The General Staff is calling on all citizens, who are not at the moment members of the RS Army, to stop with this practice.AMSTERDAM - The Albanian minority in the Former Yugoslav Republic of Macedonia (BJRM) launched an media attack on the West in order to present its problem along with problems in Kosovo - said the Holland paper "Folkstrant". "They want to gain favour of foreign journalists and the public from the West, with complaints that Government in Skoplje does not give them enough money for local management, that Albanian flag can not be hoisted on municipal buildings and that they do not have their own Albanian television and University. BANJALUKA - The RS President Biljana Plavsic stated that a priority in the future for the Government would be to find a solution for 7,000 refugees and displaced persons who currently live in 64 collective centres. In an interview with SRNA, she said that it was about humanitarian and not political issue. The RS President welcomed progress in leading state institutions, expressing hope that by July more regular relations will be established within the National Assembly. SARAJEVO - Tomorrow in Sarajevo at 10.00 am a session of the Council of Ministers will be held at the National Museum, at which the implementation of the Law on Council of Ministers should be discussed. According to the agenda, delivered to SRNA form the Cabinet of the co-chairman Boro Bosic, members of the Council should discuss a Law on Privatisation, which one version was done by the OHR. SRPSKO SARAJEVO - Citizens of Srpsko Sarajevo continued in Dobrinja I, Dobrinja IV, Vraca and Lapisnica to build walls as a sign of a protest because of recent arrests of Serbs. "We demand from the FB&H to turn over the arrested RS citizens to RS" - said for SRNA Dragan Savic, the president of the Protest Board "Who is the next". The traffic will not be closed except for the left roadway. SRPSKO GORAZDE - Citizens of Srpsko Gorazde, organised by the Protest Board "Who is the next" started a partition of one roadway as a sign of a protest because of arrests of Serbs by Federation police. It is a symbolic way of citizens to express their protest. Members of the RS Internal Affairs Ministry, IPTF and SFOR will also be there. SREBRENICA - The President of the Srebrenica Municipal Board Serbian Democratic Party (SDS), Momcilo Cvjetinovic, thinks that responsibility for absence of the authority in Srebrenica is on representatives of the Coalition for the Whole and Democratic B&H, because they are minimising the RS traits and that is tolerated by the OSCE. BANJALUKA - The RS Socialist Party (SP) spokesman, Igor Radojicic, assessed the arbitration decision on forming the Executive Board (IO) in Srebrenica as a logical outcome of incapability of political parties to reach an agreement on authority in Srebrenica. He warned that Srebrenica was within RS and RS laws must be obeyed in Srebrenica. Speaking of new electoral regulations for September, Radojicic said that some rules have not been made yet but he announced that the SP would urge on the OSCE for refugees from Krajina and Croatia who live in RS to have the right to vote. BIJELJINA - The Provisional Election Commission made new regulations about women's voting in forthcoming election in B&H and financing of the candidates, what had provoked different reactions in Bijeljina. The vice- president of the OO of the Serbian Democratic Party in Bijeljina, Dragan Vuckovic, said that women's presence in politics was expressed by their desires and not by someone's regulations. The President of the OO Serbian People Union Djordje Krsmanovic is against imposing the rules regarding bigger participation of women in politics, although women have their place in the party. ROME - Italian media paid attention to a decision of the OSCE by which a financial plan for elections in September was accepted, and more than 70 millions of dollars has been planed for its preparations. The OSCE chief of mission Robert Barry will be in charge of this operation, reported the Italian Agency ANSA. ROME - The Italian press assesses that a day of a visit of the French President Jacques Chirac - April 6 - is the same day when war in B&H began, and reminds that a visit of the former French President Miteran in 1992 had been organised on June 28, Kosovo's battle day and Sarajevo's assassination. "You must built the state where people will live together again, respecting their mutual differences" - said the Italian media citing Jacques Schirac in his speech in Sarajevo. VIENNA - The Austrian Internal Affairs Minister, Carl Schlegel, expressed hope that refugees would return to B&H this year. " Old and ill people can stay in Austria but young and healtyh people must find their own way of living. Our main goal is to return them to B&H" - said the Austrian Minister. SKOPLJE - Serbs and Montenegrins watched very closely a meeting between the Macedonia President Kiro Gligorov and leaders of political parties, especially barring in mind that for the first time representatives of Serbs in BJRM were there - said at a press-conference a President of the Serb and Montenegrins Association in BJRM, Nebojsa Tomovic. According to him, with this act Gligorov corrected an error. "Nationalities in BJRM, which home states are neighbouring, must represent a bridge of cooperation between home and domicile state" - said Tomovic. APR. 8, 1998 DAYNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The Republika Srpska (RS) President said in Banjaluka that democratic processes in RS and Montenegro have contributed that international community changed its view regarding Serbian and Montenegrin people. Biljana Plavsic and the RS Prime Minister had talks with the President of the Montenegro Parliament Svetozar Marovic about democratic processes in RS and Montenegro and Kosovo's problem. According to Biljana Plavsic RS and Montenegro are firmly supporting an option of communicating with the world and improving people's life conditions. Kosovo is a mutual problem, adding that it can be solved only by democratic methods. " Only with democratisation of whole Yugoslav territory we can solve that problem" - said Biljana Plavsic. They were discussing economic cooperation between two Republics. The President of the Montenegrin Parliament, Svetozar Marovic, assessed today's talks as very significant, and they are representing a continuation of good relations between two Republics because they have lot of common subjects to discuss. "Our responsibility as state leaders is to take care of our people" - said Marovic. "There is no progress without democracy, it is a ticket for Europe and we as old, civilised nation belong to Europe" - said Marovic adding that "we must prove to the world that we do not deserve a stick but a big carrot".BANJALUKA - The RS President Biljana Plavsic had talks in Banjaluka with the ombudsman for B&H Gret Haler about reconstruction of judicial system in RS and coordinating of the legislature with the European Convention on Human Rights. "I am very pleased with a decision of the RS Supreme Court on change of death penalty into 20-years prison time, because that is in accordance with the European Convention on Human Rights and a prove that RS wants to adjust its law system by respecting International Convention on Human Rights" - said Gret Haler for the press after the meeting. BIJELJINA - We reached an agreement on the agenda of the irregular session of the RS National Assembly and fixed time of the session - said for SRNA the Assembly President Dragan Kalinic after "the unofficial meeting with representatives of the Parliamentary parties". DOBOJ - The RS Prime Minister Milorad Dodik will visit tomorrow Doboj and will appear as a guest on a public tribune "Where does go RS and aspects of Doboj's specifics". The tribune is organised by the Municipal Board (OO) of the Independent Socialdemocrats Party (SNSD) and beside Dodik a delegate of this party in the RS National Assembly Krstan Simic will also participate. SOKOLAC - Building of the Sokolac Airport will continue in accordance with possibilities of financing, all the more so, the RS Government does not intend to stop on-going investments, vital for RS, said the RS Minister for Traffic and Communications, Marko Pavic. "RS took into consideration Donor's Conference, which is due to start in the beginning of May, while other sources of financing should be concessions, foreign credits ect." - said Pavic. BANJALUKA - Deputy director of the RS Customs Administration Vojin Bera said in Banjaluka that Customs Administration, in accordance with stances of the new Government, would decisively work on preventing of all illegal trade of goods. "That includes intensifying of control and efficiency of the service by which the RS Budget will be fulfilled, and its personnel and material strengthening" - said Bera. SARAJEVO - Culprits of all terroristic acts against Muslim in the region of Stolac, Croatian controlled territory, remained unknown since the Dayton Peace Accord was signed - radio in the Federation part of Sarajevo reported. Work of the Croatian police did not improve or became efficient in the last month, since the chief of Police Administration had been replaced. Only in the last ten days 21 Muslim houses were burned and destroyed. ZAGREB - Some Croatian police officers in the region of Slavonia and Baranja (SBO) were involved in frightening of Serbs in spite all efforts for rebuilding of ethnical trust - Reuters reported citing statements of the international representatives. "We have numerous reported cases where police officers were involved in frightening of the local people" -said the UN Group for Support spokeswoman in SBO, Christine Hopt. SRBINJE - On the occasion of Bairam, several hundreds of citizens from the FB&H visited Muslim graveyards in Srbinje, Cajnice and Srpsko Gorazde. There were no any incidents. MRKONJIC GRAD - Muslim returnees, who had returned two months ago in the village of Baljevine near Mrkonjic Grad, are discontent with the "distribution of the humanitarian aid, watersuply, medical protection, lack of agriculture equipment ect." This was concluded at today's meeting in Baljevine, which was attended by the chief of the International Federation of Red Cross Regional Office Martin Ivanovic, secretary of the Red Cross Regional Office Miroslav Djekic and representatives of the Red Cross Mrkonjic Grad Municipal Organisation. BANJALUKA - NATO-led troops have arrested two Bosnian Serb officers in Prijedor who are wanted on war crimes charges from the Bosnian War - it has been confirmed to SRNA in the SFOR headquarters, Southwest division , in Ramici near Banjaluka. The SFOR spokesman Paul Young said that both of the arrested were on the official list of accused of war crimes in Prijedor in 1992. He did not give any additional details, but he announced a public statement. Kvocka and Radic are expected tomorrow morning in The Hague - stated for the AFP The Hague War Crimes Tribunal spokesman Christian Chartier. They will appear before the Court sometime next week. These arrests has been confirmed by the State Department spokesman James Rubin, but he did not say where the action took place. He said that Rodic and Kvocka have not been injured during operation. In the RS Army headquarters and Defence Ministry SRNA did not get any information because there was no one competent. BANJALUKA - The RS Prime Minister Milorad Dodik had talks in Banjaluka with the director of the Chinese Foreign Affairs Ministry Main Office for Eastern Europe Lee Ho Vu about forms of economic cooperation between RS and China. Vu said that China was very interested in some goods and products. BRCKO - The first meeting of the RS Government Commission for arbitration solutions on disputed part of the IEBL in the region of Brcko was held, where has been agreed special programme of activities of the Government for more complete realisation of obligations imposed by the Dayton Accord and additional arbitration decision from March 15. According to the RS Government vice-president Ostoja Kremenovic, aside from representatives of relevant municipal authorities, the Minister for Refugees and Displaced Persons in the FB&H Government Rasim Kadic will join the Commission. STUTTGART - The RS Minister for Refugees and Displaced Persons Miladin Dragicevic informed the Province Baden Internal Affairs Minister Thomas Schoble about what the Government was ready to do regarding return of refugees from Germany, adding that return of all refugees would cause difficulties to RS. Dragicevic spoke about passing of the law in RS which should provide return in of refugees to their previous homes. SARAJEVO - The American Agency for the International Development (USAID) will provide $U.S.5 millions to the RS Budget - it has been stated from USAID. The money is intended for payment of workers employed in public department. The money will be transferred by the OHR and represents a part of engagement of the international community to provide more than 15 millions of dollars for the RS budget. BANJALUKA - The Montenegro Assembly President Svetozar Marovic warned in Banjaluka that requests for independence of Kosovo and Metohija and current status quo can not be realised without the war, the most tragic solution for Serbs and Albanians. At a press-conference Marovic said that Kosovo's problem could be solved only through a dialogue and establishing a kind of autonomy what will stop radical requests from both sides. PRISTINA - Members of the terroristic organisation "Liberation Army of Kosovo" in the last few days are mobilising Albanians from Kosovo and include them in arms groups numbering up to 300 members, SRNA has learned from sources close to the police. They are especially active in Drenica, Pec, Djakovica and Decani and recent kidnapping and killings are one of the way of frightening of Albanians to join them. ZAGREB - Croatia should ask for extradition of the former commander of the Jasenovac Camp Dinko Sakic in order to try him in Croatia, stated representatives of Jews in Croatia.
