturday that on the basis of the recommendations of the International Monetary Fund (IMF), the Albanian government will start an operating plan for the consolidation of the fiscal system from October 1.

    According to him, from October 1 this year, the percentage of tax on VAT (Valued Added Tax) will be increased by 12.5 %, somewhere between the interval 18-22 per cent, which is at the same level will all the Eastern countries, that carry out accelerated reforms of the market economy.

    From October 1, in order to increase the incomes, the price-ceiling for the by-products of petrol will be also raised, as well as the excise for tobacco and spirits.

    Another measure will be the increase of the percentage of the income tax from the rents and the annulment of expulsion from custom duties and VAT for several goods which are not considered as emergent.

    "We will be careful for a package of main food articles in order not to bring an irresistible increase of expenses of the family budgets," said Nano. /kled/mt/sh/

    [10] ALBANIAN PRESIDENT CALLS AGAIN ON ARBNORI TO ACCEPT HIS INVITATION TO WORK TOGETHER

    TIRANA, AUG 31 (ATA) - Albania's President Rexhep Meidani called once again on the former Speaker Pjeter Arbnori to accept his invitation to work together, so that media and the whole Albanian society move unshakeable forward to the road of democratization, President's press and information office reports.

    Spurred by a letter, received on Sunday by the Chairman of the French Assembly, Laurent Fabius, which expressed the concern for the health situation of Arbnori, the question of the freedom of expression, as well as the solution and putting an end to this strike, President Meidani conveyed once again to Arbnori his concern regarding the health situation and called on him to accept his invitation.

    "Expressing his understanding for all the concerns and estimations of Arbnori, President Meidani observed that he shared the same concern and appreciation regarding the question and the fate of the striker himself, which were made public in his letter sent to the former Speaker of the People's Assembly," concludes the spokesman of the President.

    Albania's President Rexhep Meidani sent a letter to Arbnori on Thursday, asking him to interrupt the strike.

    Arbnori (sentenced by the communist regime with 28 years in jail) has staged this unlimited strike to protest against the Albanian Radio Television (RTSH), which has not broadcasted completely the proceedings of the plenary session of August 20.

    "The presidency and the chairmen of the parliamentary groups had agreed to broadcast the full sitting in the Television, but the cameramen were not allowed to shoot," declared Arbnori before staging the strike. /s.sh/kled/mt/
