DURING HIS RECENT VISIT, PRESIDENT BILL CLINTON SAID, "THIS IS A NATION NOT RUN BY DISTANT DICTATORS, BUT ITS OWN CITIZENS." WITH TWO MILLION PEOPLE, SLOVENIA BECAME, IN 1991, THE FIRST YUGOSLAV REPUBLIC TO DECLARE INDEPENDENCE, TOUCHING OFF A TEN-DAY WAR. THE YUGOSLAV ARMY LATER WITHDREW AND SLOVENIAN INDEPENDENCE WAS ACHIEVED. SLOVENIA WAS THE MOST DEVELOPED OF THE YUGOSLAV REPUBLICS, AND IT HAS CONTINUED TO PURSUE FREE-MARKET, GROWTH-ORIENTED POLICIES. THE RESULTS ARE CLEAR. SLOVENIA HAS PROSPERED, WITH AN ESTIMATED GROWTH IN GROSS DOMESTIC PRODUCT OF FOUR PERCENT IN 1998 AND 1999. WITH INDUSTRIES THAT INCLUDE PHARMACEUTICALS AND ELECTRONICS, SLOVENIA HAS A PER CAPITA INCOME COMPARABLE TO THAT OF PORTUGAL AND GREECE. SLOVENIA'S EXPERIENCE IS IN MARKED CONTRAST WITH THAT OF ITS NEIGHBOR, THE FEDERAL REPUBLIC OF YUGOSLAVIA. SLOVENIA HAS DEALT WITH INTERNAL POLITICAL CONFLICT AND MILITARY THREATS FROM THE SLOBODAN MILOSEVIC REGIME WITHOUT REPRESSION, MILITARISM, OR AUTHORITARIANISM. UNLIKE THE GOVERNMENT IN BELGRADE, WHICH INCITES ETHNIC HATRED FOR POLITICAL GAIN, SLOVENIA HAS BUILT A MULTIETHNIC DEMOCRACY WHERE ALL CAN SHARE THE BLESSINGS OF FREEDOM. SLOVENIA'S SUCCESS IS A STRIKING EXAMPLE OF WHAT OTHER STATES OF THE FORMER YUGOSLAVIA CAN ACHIEVE IF TOLERANCE AND RESPECT FOR PERSONAL LIBERTY REPLACE REPRESSION, FEAR, AND HATRED. THE INVESTIGATION HAS BEEN DIFFICULT, IN PART BECAUSE OF RIVALRIES BETWEEN THE TWO SIDES OF THE FRONTIER. LAST MONTH, FRENCH TEAMS WANTED TO SET ALIGHT ANOTHER TRUCK INSIDE THE TUNNEL TO MONITOR THE EFFECTS OF A FIRE. THE ITALIANS OBJECTED, SAYING THIS WOULD INVOLVE NEW RISKS AND HAD NO REAL VALUE. THE NEW REPORT CONFIRMS SOME EARLIER FINDINGS. THESE INCLUDE THE FACT THAT A TECHNICIAN ON THE ITALIAN SIDE PUMPED IN FRESH AIR WHEN HE REALIZED THERE WAS A FIRE INSIDE. THIS FANNED THE FLAMES. THE REPORT SAYS, THE TECHNICIAN SHOULD HAVE REVERSED THE VENTILATION DUCTS TO SUCK OUT SMOKE AND HELP EXTINGUISH THE FIRE.
