    PRISHTINE, APRIL 20(ATA)-Besnik Konci, charge d'affaires at the Embassy of the Republic of Albania in Belgrade, visited Prishtine yesterday, according to the Kosova Center of Information.

    At the DLK Konci was received by Hydajet Hyseni, deputy chairman, and Mehmet Hajrizi, member of the Presidency, who familiarised him with the current situation in Kosove and the latest developments in a bid to correctly resolve its issue.

    Konci also showed interest in aspects of life in Albania. They also discussed the latest situation in Albania and the processes of its alround stabilisation. p.ta/kled/lm/sh/

    [02] STATEMENT OF ALBANIAN PRESIDENT SPOKESMAN

    TIRANA, APRIL 20 (ATA)- The Press Office close to the Prime minister has publicly announced that the Council of Ministers, in its meeting of April 19,1997, has taken the decision to dismiss from the office of deputy Interior Minister and Police Director General, Lieutenant-General, Agim Shehu.

    Considering this announcement, I make known that the deputy Interior Minister and Police Director General, who was dismissed from office yesterday, had been appointed to these functions by decree 1.287, dated November 17,1995, of the President of the Republic, based on article 32 of the law 7.978, dated July 26,1995 "On the Armed Forces of the Republic of Albania".

    According to this law, the active officers of superior rank are appointed to an office, ranked, transferred, put in reserve and dismissed from office by decree of the President of the Republic on proposal of the chairman of the Council of Ministers.

    For this reason, his dismissal from these functions by decision of the Council of Minister is illegal, as the above law clearly defines that the appointment to a duty as well as the release of superior officers is done by decree of the President of the Republic.

    The issue of this act by the Council of Ministers contrary to the laws and beyond its own powers, which legally belong to another constitutional institution, cannot but lead to a deplorable observation that it forms a dangerous precedent for the present and future and gravely harms the functioning and relations between the country's constitutional institutions.

    One might say that not the desire to take up another power, but effects emerging from other wishes which run contrary to the spirit of the March 9 agreement have led Council of Ministers to adopting an illegal decision.

    We remind on this occasion that on March 9, during the discussion by the political forces of the national reconciliation agreement, presented by the President of the Republic, several opposition parties issued the request for replacing the Police Director General and leaders of several other institutions.

    But these demands were rejected as unacceptable by the parties in talks and were not included in the national reconciliation agreement signed at the end of that meeting.

    On this occasion, I convey the unshakable conviction of the President of the Republic that the relations between the institution of the President of the Republic and the Council of Ministers should be developed by a strict observation of the law, through joint efforts and support, the statement of the spokesman of the President of the Republic says. a.ke/kled/lm/sh/

    [03] HUMAN RIGHTS FUND ACCUSES SERB JUDICIAL BODIES OF VIOLATING JUDICIAL PROCEDURES

    PRISHTINE, APRIL 20 (ATA)- The Human Rights Fund in Belgrade accused the installed Serb judicial bodies in Kosove of not starting penal procedure against policemen charged with penal offences, according to Kosova Information Centre.

    The fund takes as an example the murder of teacher Feriz Blakcorri, who died by police tortures last December, while the Serb judicial bodies have not yet started any procedural act to verify penal responsibility, the statement of this fund, cited by the newspaper "Nasha Borba" says.

    "The public prosecutor's office has not yet taken decision even after penal denunciation by the Fund since February 27, 1997 for the penal offence of illegal murder", the statement says, which underlines that this Fund also addressed the Serb bodies on April 3, 1997ies, but the response of the prosecutor's office of the Prishtine County stresses that they are not able to say anything of the "identity of unidentified policemen". p.ta/kled/lm/sh/

    TIRANA, APRIL 20 (ATA)- Today's Rilindja Demokratike carries an interview with democrat leader Tritan Shehu under the title:"Majority law - better programmes, best candidates".

    "CE supports the proposal of President Berisha to provide the country with constitution". The Democratic Party of Albania is fully prepared to take part in elections as scheduled," Vili Minarolli, secretary for DPA Public Relations, told the press yesterday.

    The paper carries the article "Torching, destructions and killings are result of the communist ideology under the pretext of usuries with the aim to assume power by force", the paper says.

    "Italy-led Multinational Force will deploy 700 soldiers in Vlore," the paper says.

    "Vlore challenges provocateurs" is the title of the newspaper Zeri i Popullit. "Someone intends to take revenge on it through irresponsible bed- omen statements, through slandering articles and anonymous letters. This someone is Sali Berisha", the paper says.

    "The economic abyss left behind by the Democratic Party", the paper says.

    Under the title "DP hands over 'the invoice' to the Government of National Reconciliation" the paper says:Budgetary deficit is 36 billion leks and inflation 45%. Losses in the pyramid investment schemes total 1.2 billion dollars".

    "The Government of National Reconciliation gives other signs of dismantling state violence structures," the paper says regarding the dismissal of deputy Interior Minister Agim Shehu.

    Under the headline "The Vlore rebels subdue government", Albania carries the article "Fino embarks on presidential putch".

    The paper entitles its editorial:"Fatos Nano imports Bosnian model". "The chairman of the Socialist Party, Fatos Nano, unfolded yesterday the plans of his party on the coming electoral process in an effort to prepare the Albanian electorate for Bosnian type elections", the editorial says.

    The paper covers the reaction of the Democratic Party to Nano's statement under the title:"Albania is not Bosnia but Palestine".

    Under the headline:"Strasbourg appreciates Berisha's initiative" the paper carries the article :"CE : help for the constitution is ready". "The Council of Europe will help Albania come out of the crisis", the paper says.

    Investigations into the usury mystery", the paper says on its fifth page.

    Koha Jone says in its today's editorial that "Stubbornness of Berisha and his party by not confirming the deadline, seems to be only an extension of days to gain time", the editorial says.

    Under the headline "Manoeuvres against June 29 off side", the paper carries the article "Berisha's whims will not be tolerated".

    Under the title: "Who isolated Vlore" the paper carries a feature from the "town of protests". "Berisha's staying on as president of Albania will be of catastrophic consequences for the Albanians", the paper says under the title "'Berisha' means poverty".

    The newspaper "Dita" reports on the dismissal from the government of the deputy Interior Minister Agim Shehu. "He was accused of the May 28 massacre and other acts of violence", the paper says.

    "The value of the Albanian currency during the last four months has lost points, after a four-year splendour", the paper says under the title:"The rise and fall of the lek".

    "Agim Shehu discharged : Crisis in government", the newspaper "Gazeta Shqiptare" says. It explains that "Shehu is dismissed only from office, but he is not deprived of his grades", the paper says.

    The SP chairman Nano met yesterday the Italian ambassador to Albania, Paolo Foresti, the paper says.

    The Justice Ministry distributed the new electoral draft-law to most of the parties, the paper says under the title:"The new electoral law : entirely proportional". kled/lm/sh/

    [05] ALBANIAN JOURNALISTS LEAGUE PROTESTS OBSTACLES TO INDEPENDENT PRESS DISTRIBUTION IN SOUTH

    TIRANA, APRIL 20 (ATA)- The Journalists League of Albania protests against obstacles created to the distribution of the independent press to several districts of Southern Albania, Sunday's Albanian newspaper says.

    The league is concerned over the fact that "armed gangs and people incriminated in the latest torching and destructions in the South of Albania are hindering the distribution of the newspaper Albania and other newspapers in Southern Albania, at a time when "Zeri i Popullit and other newspapers are not treated in the same way".

    For four successive days newspaper Albania has been systematically barred from reaching these districts and the drivers distributing it have been threatened. These acts follow the burning of two vehicles of the newspaper Albania and a series of provocations towards its staff.

    The league asks the Government of National Reconciliation to use its authority regarding the freedom of the press ensuring the physical distribution of the independent press in southern Albania, Sunday's Albania says. kled/lm/sh/

    [06] FRENCH SHIP ARRIVES IN DURRES PORT

    DURRES, APRIL 20 (ATA)- By S. Gjordeni, A French ship arrived in Durres this morning, carrying 200 heavy military vehicles and a number of French soldiers, to take part in the Operation Alba.

    The armoured vehicles and the soldiers left for the Durres beach area, where the other French troops have been deployed. s.sh/kled/lm/sh/
