TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER24.09.97Summary of the political and economic news in the Turkish press this morning[01] CEM ASKS BRITISH FM TO REVOKE MED TV LICENCETurkish Foreign Minister Ismail Cem, when meeting his British counterpart Robin Cook in New York, asked him to revoke the licence of MED TV, the television station of the separatist PKK terrorist organization. The two ministers in a meeting lasting more than an hour also discussed the Russian-made S-300 missiles which have been purchased by the Greek Cypriots.Foreign Minister Ismail Cem will meet with U.S. Secretary of State Madeleine Albright today, with Balkan countries' ministers on Thursday, participate in a NATO-Russia Permanent Council meeting on Friday morning and give a lunch to D-8 countries ministers. Cem will give a speech to the U.N. General Assembly on the same day and will also meet U.N. Secretary-General Kofi Annan. /Milliyet/ [02] TURKEY AND IRAN AGREE TO EXCHANGE AMBASSADORSTurkish Foreign Minister Ismail Cem and his Iranian counterpart, Kemal Kharrazi, declared after a meeting on Monday in New York that the two countries would exchange ambassadors. In February, a diplomatic quarrel erupted after the Iranian ambassador to Turkey, Riza Bagheri, participated in an anti-secular rally, leading both countries to withdraw their ambassadors.After the meeting with Kharrazi, Cem told reporters that they had agreed to normalize relations. Kharrazi added that the ambassadors would start work at the beginning of October. /All papers/ [03] TURKEY ENHANCES ECONOMIC COOPERATION WITH CROATIAPresident Suleyman Demirel declared on Tuesday, "Turkey sees Croatia as a partner for regional stability and economic cooperation." Demirel was addressing the Croatian Parliament during his official visit to the country.Demirel also attended the Turco-Croat Economic Cooperation Council meeting where Croatian President Franjo Tudjman said that the required conditions to develop Turkish-Croat cooperation were at hand. He added that an agreement to prevent double taxation which was signed on Monday would act as leverage for the two countries' economic cooperation. Demirel also held a private meeting with Croatian Prime Minister Zlatko Matesa, at which State Minister Isin Celebi, Transportation Minister Necdet Menzir and Minister of Culture Istemihan Talay were also present. /All papers/ [04] LABOUR MINISTRY WORKING TO PROTECT RIGHTS OF TURKS LIVING ABROADThe labour Ministry has announced that it is determined to respect the rights granted by European Union law to Turkish citizens living abroad, the Anatolia news agency reported.In the statement released by the ministry, it says that there are approximately three million Turkish citizens living in EU member countries. The ministry said that it was dedicated to the formation and improvement of rights, and also to the prevention of discrimination in keeping with the rights established by the EU-Turkey partnership agreement, the joint protocol and Partnership Council decisions. [05] IDEF'97 DEFENSE FAIR OPENSTurkey is playing host to an important activity in the defense field, the 3rd International Defense Industry and Civil Aviation Fair (IDEF'97), which began on Tuesday at Ankara's Etimesgut Turkkusu facilities.Idef'97 has attracted more than 200 companies from nearly 20 countries. Seventy-six percent of the participants are foreign based companies while the rest are local firms which have been contributing to Turkey's efforts in the last decade to build a self-reliant defense industry. The opening ceremony also included several aerobatic shows. The Turkish Stars, Turkey's air-acrobatic team made up of F-5 warplanes based at the Third Main Jets Base in Konya, impressed the participants. French Eurocopter-made Tiger and Russian Mi-26 Cargo helicopters were among the other aircraft that also displayed their capabilities. /Hurriyet/ [06] TURKISH ECONOMY ASTOUNDS THE WORLDThe noted French newspaper "Le Monde" said that despite political instability, the statistical figures revealing the situation of the Turkish economy are unprecedented in the world.In a related article, Jacques Seguin describes the Turkish economy as "extraordinary". The writer is trying to find out the factors that brought about these fine developments. According to Seguin, increase in tourism revenues and the "bag trade" pay an important role in the economic progress made in Turkey. The projects involve the construction of various facilities vanging from business centres to dams. /All papers/[08] JOINT EXERCISES WITH ISRAEL IN NOVEMBERThe date has been fixed for the joint exercises to be conducted by Turkey, Israel and the US in the international waters of the Eastern Mediterranean, despite strong reaction from the Arab world. The joint exercises will be held on November 16-20. The five day exercises will be conducted in the international waters of the Mediterranean and in the airspace of the same area as well as in the waters of Southern Cyprus. /All papers/[09] CONTACTS WITH IMF OFFICIALS IN HONG HONG CONTINUEContacts with IMF officials in Hong Kong continued yesterday. In a one-hour meeting with US Deputy Treasury Chief Larry Summers, Turkish representatives gave details about economic stability programmes to be implemented in Turkey. Social security problems, enlarging the tax base and privatization were items high on the agenda. State Minister Gunes Taner noted that there was no need for making a new stand-by agreement with the IMF. /Milliyet/[10] NO RESULT FROM TURCO-GREEK TALKSForeign Minister Ismail Cem who is in New York for UN General Assembly sessions, had yesterday a bilateral meeting with his Greek counterpart Theodoros Pangalos. Both sides agreed to continue the dialogue for resolving bilateral disagreements, but failed to reach an accord on concrete steps to be taken. Cem and Pangalos will meet separately today US Secretary of State Albright. Observers say that Albright may ask the Turkish and Greek foreign ministers for a three-party meeting. /Milliyet/[11] NINE SOLDIERS KILLED IN MINE EXPLOSIONA military vehicle returning from an operation against the PKK terrorist organization yesterday hit a mine laid by the terrorists. Nine soldiers were killed in the explosion. Meanwhile, terrorists killed two village guards in an attack in the eastern province of Van. /Cumhuriyet/[12] FM CEM SPEAKS ON CNNIn an interview with the noted CNN TV channel, Foreign Minister Ismail Cem commented on growing tensions in Cyprus. Cem said that the Russian-made S-300 missiles to be deployed in Cyprus could upset the balance in the region and may turn the island into "a new Bosnia".
