NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the B-H Presidency from Republika Srpska (RS), Momcilo Krajisnik, informed the OSCE political director Vladimir Kuznyecov of the results of his latest Belgrade meeting with RS president Biljana Plavsic. "This is not our first meeting, because we use to meet regularly and review all matters of OSCE concern and competence", Krajisnik stated after the meeting.

SARAJEVO - The Board of Staff of the RS Ministry of Defence concluded in Pale that uniformed working procedure has been maintained in the whole territory of RS, stated the head of the Direction for Information and Defence Strategy, Miro Mladjenovic. While analysing the work of the Ministry of Defence, deputy defence minister, Dragan Kapetina, paid due attention to identification of methodology and tasks of the Direction, having in mind specific status of the Ministry in conditions of restructuring and modernisation of the RS Army (VRS) and up-dating of its role in the existing circumstances.

BANJALUKA - Experts from Great Britain would organise a series of courses for banking business, civil engineering and other fields with a view to train experts for management, this was concluded at the meeting between RS vice-president Dragoljub Mirjanic and the delegation of the British Reconstruction and Development Council.

NOVI GRAD - RS prime minister Gojko Klickovic and his assistants attended the traditional national assembly and Holy Liturgy in the Protection of Theodokos church in Rudice. Klickovic visited the municipality of Krupa-na- Uni where over the two past years church, school and industrial facilities were built and telephone links established. According to him, the development programme for the bordering RS municipalities is being implemented in a similar way for other municipalities in RS, from Berkovici to Krupa-na-Uni.

BRCKO - Supervisor for Brcko Robert Farrand's orders on the introduction of multiethnic management and police neglected the electoral results, violated the Dayton agreement and prejudged the final award of the Arbitration Tribunal - this is assessment of the Serbian Democratic Party (SDS) Municipal Board for Brcko. The SDS Municipal Board in Brcko warned at an absurd situation where Farrand's findings did not take account of the right to vote of 3,270 Serb refugees disfranchised at the past local elections, while votes of those who would never live in this city were recognised.

SARAJEVO - RS minister of interior, Slavko Paleksic, suspended policeman Krsto Savic until the closure of the discipline proceeding against him initialled because of severe violation of his official duties. The RS MUP specified that Simic, who has not worked since July 1, violated the law and defied conclusions of the Public Security Centre in Trebinje that "no general assessments should be given regarding the MUP operations, criminal, society and current political-security situation".

BANJALUKA - IPTF spokesman for region West, Alun Roberts, warned in Banjaluka of the continued clashes between Croat and Muslim police within Federation of B-H, as well as of all the more frequent incidents producing victims among Serb returnees to Drvar area. He reminded of the clashes culminated in Martin Brod on October 7, when 15 Serb families returned under UNHCR, SFOR and IPTF escort, which was not welcomed by Croatian authorities, and underscored Drvar mayor Borivoje Malbasic's role in these clashes.

SARAJEVO - The special envoy of the Russian Federation, Aleksandar Aksenyoak, presented the official Russian position that the current media blockage in RS was untenable and that the Belgrade agreement must be strictly obeyed to, stated deputy foreign minister in the B-H Council of Ministers, Dragan Bozanic, who attended the meeting between Askenyoak and president in the Presidency of B-H from Republika Srpska (RS) Momcilo Krajisnik. Following his discussion on the same issue with RS president Biljana Plavsic and representatives of the B-H Federation, the Russian envoy tried to test readiness of both parties to comply with the Belgrade agreement.

BEOGRAD - The special US envoy for military affairs in the Balkans ambassador James Pardiu believes that the military balance between RS and the Federation of B-H has not been achieved yet, but that it will happen soon to the detriment of the Serb side. In the tele-bridge between TV studios in Washington, Sarajevo and Banjaluka, expressed his belief that the RS supremacy will be diminished, which is the goal of the "Train and Equip" programme, anyway.

SARAJEVO - The parliamentarian elections in RS, scheduled for November 23, will be organised under slightly changed Rules and Regulations developed by the Provisional Electoral Commission, stated the head of the OSCE Office in Banjaluka, Roger Briant and OSCE spokesman in Sarajevo Johan Ferhajden, for the SRT Studio-Banjaluka. They pointed out that the series of amendments related to the deadline for registration of political parties, coalitions and independent candidates for the elections, for which deadline they agreed that Monday, October 20 deadline is a very short time.

BRCKO - The international community can provide a short-term assistance for accommodation and even for employment of the returnees, while the long-term responsibility lays with the local authorities in Brcko, consider the representatives of the Council of Europe in Brcko. After their meeting with supervisor for Brcko, Robert Farrand, officials of the Serb municipality of Brcko, Muslim municipality of Rahic and Corat municipality of

Ravne, in the area of Brcko, the representatives of the National Parliaments of Holland, Portugal, Spain and Poland said that based upon their findings from the visit to the RS and the Federation of B-H they would inform the Council of Europe on possibilities for refugees return, but revealed no further details.

DOBOJ - The Initiative Board of the Serbian National Alliance (SNS) was formed in Bijeljina, and was joined by four deputies of the Serbian Democratic Party (SDS) out of total 24 SDS deputies in the City Assembly. Members of the SNS Initiative Board were mostly former SDS members, among whom the president and secretary of the City Assmelby, Drago Ljubicic and Milena Panic, who left the SDS last week.

ZAGREB - Representatives of Croatia and the Federation of B- H failed to agree upon the commercial use of the Ploce port. Croatian Radio claims that the talks on long-term renting of the Ploce Port, as agreed to under the Washington agreement, bore no results, for Croatia "could not allow use of Ploce commercial zone without a provision".

BIJELJINA - A solemn academy "In Visnjic's Glory" was held as a part of festival "Visnjic's Days" in bijeljina, at which Bijeljina mayor Dragoljub Ljubojevic gave golden medals "Filip Visnjic" to academician Matija Beckovic and the professor of the Faculty of Philology in Belgrade, Dr Radoje Simic. "Icons of the Serb Krajina" and "Old Serb Musical Instruments" exhibitions were opened.
