  • [01] ROAD ACCIDENT IN ELBASAN: THREE KILLED, ONE HURT

    ELBASAN, AUG 26 (ATA) - By P Zekthi: Three people died and another was injured on Monday morning due to a grave road accident in the center of Elbasan.

    The driver of a "Alf Romeo," lost the control and hit the passers-by, the director of the Police Department, Vasil Cela, told ATA, who added that after the accident, the persons who were inside the car fled away.

    The police detained on the same day the brother Totila and Altin Koci, who are thought to be the authors of the accident. During the search in their houses were found a Kallashnikov machine gun and a heavy machine gun. /s.sh/jz/mt/sh/

    [02] POLICE SEQUESTRATE 2 TON TNT IN KUKES

    KUKES, AUG 26 (ATA) - By R Hoxha: Due to the controls exercised recently in the district of Kukes (Northeastern Albania), some 2 ton TNT have been sequestrated and 6 fire weapons were detained," the chief of police commissariat, Ylber Duraku, told ATA.

    The police have established roadblocks in the axes of the road Kukes-Tirana, Kukes-Morine and Kukes-Has over the last 10 days, and have increased the patrols along the streets of the town. The police managed to eliminate 2 dangerous gangs of the district. /a.ke/jz/mt/sh/

    [03] GERMAN STATE BANK KFW - FRANKFORT TO BOOST ACTIVITY IN ALBANIA

    TIRANA, AUG 26 (ATA) - By A Gjata: The German state bank KFW-Frankfort will boost its activity," declared on Monday during a two-day visit in Tirana, Dr Manfred Schuler, its co-president.

    The Bank KFW-Frankfort, present in Albania since 1989 with the first capital of 3 million DM, after an interruption for two years, returned again in 1992 and continues its activity even today. All the economic agreements between the Albanian Government and the German Government have become concrete through the financing of this Bank.

    There are 28 projects worth 283 million DM to be financed by this bank. Actually there are signed accords for projects worth 169 million DM, of which 106.1 million DM have been reimbursed, or 63 per cent of the funds. One of the most important projects, financed by the German Bank, are the reconstruction of the Rinas airport, worth 48 million DM, and several aqueducts./jz/mt/sh/

    [04] NEW GERMAN BANK SOON IN ALBANIA

    TIRANA, AUG 26 (ATA) - By A Gjata: The official visit of Manfred Schuler, co-president of the German Bank for Reconstruction and Development (KFW-FRankfort) in Tirana, opened the green light to the opening soon of a German Bank in Albania.

    The establishment of the Bank for the financing of enterprises and their development (FEFAD-Bank) has its basis on the existing foundation with the same name. FEFAD has used 10 million DM so far, out of which 3 millions were free of charge for technical cooperation. Some other 10 million DM are ready as the first capital to open the bank. /jz/mt/Z/

    TIRANA, AUG 26 (ATA) - Under the title "Professional management and in partnership with the senior officials," Zeri i Popullit covers the meeting of PM Fatos Nano with the newly elected deputy ministers. "The file of crime is opened again," writes the paper regarding the yesterday interpellation of the Albanian Interior Minister, Neritan Ceka, in the parliament. "The party of Berisha accepts that is armed," underlines the paper.

    "Serious engagement of IMF for the restitution of the Albanian economy," reports the paper on the second page, regarding the meeting of Premier Nano with IMF representatives.

    "The intrigue of Berisha against Rome fails," is another article published by the paper.

    "Zeri..." convenes the generations....," reports the paper, regarding the 55th anniversary of the paper, celebrated on Monday in Tirana.

    "Ceka: DP out of law," reports Rilindja Demokratike. "Today 7 days in hunger strike," reports the paper regarding the strike of the former speaker, Pjeter Arbnori. The paper carries an interview with Arbnori under the title "They threatened to pull me out of the strike violently." "The motion against the DP leader confuted," the paper writes under the title "We have not made any motion against DP."

    The paper covers the new conference of DP leader, Sali Berisha, under the title "The Arbnori amendment against the censorship."

    "The game with two goals of Nano with the refugees," is another article of the paper on the fifth page. "Prime Minister Prodi and the Italian political forces denounce the irresponsibility of the 'Nano 3' government with regard to the statement on the deportation of the Albanian emigrants upon conditions," reports the paper.

    The requests of Arbnori perpetuate the imprisonment of television information," is the editorial of Republika. "The U.S. attorney gives the verdict to VEFA," reports the paper under the title "The U.S. attorney: Vefa should live." "The Albanians need businesses, and not bombs and bunkers," underlines the paper. "Ceka: Memia is a specialist of gangs," underlines the paper, regarding the interpellation of the Interior Minister in parliament.

    The paper covers the news conference of DP leader Sali Berisha under the title "Arbnori, this white Mandela of Europe."

    "The government with the DP ambassadors," is the editorial of Koha Jone. "The foreign policy, expressed in the program of the new government, has essential changes in some main aspects and this asks Albania be represented in the foreign world with new people," says the editorial. "Ceka: The armed DP a shame," writes the paper regarding the interpellation of Interior Minister Ceka in parliament. "The emigration, a rope outside the grave...", reports the paper on the third page.

    "Macedonian massacre: The blood appeals," writes the paper with regard to the killing of two Albanian youths two days ago in the border with Macedonia.

    "The bank, the case of the Party-State," reports Albania paper. "In the unrestrained revenge, the newly government members are engaged to topple the laws and legal basis of the new institutions," reports the paper.

    "The gunman Zani, between Prodi and Nano," is the editorial of the paper. "The fearful shadow of the Albania's chief gunman who appears in the neighbouring country, has put into motion not only the Italian administration, responsible for the order and security, but also the Italian policy," says the editorial.

    "After the invitation of the Albanian publishers to hold meeting, Nano shows the door to the press," reports the paper. Under the title "Divided screen or escalation of strikes," the paper covers the news conference of the DP leader, Sali Berisha.

    The President of Kosova, Ibrahim Rugova, met with the a delegation of the students of the Prishtina University," writes Rilindja paper. The paper also carries an interview with the former Speaker, Pjeter Arbnori (DP deputy) in the hunger strike, under the title "The man has the freedom in its heart, in its mind." "Hatred and fear against the flag - hatred against the nation," is another article of the paper.

    "Italy: The Albanian on the sea," reports Dita. "Nano thanks Prodi, but threatening signals come from Rome against the Albanian government," reports the paper. "Italy continues to be swept by the wave of polemics between the political groupings regarding the issue of the Albanian emigrants of recent months," reports the paper under the title "Italy, the Albanian refugees and the tranquility of Greece." "The state budget, the first test of IMF," reports the paper.

    Gazeta Shqiptare under the title "The special forces leave, the terror comes." "When the socialists came to power, the first thing they really thought about was the establishment of a new administration, different from that of 4 years ago," says the editorial of the paper. The paper also publishes an interview with the former chief of SHIK under the title "My dismiss? Nano intervened at Meidani." /kled/mt/Z/

    [06] GERMAN KFW READY TO RESUME PROJECTS WITH ALBANIA

    TIRANE, AUGUST 26 (ATA) - CO-president of the German Bank for Reconstruction and Development (KFW) Manfred Schuler confirmed during a meeting on Tuesday with the Albanian Prime Minister, Fatos Nano, the readiness of KFW for an immediate resumption of the existing projects with Albania and the beginning of new programs.

    "Our visit only three weeks after the creation of the new coalition government was not spontaneous but an expression of the readiness to resume and continue, this time in greater dimensions, the cooperation with Albania to help it overcome its crisis and realise its economic recovery," said Mr. Schuler.

    During the meeting, which was also attended by Kastriot Islami, Minister of State, Mr. Nano said that the Albanian Government is working to draft and realise new qualitative programs.

    He added that the Government it adopting measures to create the necessary facilities for foreign investors to come to Albania. kei/xh/k

    [07] GERMAN KFW TO ASSIST ALBANIAN HEALTH SECTOR

    TIRANE, AUGUST 26 (ATA) - By S Sharrexhi:The projects of the German Bank for Reconstruction and Development (KFW) for three cities in Albania, suspended since unrest started in this country, will continue to be realised,said Albanian Minister of Health and Environment Leonard Solis in a meeting with a KFW delegation, on Tuesday.

    "All conditions have been created for these projects to continue," said Solis, adding that he had asked assistance for the construction of the collectors and the plant for the treatment of Pogradec sewage that flow into Lake Ohrid for which KFW has a project.

    CO-president of this Bank, Mr. Schuler, voiced the readiness to assist in this project. ssh/kei/xh/k

    [08] SPIRITUAL AID OF RELIGIOUS BELIEFS IMPORTANT IN MORAL UPLIFT - Meidani

    TIRANA, AUGUST 26 (ATA)- President of Albania Rexhep Meidani said Tuesday that the spiritual aid of the catholic church and of all the other beliefs in the country's moral uplift has been very important for the climate of peace and understanding.

    He said that this climate so much desired by the people is often misused by the politicians.

    "The role of religion in the people's spiritual purification and enhancement and in keeping people from taking justice in their own hands is a great help for the whole society," Meidani said at a meeting Tuesday with the chairman of the Bishopric Conference of Albania and Arch-bishop of Durres and Tirana, Monsignor Rrok Mirdita.

    Mirdita evaluated the president's stand towards the messages of peace, reconciliation and spiritual reconciliation and purity, apart from the daily problems, as a further inspiration.

    [09] POLICE INTERCEPT 29 ILLEGAL EMIGRANTS IN VLORE

    VLORE, AUGUST 26 (ATA)-By H.Koci, The Vlore police intercepted last night 29 persons who were preparing to illegally cross into Italy, according to sources of the district Police Department.

    Today, the illegal emigrants were sent back to the district they had come from.

    The Vlore police, in cooperation with the special forces, intercepted the illegal emigrants in various areas of the Vlore shore. a.ke/kei/lm/k

    [10] LAW COMMISSION ACCEPTS CHANGES PROPOSED BY PRESIDENT MEIDANI ON SUPREME COUNCIL OF JUSTICE

    TIRANA, AUGUST 26 (ATA)-By Aurel Simoni, The parliamentary law commission generally accepted on Tuesday the initiative of the President of the Republic on changes to the constitutional provisions regarding the High Council of Justice.

    Meidani proposed that the Council of Justice has nine members, three of whom be elected by the lawyers' meeting, three by the prosecutors' meeting and three by the People's Assembly.

    According to the existing law, this council is composed of nine members, who are elected by 12 elected people.

    "This way is an absurdity", the SP Secretary General and chairman of the SP parliamentary group, Pandeli Majko, said, thus expressing agreement with President Meidani.

    The commission decided at its meeting that the Council be made up of three members from the lawyers, two from the prosecutors and four from Parliament. a.ke/kei/lm/k

    [11] ALBANIAN, ITALIAN GOVERNMENTS HAVE VERY GOOD RELATIONS- Milo

    TIRANA, AUGUST 26 (ATA)-By Arban Hasani, Albanian Foreign Minister Paskal Milo said Tuesday that the Albanian and Italian governments have very good relations.

    "Tirana and Rome have normal relations and the two governments enjoy a perfect cooperation," Milo said.

    According to Italian Foreign Minister Lamberto Dini, the chances of delaying the stay of Albanian emigrants in Italy are many.

    "Italy cannot take a decision to load 10 000 people on ships and land them in the Albanian shores," Dini said in Rome this afternoon.

    Milo expressed his belief in the solution of this problem and attacked the Albanian-Italian media as well as the respective oppositions, which, according to him, speculate about this reality. a.ke/kei/lm/k

    [12] NANO ASKS LEADERS OF PREFECTURES TO RESPECT AUTONOMY OF LOCAL BODIES

    TIRANA, AUGUST 26 (ATA)- Albanian Prime Minister Fatos Nano asked Tuesday from the leaders of prefectures to respect the autonomy of the elected local bodies, based on partnership and cooperation and always conform the laws in force.

    This was the first working meeting of Nano with the prefects and secretaries general of the country's 12 prefectures named several days ago. a.ke/kei/lm/k

    [13] SOCIALISTS REJECT CLAIMS OF PRESIDENT ON STATE CONTROL COMMISSION LAW

    TIRANA, AUGUST 26 (ATA)-By Aurel Simoni, The socialist parliamentary group rejected on Tuesday claims of President of Albania Rexhep Meidani regarding the law of the State Control Commission, which he had referred back to parliament for discussion through a decree.

    During the debate at the parliamentary law commission, the socialists said they did not agree to two of the reasons for which the former socialist President referred the law back to parliament.

    According to the President, the law should not say the chairman of the commission is elected "from the ranks of the opposition", but "not from the ranks of the government coalition".

    "The law should not have a negating, but affirmative character. Therefore we reject the claim of the President of the Republic", Pandeli Majko, SP Secretary General and chairman of the SP parliamentary group told the press regarding this request.

    The socialist deputies also turned down the third point of the presidential decree, through which Mr. Meidani transferred the powers of proposing the chairman of the Control Commission from the President's institution to the Peoples' Assembly.

    While the President has said that this point of the law is against the constitutional provisions, according to the socialist deputies everything is conform these provisions.

    The socialists agreed to the second claim of Meidani, according to whom the law should now also specify the status of the deputy chairmen of the Control Commission, a status which will be the same with that of the chairman.

    According to this status, the deputychairmen will be changed according to legislatures.

    The commission discussed all differences and the jurist of the Presidency also agreed to their solution.

    The law on the Control Commission is thought to be submitted to parliament today. a.ke/kei/lm/k

    [14] NORMALISATION OF LIFE IN ALBANIA, GUARANTEE FOR FOREIGN INVESTMENT - KFW

    TIRANA, AUGUST 26 (ATA)- The high official of the German Bank for Reconstruction and Development (KFW), Manfred Schuler, said Tuesday that the normalisation of the economic life in the country, also based on the IMF and World Bank contribution, is a guarantee for foreign investment and credits to find full space in the Albanian Economy.

    During a meeting with President of Albania Rexhep Meidani, Schuler expressed the commitment to continuing work in Albania.

    For Albania's further opening Mejdani considered indispensable cooperation with the German airline agency "Lufthansa", especially the continuation of work and financing of the Rinas airport construction. a.ke/kei/lm/k
