UN MOURNS VICTIMS OF TERROR ATTACKS

The UN flag is at half-mast today to mark yesterday's horrific terrorist attacks in the United States.

In the hours following these attacks, Secretary-General Kofi Annan issued a statement in which he said, "We are all traumatized by this terrible tragedy." He expressed his profound condolences to the victims and their families, and to the people and Government of the United States."

ANNAN CONDEMNS COLD BLOODED ATTACK ON THE UNITED STATES

The Secretary-General, in a statement made during a public meeting of the Security Council this morning, said: all of us feel deep shock and revulsion at the cold blooded viciousness of this attack.

The Council meeting was convened as a result of yesterdays attacks in the United States.

All of us condemn it, the Secretary-General went on to say, and those who planned itwhoever they may be in the strongest possible terms.

He extended his profound sympathy to the victims and to the people and government of the United States. More than that, he added, we must express our solidarity with the American government and people in this hour of trial.

In conclusion, the Secretary-General said that a terrorist attack on one country is an attack on humanity as a whole. All nations of the world must work together to identify the perpetrators and bring them to justice.

All members of the Council made public statements and, at the end of the session, members unanimously adopted a resolution by standing in unison.

The adopted text expresses it deepest sympathy and condolences to the victims and families of yesterdays attacks. The Council also expressed its readiness to take the necessary steps to respond to yesterdays terrorist attacks

UN BUILDING UNDER SECURITY THREAT

Earlier today, shortly before 9 a.m., the Chief of Security received information from U.S. and New York City authorities of a threat specifically made against the UN complex. This threat was assessed in cooperation with those authorities, and precautionary measures are in effect.

As part of those precautionary measures, UN staff was asked earlier this morning to leave their offices. Essential staff have been allowed to return to their offices.

A UN hot line has been in effect since yesterday to inform staff of recent developments (212 963-9800.)

UN STAFF RELOCATED FROM AFGHANISTAN

The United Nations in Afghanistan is temporarily relocating international UN staff working in that country due to circumstances prevailing internationally.

UN staff are present in six locations: Kabul, Jalalabad, Mazar-i-Sharif, Kandahar, Herat and Faizabad.

The relocation of up to 80 staff began today and is expected to be completed tomorrow.

SECRETARY-GENERAL RETURNS TO WORK AT HEADQUARTERS

The Secretary-General returned to the building this morning to meet with the incoming and outgoing Presidents of the General Assembly concerning the scheduling of the Children's Summit, which was to begin a week from today.

Harri Holkeri, the President of the just-concluded 55th session and Han Seung-soo, who is expected to be elected this afternoon as President of the 56th Session, were joined by Carol Bellamy, the head of UNICEF, to discuss rescheduling the Summit in light of yesterday's tragic events.

The Assembly is expected to take a decision on this matter this afternoon.

After addressing the Security Council's open meeting this morning, the Secretary-General was to receive the credentials of eight new Permanent Representatives to the United Nations. He then was to join members of the Security Council for their monthly working lunch.

This afternoon he will address the opening of the 56th session of the General Assembly, which was postponed 24 hours due to yesterday's events.

When asked if there had been a decision taken on the holding of the Special Session on Children, the Spokesman answered that a consensus had been reached in the meeting but that incoming President of the General Assembly would consult with the regional groups and the final decision would be officially taken this afternoon.

56th SESSION OF GENERAL ASSEMBLY OPENS TODAY

The General Assembly is set to open its 56th session this afternoon at 3 p.m.

The session will be opened by the chairman of the delegation of Finland, Harri Holkeri, the President of the assemblys 55th session.

Following the official opening of the meeting, delegates will observe a minute of silence, as they always do at the start of a new session.

Immediately following, delegates will decide on the appointment of the members of the credentials committee, which will be followed by the election of a new president.

SECURITY COUNCIL TO TAKE UP IRAQ, ETHIOPIA/ERITREA AND SIERRA LEONE

Thursday morning, the members of the Security Council will meet in closed consultations to discuss the latest report on the UN mission in Ethiopia and Eritrea.

Members will also be briefed by the chairman of the Iraq 661 sanctions committee, Ambassador Ole Peter Kolby.

In the afternoon, Council members will hold a private meeting with the troop contributing countries of the UN mission in Sierra Leone.

OTHER ANNOUNCEMENTS

The UNs Special Coordinator for the Middle East, Terje Roed Larsen, arrived in Cairo as part of a regional tour, at the request of the Secretary-General to hear the views of the regions leaders ahead of General Assemblys general debate. He held separate meetings with the Secretary-General of the Arab League, Amr Moussa and Egypts foreign minister, Ahmed Maher. Yesterday in Beirut, Larsen discussed with senior Lebanese officials, including President Emile Lahoud and Prime Minister Rafik Hariri, all political and economic issues related to the Middle East.

The East Timorese leadership met today with Indonesian President Megawati Sukarnoputri for the first time since she took office. The meeting was in Jakarta, the Indonesian capital. Special Representative Sergio Vieira de Mello, Cabinet Member for Foreign Affairs Jose Ramos Horta, independence leader Xanana Gusmao and Chief Minister designate Mari Alkatiri, described the meeting as extremely cordial.

The Office of the Facilitator for the Inter-Congolese Dialogue, which is scheduled for October 15 in Addis Ababa, Ethiopia, has launched an official website (www.drcpeace.org) updating the Congolese both at home and abroad on progress in the process.
