NOV. 19, 1996 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - Republika Srpska (RS) president Biljana Plavsic, and the vice- president Dragoljub Mirjanic, talked in Banjaluka with the deputy High Representative, Michael Stainer, about the missing and imprisoned persons, as well as about the settling of the inter-entity areas. "In the aim of having a more efficient release of war prisoners and civilians we gave to Mr.Stainer a list of members of a new state commission for exchange", pointed Plavsic after a meeting held in camera.

SARAJEVO - President in the Presidency of the Dayton B&H, Momcilo Krajisnik, held in Pale a working meeting with High Representative for Civil Affairs, Carl Bildt, just before the next session of the Presidency, scheduled for the 22nd of November. As president Krajisnik's spokeswoman Mirjana Kusmuk reports, the organisation of a Council of ministers will be on the agenda.

SARAJEVO - The president of the RS National Assembly, Dragan Kalinic, stated that a Serb delegation, at the London Seminar on the relaxation of tensions and the confidence building between the warring parties, took the advantage of the situation to fully affirm the RS positions in principle on the situation and future of the post-Dayton B&H. "We have not rejected the need for the current major problems and misunderstandings in functioning of a complex community just like the post-Dayton B&H is, to be overcome through an open dialogue and the confidence rebuilding between the former enemies", pointed out the Serb Parliament president in a special statement given SRNA and the Serb Radio-TV Station.

BRCKO - A well-known commander of the former Headquarters of the Army of Republika Srpska (GS VRS), general Ratko Mladic, is going tomorrow to solemnly hand over his duty to a newly-appointed chief of the General Staff, brigadier-general Pero Colic, stated the premier and premier-elect for a new RS government, Gojko Klickovic in Brcko. "The RS Supreme Council of Defence will provide for general Mladic all that he has deserved as a man, soldier and commander of the Headquarters, and he will, with a special treatment, be enabled to engage in the defence matters of the Serbian state", stated premier Klickovic for journalists, during his visit to Brcko.

BANJALUKA - The chief of the VRS General Staff, brigadiergeneral Pero Colic, reiterated that the Army must serve to the people's interests and has to comply with the state laws and legally-elected leadership. Being guest at Serb Radio "Direct line" programme, general Colic stressed that this has to be clear to each VRS officer and soldier, just as it was clear that the VRS had to be reorganised and become a modern and professional armed force.

BRCKO - RS premier Gojko Klickovic, stated in Brcko that the Muslim incursions into the RS territory will not be tolerated any longer. "If IFOR does not prevent such incidents within its mandate, then RS will resolve these problems in the ways called for in the Constitution and Law", added Klickovic. According to him, there are "indications that the Muslims are once again misusing the Dayton freedoms, thus jeopardising especially the southern boundaries surrounding Brcko".

SARAJEVO - A RS representative in the Arbitration Commission on the zone of separation in the Brcko area, Vitomir Popovic, reiterated that the city of Brcko is not the subject of a dispute, this being clearly defined in the Dayton agreement. As guest with the Serb TV, he specified that "a part of the boundary line around the city is the subject of an arbitration, while all other matters are in the opposition with the provisions of the Dayton agreement stipulating that Brcko is an integral part of the RS".

BANJALUKA - The Executive Board of the Association of Families of captured VRS soldiers and missing civilians dismissed a proposal of the Republic government for a composition of a new state commission for exchange, insisting on for Jovo Rosic to be nominated president, and Gostimir Ivankovic his deputy.

SARAJEVO - President in the Presidency of the Dayton B&H, Kresimir Zwieback, officially demanded Alija Izetbegovic, as a chair, convey a session of the Presidency, assessing that the delay of sessions at times when it is necessary to bring decisions important for further implementation of the Dayton Agreement, is unjustified.

BANJALUKA - The repatriation of refugees in the Dayton B&H will not be possible to be carried out, if those exiled from the Republic of the Srpska Krajina and Croatia are not enabled to return to their homes, this was assessed at a meeting of the representatives of the Association of Exiles from the former Yugoslav Republic of Croatia and US government, held in Banjaluka.
