[01] SENIOR ALBANIAN AUTHORITIES TO MEET VRANITZSKY TODAYTIRANA, MARCH 14 (ATA) - Most senior authorities of Albania today are expected to meet in San Giorgio ship with the OSCE envoy, the former Austrian chancellor Franc Vranitzsky, various sources report today. ake/kled/xh/sh/[02] MILITARY AID OF EUROPEAN UNION ASKEDTIRANA, MARCH 14 (ATA) - President of Albania Sali Berisha and Prime Minister Bashkim Fino have addressed to the current European Union chairman, Dutch Foreign Minister Van Mierlo for military assistance by the European Union to restore constitutional and public order and to safeguard the integrity of Albania. ake/kled/xh/sh/[03] FIRST MEETING OF NATIONAL RECONCILIATION GOVERNMENTTIRANA, MARCH 14 (ATA) - After the oath, the Government of National Reconciliation, under the direction of Prime Minister Bashkim Fino, held its first meeting today. The meeting of the government was interrupted frequently to get informed of the situation created in the country.The meeting decided that the government would work day and night to realise its objectives to restore order and peace in Albania. ake/kled/xh/sh/ [04] SITUATION IN KORCA OUT OF CONTROLKORCE, MARCH 14 (ATA) - By Behar Fejzullahu: The situation in Korca is totally out of control. Groups of people have looted all arms depots and even children are armed. Arms force did not stop throughout the day and night.Two tanks, plundered by people, have moved in the city yesterday. Groups of people have looted military vehicles and even ambulance vans. Also looted are the flour warehouses, and the state reserve storehouses in Mborje. According to the inspector of agriculture of the prefecture, Agim Panariti, the warehouse had a total of 1 500 tons of wheat. Also some various institutions have been looted, among them the army division, the military hospital, a supermarket in the city center, the district educational department, etc. Some of the leaders in the municipality gathered today asking that this institution must be protected. A part of the city had electric failure during the past 24 hours and the market is closed today. ake/xh/sh/ [05] THERE IS NO CIVIL WAR IN ALBANIA BUT A GENERAL CHAOS CAUSED BY SOME STANDS OF DIPLOMATIC CIRCLESTIRANA, MARCH 14 (ATA) - The arms which are being presently fired in Tirana and in most of Albania are not arms of an opposition side but an expression of a chaos caused by the lack of state and police, by the capitulation of the army and other institutions, an analyst says.According to him, one of the main reasons of the degradation of the main state instruments stems from the stands of western diplomatic and international institutions. Some western circles did never react towards the armament and terrorist acts when army depots were being looted by people at the beginning of February in Vlora. The only care of these circles was that police had to observe "human rights." Nobody did ever show care to defend citizens from Vlora who distanced themselves from terrorist acts. They were not allowed to leave the city but were kept hostage by armed people. In some pronunciations by politicians out of Albania calls were made on police and terrorists to surrender arms, without distinction, at a time when only the terrorists were acting. This stand which was followed by the ruling politicians in Albania lead to a gradual firstly moral and then physical ruining and paralyzing of the police and the army. The analyst concludes that the infantilism of some western diplomatic circles and the naivety of the Albanian government which acted according to these stands from the beginning to the end, led to the destruction of Albanian state segments. There is chaos in Tirana today, but not any opposite side, therefore talks are without any effect, the analyst says. [06] SITUATION IN TIRANA CONTINUES TO BE GRAVETIRANA, MARCH 14 (ATA) - Today the situation in Tirana continues to be grave. Bullets from all kinds of arms are heard. The number of the killed is four so far, two of whom are children, one four and one ten years old. So far 78 wounded by fire arms are in the Tirana military hospital for medical aid.During the past five years, Albania has conduced reforms according to all instructions of the IMF, the World Bank, the Council of Europe and the OSCE and has observed all the human rights conventions. It has observed all the recommendations from the international organizations for a government with the participation of all political forces and to hold earlier elections after three months. The Albanian Army itself has been reformed according to instructions by NATO and the NATO and U.S. military advisers. So far, there are over 100 people killed and hundreds of others wounded by arms fire throughout the country. None of them has been killed by police or army forces. After all this, Albania may be considered a "model" country for the observation of the human rights in accord with the concepts of some international institution. [07] SITUATION OUT OF CONTROL THROUGHOUT ALBANIA- Extremely tense situation in Shkoder -SHKODER, MARCH 14 (ATA) - A rather tense situation prevailed last night in Shkoder, Northern Albania. Armed people have set to fire two state banks, the SHIK offices and have stolen and looted the prefecture headquarters and Radio-Shkodra. - Situation in Lezha not yet under control - LEZHA, MARCH 14 (ATA) - After the arms looted from military units of Lac, Lezha, Rreshen, in the North, of the naval unit in Shengjin, port in Northwestern Albania and in some other points in Kruja district, the situation in these zones is rather tense and people are experiencing the anguish caused by the arms bullets. Various sources say that two people were killed and some others are wounded in city of Rreshen. Two state banks were exploded and about 450 ordinary prisoners fled from the Shen Koll prison on Thursday. - Chaotic situation in Durres - DURRES, MARCH 14 (ATA) - Chaos is also prevailing in Erseka town, southern Albania. For three days now, the arms depots of the military unit in that town have been stormed and about 6 000 arms have been looted. The people have rioted shops and various institutions. Everything in the town is out of control. ake/kei/ [08] APPEAL OF ALBANIAN GOVERNMENT OF NATIONAL RECONCILIATIONTIRANA, MARCH 14 (ATA) - The Government of National Reconciliation today called on all officers, commissioned officers of the structures of the Interior and Defence ministries and to all policemen, without distinction, be they released or in active service, to go to the ministries, commissariats, military units or other structures, where they have served or are serving, and charge the mselves with the sacred task of defending the homeland."The homeland is in danger," says the appeal of the Government of National Reconciliation. ake/xh/ [09] FOREIGN CITIZENS LEAVE ALBANIA, TIRANA IN CHAOS.....TIRANA, MARCH 14 (ATA) - From morning hours until noon on Friday, military helicopters with American, Italian, Dutch and other foreign citizens on board, have flown on Tirana.Military helicopters flew from Tirana today carrying foreign citizens, experts in economic, military, law, agricultural, health, human rights, education, culture, environmental and animal protection fields. "For five years they have given valuable advice, helping Albania go towards the market economy," a specialist in a central institution, who has profited from foreign assistance, said. The human rights in Albania are presently being observed to a maximum scale on the basis of about 700 new laws passed by the Albanian parliament, according to all advice of western experts.
