    ANNCR: THE VOICE OF AMERICA PRESENTS DIFFERING POINTS OF VIEW ON A WIDE VARIETY OF ISSUES. NEXT, AN EDITORIAL EXPRESSING THE POLICIES OF THE UNITED STATES GOVERNMENT.

    VOICE:

    THE ALBANIAN CAPITAL OF TIRANA HAS AGAIN BEEN THE SITE OF VIOLENCE -- THE WORST SINCE A CIVIL UPRISING EARLY LAST YEAR AFTER THE COLLAPSE OF FRAUDULENT SAVINGS AND INVESTMENT SCHEMES. THE VIOLENCE WAS TRIGGERED BY THE RECENT SHOOTING DEATH OF AZEM HAJDARI, A LEADING OPPOSITION FIGURE. OPPOSITION LEADER SALI BERISHA HAS BLAMED THE DEATH ON PRIME MINISTER FATOS NANO.

    ON SEPTEMBER 13TH, BERISHA SUPPORTERS ATTACKED THE PRIME MINISTER'S OFFICES, SETTING FIRE TO THE BUILDING AND SEVERAL CARS. THEY BRIEFLY TOOK OVER THE STATE TELEVISION STATION AND LOOTED SOME SHOPS. AT LEAST THREE PEOPLE DIED AND SCORES WERE INJURED. SINCE THEN, THOUSANDS OF PROTESTERS HAVE HELD PEACEFUL RALLIES IN TIRANA, DEMANDING THE RESIGNATION OF THE CURRENT GOVERNMENT.

    THE PARLIAMENT HAS VOTED TO STRIP SALI BERISHA OF HIS PARLIAMENTARY IMMUNITY. THE VOTE COULD PAVE THE WAY FOR MR. BERISHA'S ARREST ON CHARGES OF INCITING VIOLENT UNREST.

    THE UNITED STATES CONDEMNS THE USE OF VIOLENCE FOR POLITICAL ENDS. ALBANIA'S POLITICAL LEADERSHIP IN THE GOVERNMENT AND THE OPPOSITION ARE RESPONSIBLE FOR RESOLVING THE CRISIS. MEMBERS OF ALL PARTIES MUST WORK TOGETHER TOWARD A PEACEFUL SOLUTION THAT RESPECTS THE DEMOCRATIC PROCESS.     THE BOY'S MOTHER, EFIGA DJELI, SAYS SHE STILL FINDS IT HARD TO BELIEVE HER FAMILY MADE GOOD ITS ESCAPE FROM KOSOVO.

    EFIGA DJELI IS A WIDOW WITH SEVEN CHILDREN RANGING IN AGE FROM FIVE TO 22. HER FAMILY'S FLIGHT FROM THEIR SIMPLE FARM HOUSE OUTSIDE THE TOWN OF JUNIK IN WESTERN KOSOVO BEGAN AT THE MIDDLE OF LAST MONTH.

    "WE LEFT JUST AN HOUR BEFORE THE SERBS MOVED INTO THE AREA," SHE SAYS. "WE WANTED TO STAY BUT WE HAD NO CHOICE. WE RAN AWAY WITH NOTHING BUT THE CLOTHES ON OUR BACKS."

    THE REFUGEES WERE GUIDED ACROSS THE ALBANIAN BORDER OVER MOUNTAINS AND THROUGH MINE FIELDS BY GUERRILLAS OF THE KOSOVO LIBERATION ARMY. SERB SECURITY FORCES AND UNITS OF THE YUGOSLAV ARMY HAVE BEEN ON THE OFFENSIVE AGAINST THE GUERRILLAS FOR THE PAST SEVEN MONTHS, CONDUCTING A SCORCHED EARTH CAMPAIGN, DESTROYING COUNTLESS VILLAGES AND FORCING UPWARDS OF 300-THOUSAND CIVILIANS TO FLEE THEIR HOMES.

    BUT THE WARFARE AND THE DESTRUCTIONS HAVE FAILED TO BREAK THE BONDS BETWEEN THE K-L-A AND KOSOVO'S ETHNIC ALBANIAN MAJORITY. EFIGA DJELI'S ELDEST SON, PERVER, SAYS THE ONLY THING THAT PREVENTED HIM FROM JOINING THE REVOLT WAS THE NEED TO PROTECT HIS FAMILY. HE UNDERSTANDS WHAT MOTIVATES THE GUERRILLAS.

    EFIGA DJELI AND HER FAMILY ARE NOW LIVING IN A SMALL DORMITORY ROOM WITH BUNK BEDS AND TWO PLASTIC CHAIRS. THEY ARE TOTALLY DEPENDENT ON AID AGENCIES FOR FOOD AND OTHER SUPPLIES.

    THERE ARE AN ESTIMATED 25-THOUSAND KOSOVAR REFUGEES IN ALBANIA NOW, AND IN SOME WAYS, THEY ARE THE LUCKY ONES. MOST OF THOSE DISPLACED BY THE FIGHTING REMAIN INSIDE KOSOVO WITH TENS OF THOUSANDS CAMPED ON MOUNTAIN TOPS OR HIDING IN THE FORESTS WITH AID AGENCIES UNABLE TO REACH THEM.

    ALESSANDRA MORELLI OF THE U-N REFUGEE AGENCY SAYS UPWARDS OF 100-THOUSAND KOSOVARS DISPLACED BY THE WARFARE ARE NOW CAMPED IN THE OPEN AROUND THE TOWN OF DJAKOVA, JUST NORTH OF THE ALBANIAN BORDER. AND IF THEY SUDDENLY MOVE ACROSS THE FRONTIER, SHE SAYS, AID WORKERS HERE WILL BE OVERWHELMED.

    WESTERN ENVOYS PRESSING BELGRADE TO END ITS OFFENSIVE IN KOSOVO SAY IT IS VITAL FOR THE REFUGEES TO RETURN TO THEIR HOMES BEFORE THE FULL FORCE OF THE BALKAN WINTER SETS IN. BUT AID WORKERS HERE SAY THAT IS SIMPLY NOT GOING TO HAPPEN.

    THESE PEOPLE HAVE NOTHING TO GO HOME TO, SAYS ONE AID AGENCY OFFICIAL.     INTRO: THE UNITED NATIONS SECURITY COUNCIL IS REPORTED TO BE NEAR AGREEMENT ON A NEW RESOLUTION DEMANDING A CEASE FIRE IN THE YUGOSLAV PROVINCE OF KOSOVO. A SERB OFFENSIVE AGAINST ETHNIC ALBANIANS THERE CONTINUES TO CREATE REFUGEES FACING THE ONSET OF WINTER. V-O-A'S GIL BUTLER HAS MORE ON THE STORY FROM NEW YORK.

    TEXT: AN IDEA RAISED BY BRITAIN AND FRANCE IS SAID TO BE CLOSE TO A VOTE THIS WEEK AT THE UNITED NATIONS SECURITY COUNCIL. THE RESOLUTION COULD BE VOTED ON AS EARLY AS WEDNESDAY AFTERNOON.

    THE RESOLUTION WOULD BE UNDER WHAT IS CALLED U-N CHAPTER SEVEN, WHICH IMPLIES THE POSSIBLE USE OF FORCE--THOUGH SOME SECURITY COUNCIL MEMBERS ARE KNOWN TO OPPOSE THAT. A SENIOR AMERICAN OFFICIAL SAYS CONSULTATIONS AMONG SECURITY COUNCIL MEMBERS ARE NOW UNDERWAY--AND THERE IS AGREEMENT IN PRINCIPLE AMONG KEY COUNTRIES, INCLUDING RUSSIA.

    AT THE SAME TIME, THE UNITED STATES HAS RECOMMENDED THAT NATO TAKE THE NEXT STEP TOWARD PREPARING FOR POSSIBLE MILITARY ACTION IN KOSOVO. THAT IS WHAT IS CALLED FORCE GENERATION, IN WHICH NATO MEMBER COUNTRIES ARE ASKED TO SUPPLY THE NEEDED FORCES FOR THE PLANS WHICH ARE ALREADY IN PLACE. OFFICIALS SAY THE REQUEST WOULD PRIMARILY BE AIR RATHER THAN GROUND. A NATO DECISION ACTUALLY TO USE FORCE HAS --NOT-- BEEN MADE YET.

    THE UNITED STATES HAS SAID IN THE PAST A SECURITY COUNCIL RESOLUTION AUTHORIZING ACTION IN KOSOVO IS DESIRABLE BUT NOT NECESSARY. SENIOR OFFICIALS NOW SAY THEY WANT TO HIGHLIGHT THE FEELING OF THE INTERNATINAL COMMUNITY THAT YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC MUST STOP HIS OFFENSIVE AGAINST THE KOSOVAR ALBANIANS, LET HUMANITARIAN WORKERS AND INTERNATIONAL OBSERVERS HAVE FREE ACCESS IN KOSOVO AND BEGIN TO NEGOTIATE WITH THE KOSOVARS.

    THE OFFICIALS MAKE A POINT THAT THE RESOLUTION WILL BE UNDER UNITED NATIONS CHAPTER SEVEN WHICH AUTHORIZES THE USE OF FORCE WHEN A SITUATION IS A THREAT TO INTERNATIONAL PEACE.

    AMERICAN OFFICIALS SAY ANOTHER TEN THOUSAND KOSOVARS HAVE RECENTLY BEEN MADE HOMELESS BY THE SERBIAN OFFENSIVE--JOINING THOUSANDS OF OTHERS.
