  • [01] LOCUSTS STORM THE CAPITAL

    TIRANA, JULY 4 (ATA) - By P Shuteriqi: Dense "clouds" of grasshoppers have besieged the district of Tirana during the recent years.

    This insect, which damages the agricultural cultures, has besieged almost all the territory of Albania, the inspector-in-chief of the plant protection sector in the Department of Food and Agriculture, Neki Gorica, told ATA.

    The areas mostly affected by locusts in Tirana are: Vore, Kashar, Vaqar, Ndroq, Berzhite, Petrele, Kames and Zall-Herr.

    Two workshops have been launched with specialists of plants protection, regarding this problem.

    "The work has been focused on those zones where the density is above the average (5 to 10 grasshoppers per square meter), and for this the fund of 1 400 000 leks is being used", explains Gorica. /eva/mt/E

    [02] JUSTICE MINISTER CONCERNED ABOUT YESTERDAY'S MARCH OF ROYALISTS

    TIRANA, JULY 4 (ATA) - By Keida Kostreci: The Albanian Minister of Justice Spartak Ngjela told a press conference on Friday that he is concerned about an armed demonstration of a crowd of monarchists in capital on Thursday and urged the Justice bodies to start immediately investigation on this event.

    He asked that the legal responsibility for yesterday's victims should be found.

    Asked about the statement of Prime Minister Bashkim Fino on the march of monarchists, Ngjela said that it was personal but it had emotional tendencies which sided more on the party than the state.

    Ngjela said that investigations will decide who has exceeded the degree of intensity of their actions, monarchists or police.

    "It is true that PM Fino has threatened me on the phone that he will arrest me, but I see it as a lack of balance and purposeless," he replied to a question.

    "I think that three arms are enough to consider a protest not peaceful," Ngjela added.

    Regarding various party statements on the preliminary results of parliamentary elections and referendum, Ngjela said "Parties have no right to declare partial results. The results should be made public only by the election authority."

    Minister Ngjela is a representative of the Legality Movement party in the National Reconciliation government. eva/ak/E

    [03] PRESS REVIEW

    TIRANA, JULY 4 (ATA) - Today's press covers yesterday's incident in the rally of monachists in Tirana.

    Under the headline "Police shoot at a peaceful rally of monarchists. One killed and five injured", the newspaper Rilindja Demokratike says that "Socialists steeped Tirana in blood." The paper carries in the first page the call of President Berisha who "invites royalists and Albanian Socialists to avoid any kind of conflict until the publication of the referendum's results by the election authority", and a protest of the DP under the title "Political revenge of the SP". The same paper in the second page quoted Leka Zogu as saying immediately after the massacre "We will defend votes by all means."

    Zeri i Popullit says "Tirana - one killed, five wounded - Monarchy shed blood in the capital." It carries the statement of Prime Minister Bashkim Fino under the title "Do not assume responsibility for other illegal actions." The same paper under the title "Police denounce Zogu's supporters in prosecutors' office," carries an interview with the chief of the Police Directorate in Tirana Pashk Tusha on this event. It carries a statement of the German Foreign Minister Klaus Kinkel who is concerned about the incident in Tirana.

    Republika entitles its editorial "Albania faces royal coup." It carries the article "Terror and blood on Leka Zogu's account.

    Albania says in its editorial "Massacre on monarchists." It covers a chronology of the event under the title "Nano steeped Tirana in blood." Under the title "We will continue to resist" the paper carries a statement of the Minister of Royal Court Abedin Mulosmani. Rilindja says "Rally of royalists steeped in blood." It carries the statement of Prime Minister Fino under the title "Remain calm."

    Koha Jone under the headline "Terror on behalf of Monarchy in Tirana, Pretender to the royal throne with bombs in belt attacked election authority headquarters" says " Leka, 'King' who shed blood." The paper entitles its editorial "Leka sinks in the monarchist dream." The same paper reports on the incident in Tirana saying "Bad Wednesday in Tirana."

    Tribuna carries the editorial entitled "Armed conflict starts". In the second and third page the paper carries the event under the title "Bullets against monarchy."

    "Battle in the Boulevard "Deshmoret e Kombit." Monarchists attack election authority headquarters by pistols and automatic weapons" the newspaper Independent says. It covers the event quoting Mulosmani saying "There will be bloodshed."

    Dita says that "After the rally, a law suit was brought against Mulosmani at the prosecutors' office. The paper carries an opinion of the publicist Apollon Bace on the incident under the title "If you smile, it will freeze you in your lips."

    Gazeta Shqiptare covers a chronology on the event under the title "Armed conflict between police and monarchists." eva/ak/E

    [04] FOREIGN EXCHANGE - LEK GAINS POINTS AGAINST OTHER CURRENCIES

    TIRANA, JULY 4 (ATA) - By A. Gjata: In the Tirana foreign exchange the national currency Lek is gaining points against main currencies.

    An increase of its value started on Tuesday when US$1.00 was bought by dealers to 168 Leks in comparison to 180 Leks on Monday. While in the Savings Bank US$ 1.00 was bought to 164 Leks and sold to 173 Leks. eva/ak/E

    [05] NEW INTERIOR MINISTER PRESENTED

    TIRANA, JULY 4 (ATA) - The Prime Minister of the National Reconciliation party, Bashkim Fino and Secretary General of the Council of Ministers, Ekrem Kastrati held a meeting on Friday with leading officials of the Interior Ministry, a spokesman of the ministry said.

    They presented the newly-appointed Interior Minister Ali Kazazi, who has been a member of the National Reconciliation Government on the post of the Secretary of State at the Ministry of Defence. eva/ak/E

    [06] INTERNATIONAL COORDINATORS RETURN TO ALBANIA

    TIRANA, JULY 4 (ATA) - By Eva Allushi: The international coordinator on elections in Albania, Catherine Lalumiere and representative of the parliamentary Council of Europe Russell Johnston will come again in Tirana on a three-day visit on Saturday.

    In the absence of the OSCE special envoy Franz Vranitzky who strongly appealed on Albanian authorities from Vienna, the run-off ballots will be monitored by the European troika.

    International authorities interesting in overcoming the crisis in Albania and urging the end of elections to emerge the country from chaos and anarchy, will oversee the run-off ballots on the ground to draft a final report on the elections.

    Lalumiere and Johnston will consult with the election authorities on the problems they are facing and will visit some polling stations in Tirana and Durres.

    Their schedule foresees a discussion on Monday on final declaration on elections in Albania. eva/ak/E

    [07] OSCE WAITS CONCLUSIONS OF ELECTION AUTHORITY ON RUN-OFF BALLOTS

    TIRANA, JULY 4 (ATA) - By Eva Allushi: The OSCE has committed itself to help launch the run-off ballots next Sunday, but the Central Election Commission should undertake great efforts to publish the results of the election process, an OSCE spokesman said to ATA.

    "If the lists of candidates on run-off ballots will end today, the run-off ballots will be held next Sunday," Mark Smith the OSCE spokesman said adding that everything depends on the election committee.

    Difficulties on transport of reports or differences in regional commission have caused delays in making public the results of the first round of elections.

    The OSCE long-term observers accompanied by Alba forces left for districts where the run-of ballots will be held and they will be followed by the short-term ones.

    "They will be more than one hundred," Smith said.

    Regarding the necessity of the run-off ballots, as an important phase to carry out the electoral process to the end, former Austrian Chancellor Franz Vranitzky issued an appeal on Thursday on Albanian authorities and members of the election commissions "who should carry out their commitments." eva/ak/E

    [08] PARTIAL DATA OF CEC FOR 103 ELECTORAL CONSTITUENCIES

    TIRANA, JULY 4 (ATA) - By Dorian Koca: According to the partial data, processed in the Central Election Commission until July 3 at 22:00, it come out that the Socialist Party has won 53.82 per cent of the votes, and the Democratic Party 24.77 %. After these parties, more distanced are the Legality Movement Party with 3.05 % of the votes, Democratic Alliance with 2.92%, HRUP with 2.84%, SDP with 2.55%, National Front with 2.42, Republican Party with 2.21%.

    According to the so far data from 103 constituencies, many parties have not reached the limit of 2 per cent. Thus, the Christian Democratic Party has won 0.96% of the votes, Social Democratic Union 0.85%, Agrarian Party 0.82%, PDD 0.79%, PBD 0.62%, PLD 0.31%, PUK 0.30, PBDK 0.29%, PK 0.28%, PLK 0.15 and PPD 0.05 per cent of the votes.

    According to the data, the participation in voting has been 70.30 per cent.

    While for the referendum, according to the data processed for 99 electoral constituencies, the Republic has won 66,62 per cent of the votes and the monarchy 33,36 per cent.

    According to the CEC member, Kosta Gazeli, the commission is working to find out the final results of the first round of polls as soon as possible, which are thought to be announced tomorrow.

    "The constituencies, where the second round will be launched, are already defined, and they are 32, Gazeli told ATA. The ballot papers were sent to be printed in Italy and they should arrive in the Central Election Commission on Thursday evening. The printed ballot papers will be sent tomorrow in the electoral commissions of constituencies."/eva/mt/sh/

    [09] DECISION OF CENTRAL ELECTORAL COMMISSION

    TIRANA, JULY 4 (ATA) - The Central Election Commission, convened today on 04.07.1997, decided with consensus as follows:

    1. As this Commission is verifying the electoral documentation for each constituency, based on the complaints of the political parties, commission of constituencies, polling stations and candidates, etc, and this verification can find other constituencies that may face another round, the possibility of a second round of polls does exist.

    The constituencies which will face a second round of elections can be decided even by the examination of complaints in the Supreme Court.

    2. As long as the preparations from the electoral subjects have been made by the international bodies and OSCE for the second round, to be conducted on Sunday, 06.07.1997, the Central Electoral Commission decided the second round be held in the confirmed constitencies until now.

    3. The Central Electoral Commission asks from OSCE to monitor the electoral process in Albania until it is over. /s.sh/mt/

    [10] MEETING OF MONARCHISTS TODAY IS ILLEGAL - declares the Director of Tirana Police

    TIRANA, JULY 4 (ATA) - By K. Kostreci: The police have taken no official request from the pretender to the royal throne, Leka Zogu and the Leaders of the Legality Movement Party, for holding a rally on Friday, Pashk Tusha, director of Tirana Police told ATA.

    Tusha called on the public not to participate in the illegal meeting on Friday.

    He added that, to those, who violated the law yesterday, during a manifestation of monarchists, from demonstrators, as well as from the police, the pronouncement of justice will be expected and "only the justice can define the violators of law."

    "Any witness, journalist, protester, present in the event, should go to the Justice bodies to testify," said Tusha.

    During a protest of the supporters of the pretender to the royal throne, Leka Zogu, near the CEC in the Palace of Congresses, the 24-year old boy, Agim Gjonbalaj was shot dead.

    The protesters converged on the Central Election Commission after a meeting, held in the "Skenderbej" square, which was considered illegal by the police, claiming the victory of monarchy and accusing the Socialist Party of manipulations.

    The general prosecutor's office, as well as that of Tirana, and the police commissariat no 1 are investigating in details the incident.

    The Minister of Justice, Spartak Ngjela, expressed on Friday the concern for the yesterday demonstration, while the Royal Court Minister, Abedin Mulosmani, considered the murder "of the communist type". /kled/mt/Z/

    [12] INTERIOR MINISTRY STARTS INVESTIGATION ON RALLY OF MONARCHISTS

    TIRANA, JULY 4 (ATA) - The Albanian Interior Ministry informs that the monarchists held Thursday a manifestation, which started in a quiet way, but unfortunately ended in gunshots and in a conclusion a man was killed and several others were injured, due to the uncontrolled gunshots and strong reaction of police.

    With regard to this, the Interior Ministry guarantees that special structures of police, the prosecutor's office and the Court, are intensively investigating into this matter to uncover the killers and put them before justice./s.sh/jz/mt/sh/

    [13] ALBANIAN DELEGATION PARTICIPATES IN MEETING OF OSCE PERMANENT COUNCIL

    TIRANA, JULY 4 (ATA) - An Albanian delegation, headed by the State Secretary in the Foreign Ministry, Pavli Zeri, participated in the 122 meeting of the Permanent Council of OSCE, held on July 3, in Vienna, Press and Information Office in the Foreign Ministry reports.

    One of the themes of this meeting was that on Albania.

    Zeri focused on the work done by the National Reconciliation Government to secure the conduct of free and democratic elections.

    The orators in the meeting favoured the continuation of support for Albania and appreciated the efforts of the Albanian authorities, OSCE representatives, Multinational Protection Forces, for the conduct of the electoral process in Albania.

    On behalf of the OSCE current chairman, the Danish ambassador, Vissing said that, according to the first statement issued by Lalumiere, Johston and Rupperez, statement which have been discussed and approved in the yesterday meeting with the current Presidency of OSCE, the elections were held in a calm atmosphere and beyond our expectations./s.sh/kled/mt/sh/

    TIRANA, JULY 4 (ATA) - "It is true that PM Fino has threatened me on the phone that he will arrest me, but I see it as a lack of balance and purposeless," said the Minister of Justice, Spartak Ngjela, in response to a question in the news conference held on Friday.

    Minister Ngjela is a representative of the Legality Movement Party in the National Reconciliation Government.

    [15] MPF PATROLS AROUND AREA WHERE CEC IS INSTALLED

    TIRANA, JULY 4 (ATA) - By Keida Kostreci: Vehicles and Multinational Protection Force soldiers are patrolling around the Palace of Congresses where the Central Election Commission is installed.

    "We were ordered to stay here for security measures for the OSCE observers and for the palace of Congresses and nearby zone," chief of these forces, who was near a MPF vehicle, told ATA today.

    One of the members of CEC said that none of the foreign observers was present today during the work of the Commission.

    Several vehicles of the Italian and French MPF patrolled around the CEC.

    The Director of Tirana Police, Pashk Tusha, told ATA on the Friday that he had asked help from Alba in patrolling the main streets.

    A man was killed and several others were injured on Thursday during a protest of monarchist supporters near the headquarters Central Electoral Commission./kled/mt/sh/

    [16] MEETING IN HEADQUARTERS OF COUNCIL OF MINISTER

    TIRANA, JULY 4 (ATA) - The Albanian Prime Minister, Bashkim Fino, called in a meeting today the round table of the ten political forces, members of the National Reconciliation Government.

    Premier Fino, expressing the regret for the non participation in this meeting of the Democratic Party, the Christian Democratic Party, Social Democratic Union and the Legality Movement Party, said that the concern of all the Albanian political forces, of the people and international community, is the illegal activity, public protests of monarchists of Leka Zogu and the Legality Movement Party. The conquest of squares with arms and grenades in hands, the movements and the gunshots, so much the worse against the state institutions, are evidence of political irresponsibility of the organizers and their supporters.

    If the Albanian people, continued the Premier, showed on June 29 his prudence and patriotism with an excellent participation in voting, the country and the people need today normality, governing, peace and understanding. The people demand from all of us responsibility in acts and tranquility.

    Premier Fino asked to put an end to the demagogic statements and anyone should feel the individual, social and state responsibility for the normalization of the situation.

    [17] APPEAL OF GOVERNMENT OF NATIONAL RECONCILIATION

    TIRANE, JULY 4 (ATA) - The Albanian Prime Minister's Press and Information office reports that PM Bashkim Fino summoned Friday an extrarodinary meeting of the Government to discusss the tense situation created after armed and illegal manifestations led by the pretender to the royal throne of Albania, Leka Zogu, held Thursday in Scanderbeg square and in front of the headquarters of the Central Election Commission.

    Prime Minister Fino made an explanation of the present situation, the commitment of the Interior Ministry to secure order and peace and to make possible the restoration of the rule of law. He also said that the grave situation has been discussed with the political parties, the monarchist forces have been asked to respect law, and consultations have been held with diplomatic representatives of western countries in Tirane and with leaders of the Multinational Forces.

    The Government of National Reconcliation considers the situation created yesterday as a situation of grave consequences for Albanian democracy. He qualified yesterday's acts as illegitimate and which brought about the shedding of innocent people's blood and a real element for the destabilization of Albania.

    As a legitimate government of this country we declare to all those who aim at causing harm to the institutions of the Republic that the Central Election Commission is the hope of the democratic future of Albania. Who causes harm to it has caused harm to the Albanian people.

    The ministers of the Government of National Reconciliation congratulated the newly-appointed Interior Minister, Ali Kazazi, and considered the position annd measures adopted by police forces as correct and indispensable for the protection of constitutional order, social tranquillity and the political stability in Albania.

    The participants in the meeting appealed to royalist forces and to all political forces and the Albanian public opinion to respect laws and to avoid provocations. The Government of National Reconciliation calls on the Albanian people to express their aims and claims only in the context of a democratic regime, within the legislation of the Albanian state, peacefully, not through tutelage, not through threats or the use of arms.

    The Government of National Reconciliation calls on Albanian Television and Albanian Telegraphic Agency to keep out of the policy of imposition. It holds that Albanian media, based on the principles of the freedom of speech and the laws of institutions of public information must convey in these historic moments for Albania messages of peace, tolerance and respect for the democratic order. The Albanian Government informs the citizens that illegal possesion of weapons on streets or in public gatherins and manifestations will be punished strictly and on the basis of the laws of the state of emergency which is still in force. At the same time, it appeals to the people to disassociate themselves from and be not attracted by calls of extremists of any political force. ssh/xh/sh/
