NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - Republika Srpska (RS) president Biljana Plavsic, talked in Banjaluka with the head of the Veterans' Organisation of Republika Srpska, Borislav Bojic, on the resolving of the problems of the families of the deceased soldiers and veterans. The meeting was attended by the president of the Organisation of the families of deceased soldiers, Cedo Brzina, the RS minister for veterans' issues, Vojislav Gligic and the head of the Association of the imprisoned Serb soldiers, Branko Panic.

SARAJEVO - The UN special rapporteur for human rights, Elisabeth Rehn, talked in Pale with the RS ministers for refugees and displaced persons and internal affairs, Ljubisa Vladusic and Dragan Kijac, respectively, on the issues concerning the return of refugees, freedom of movement and the reconstruction of the police forces. As she said, at the meeting with the minister Kijac the most of their attention was given to the reconstruction of the police forces, because, as she said, for the revival of peace in these areas it is very important to have professionals working in the police.

SARAJEVO - RS minister for refugees and displaced persons, Ljubisa Vladusic, received in Pale the UN special rapporteur for human rights, Elisabeth Rehn, who was interested in the status of refugees and displaced persons in RS and the possibility for their return from the countries of asylum. Vladusic stated after the meeting that, respecting her influence on the Geneva conference as well as her balanced approach to the parties in B&H, he has pointed to Mrs. Rehn at the certain characteristics in RS, 'which, unfortunately, majority of the international representatives understand as the conditioning of the return of refugees and displaced persons'.

BIJELJINA - The relations between the Army of Republika Srpska (VRS) and SFOR are concrete, and the Serb Army is strictly adhering to the terms of the General Framework Peace Agreement, this was assessed during the talks held in Bijeljina between the chief of the VRS General Staff, brigadier general, Pero Colic, and the SFOR liaison officer, brigadier general, Graham Care. At the meeting, which was also attended by Care's successor, brigadier general, Andrew Figers, the issues in regard to the training activities of the VRS units and the approval of SFOR's authorised units, then the control and supervision of locations for the storing of arms and equipment, as well as the rationalisation of the number of the approved locations of units, weapons and equipment.

SARAJEVO - The cancelling of the donor's conference, which was to take place in April in Brussels, is aimed at making the reconstruction and development of RS and the FB&H difficult and is in opposition to the implementation of the Dayton agreement, says a communique issued from the B&H minister for civil affairs and communications, Spasoje Albijanic's Cabinet. As was stated in the text, neither RS realises nor achieves its interests through the work of the joint bodies, but it showed its readiness for participating in the implementation of the Dayton Agreement and in the work of joint bodies, while, from the other side, the international community's support is directed to the FB&H, only.

BANJALUKA - The 3rd session of the RS Senate, which was convened by RS president Biljana Plavsic, will take place tomorrow in Bijeljina, says an announcement made available to SRNA from the RS president's Cabinet. Along with the adoption of the minutes from the first and second sessions, the Agreement on Special Parallel Relations between FR of Yugoslavia and RS, the Report on the decision of the chairman of the Arbitration Commission on the inter-entity boundary line in the area of Brcko, as well as the organisation and functioning of some joint bodies of RS and the FB&H will be on the agenda.

PRISTINA - The district attorney's office in Pristina announced that it brought charges against 15 Albanians who in the 1992-1996 period carried out several terroristic attacks on members of the Ministry of Internal Affairs (MUP) of Serbia, the Army of Yugoslavia (VJ) and Serb civilians. As was reported at a press conference, during their attacks the Albanian terrorists killed tree policemen and a Serb civilian and tried to kill 16 persons more.
