  • [01] ONE KILLED, 7 HURT LAST NIGHT IN ELBASAN

    ELBASAN, AUG 30 (ATA) - By P Zekthi: The circumstances of the grave event, which occurred late on Friday in the town of Elbasan, were uncovered. The chief of police commissariat no 1 in this district, Agron Roka, reported to ATA that in a bid to avoid the continuation of the conflict and detain the authors of the massacre, four policemen were injured, among them even the newly elected chief of order, Refat Shkembi, 40. Also, the special forces of this commissariat arrested one of the wanted persons. Meanwhile, the person who died last night at the beginning of the confrontation between two rival groups is identified as Gezim Lici, 22. The policeman Ilir Hysi is in serious situation and was sent to the military hospital of Tirana on Friday midnight.

    The conflict started on Thursday at 19:15 in a billiard-club of the town, where due to a clash between two rival groups (the causes are not made known yet) Lici was killed and several others were hurt. Police went immediately to the place and ran after an "Audi" car with Italian number plate, inside which were the suspected of the murder.

    Eye witnesses confessed that due to the fire exchange, two other persons from Peqin might have been killed. /jz/mt/k

    [02] PHARE PROGRAMME TO HELP RESTRUCTURE CUSTOMS

    TIRANA, AUGUST 30 (ATA)- By N. Mano, One of the main objectives of the customs general department is to make the customs fully active.

    The damages to this sector are estimated at about three million dollars both in infrastructure and facilities.

    The emergency measures include short and long term solutions.

    The Tirana customs has been fully reconstructed thanks to the contribution of the private subjects worth two million leks.

    Meanwhile some 5,5 million leks have as well been spent for the full operation of the Durres and Vlore customs.

    "In the context of the PHARE programme, infrastructure and facilities in the border customs will be improved. Some 1,3 million ECU are at the disposal of the Kakavija customs, which will begin restructuring by the beginning of September," the chairman of the Investment sector, Edmond Osmanlli, told ATA.

    "The Border Crossing", part of the PHARE programme, worth 1,5 million ecu, has prepared the technical file for the Kapshtice customs, which plans extension, parking construction, infrastructure improvement, and facilities to check arms and drug trafficking."

    "The Qafe-Thane customs suffered a damage of 750 000 dollars.

    "According to the negotiations all chances exist for the U.S. government be the donor for this customs point through UNDP," Mr. Osmanlli says. pas/lm/sh/

    [03] INSIG ADMINISTRATIVE COUNCIL ACCORDS $ 140 000 TO INTERIOR MINISTRY

    TIRANA, AUGUST 30 (ATA)-By A. Keko, The INSIG administrative council has decided to accord to the Interior Ministry 140 000 dollars for the fight against crime, the INSIG director, Sherif Bundo, said at a meeting with Interior Minister Neritan Ceka and the ministry's leading staff.

    This amount will be used for the intensification and institutionalisation of a more fruitful cooperation between the Interior Ministry and INSIG.

    The INSIG leading officials stressed that alongside this contribution, they are also ready to cooperate with the Border Department for the computerisation of the border crossing points. a.ke/kled/lm/sh/

    [04] RADIO TRANSMITTING AND RECEIVING SETS FOR ALBANIAN POLICE - Western European Union

    TIRANE, AUGUST 30 (ATA) - A considerable amount of radio transmitting and receiving sets were donated to Albanian police yesterday. The value of the donation by the Mission for Police of the Western European Union operating in Albania, is estimated at 60 thousand dollars.

    Present in the ceremony held in the Albanian Interior Ministry yesterday were officials of EU and OSCE Office in Albania. kle/xh/sh/

    TIRANA, AUG 30 (ATA) - Zeri i Popullit carries the editorial which says that the time of broadcasting the news edition in the national Television cannot be divided only among the parties. Another article regarding the same issue says that the journalists of TV are asking help to the international associations, because their professional freedom is censured. Another article reports that in the round table initiated by DP on the changes in the status of TV, Berisha failed again. The paper publishes a message of greetings of the French President Jospin addressed to Premier Nano under the title "You have also the support of France." In the article entitled "Selami (former leader of DP) or Berisha (current leader of democrats) (!) the paper reports that strong clashes are expected in the current Assembly of DP for the post of the party chairman.

    Rilindja Demokratike publishes the editorial "Savings - property of socialists," which says that who hopes to take the money from the collapsed firms, can ask for them in the headquarters of SP from where the administrator in chief and the governor of bank come. The paper reports that upon an invitation of the President of the French Senate Monory, Berisha will visit France. Another article says that the life of Arbnori is in danger on the tenth day of his hunger strike. The paper carries the article entitled "Marshall plan: Nano continues to cheat," as well as the article "Emigrants: Nano brought us back."

    In the editorial entitled "The Marshall Plan laughs and cries," Republika reports that the Albanians need a Marshall plan to reconcile with one another. The paper carries the article "The yesterday table of DP without success," as well as an interview of the Republican leader Godo on this issue under the title "To negotiate is never a failure." In the article "Pashko - zero level," the paper asks why a ghost economist comes from America to manage the Albanian economy.

    Rilindja writes with regard to the news conference of Kosova President under the title "Independence is ideal and reality which needs international recognition."

    Koha Jone carries the editorial "Reunion, now very late", regarding the problem of different groupings inside DP." On the first page the paper reports "The crime, 80 % of police under accusation." The paper also publishes a correspondence of Luniku (former governor of Bank) with former Premier Meksi regarding the question of loan-taking. With regard to the question of emigrants, the paper publishes the article "Italy, first the money, then the refugees." The paper carries the article "Unforgivable lethargy of rightists," and the article "We will go to Hague and Strasbourg" (regarding the protests of monarchists on the referendum). "Smuggling of cigarettes, the cancer of Albania," reports the paper on the sixth page.

    Albania publishes the article "The Marshall Plan, signed by Meksi." The paper also carries the article "The president of the French senate warns the Albanian state: The conditions to the opposition - unacceptable." In another article it is said that the stay of Albanian refugees in Italy will be not postponed to 6 months. The paper carries the article "The Supreme Court of Justice returned to 1985." In an article regarding loan-taking companies, the paper reports that Vefa will bring the government to court.

    Dita carries the editorial "A lucrative mine." The paper reports on a motion of no-confidence for the chairman of the National Front from several members of this party.

    Gazeta Shqiptare carries the article "Usuries, the truth on Berisha." Berisha is never called by the prosecutor regarding usuries," reports the paper. /jz/mt/k

    [06] DEPUTIES AGOLLI AND BLUSHI VISIT FORMER SPEAKER IN HUNGER STRIKE

    TIRANA, AUG 30 (ATA) - By Aurel Simoni: The deputies Dritero Agolli (SP) and Kico Blushi (SDP) visited on Friday before noon the DP deputy Pjeter Arbnori who is in hunger strike since ten days.

    The writers Agolli and Blushi were interested about the health situation of former Speaker of the Parliament, Pjeter Arbnori, who is also a writer and wished the problem be solved as soon as possible through understanding.

    This is the second visit that senior officials pay to Arbnori. Pandeli Majko, chairman of the SP group, went to see Arbnori on the second day of his strike. He told the democrat to come out of the strike.

    Albania's President Rexhep Meidani sent a letter to Arbnori on Thursday, asking him to interrupt the strike.

    Arbnori (sentenced by the communist regime with 28 years in jail) has staged this strike to protest against the Albanian Radio Television (RTSH), which has not broadcasted the proceedings of the plenary session of August 20 completely.

    "The presidency and the chairmen of the parliamentary groups had agreed to broadcast the full sitting in the Television, but the cameramen were not allowed to shoot," declared Arbnori before staging the strike. /a.ke/kei/mt/k

    [07] ITALIAN ENTREPRENEURS ASK INVOLVEMENT IN "MARSHALL PLAN"

    TIRANA, AUG 30 (ATA) - By A Gjata: The Italian businessmen, whose economic activity was damaged early this year, asked to be involved in the "Marshall Plan" for Albania.

    Luigi Fabbri, President of the Italian entrepreneurs in Albania, declared that the only realistic solution for the problem of the Albanian refugees is the restoration of order and tranquility in the country and the economic restitution.

    "The problem of refugees will not be solved if acceptable living conditions are not created", writes the report of the committee of the Italian entrepreneurs.

    According to them, the majority of the Italian businessmen continue to work, but they ask help to face the damages during the time of turmoil to open up new jobs for the Albanians.

    In the meetings held in Tirana and southern town of Lece, most of 400 entrepreneurs, which according to them had employed some 100 000 Albanians, stressed that 150-200 milliard lire lost during riots early this year. /jz/mt/k

    [08] OSCE AND ODIHR TO ASSIST IN REALISING ALBANIAN GOVERNMENT PRIORITIES

    TIRANA, AUGUST 30 (ATA)- The OSCE resident representative in Tirana, ambassador Herbert Grubmayer, assured Prime Minister Nano of OSCE and ODIHR commitment to an all round assistance and support for the realisation of the priorities of the new Albanian Government, also including the drafting of the constitution.

    In today's meeting Grubmayer appreciated the exchange of letters between former chancellor Frantz Vranitcky and the Albanian government, the latter's concern in the Media, in which some demand of former-parliament speaker Arbnori finds a rational solution, the measures being taken by the RTV Steering Committee and many other important directions.

    Nano told Grubmayer that his Government is open, welcomes every opinion, even observation by the international organisations, "as a precious assistance in legally and practically amending anomalies, anti-democratic actions and deformations inherited by the previous governing." kled/lm/sh/

    [09] ALBANIA AND GREECE TO SIGN COOPERATION AGREEMENT ON ENVIRONMENT AND PUBLIC PROJECTS

    TIRANA, AUGUST 30 (ATA)-Albania and Greece are expected to sign a cooperation agreement on environment and public projects.

    Minister of Environment, Citizen Planning and Public Projects of Greece, Kostas Laliotis, asked yesterday from the Albanian Minister of Public Affairs and Transport, Gaqo Apostoli, the creation of a joint commission on environment and public projects, sources of the Albanian embassy in Athens say.

    Mr. Laliotis suggested that the commission should meet in two months and sign the agreement of cooperation on environment and public projects. "It is our duty to help the Albanian economy," Laliotis said.

    Apostoli, who is on a working visit to Greece, invited the Greek government and firms to take part in the construction projects in Albania.

    Two road junctions are planned to be built as well as the Adriatic-Ion corridor, Laliotis said, adding that Greece will use its presence in the European Union to help find financial sources for the realisation of construction projects in Albania.

    Laliotis confirmed his near visit to Albania, together with Greek powerful firms, and the signing of the respective agreements in construction. kled/lm/sh/

    [10] HIGH COURT AGREED ON THE CHANGE OF THE HIGH COUNCIL OF JUSTICE - President's Headquarters

    TIRANE, AUGUST 30 (ATA) - By Arban Hasani: The debate on the law of the High Council of Justice is likely to have not ended with its approval in the Parliament and decreeing by the President.

    After the reaction by the chairman of the High Court, Avni Shehu, against President's Meidani initiative and the approved law, the judicial adviser of the President, Theodhori Sollaku explained that before undertaking the legislative initiative for the amendment to the constitutional law, the President had made numerous consultations also with the chairman of the High Court, Avni Shehu, who had welcomed the the President's initiative for the necessary legal changes.

    Mr Shehu has declared in today's press that he has never been asked about this question by the head of state.

    The President's judicial adviser said in an interview with ATA that according to the constitutional law in force, members of the judiciaries are not only the judges but also the prosecutors, therefore there is not any basis for the judges to feel superior.

    The High Council of Justice has had less judges than is envisaged for the new Council which will be created soon.The judges and prosecutors in the Council will consist 2/3 of the members, the rest will be the advocates and professors of justice," said Sollaku.

    "The right of the Parliament to name a part of the members of the High Council of Justice does not mean that judiciary will be placed under political domination," said Sollaku in reply to the question if there was any possibility that with the new law the judiciary would be put under complete control of the politics.

    On August 27 the Albanian Parliament adopted amendments to the transitional constitution related to the election of the High Council of Justice. The parliamentary groups supported the President's proposal, except the DP group, which opposed it.

    The new structure of the High Council of Justice, proposed by the President with changes by Parliament's Legal Committee, will have 9 members, three elected by judges, two by prosecutors and four by the Parliament.

    [11] ALBANIAN GOVERNMENT WILL GUARANTEE A FREE AND INDEPENDENT MEDIA OF EUROPEAN STANDARDS

    TIRANE, AUGUST 30 (ATA) - The Albanian Government will guarantee a free and independent media of European standards, today declared through a press release Albanian Prime Minister Fatos Nano, voicing his concern over the hunger strike of DP deputy, Pjeter Arbnori who demands that his party has one third of the air space in new hours in Television.

    Prime Minister Nano and his cabinet have been consulted with international organizations such as OSCE, the Council of Europe, the European Union, international non government organizations for the freedom of speech about the reason for the strike and the request presented for it. These organizations have suggested Government Nano that the only solution to bar the way to the information darkness and violation of the democratic principles that lead the media is the elimination of all destructive practices and anti-democratic and discriminating rules inherited from the previous regime, writes the press release. It adds that "the Democratic Party placed media under its full control and by law it terrorized the free Albanian press and reporters."

    The Albanian Government is working to prepare the legal frame for the transformation of the Albanian Radio and Television into a public Radio and Television. It is working to improve the Law on the Press and is reviewing all the fiscal and customs house systems regarding the press, says the press release of the PM's spokesman.

    "The chairman of the SPA and Prime Minister, Fatos Nano, invites once more Mr Arbnori to interrupt the hunger strike, welcoming Arbnori in his office to encourage together the recovery of European civil institutions, economy and society in Albania," ends the press release. ake/kled/xh/sh/

    [12] SWISS GOVERNMENT IS AMONG MAIN DONORS OF ENERGY AND TELECOMMUNICATION PROJECTS IN ALBANIA

    TIRANE, AUGUST 30 (ATA) - By M Nano: The Swiss Government is among the main donors of the projects which are linked with the development of electro-energy and telecommunication in Albania, was said in the meetings of the Minister of Public Labour and Privatization, Ylli Bufi, with representatives of the Federal Department of Public Economy and the European Bank for Reconstruction and Development in Switzerland.

    Over the two-day-visit to that country, the Albanian Minister, accompanied by the Swiss Ambassador in Tirane, Tomas Feller, also met with the State Secretary in the Department of Public Economy, Franz Blakart, and with the Federal adviser, Moris Leueberger.

    Minister Bufi and the delegation accompanying him visited the production premises of the Suzer group which produces machineries and equipment for hydro projects and heat-power stations. The group will produce the necessary equipment for the rehabilitation of the hydro-poer station of Fierze, in Albania. kled/xh/
