MONDAY'S CONVOY OF ABOUT 35 VEHICLES, FILLED WITH AMBASSADORS AND ABOUT 100 JOURNALISTS DID NOT VISIT THE MOST DANGEROUS PARTS OF KOSOVO. BUT DIPLOMATS SAY THAT ONCE THE OBSERVERS BEGIN ROUTINE PATROLS THEY WILL TRAVEL TO ALL PARTS OF THE PROVINCE. THE SENIOR DIPLOMAT AT THE AMERICAN EMBASSY IN BELGRADE, RICHARD MILES, EMPHASIZED THEY WERE THERE AS OBSERVERS, NOT NEGOTIATORS, AND SAID THE TRIP WAS VERY USEFUL. MR.
