JULY 13, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The President of Republika Srpska (RS), Biljana Plavsic, held talks in Banjaluka with advisers of the U.S. Institute for Peace Neal Kritz and William Stobner about forming of the commission for the truth and reconciliation in B&H. "President Biljana Plavsic supported this idea, believing that the commission is needed in order for one history to be established in which all will acknowledge victims on all sides," Kritz said hoping that this body will be elected after the September's elections. The RS Minister of Information Rajko Vasic also had talks with Kritz and Stobner.

BRCKO - In the region of Bukvik near Brcko 18 bodies were exhumed of 65 searched, from July 7th-13th, who were killed in September in 1992. Although the identification will be performed after the exhumation, according to the location it is presumed that in the joint grave bodies of following men were founded; Ilija and Triva Kaurinovic, uncle and nephews and Danko Jovic; Janko Maricic in the backyard of his house and a couple Cvijeta and Djordje Kerezovic in the joint grave on their own field.

DOBOJ - Major Siak Heheim, spokesman of the SFOR Nordic- Polish brigade HQ, informed SRNA that special de-mining teams from RS and FB&H started with de- mining in Doboj of 11 mine fields under the jurisdiction zone of this brigade. He stressed that teams will search the field with a special knife which enables preciseness of 99,7%.

PRISTINA - The ethnic Albanian terrorists attacked on July 12th, at about 11:00p.m., the police station in Stari Trg near Kosovska Mitrovica. After three-hour fight terrorists retreated to the village of Salja - SRNA has learned from the representatives of the local authorities. During attack the terrorists were using automatic weapons and RPG.

PRISTINA - During last night's and yesterday's clashes between the FRY Army and ethnic Albanian terrorists in the border villages of the Djakovica Municipality more separatists have been killed and injured while among the Yugoslav border guards there were no casualties. The ethnic Albanian provocations started on July 12th at about 3:00p.m. from Sisman and Nec and lasted until early morning hours.

PRIJEDOR - Members of the Prijedor Municipal Assembly informed the President of Republika Srpska (RS), Biljana Plavsic, about political situation in the city and in the region and also about economic situation and foreign investments. "The city of Prijedor is in the specific situation but, previous cooperation with the international community, especially in a sense of implementation of the Dayton Peace Accord, must be noticed when it comes to the return effects of the world toward us", said President Plavsic.

SARAJEVO - The International Community High Representative in B&H Carlos Westendorp has appointed the Head of the Media and Public Affairs Department, Simon Haselock, his Deputy for Media Issues, the OHR announced. In the nomination letter, Westendorp stressed Haselock's "achievements in the area of media restructuring for Bosnia and Herzegovina which greatly contributed to the cause of peace and democracy for this country".

BANJALUKA - Director of the RS Customs Administration Dragoljub Trivanovic with associates departed for a working visit to the U.S. Customs Administration in Washington, where he will have talks with the director of this Institution, Ray Cally and his associate Douglas Brown. The aim of this visit is for the RS delegation to find out more about the U.S. Customs system and organisation of these services. As it has been announced they will also talk about acceptance of the RS Customs Administration to the World Customs Organisation.

SARAJEVO - All polling stations, on September 12th, will work from 7:00a.m. to 7:00p.m. i.e. from 7:00a.m. to 4:00p.m. on September 13th - it is said in the Rules and Regulations for the forthcoming elections which were adopted by the Provisional Election Commission on May 8th. According to the amendment on the Article 10 of the Rules and Regulations, it is forbidden to "give information, without authorisation, on personal data on a person who is a candidate on the elections".

BRCKO - Seven more Serb employees, employed in the Brcko Municipality, will be left without a job because Muslim and Croats representatives in the Executive Board of the Municipal Assembly have given up already reached agreement on a number of employees in the Municipal Management Institutions by which further dismissals of workers would have been avoided. Current number of Serbs who were fired because of the order of the supervisor Robert Farrand, on establishing of the multiethnic administration in Brcko, is now 22 what should be final.

HAKA/JASA/ - The International Community High Representative in B&H Carlos Westendorp said that the international community "must be on alert and must keep the pressure" in order for the clashes in Kosmet not to be extended on B&H and other parts of the Balkans. He judged that worsening of the situation in Kosmet might expand not only on Bosnia, but also on Greece and Turkey and Macedonia or Albania.

BELGRADE - The St. Bishop's Synod of the Serbian Orthodox Church called on all diplomats from the U.S., Russia, Great Britain, Germany, Greece, Italy, Austria and Ukraine to help in termination of the arms clashes in Kosovo and Metohija and finding out of "possibilities for overcoming this tragic clash and permanent solution for the Kosmet problem". At the meeting with foreign diplomats, held on the invitation of His Holiness Serbian Patriarch Pavle and the Bishop's Synod, the talks were about the current situation in Kosmet and ways of stopping it, through a dialogue", it has been stated form the Synod.

BELGRADE - Research fellow of the Belgrade Institute for Geopolitics, Dragan Simic, stated for SRNA that "FRY must and need to give ethnic Albanians in Kosovo cultural autonomy and some forms of self-management but no function that encroaches into sovereignty of Serbia". "As long as the so called the international community supports the cessation of Kosovo, we will be far away from the solution of the Kosmet problem," Simic warned. He thinks that there is no need for some kind of a new Dayton Peace Accord because the situation in Kosmet is different from one in B&H, from the international law point of view.

BANJALUKA - In the hotel "Krajina" in Mrkonjic Grad a seminar will be held from July 16th to 18th "The Open Cities Initiative" at which repatriation, reconstruction, return of refugees project for 1998 and role of the authorities in those processes will be discussed. Participants of the seminar organised by the Independent Bureau for the Humanitarian Issues in the cooperation with the UNHCR and the Mrkonjic Grad Municipal Assembly will have talks on credit programme in B&H and human rights.

BANJALUKA - The President of the National Commission for the anti-explosive protection, Mico Gacanovic, said in Banjaluka that 35 of studenst enrolled in a course, finished successfully the seminar "Ex '97" on anti-explosive protection. At the pressconference he stressed that this is a great contribution for the RS economy which gains by this with capable personnel whose knowledge will be of use in more industrial branches.
