A. Keko: UEFA has reported recently through its official bulletin that it has allocated millions of Swiss Francs to its member states gained from the profits of the 1995-1996 European Soccer Cup.Albania will have an amount worth 670 thousand Swiss Francs or 550 thousand dollars. This amount will be divided to Albanian soccer teams which participated in the European Cups during the previous soccer season and particularly to Tirana, Teuta and Partisan. ake/kled/ak/k Albanian Telegraphic Agency[03] PRESIDENT BERISHA'S ACTIVITY IN SALZBURG SUMMITTIRANA, JULY 7 (ATA) - Albanian President Sali Berisha, who is attending Salzburg's Economic Summit on Central and Eastern European countries, met Sunday morning Ms. Levington, organiser of the summit.Levington thanked Berisha for his presence and asked his support to make possible annual organisation of such activities. Berisha also met powerful Austrian businessmen who in front of Albania's intensive development expressed their interest for investments. They acquainted Berisha with their investment projects for Albania especially in the fields of energy, agriculture, agricultural mechanics and others. Berisha told them the only aim of Albania was to attract foreign capital. Later Berisha offered an interview with the Austrian newspaper "Di Presse", Austrian press agency APA and REUTER answering to their main interest regarding the creation of new government, its program, its priorities during the mandate and its possible coalitions. Berisha responded to the interests of press expressing Albania's opinion in regard to regional policy and the situation in Kosova. Berisha also met President of Bulgaria Zeliu Zeliev and discussed on the situation in the region and bilateral relations. ake/kled/fh/k Albanian Telegraphic Agency[04] JAN OBERGER'S INTERVIEW WITH BBCTIRANA, JULY 7 (ATA) - Jan Oberger, director of Transnational Peace Foundation in Lund, Sweden, said that the international community has left aside many grave problems in the former Yugoslavia, like that of Kosova.Such comment was done during a visit in Pristine when he presented his foundation's project on conflict solution in former Yugoslavia. "My visit was in the context of our published proposal's scrutiny, result of many-years visits and discussions with both parties about a possible international administration in Kosova. This administration will help the talks for best solution in the area. "It is important that we do not give solutions, we only suggest structures and ways so that the parties can discuss themselves" Oberger said. Asked if his proposal was acceptable for the Serbians and Albanians, Oberger answered "as a proposal yes." "I am very sceptical about international community, because I think that during the last year they have operated with wrong projects and what it has realised in former Yugoslavia has been very little. It is very late and you can see that Bosnia is under the pressure of a completely irreal agreement, which is called peace accord but which has nothing to do with the main problem. I fear the intention is mostly concentrated on Karadzic and has left aside many substantial problems present in all former Yugoslavia, including here Eastern Slovenia and naturally Kosova," Oberger concluded. lt/kei/fh/k Albanian Telegraphic Agency[05] US GOVERNMENT TO FINANCE HEALTH MANAGER SCHOOLTIRANA, JULY 8 (ATA) By A Milo - US government will soon finance creation of the first school of health institutions' directors in Tirana.This school will train not only doctors but lawyers and economists as well. A seminar, organised by the Albanian Ministry of Health and the Washington-based International Organisation of University Programs on Medical administration, announced its creation last week in Tirana. The seminar focused in the main ways, manners and financial sources in improvement of medical care in Albania. Doctors and economists from different towns of Albania attended a practical training program in hospital management. The seminar, helped by a group of doctors and professors from the New York University and supported by USAID, aimed the creation of economic thinking, which means estimating of the cost and value of a given hospital service. The project, which started two years ago, has its main objective the cost-estimating of every medical procedure and patient in a day, managing to create a budged as close as possible to the hospital activity. It aims the spread of these principles in health care centres, hospitals and medical clinics. The knowledge that the new medical managers won through lectures, quick adaption of the present structures, a careful work on the Ministry level and the increase of the planning capacity - are the first steps in the realisation of the project. kei/fh/sh/ Albanian Telegraphic Agency[06] NANO'S CASE DESTROYED SOCIALIST PARTYTIRANA, JULY 8 (ATA) - The motion sent to the Board of the Socialist party (SP) by its imprisoned leader Fatos Nano and which has caused many reactions within the SP board has also brought about many commentaries and analysis in the Albanian press. Following is an extract of the editorial of the daily Albania of July 6.After the SP's great defeat in the elections of May 26, all concede that this party did not present any alternatives to its supporters and more less to the Albanian society and Albanian post-communist policies. Serious Albanian and foreign analysts have evidenced the lack of alternatives of the Albanian Socialists. The total lack of a party alternative which pretended in the last four years to gain power and rule Albania, though absurd, it may seem to be real (surprisingly all those who were the initiators of the alternative, including Nano, the party head, speak about a lack of alternative (?!!) Press analysis of the SP or the closest press to it "remember" to declare now after four years that the SP lacked its alternative. (It is not difficult to understand from those analyses the preparation of conditions for "other new beheading" and promotion of "potencial" figures which will enable the working out of the lacking alternative). The last three years, the SP has announced only one alternative, the Nano alternative. Since his imprisonment all the political actions of the opposition, all the political movements were focused on the Nano case. The SP did not have time to contribute to the establishment of new institutions in Albania through a normal opposition and through the declaration of the alternative as a counter-action. The renewal of the Albanian economy with all its reform complex, does not have the contribution of the Socialist opposition. The Nano case shadowed everything; The SP negated everything Albania experienced in the last four years becoming thus unbelievable in the face of Albanians. Announcement of its major goal - the release of Fatos Nano - eclipsed the possible alternative. While it is completely difficult to find the contribution of the opposition in Albania's domestic policies which realised an ambitious reform program, it would be an absurdity to ask for any contributions of this party in the safety steps Albania has undertaken for its Euro Atlantic integration. The only SP alternative, for at least the last three years, was the case of the imprisoned chairman who is considered a thief by justice. Even when the parliament debated the law on pastures, the SP and its deputies shouted: "Nano be released! ..." All the energies of the SP were consumed on the Nano case. While the SP is expected to be integrated in the left-wing European institutions and parties, its only demand was: "Help us to release Fatos Nano." But the imagination was stimulated: Letters from continents starting with "Keep your chin up comrade Nano" were invented. Letters starting with Dutch students, Norwegian youth, Algerian farmers, miners from Burkina Faso, pioneers from Moldova and others ending with its mediocre rival Neritan Ceka who declared Nano a hero. Namik Dokle, the SP deputy chairman, should recall the way the deputies of the Council of Europe left when he dared to hold a speech which started and finished with Nano. Servet Pellumbi, the SP deputy chairman, should recall an inhabitant of Gramsh, member of the Socialist party, who declared to him publicly, "I will not vote for you. Why to vote for you? What do you offer? Only Nano." Finally, the only alternative of the SP, the Nano alternative failed. It is an issue to be dealt with by justice, an ordinary one. The leaders of the SP have understood that the main factor which destroyed every possibility for an opposition alternative and now threatens to destroy even the party is Nano.
