The Permanent Representative of the Russian Federation Ambassador Sergey Lavrov has expressed his gratitude to the leadership of the United Nations Secretariat for the steps taken towards the freeing of the Russian airmen detained by the Afghan Taliban movement.

The Russian pilots broke free on 16 August after months of detention in Qandahar.

In a meeting with the UN Secretary-General Boutros Boutros-Ghali on Tuesday, Ambassador Lavrov reiterated his country's readiness to "participate in a most energetic manner in efforts to conduct a dialogue with a broad spectrum of Afghanistan's political forces to promote national reconciliation".

On the question of Cyprus, Dr. Boutros-Ghali and Ambassador Lavrov expressed support for the restoration of proximity talks between the leaders of the two communities in Cyprus through the mediation of the new Special Representative. They agreed on the necessity to encourage the parties in Cyprus to undertake effective steps in close coordination with the Special Representative of the Secretary-General for Cyprus and the UN Peace-keeping Force in Cyprus (UNFICYP) Force Commander to ensure the regime of the UN buffer zone on the island.


The World Food Programme (WFP) has appealed to the United States to urgently airlift food for displaced Chechens. WFP officials said on Wednesday they anticipate that some 20,000 people may soon flee the beleaguered Russian republic and be in need of humanitarian assistance.

The UN food aid agency requested that the United States Government undertake an immediate airlift of 160 metric tons of humanitarian daily rations--or some 140,000 prepared meals-- to feed the expected outflow of some 20,000 people from the Chechen capital, Grozny.

At the agency's request, the United States in July airlifted 40 metric tons for displaced people from Chechnya. The food, intended as a contingency stock, was stored in Dagestan, east of Chechnya, and is now being transported to WFP's western base of operations in North Ossetia.


The composition of the proposed international criminal court should reflect an equitable geographical representation and expertise in criminal law, delegates told the meeting of the Preparatory Committee for the Establishment of an International Criminal court.

The representative of Malaysia said that the judges of the court should reflect the various legal systems of the world and the principle of equitable geographic distribution, a proposal echoed by many other delegations, including China, Norway, the Russian Federation, Trinidad and Tobago and Mexico.

The meeting also heard that the Judges serving with the proposed international criminal court should primarily be experienced in criminal law proceedings. The representative of Denmark said that while judges should be primarily experienced in criminal law, experience in international humanitarian law would also be valuable.
