TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER23.09.97Summary of the political and economic news in the Turkish press this morning[01] HONG KONG MORALE FOR TURKEYToday's papers concentrate on the support extended to Turkey during the IMF-World Bank meeting in Hong Kong. The papers note that the Turkish delegation led by State Minister Gunes Taner was giving an outstanding performance in Hong Kong. In their latest report, IMF officials voiced optimism about the future of the Turkish economy. Turkey was shown as a model for other developing countries. Treasury Undersecretary Mahfi Egilmez said that IMF support was imperative for Turkey in overcoming debt problems. World Bank President Wolfensohn is expected to visit Turkey in the next three months to extend open support to the Yilmaz government. /Milliyet/[02] DEMIREL'S PEACE INITIATIVES IN CROATIAPresident Demirel is paying an official visit to Croatia on the official invitation of his Croatian counterpart Franjo Tudjman. In a speech there, Demirel said that Turkey was exerting intensive efforts for the preservation of peace and stability in the Balkans so that tragic conflicts similar to the Bosnian War do not happen again. Demirel is accompanied by a large business delegation, as well as by a number of ministers and bureaucrats. Yesterday, the Turkish and the Croatian delegations signed an agreement for preventing double taxation in bilateral commercial dealings. /All papers/[03] NORMALIZATION IN TURCO-IRANIAN RELATIONSTurkey and Iran announced yesterday that they will appoint ambassadors to each other's capitals. Turkish Foreign Minister Ismail Cem and his Iranian counterpart Kamal Karazzi, in New York for the UN General Assembly's 52nd session, yesterday had a bilateral meeting. During the talks, the two foreign ministers agreed that the period of tensions in bilateral relations should end, and that the two countries should exert efforts to improve bilateral ties.Foreign Minister Cem is expected to meet today Greek Foreign Minister Theodoros Pangalos. The papers report that during the meeting bilateral disagreements in the Aegean, the Cyprus issue and the deployment of Russian-made S-300 missiles in Southern Cyprus will be taken in hand. /Milliyet/ [04] IRAN DISTURBED BY TURKEY-ISRAEL-US MANEUVRESIn a speech at a parade of elite military units in Tehran, Iranian leader Muhammed Khatami voiced his anxiety over the military maneuvres to be staged in the Mediterranean by Turkey, Israel and the US. He described the joint exercises scheduled for November as one of the "threats endangering the security of the region".Turkish military officials announced that they were not planning to postpone the maneuvres that will include search and rescue training operations. /Cumhuriyet/ [05] CYPRUS SECURITY TALKS START ON FRIDAYGreek Cypriot leader Glafkos Clerides and Turkish Cypriot President Rauf Denktas will start a US-brokered dialogue on Friday. The talks are to be held under the auspices of Goustave Feissel, UN representative on Cyprus. Only Feissel and the two leaders will be present at the meeting, and no statement will be given to the press during or after the meeting. Security issues linked to the dispute splitting the island are expected to be taken up. /Hurriyet/[06] TURKISH-US COOPERATION AGAINST DRUGSTurkey and the U.S. signed on Friday an agreement on "Cooperation in Drug Control" to struggle against drug trafficking. The agreement urges the US to send technical aid covering 500,000 dollars worth of goods and services to Turkey. US Charge d'affairs to Turkey Francis Ricciardone, and Deputy Director General of Foreign Ministry International Institutions Engin Turker, signed the agreement within the framework of the Cooperation Protocol that was signed by the two countries on August 27, 1980. /ALL PAPERS/[07] "CENTRAZBAT-97" MANOEUVRE CONTINUESThe second stage of the "Centrazbat-97" military exercise, held near the Circik city of Tashkent, Uzbekistan, where 13 countries including Turkey participated within the framework of the Partnership for Peace Programme, ended with a closing ceremony, the Anatolia news agency reported. Turkish units worked with American and Uzbek soldiers in the exercises on Friday where important installations were set up, peace keeping equipment was introduced and humanitarian aid was safely transported. The Turkish troops returned to Turkey yesterday.[08] HUMAN RIGHTS COORDINATOR SUPREME COUNCIL MEETINGState Minister Hikmet Sami Turk said that the human rights concept gives not only rights but also responsibilities to everyone. The 10th Human Rights Coordinator Supreme Council meeting convened on Friday headed by State Minister Hikmet Sami Turk. He noted that directors of Human Rights Centers or Institutions in universities, and professors who are lecturers in human rights also participated in the meeting.Noting that it has been a very useful meeting, Turk stressed that political scientists said that there were problems in Turkey regarding human rights both in law and in practice. Reiterating the determination of Turkey to prevent human rights violations, State Minister Turk added that everyone, including public servants, should struggle against human rights violations. [09] PKK ON EUROPEAN TERROR LISTThe European Council (EC) Parliamentarian Assembly has put the PKK on the list of the most bloody terrorist organizations in Europe. The EC has also prepared a report in which the PKK is shown to be increasing its terrorist activities in Turkey.A decision attached to the report notes that the issue of struggling against terrorism will be discussed during the upcoming European Council leaders Summit. /Milliyet/ [10] ARMS GIANTS IN TURKEYThe 3rd International Defense Industry and Aviation Fair (IDEF'97) is opening today. 219 foreign companies from 25 countries are attending the fair. Defense industry producers will exhibit their latest developments in the fair at the Turkkusu facilities in Etimesgut, Ankara. The Russian Federation, Bulgaria, Canada, China, the Czech Republic, France, Germany, Hungary, Indonesia, Israel, Italy, Japan, Luxembourg, Holland, Pakistan, Poland, Romania, Slovakia, Spain, Sweden, the United Arab Emirates, Ukraine and England are attending the fair.Within the framework of the fair a seminar, "International Cooperation to Support Domestic Production is the Future of the Defense Industry", was organized yesterday. At the seminar President Suleyman Demirel said that in addition to current positive developments, Turkey must further boost its defense industry to become fully self-reliant in the sector. Deputy Prime Minister and Defense Minister Ismet Sezgin said for his part that Turkey has been spending billions of dollars every year for its defense needs, adding that a $ 31 billion defense modernization and procurement program was planned for the next decade in an effort to strengthen its armed forces. /Cumhuriyet, Milliyet/ [11] THREE PKK TERRORISTS KILLED IN MUSDuring security operations conducted in Eralan village near Mus, three PKK militants were killed.
