BIJELJINA - The president in the B-H Presidency from Republika Srpska (RS) Momcilo Krajisnik, stated in Dvorovi, near Bijeljina, that the ruling of the RS Constitutional Court is obligatory for all, and primarily for the president of the Republic, and that it represents a relief for the Serbian people. Krajisnik added that the decision is obligatory also for the foreign representatives who, according to him, "used all our professional and institutional rifts to place themselves in the position of arbitrators". "Whether the decision will be honoured or challenged, it is difficult to prognosticate. Regardless of future developments, those defying the decision of the RS Constitutional Court will run into a kind of political and national isolation, because the people will never respect those who do not comply with the RS Constitution", stated Krajisnik.

BIJELJINA - The president in the B-H Presidency from RS Momcilo Krajisnik stated that constant pushing-up some ostensible influence by Radovan Karadzic on authorities created a public opinion that he was still politically active, which was not true. According to him, "it is unallowable that Mr Karadzic is constantly libelled in the public, especially by using uncivilised attributes".

MILICI - The ruling of the RS Constitutional Court that the RS presidential decision to dissolve the RS National Assembly and schedule new parliamentarian elections is unconstitutional, can make nobody feel winner or looser", stated RS prime minister Gojko Klicovic. "We will finally have to understand that there are no personalities which cannot be replaced and that there is no institution which can be permanently protected", stated prime minister Klickovic during his working visit to Milici.

BIJELNINA - RS vice-premier, Aleksa Buha warned that "RS will enter a phase of general relativeness which can lead us to chaos if RS president Biljana Plavsic rejects the decision of the Constitutional Court". "I expect Mrs Plavsic, who advocates legal state and the rule of law, to comply with the decision of the highest RS legal institution", Buha stated at a press conference in Dvorovi, near Bijeljina. Buha, who is first vice-president of the Serbian Democratic Party (SDS), warned at a part of the international community which wanted the early elections organised despite the ruling of the RS Constitutional Court. "This would mean that a part of the international community would get into an action for which it has no grounds under the Dayton agreement, and which would draw us closer to a dangerous limit which if overstepped would bring about a protectorate", stated Buha.

BEOGRAD - The Serbian Radical Party (SRS) assessed that the ruling of the RS Constitutional Court on constitutionality of the RS president's decision to dissolve the RS National Assembly and call for new elections is an important step forward towards the constitutional solution to the political conflict in RS and calming down of tensions in RS. The SRS is hopeful that the RS president would comply with the decision of the Constitutional Court, otherwise RS might be led into even deeper political crisis.

PRNJAVOR - The SDS Board for Prnjavor called RS president Biljana Plavsic either to respect the ruling of the RS Constitutional Court or to, for the sake of a solution, resign.

FRANKFURT - German foreign minister, Klaus Kinkel, criticised the decision of the RS Constitutional Court to reject the decision of the RS president Biljana Plavsic as unconstitutional, DPA reports.

PRNJAVOR - The director of the SDS Direction, Vlado Vrkes, stated in Prnjavor that "without clearly defined voters lists there will be no municipal elections in RS". In his discussion with the SDS Prnjavor Board, Vrkes explained that "the SDS, even though prepared for the elections, cannot participate without knowing the exact number of voters in Brcko and other places in RS".

BRCKO - The decision of the Provisional Electoral Commission to reject all 3,270 appeals by Brcko residents and to refer them to voting in the municipalities which belong to the Croat-Muslim Federation, from which they had been expelled, provoked a general bitterness with Brcko residents and political parties. "I think that this decision is an striking example of double standards, and that it came as a continuation of unpleasant surprises for the Serbs", stated Brcko mayor Miodrag Pajic.

DVORVI - The first one-moth seminar for people to be engaged in the diplomatic service, was closed. The seminar manager, deputy RS foreign minister Dragoljub Leopja, stated that 82 candidates worked on 14 topics concerning the operations of the diplomatic-consular bureaus, and that they would soon be sent to diplomatic offices.
