JULY 24, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

DOBOJ - A delegation of the Republika Srpska (RS) Government, headed by vice-president Ostoja Kremenovic, held talks yesterday in Doboj with the local leadership about current economic situation and about a miners strike in the lignite mine in Stanari near Doboj. The employees at the lignite mine in Stanari near Doboj have been on strike for 23 days now, demanding payment of the unpaid salaries and a clear definition of the mine status within the energy system in RS.

SARAJEVO - With attendance of representatives of the RS Government, city authorities and foreign partners, yesterday in Srpsko Sarajevo has been put into operation the UNIS plant for production of measuring-regulation gas devices and systems. Vicepresident of the Government, Djuradj Banjac, stressed that renovation of the economic capacities, especially profitability ones - such as this plant, represented a sign of prosperity and stability in RS.

BANJALUKA - The RS Minister of Urban Planning and Ecology, Jovo Basic, signed yesterday in Banjaluka the first contract on making concessions for building and exploitation of a quarry near Srpski Brod, to Italian firm Gie Coroz from Padova. This Italian firm has invested so far in the project of concession 4,5 of planed 8 millions of DM, and it is expected for the rest of assets to be paid in until the beginning of September.

BANJALUKA - The President of the Republic Board of the branch syndicate of textile, leather and footwear, Danko Ruzicic, announced in Banjaluka that the Syndicate will launch the revision of the Law on Privatisation unless the RS Government does not take measures for its putting into operation. "With the law on privatisation workers should be treated as a special category during distribution of vouchers, so it would be necessary for their accumulated years of service to be acknowledged", said Ruzicic in an interview with the Independent Radio Television Banjaluka.

KRAGUJEVAC - Because of more frequent attacks of the terroristic organisation "Kosovo Liberation Army", several thousands of Serbian refugees fled to Kragujevac. "The accurate number is not known yet, since most of the refugees did not register, having fear that the Republic authorities might ask from them to turn back to Kosmet" - stated for SRNA Vesna Pajevic, vicepresident of the Executive Board of the Kragujevac City Assembly.

PRIJEDOR - Miroslav and Milan Vuckovic, 1972, mistakenly arrested by the SFOR members, have been released and acquitted of all charges of the indictment, accused of war crimes and this morning at about three o'clock they have been transferred from the Hague to Prijedor - is said in the public announcement of the Main Police station in Prijedor. The Tribunal investigators tried to prove that the two arrested men were Predrag and Nenad Banovic, who are on the list of suspected of war crimes, so in this case the Tribunal made a crude blunder, without establishing even an identity of persons who they were intending to arrest.

BIJELJINA - The Republika Srpska (RS) Democratic Party (DS) made some remarks in regard to arrest and deportation to the Hague of the two Serbs, warning that the SFOR "with mistaken arrest jeopardise safety of any RS citizen". "These kind of SFOR operations does not favour the international community, which should provide for the RS citizens peace and safety", it has been stressed at a press-conference held by the DSRS.

BANJALUKA - The Serbian People's Union will be running for the forthcoming elections in RS with a motto "For better life in RS" - said in Banjaluka at a press-conference, vice-president of the party, Ostoja Knezevic. According to him the SNS will accept only those ballots printed in Cyrillic, because that is an official alphabet in RS.

BANJALUKA - The President of the RS Serbian Peasant Party, Gordana Vidovic, announced for July 25th and 26th, a Women Conference in Laktasi from RS and FB&H. "Women, candidates for the B&H Parliamentary Assembly will participate at the Conference", said Gordana Vidovic at a press-conference in Banjaluka.

BANJALUKA - The President of the Democratic Party for Banjaluka and Krajina, Nikola Spiric said in Banjaluka that the election campaign started before the announced time limit and that it has been violated by, as he put it , "allegedly democratic leaders symbolised by the RS President and Prime Minister, Biljana Plavsic and Milorad Dodik". Spiric criticised the RS Government, which as he explained "made many promises about living conditions and standard", adding that pensioners still have not received their pensions for April and streets are becoming full of black-marketing.

BRCKO - Under patronage of the Supervisor office in Brcko, the Brcko Municipal Assembly and the Municipal Association of the Private businessmen, a presentation is holding of the private building practice, suppliers, distribution enterprises, specialised enterprises and commercial banks from this Municipality with representatives of the international donors. In an opening remark, Robert Farrand, supervisor, expressed pleasure that representatives of the contractors and donors, who will with the join efforts renew this city, gathered in one place.

DOBOJ - Italian Government will invest 180,000 DM for development of the local community Donji grad, where with the help of the Italian organisation Print will be reconstructed and built eight residential buildings for 7,000 inhabitants from this region. Realisation of the project will start on August 1st and will be concluded by the end of the year.

SARAJEVO - The European commissioner, Hans van den Brook is due to have talks on July 27th in Sarajevo with members of the B&H Presidency at 5:30p. m. and the Council of Ministers at 6:30 p.m., SRNA has learned from the Republic Protocol. Subjects matters of the talks were not announced.

MOSTAR - In the Croatian part of Mostar at about four o'clock this morning a bomb exploded of which nobody was hurt but great material damage was caused. "A culprit of the assassination, who has not been identified, thrown an explosive devicefrom a car on a building of the Croatian forestry" - stated the IPTF spokesman, Cally More.

BIJELJINA - Presidents of the district courts in Republika Srpska (RS) concluded at a meeting in Bijeljina that a penalty policy in RS should be much more strict, especially having in mind frequency of crimes of usurping the state and socially owned property. The meeting was held in the organisation of the RS Supreme Court and was attended by the RS Minister of Justice, Petko Cancar, Republic Public prosecutor, Vojo Dimitrijevic and the President of the RS Supreme Court, Jovo Rosic.

BANJALUKA - The President of the Banjaluka City Assembly, Djordje Umicevic, accused representatives of the international community and the Islamic religious community that they had politicezed the funeral of the Banjaluka mufti Ibrahim Halilovic, who died four days ago. At a press-conference Umicevic said that representatives of the Islamic religious community and the international community insisted for the body of the mufti to be buried in the center of the city - exactly where it used to be a Ferhat-pasina mosque - Ferhadija.

VUCITRN - Albanian terrorists expelled today 30 Gypsy families from the village of Resnik in the Vucitrn Municipality - SRNA has learned from representatives of the local authorities in Vucitrn. The expelled Gypsies found a haven with relatives in Obilic and Kosovo Polje, while seven families with about 100 members have settled in Vucitrn.

PRISTINA - One of the commanders of the terroristic organisation OVK, Lum Hadziu, called on all parties of the ethnic Albanians to unite and cooperate with the "general staff" of the terrorists - said Hadziu who had talks , a month ago, with the U.S. Special Representative, Richard Holbrooke.

BELGRADE - A Serbian commissioner for refugees, Bratislava Morina, said that 40,000 of Serbs, Albanians and Montenegrins have been replaced from Kosovo. "Those people are not and never will be refugees, as Albanian terroristic forces want to declare, but temporarily displaced persons", said Morina at the session of the Board for relations with Serbs out of Serbia.

VIENNA - The EU delegation, which is due to leave next week for Kosovo and Metohija, will try to "force warring factions to reconcile and will ask for a dialogue" - announced the Austrian Foreign Affairs Minister, Wolfgang Schuessel. Schuessel said that leadership in Belgrade and leaders of the ethnic Albanians must get a "clear massage".

THE HAGUE - The Hague War Crimes Tribunal Attorney general, Louis Arbour, called on authorities in RS and FRY to cooperate, after mistaken arrest of Miroslav and Milan Vuckovic in Prijedor - AFP reports. In the Tribunal announcement is said that Louis Arbour reminded the authorities in RS and FRY on their obligations to cooperate with this court especially when it comes to the problem of accused of war crimes.

BUENOS AIRES - In Santa Terasita, in Argentina, yesterday morning, was arrested Nada Sakic, born Luburic, a wife of an ustasha commander and a war criminal, Dinko Sakic - the official sources from Buenos Aires stated. The Interpol official, Eduardo Hector Musto, said that the Federal judge, Hernan Bernasconi, interrogated Nada Sakic, who were in charge in the Jasenovac concentration camp, women department, during the Second World War.

ATHENS - A great bitterness and an indignation expressed whole Greek and Cyprus public because of the statement made by the White House spokesman, Mike McCurry, that in 1974 in Cyprus two ethnic communities came into conflict, and the military intervention and occupation of the north part of the island by Turkey did not take place. According to the Greek media, a pretext for this kind of remodelling the history, well known in America, who were directly involved in the event through their previous Foreign Affairs Minister, Henry Kissinger, is nothing else than a decision made by Cyprus to import for its defence system a rocket arms F 300.

KOTOR VAROS - The President of the Serbian Radical Party (SRS), Nikola Poplasen, thinks that "a convincing victory of Serbian patriotic parties, with precisely established strategy and national goals and interests of Serbian people is the only guarantee for the RS survival". Poplasen said that the international community would do everything to eliminate the Serbian Democratic Party (SDS) and the SRS because they were , as he put it, " only real and incorruptible guards of RS".

BANJALUKA - Deputy High Representative for B&H, Hans Schumacher, said in Banjaluka that the return of refugees process, in the last two years, was very successful. In an interview with the Serbian Radio Television, Schumacher said that the international community demanded from the RS Government and its Municipalities to take their part of responsibility for realisation of the return of refugees process.

NEW YORK - Number of displaced persons has increased in Kosmet and it can happen that the international organisations will deliver help for refugees to an open enclave, as was the case in B&H - said the spokesman for the UN Secretary General, Fred Ekhart. According to him, with 15,000 refugees who fled from Orahovac to Malisevo, number of displaced persons increased to 80,000 men.

PRISTINA - The U.S. Ambassador to FYRM, Christopher Hill, said in Pristina after he had talks with the ethnic Albanians leader, Ibrahim Rugova, that little time has left for political solution for the Kosmet crisis to be found - AFP reports. "We must take urgent measures for political solution to be reached, accepted by both sides. I think that we don't have much time left" - said Hill.

BRUSSELS - The decisions made by the EU on ban on new investments to Serbia, agreed last month, have been formally adopted and will be put into effect as soon as they are published in an official UN journal - is said in the EU announcement. This ban, agreed on June 8th, in Brussels, has been reached by the EU Foreign Affairs Ministers in order to punish Yugoslav President, Slobodan Milosevic, for "exaggerating use of force against ethnic Albanian terroristic organisation "Kosovo Liberation Army".
