HE'S RIGHT, OF COURSE. BUT IT'S UP TO [MR.] CLINTON TO MAKE THE CASE TO THE AMERICAN PEOPLE FOR SENDING YET ANOTHER CONTINGENT OF U-S TROOPS TO THE BALKANS ON A POTENTIALLY OPEN-ENDED MISSION.
