    TIRANE, JULY 3 (ATA) - The Democratic Party denounces through a press release today the violence, criminal killings and wounds caused Thursday towards thousands of monarchy advocates, which reached the climax with the fire weapons by shooters brought hastily against the manifestants gathered in front of the Palace of Congresses.

    The Democratic Party declares that responsible for this bloodshed of Tirane are the same ones who on April 2, 1991 caused bloodshed in Shkoder and it insists that those who gave order to open fire against the people be investigated, identified and put before responsibility.

    The Democratic Party considers that the original cause of this tension was the precipitate declaration of the SP Chairman, Fatos Nano who, before any official result was announced, stated that the Monarchy had won only 20 per cent of the votes in the referendum, at a time when the SP representative in the Central Election Commission reported that this percentage was 40 per cent.

    The Democratic Party of Albania stresses that the violence in Tirane today is the unprincipled political revenge of the Socialist Party. For the blood shed in Tirane today responsible are structures of the state security which are seeking to take control over ministries in unconstitutional and illegal ways. We judge that the declarations of Premier Fino filled with a denigrating vocabulary used in the period of E. Hoxha lead only to a tenser situation.

    The Democratic Party of Albania appeals to all citizens to be patient, self-controlled and give no reason for provocations and incidents.

    The verdict of the people on the form of the regime must be observed absolutely by all," ends the DPA report. ssh/XH

    [02] ILLEGAL ACTS OF DESTABILIZATION - SP declaration

    TIRANE, JULY 3 (ATA) - Followes the text of a statement of the Socialist Party made today:

    "Representatives and supporters of the royal idea, led by Leka Zogu himself and the so-called Royal Court minister, Mr Mulosmani, held today an illegal rally in Skanderbeg Square in Tirane. In a military uniform and a pistol in the waist, surrounded by people armed with Kallashinkovs and bombs, Leka Zogu and his faithful demonstrated in the Scanderbeg square and streets of Tirane, launching slogans for the overthrow of the power and instigating destabilization in the country. These acts cost the life of an innocent citizen and the injury of some others.

    It seems that Berisha, in desperation and panic, is seeking to include along with his gangs and mercenaries, also Leka Zogu and his followers in a confrontation among the Albanians. SPA judges that all the acts with destabilizing objectives from Leka Zogu and his group are in full concordance with the ideas of Berisha and with their acts to keep the country in the grip of a total crisis. The aim of Berisha continues to be based on his phylosophy of the old policy, the policy of confrontation and creation of chaos, confusion and crisis.

    Seeing that the DP suffered a great loss in the fair and free elections of June 29, 1997, and in order to reduce the great victory of the opposition, Berisha put to operation the scheme of contesting, boycott and creation of insecurity.

    Being the main person responsible, Berisha, in desperation, sought to carry out a coup d'etat by naming unconstitutionally Azem Hajdari to the post of the Interior Minister and to incite the presidential guard in confrontation with the forces of order. In Berisha's scheme were also included the illegitimate acts of Leka Zogu, which were supported by incriminated exponents of the Presidential Guard, and which are made clearly evident through European tv stations. Additionally, in order to serve his fixed idea to block the free and fair elections, Berisha ordered the chairman of the Central Election Commission to prevent the conduct of the second round of elections.

    On this occasion, SPA, convinced and sure in the indisputable victory of the option of the Parliamentary Republic, appeals to Leka Zogu and his advocates to accept the verdict of the people and be not involved in acts of destabilization which in the context of the laws of the Republic and the democratic system are penally punishable.

    The faithful of the monarchy should also have clear that the victory of the option of the Republic is linked not only with the socialists and the former opponents of Berisha, but also with DP and Berisha's allies and they should become used to and familiar with it in order to enjoy all legitimate rights of the citizen of the Republic."

    On this occasion, the SPA calls on Berisha to give up his two-faced demagogic game, which aims to use Leka Zogu as a means of destabilization by caressing him actually in the support against socialists and on the other hand, by launching pronunciations allegedly in favour of the Republic.

    SPA asks from the representatives of the option of constitutional monarchy to accept the verdict of the people and to renounce the violent acts and illegitimate demonstrations.

    Likewise, the SPA suggests to them not become prey to the splitting acts and phylosophy of Berisha, who seeks to project his personal loss on many others too, on Leka Zogu, on Minister Mulosmani and many others, caring not at all of the blood of innocent people, but serving his only aim to leave Albania a scorched land after his stepping down.

    SPA demands from the Government of National Reconciliation, and in particular, from the Interior Ministry and the structures at its disposal, to adopt strict measures towards all those who aim at ruining the normality of elections and stirring up the destabilization of the country.

    On this occasion, SPA addresses all representatives of the diplomatic corps accredited in Tirane, representatives of international organizations who are permanently present and those who have come for the monitoring of the parliamentary elections to use all their authority to avoid the acts which seek to put the country again in chaos.

    Being consistent with its declarations that June 29, is the day of the great victory which defined only winners and no losers, SPA asks all its sympathizers and advocates, that through maturity to disassociate themselves from all provocations through which Berisha wants to stain its victory. SPA guarantees all Albanians that it is resolute to restore order and peace in the country within the shortest possible time and to avoid any efforts for destabilization. xh

    [03] REPORT OF ALBANIAN PRESIDENT'S PRESS AND INFORMATION OFFICE

    TIRANE, JULY 3 (ATA) - "Albanian President Sali Berisha appealed today to all Albanians to be self-controlled, to disassociate themselves from every violence because violence brings about only losses to us. He appeals to them to conduct the second tour of elections in the interest of the country and its future," says a report of Albanian President's press and information office.

    Berisha asks the Government of National Reconciliation to adopt all the measures to send to the Central Election Commission all the elections documentation from constituencies so that the CEC be able to announce the constituencies which will have a second runoff poll.

    Albanian President invites the royal faithful and Albanian socialists to avoid any sort of conflict, to wait with dignity for the result of the referendum to be declared by the Central Election Commission, which is working with great devotion and conformed to all legal procedures.

    To prejudge the result on the part of any party is completely fruitless. The verdict of the people will be respected. The President expresses his deep concern over today's confrontation between monarchist protesters and police, in which a youngster lost his life and some other citizens were wounded.

    Expressing his profound condolence to the family of the youngster and wishing quick recovery to the injured, the President asks the Attorney General to start immediate inquery into the circumstances and the authors of the killing. He also demands from all citizens and political forces to implement strictly the laws, ends the report of the President's press and information office. ssh/xh
